IntroductionIntroductionIntroductionIntroduction The Design & Access Statement has been prepared to address concerns raised in the Pre-Planning feedback and to support a Planning Application for the redevelopment of an existing site at Bury Green, Millfield Lane� The proposed Development (within 47,348�2M2 site area) consists of 2No� Data Centre Buildings of 19,154 M2 gross floor area over two levels containing data handling computers and associated plant areas, technical support services and ancillary office areas,2No� External Compounds 2366M2 � Use Class for this proposal is sui-generis which has been decided in consultation with the Local Planning Authority� A Data Centre is a highly serviced building type that provides for the I�T� needs of financial institutions, large corporate entities and small organisations looking to outsource their requirements in to state of the art facilities� Due to the requirement to be in operation 24/7, Data Centres have large mechanical and electrical infrastructures to provide resilience either on or off the national grid via the various available networks� In parallel with the mechanical and electrical services they use multiple fibre providers to offer diverse and sustainable connectivity to all networks worldwide� Due to the 24/7 operation, staff work on a shift basis and are afforded facilities to maintain this level of cover� The number of staff for this building will be in the order of 25-30 people on one shift, up to a maximum of 50-60 people at any one time to cater for the overlap in staff while employees change shifts� Typically, between 2 and 6 times a year, the building will be occupied more intensively for routine and emergency testing regimes and simulated data storage retrieval events� The proposed Data Centre Buildings consists of the following areas: DataDataDataData Centre 01 will comprise of the following areas: Centre 01 will comprise of the following areas: Centre 01 will comprise of the following areas: Centre 01 will comprise of the following areas:

External plant areas will be enclosed within a 5m high acoustic screen to meet the acoustic standards set by the acoustic consultant, and located away from the residential properties to minimise potential plant noise�

A primary sub-station is housed within a separate building & compound located on the site away from the main Data Centre Buildings This will be serviced by the utility board which will require independent access� Security and controlled site access points are also critical to the successful operation of a Data Centre Building, so site access and building access points are minimised� The nature of the operation of a Data Centre is that deliveries will be on an infrequent basis� The building will present a clean contemporary appearance in keeping with the environment and appropriate to its use� The new data centre scheme and site treatment will be to a very high quality, aiming to be a positive addition to the existing context� The proposed development has increased the landscaping zone between the proposed Data Centre & the existing residential development which is under construction� This is achieved by locating the proposed Data Centre Scheme to the north-west corner of the site outside the Bury Green Conservation Area, as indicated in Fig 01�

DESIGN & ACCESS STATDESIGN & ACCESS STATDESIGN & ACCESS STATDESIGN & ACCESS STATEMENTEMENTEMENTEMENT (Planning Application) (Planning Application) (Planning Application) (Planning Application) Proposed Data Centre Development at Bury Green Farm, Millfield Lane, Bury Green The site is located on the north-west edge of Bury Green, a small village in the parish of Little Hadham� Bury Green site also includes 165 acres/66�78 ha of surrounding farmland� The overall landholding comprises an area of 180acres/72�85ha of surrounding rural, countryside setting� Vehicular access to the existing animal breeding buildings within the proposed site is via access road from the north of the village� There are approximately 57 existing car parking spaces in the existing parking compound provided on the existing site, located to the north-east of the site outside of the MDS� There is also additional parking contained within the MDS site around the existing buildings�

The existing site slopes significantly from the northeast corner to the southwest corner (between 6 7�5m overall) levels are indicated on the RPS site survey enclosed� In terms of landscaping, there are a number of existing mature trees, up to 20m in height, on the site along the boundary to the north� The mature trees provide a dense screen to the main entrance along the north frontage� To the east boundary there is a proposed residential development under construction an enhanced landscape zone will be created to minimise potential visual impact on the surrounding landscape� Along the boundary to the south existing mature trees up to 20m in height, provide a dense screen along the south frontage� To the west boundary there is relatively sparse vegetation with the exception of four mature trees to the south west end� There is 3�2m existing chain link / razor wire fencing to all boundaries on the site except for the east boundary facing onto the residential development which is currently under construction�

1�11�11�11�1 SurrounSurrounSurrounSurrounding contextding contextding contextding context However, the focus of this Design & Access Statement is on the land and buildings within the defined MDS (Major Development Site) and its relationship to the existing village settlement� The southern end of the MDS site is within the Conservation Area of Bury Green adjacent to the village of Bury Green which is also in Conservation Area� The main focus of the village is its green, onto which the existing residential properties front� The green, which is common land, is identified as a County Wildlife site� Bury Green is characterized by low level residential development with large garden with views across the green and the surrounding open countryside� The village contains approximately 40 buildings, of which 20 are listed� The majority of the existing dwellings in the village exhibit a strong rural vernacular and have been constructed using traditional house design� In topographical terms, the land falls gently from the north-west to the south east across the site� Bury Green is situated in a shallow valley� There are a number of ponds within the village and a stream to the south east� The surrounding landscape is undulating in character� 1�21�21�21�2 The site redevelopment proposalThe site redevelopment proposalThe site redevelopment proposalThe site redevelopment proposal The site proposal consists of the following zones:

DESIGN & ACCESS STATDESIGN & ACCESS STATDESIGN & ACCESS STATDESIGN & ACCESS STATEMENTEMENTEMENTEMENT (Planning Application) (Planning Application) (Planning Application) (Planning Application) Proposed Data Centre Development at Bury Green Farm, Millfield Lane, Bury Green 1�31�31�31�3 Site AccessSite AccessSite AccessSite Access There is currently one existing vehicular access point to the proposed site within the MDS (Major Development Site)� This access point is suitable for retention, because it acts as a secure access point which would be required for a Data Centre Scheme� 1�41�41�41�4 ParkingParkingParkingParking 57 car parking spaces in total are proposed, including 4 disabled bays� Motorcycle bays and cycle parking spaces have been provided in line with the code� 1�51�51�51�5 Site BoundarySite BoundarySite BoundarySite Boundary All site boundaries will retain the existing high grade black painted steel mesh security fence designed to be visually unobtrusive in a landscaped environment� The existing security fence consists of the following an outer security fence at approximately 3m high, and an inner fence at 3�2m high, positioned as shown on the existing site layout� Sliding steel security gates and traffic barriers will be provided at vehicle access points� 1�61�61�61�6 LandscapingLandscapingLandscapingLandscaping The proposed site is largely screened from views from public vantage points due to the well established boundary planting� During the winter months, glimpsed views of the roofs of existing buildings within the proposed site are gained from the public footpath to the north-east and from gaps in the hedge to the northern side of the road to the south-west� A lack of planting along the northern edge of the MDS area allows clear views into the site year round� Due to the undulating nature of the landscape and the degree of the existing buffer landscaping around the proposed site area, the proposed Data Centre will be well screened and therefore will not adversely impact on the character of the neighbouring village of Bury Green� However, there are areas where the boundary planting could be enhanced, for example to the north-west and south-east of the site, and this would deliver landscape and visual benefits� Please find enclosed the proposed Landscape Design scheme for the proposed development�

DESIGN & ACCESS STATDESIGN & ACCESS STATDESIGN & ACCESS STATDESIGN & ACCESS STATEMENTEMENTEMENTEMENT (Planning Application) (Planning Application) (Planning Application) (Planning Application) Proposed Data Centre Development at Bury Green Farm, Millfield Lane, Bury Green 1�71�71�71�7 MassingMassingMassingMassing In the Pre-Planning Feedback concerns where raised in relation to the overall size and scale of the building� The Proposed Data Centre will be no greater in volume or height than the existing buildings on the site� The overall size of the building has been broken up into two separate data centre buildings to reduce the scale, volume and the schemes visual impact this is illustrated on drawing sk�002b, sk�003b & sk�004b� Due to the natural slope of the site, the proposed building will sit within an excavated cut-in, lowering the effective height of the building in relation to the proposed residential development currently under construction this is illustrated on drawing sk�005� The buildings have been positioned outside the Bury Green Conservation Area thus increasing the landscaped buffer zone between the proposed Data Centre buildings and the existing residential development under construction� 1�81�81�81�8 External Service AreasExternal Service AreasExternal Service AreasExternal Service Areas The external plant compounds have been positioned to the rear of each Data Centre building to mitigate the effects of noise to surrounding areas, particularly to neighbouring residential properties to the south east� An acoustic screen enclosing external plant compound has been sized to 5 metres high so that any plant or associated vertical elements will sit below the height of the screen� The screen will be comprised of insulated metallic panels with high quality finish externally� There will be landscaped recesses to visually break the length of the screen� A sub-station and compound building is located to the north west of the site, away from the main Data Centre Building to allow it to have separate access from the utility board� The building will be low rise� Materials and roof type will reflect those proposed for the Data Centre Buildings�

The proposed Data Centre Scheme will have two sources of traffic: staff and visitors; only one access point has been proposed for both cars and trucks - this takes on the form of a gated vehicle lock from which separate car and goods vehicle access is controlled through subsequent secure barriers; leading to separate car parking and loading bay zones�

2� To develop Phase I which was approximately 35,000 sq�ft of poor quality single storey industrial buildings for new build residential?

4� Keep the agricultural land as an investment with hope value�

• 23rd September 2003 – (Agent A) were appointed to try and find tenants for the premises�

• 4th November 2003 – (Agent B) were appointed to try and find tenants for the

premises�

• 12th November 2003 – (Interested Party A) visited the site and was very interested in building 4 or building 9 and renting 1 or 2 houses in The Grove�

• 4th December 2003 – Contacted (Agent C) with a view to selling or letting the

Commercial Buildings at Bury Green Farm�

• 19th January 2004 – Terms were agreed with the (Interested Party A) to obtain a Licence to use these premises and they also contacted a Consultancy for the specialist fit out�

• 27th January 2004 - We were contacted by (Agent D) who believe they could

find tenants for a Bio and Technology and Science Park�

• 26th February 2004 – (Agent B) showed a company the premises who were interested in principle�

• May 2004 – Negotiations with (Interested Party A) fizzled out due to the pressure that they were receiving from Animal Rights in Leek in Lincolnshire�

• June 2004 - Contacted by (Agent E ) who believe they might have a client for

the whole of the site�

• 16th September 2004 – (Agent C) had companies interested in the whole site�

• December 2004/January 2005 – All interest fizzled out�

• April 2005 the Draft Planning Brief for the whole of the site was published by East Herts District Council�

• 25th July 2005 we commenced decommissioning stripping out the plant�

• June 2006 – We obtained detailed Planning Consent for Phase I residential

Development including the 5 affordable houses in The Grove�

• 19th September 2007 – Obtained consent to demolish all buildings in conservation area, only real condition is to provide a statement about the demolition traffic to CPA�

• 10th March 2008 – We got a “deemed consent” to demolish all remaining

buildings within the MDS – NO CONDITIONS! ?

IIIIntroductionntroductionntroductionntroduction The Sustainability Statement has been prepared to support a Planning Application for the redevelopment of an existing site at Bury Green, Millfield Lane, Bury Green. Sustainability Statement explains how the development will meet a number of sustainability criteria indicated in Planning Policy SD1.

In the proposed Data Centre development use of air conditioning and comfort cooling will be restricted to those areas where it is strictly necessary. Artificial lighting systems for use internally and externally will be as energy efficient as possible. Low energy light will be used therefore offering significant energy and maintenance/ replacement savings.

The proposed development will incorporate BMS (Building Management System) which has a sophisticated network of sensors and controls covering all building services. Systems will be programmed for optimum operation and minimal energy use. Consideration will be given to the maintenance implications of installing controls and sensors.

Options for improving efficiency in the building fabric include:

• enhanced insulation values • improved air tightness • shading provision • double/triple glazed windows

Options for improving the efficiency of building services include:

• high efficiency boilers and chillers • natural ventilation • increased natural daylighting • chilled beams • underfloor heating • efficient controls systems • insulation of pipes, ducts and vessels

All of the above options will be incorporated to improve the sustainability of the proposed Data Centre Development in-line with Planning Policy SD1

Sustainable Sustainable Sustainable Sustainable MaterialsMaterialsMaterialsMaterials In the case of this development demolition will take the form of careful deconstruction to maximize the potential re-use of materials within the proposed development.

The amount of energy used for transport, particularly in the case of heavy or bulky materials, can be significant. To reduce these impacts is to limit the distances that materials are transported. A best practice approach of sourcing high mass materials locally will be implemented where possible.

The use of Sustainable material management in the proposed development will reduce waste generation and the environmental impacts associated with materials production and transportation. The proposed materials will comply with relevant BREEAM and Part L of the Building Regulations to ensure energy efficiency.

For the proposed development a contextual evaluation of the site and its surroundings, including the collation of baseline site information have been carried out to ensure the building sits in its context.

As the proposed development is considered large scale development comprising employment, Travel plans will be prepared in accordance with Hertfordshire Best Practice Guidelines, adopted by the Hertfordshire Technical Chief Officers Association (HTCOA) as an agreed guidance note on 8 March 2001. Please refer to the Transport Assessment for the above information.

For larger development schemes like the proposed development a contextual analysis of the site has been carried out to determine the basis of the existing movement network. This covers issues such as patterns of car use, public transport links and cycle and walking provision.

It is established policy in Hertfordshire that green transport plans should form part of planning obligations for major developments. Refer to section 32 of the Supplementary Planning Guidance: Parking provision at new development (adopted 2000)

Building services will be designed in line with best practice guidance, such as that produced by the Chartered Institute of Building Services Engineers (CIBSE) for elimination of Legionnaire's risk. Building services will also be designed with Planned Preventative Maintenance (PPM) in mind. Well maintained building services perform better and consequently ventilation, humidity levels, energy consumption etc are optimized. The key consideration in maintaining building services is ease of access which will be implemented in this development. NoiseNoiseNoiseNoise The proposed development will comply with Planning Policy Guidance (PPG24). The proposed Data Centre Development has incorporated effective noise attenuation for both internal and external plant. The separations of noise sources from quiet areas have been implemented. The details of the acoustic requirements for such developments clearly set out in Building Regulations Part E and have been adhered. Please refer to the Environmental Noise Survey for the above information. SafetySafetySafetySafety The proposed development will comply with Planning Policy Section 36 of PPS1. This ensures that developments create safe and accessible environments where crime and disorder or fear of crime does not undermine quality of life or community cohesion. WasteWasteWasteWaste The proposed development will implement a Site Waste Management Plan. The plan also identifies who is responsible for waste management and disposal functions and who will record the details of waste contractors to ensure the legitimate disposal of any residual waste types and volumes of waste expected to arise on site options for reusing or recycling such waste The proposed Data Centre Building will be built with Pre-fabricated and modular components which reduce the amount of waste generated. The design flexibility in the proposed Data Centre allows for a longer life span which ensures the building can readily accommodate new functions, (without requiring demolition and creation of new structures), thus eliminating the waste generation process.

The proposed waste and recycling storage areas have adequate space to facilitate waste recycling through separation, storage, handling, bulking and collection of waste generated within the proposed development.

Full consideration has been given to the location and design of facilities to ensure minimal visual impact and full integration into the scheme design.

Due to the large roof area of the proposed development rain water harvesting will be incorporated into the scheme. Rainwater Harvesting such as diversion of rainwater from the roof via a drainpipe into a storage tank. Leaves and debris are filtered out before the water is stored. The filtered water cannot be used for drinking, but can supply toilets, outside taps, washing machines, etc. through a separate pipe network this will be used in conjunction with the greywater supply. Greywater harvesting will be incorporated also into the proposed development so wastewater from showers and washbasins which can be collected cleaned and reused for non potable uses such as toilet flushing.
