BRIEF DEVELOPMENT PREAMBLE The Buganda Kingdom has proposed a cultural Centre to be set up that will be focussed on the various pillars: Youth Empowerment As a non - profitable project aiming at mobilizing and empowering the youth for sustainable development in Buganda and Uganda at large. The Center is to provide a common platform for all the youth in Buganda who need a plateful hand to overcome the social economic challenges of life. The cultural center is focused on having a practical take on Baganda people who need to actively participate in the process of fighting against their social economic challenges. It should be a centre for research and dissemination of information to the Baganda youths especially in areas of employment opportunities, investment and entrepreneurship and life skills, health and agriculture that can be applied by the youths to build an independent economic base. The centre should also be a source of cultural information and preservation so as to ensure that the history of the Baganda is not lost in time due to effects of urbanization. This needs require for the project to have a Cultural library that may be fitted with audio-visual facilities that maybe used to tell the story of the Buganda Kingdom. The development intends to house workshops for both male and female trades, forcusing on painting, dance and tailouring respectively. These facilities are intenced to empower school drop-outs due to poverty and thus lowering the poverty level in the kingdom and Uganda at large. Economic gain and Employment opportunities The Baganda cultural Centre, will provide employment opportunities for the youths, orient them to become creative, innovative and ultimately equip them with necessary knowledge, skills and values to address the social, economic development challenges in the Kingdom for the current and future generations. Employment opportunities offered by the centre will mainly be in the management and running of the centre.e.g. Curators, Restaurant staff,Library staff.e.t.c For economic gain of the area and for the kingdom as a whole, a Private - Public initiative will be put in place so as generate income. This will be achieved as the project will offer rental spaces, Shops and office space, Open courts and Amphitheatre which can be rented for out-door functions, Multi purpose hall (600 pax), Boardrooms and Meeting rooms,a resource centre and a Cuisine Restaurant. Recreational The Baganda cultural Centre, will provide recreational facilities that can allow both locals and visitors enjoy traditional sports like dance, wrestling and the famous Baganda game of Muweso. Socio-Cultural The Baganda cultural Centre, will provide employment opportunities for the youths, orient them to become creative, innovative and ultimately equip them with necessary knowledge, skills and values to address the social, economic development challenges in the Kingdom for the current and future generations. Problem statement Initially the Buganda kingdom stored most of its artefacts in the Muzibu Azaala Mpanga for both safe keeping and display purposes.After the structures destruction by fire on March 6 th 2010 most of the artefacts were either destroyed and lost forever and of those that were saved had no particular structure belonging to the Kingdom where they could be stored and preserved.The following are key problems that face the Buganda kingdom which influenced the proposal of the Baganda cultural centre: • Lack of a facility.i.e a museum and information centre within the Kingdom that accommodates Baganda artefacts, paintings, music and dance activities that can meet the demand of over 10million tourists that visit Uganda annually. • Lack of enough income generating projects to sustain the financial needs of the Kingdom. Project Justification • Cultural Centres play an important role in representing cultural heritage by preserving objects and related information by providing access to these through exhibitions, public programs, publications, and research resources. • Objects bear witness to history and play a significant role in the understanding, appreciation, and preservation of cultural heritage and identity. • The Buganda Kingdom has proposed the development of a cultural and resource centre at the palace in MMengo although the site has still not been agreed upon. • The proposed design project will provide job opportunities for the high number of unemployed youth within the kingdom and Ugandans as a whole. • This facility will also generate the much need revenue for the Kingdom that will be used to maintain the kingdom. • A resource centre will also popularize the Buganda kingdom within Uganda and hence ensure that knowledge of the Buganda kingdom is stored for generations. Site Justification The following are the reasons used to determine the selection and suitability of the site for the proposed Baganda cultural centre. - the site is located in an area with a very rich history about the Buganda Kingdom and thus very relevant to the Baganda people. - the site also marks a distinct change in cultural shift as it broke the traditional of each king being burried in his own palace by accommodating the graves of four Kings. - the site being a 'lively site' where the traditional way of life of the Baganda is still practised is wildly used for several ceremonies associated with the Baganda. - the site is in Uganda's capital centre and hence will attract alot of visitors which in-turn will increase the revenue generated by the project and thus help the local Baganda in and around the project. - Its proximity to the CBD of Kampala creates employment opportunities and thus will also attract the general Ugandan population insearch of jobs. Site Location The site for the proposed project is on Kasubi hill near the junction of Namirembe and Masiro road. SITE
