Introduction :

The year 2006-07 has been a year of escalating our advocacy interventions and brought major visibility to the cause and distinct recognition to SKA from different fronts. Apart from successful collaboration with different CSOs and rights groups, this year also witnessed a remarkable association with govt sector at states’ and central levels entering into different kinds of planning, policy making and budget allocation spheres. SKA -the community led movement also gainfully balanced its advocacy interventions with the legal combat of PIL which is of the essence to reach the all 13 lakh safai karmacharis across the country.

Though the spread of the campaign to new areas is stabilized in this year, the qualitative increase of networking and linkage building brought multiple dividends especially in handling of effective pressure building social actions and constructive strategic partnerships with govt and rights groups across the country.

The task before SKA at this point is that of continuing the advocacy pace which demands synchronized endeavors on different levels; to be able to improve the competency of state and national teams; to be able to sustain the links with several political, dalit and human rights groups/individuals intact; and to be able to steadily deliver proficient as well as responsive actions. Actually to uphold the mission, it is very important to utilize our productive strategies and outcomes extensively to multiply the impact of the campaign that adds to our strength.

Having a goal to eradicate manual scavenging by 2010, now for the liberation of manual scavenging, SKA- as a only national wide movement in the country, is gearing up to muster all possible forts.

The following report brings out SKA’s work with different stakeholders includes community, team, govt/public representatives, media, dalit/human rights groups as detailed in the following sections which covers our specific interventions like further survey in new areas to prove manual scavenging, advocacy and lobby interventions, media and communication intervention, capacity building programmes for SKA teams, strengthening of networks, pressure building social actions etc.

I. Areas of dry latrines spotted by volunteers:

In the last 6 months SKA volunteers with the support of trained community activists thoroughly investigated for dry latrines in spite of non cooperation from users and sometimes even from our safai karmacharis. The pressure on the teams by users is immense that in some places, Supreme Court Order to state govt authorities for spotting of these latrines was also disregarded. Handling of these situations by SKA team and volunteers with the support of local community, dalit rights/human rights groups and media benefited us in some instances to get further visibility to the cause.The survey in the states brought the following factors in to light through survey format and photographs:

1. Identification of SKs with their family & financial back ground. 2. Locating areas of IDLs & CDLs in the towns/GPs3. Names and addresses IDLs & CDLs users 4. Proofs of scavenging in Railway Stations 5. Safai Karmacharis engaged in scavenging on railway tracks

II. Find out Volunteers & their Training.

In order to promote both professional and organizational performance in drawing out the field evidences like status of accessibility to the educational opportunities by SKs children and rehabilitation services to safai karmacharis, SKA organised training in research skills as field investigators in two different regions.

Study objective, content, scope, methodology and role of district, state and national coordination teams, time lines of field activities at different phases, documentation and reporting formats etc were designed collectively under the guidance of expert resource team. A group of 20 community youth volunteers and 8 members from SKA state teams were trained thoroughly in the tools developed by the facilitating resource team of the study with an objective to take up study in 6 states namely Punjab. Haryana, Delhi, Karataka, AP and Tamilnadu. After field testing, coordinators again organised 2 more days training to the state teams in their respective states.

This gave an opportunity to the field teams of SKA to look at field realities and documentation of the same with a research perspective. This process enhanced the skills of enquiry among the field organisers and convenors to prove the incongruity and fight back the system.

III. Community Awareness Meetings against oppression, prejudices and forced manual scavenging of Safai Karmachari women

Last two years onwards SKA state and national teams taking up conscious actions to involve SK women in the movement with an understanding and agreement from the community. In that context, as part of campaign against violence on women, SKA has been highlighting the issue of occupational violence on Safai Karmachari women besides caste, patriarchy and poverty. This multifold oppression faced by SK women and their status in the society as well as families are discussed with community men and women in a focused manner in Delhi, Punjab, Haryana, Rajathan and Uttaranchal.

In these forums SK women’s issues involved in continuation of this forced work of manual scavenging, families and users’ part, blockages to get rid of that work, rehabilitation measures taken and other livelihood interests were discussed with both men and women to facilitate them to plan accordingly.

In the month of January these 4 state teams met in SKA national secretariat to plan the programme activities in detail.

In Delhi, in the month of February, SKA team had a meeting with SC Corporation Deputy Director Mr. Jitendar in demand of proper rehabilitation support and alternative livelihood support. Department officials requested SKA to furnish the list of the SKs list for the support and SKA team agreed to organise meeting to interact with them in March.

On March 8th along with NCDHR and other dalit groups ‘Women’s Day’ celebration was organised in Delhi for the first of its kind with Safai Karmachari women. From that forum it was unanimously decided that- all dalit women’s groups should condemn this practice of the manual scavenging; safai karmachari women should be supported to reject this work; and to take up dignified alternatives. Renowned dalit women activists like Vimal Thorat , Govt officials, national convenor addressed this meeting which was attended by SK women in large number led by Delhi SKA state team.

SKA delegation team also took part in ‘International Conference on Dalit Women’ in The Hague, Netherlands and presented the case of SK women.

As a result of these programmes SKA’s standpoint towards safai karmachari women is marked . Dalit women’s groups are also opening up the issues of safai karmachari women in different forums. More women started attending meetings along with men and community men are allowing young women volunteers to join SKA state teams to take up active role in leading the campaign activities. Increased gender sensitivity is visible among our SKA team and volunteers.

IV Follow up of Advocacy & Lobby Interventions:

SKA continued its advocacy activities in the project areas and provided support to collaborative groups/individuals of the other areas and states like UP, MP, Bihar etc.

As part of the follow up activities SKA lobbied with respective state govts to take up surveys of safai karmacharis, status of rehabilitation support schemes implementation, survey of users and dry latrines and municipal bodies action against perpetrators etc. As a result of SKA advocacy interventions Karnataka and Tamilnadu state Govts came forward to conduct state wide survey and SKA mobilised other groups also in those states to associate respective govt departments.

A) Govt of Tamilnadu’s Invitation to SKA to lead the survey:

As part of SKA’s advocacy interventions national convenor along with SKA TN team met General Manger TADHDCO and other officials on their invitation to discuss the rehabilitation course of action. Since, as of date, no enumeration of safai karmacharis engaged in manual scavenging has been conducted, SKA has suggested to the GM that persons and dependents in that inhuman work be identified. This suggession was well taken by GM as SKA’s PIL brought an interim order from SC instructing respective state govt. to submit the accurate number of Safai karmacharis and their dependents and it also stressed about continuation of their efforts of rehabilitation. .

This discussion led to a major decision to conduct a survey to get the real number of SKs across the 36 districts, and on that basis rehabilitation efforts will be designed. SKA proposed to involve Dalit Foundation and other organisations that are working on dalits’ issues though the department wanted SKA to take up this study in entire state.

In fact the idea of enumerating SKs is a result of last years’ survey in 4 districts by SKA in TN and on verification it was found that the number of SKs on list and field are the same as in that report.

All these attempts of SKA convinced TADHDCO to readily agree to conduct study but under leadership of SKA as they got instructions from central govt. upon the necessity to associate with SKA team to get exact information. It would be worthwhile to mention here that it has been possible for SKA because the leadership is from the community thus commitment to the cause as well as they have the inside information. They also agreed to the idea of involving various dalit organisations in the survey.

On 28th of February the state level day long consultation workshop was organised jointly by SKA, TADHDCO and Madras University in Chennai attended by more than 90 people representing around 43 organisations including Adhi Dravider Walfare Minister Mrs.Thamilarasi, Secretary Adhi Dravider Walfare Deparment, GM TADHDCO, Vice Chancellor of Madras University and national core team members of SKA.

By afternoon , a vigorous debate resulted in participants deciding upon an order of priority - the study’s main focus has to be around SKs in manual scavenging, and then septic toilet cleaners, sewerage workers, sanitation workers in that order. It was also decided to take up district as a unit with a coordinator definitely from the community with reasonable educational background. One nodal voluntary agency will also be taking facilitating role along with TADHDCO department officials. TOT for survey team will be carried out by SKA and other resource agencies along with Dr. B.R. Ambedkar centre. TADHDCO department agreed for the above proposed study and for the modalities.

At the end of the consultation it was decided to conduct a detailed survey of all SKs engaged in manual scavenging across the state and the responsibility of the study coordination and

compilation was given to Dr.B.R. Ambedkar economic and social study centre of Madras University in collaboration with national Safai Karmachari Andolan.

But later Govt of TN decided to collaborate with only Safai Karmachari Andolan due to its thorough comprehension of the safai karmacharis issues and also the involvement of community at every level.

National core group consolidated the strategies and worked out the shared responsibilities with the partnership and resources of Govt emerged in state consultation.

As a follow up of this state consultation SKA national team developed the survey design, modalities and budget with all details of collaborative agencies, SKA and govt officials’ roles at each stage of the survey and in rehabilitation services and submitted the same to Tamilnadu state govt. As a next step SKA is negotiating with govt as well as other groups to consolidate the solidarities to take the process forward.

B ) SKA Teams’ Activities with govt and CSOs :

In Haryana:

Memorandums were given to Commissioner Municipality and District Magistrate of Kurukshetra and Kaithal demanding rehabilitation of safai karmacharis and elimination of manual scavenging. Meeting of District Commissioner Khaithal with safai karmacharis made the officials to instruct local bodies to submit the verified lists of safai karmacharis.

In Rajasthan: In the month of October 06 a letter has been sent to member of parliament Kishanlal ji Balmiki

in demand of rehabilitation of people who are involve in manual scavenging. SKA team, in the month of November, gave petitions against manual scavenging to all the

municipal councilors. And the same copy has been sent to state officials and they issued a paper notice that Rajasthan Govt will eradicate this manual scaveging system by 31 st

December 2007 and will report to Supreme Court. In December SKA Rajasthan team negotiated with concerned officials in Sikar for rehabilitation

of 11 SK women that left the scavenging work.

Uttranchal:

In the month of October 06 SKA Uttranchal team held meetings with govt officials of 1.Udham Singh Nagar 2. Dehradoon.

Meetings also held with 1. District Welfare Association 2.Chief Development Officers 3. Data Collector (Haridwar). But these Govt. officials denied the scavenging practice and also said that Uttranchal govt. rehabilitated all the safai karmacharis.. But the fact of existence of manual

scavenging work has been proved by SKA Uttranchal team to the officials in Haridwar. Now they are forced to recheck the dry latrines and requested SKA team to help them in the process.

C) ‘Manual scavenging eradication- SKA’s Struggle’ – is now a lesson in school curriculum Oxford- 2007 publications by Oxford University India press, included a lesson in its the text book of social and political life subject, to develop an understanding on untouchability to their students. The lesson also covered the endeavors and experiences of dalit movements to address the issue of social discrimination in India- The new subject of social and political life as introduced by new NCERT syllabus incorporates the guidelines of the national curriculum framework -2007. Based on the latest NCERT syllabus the Oxford India University press developed topics on understanding untouchability in our country.

This Lesson No-8 for class IX students, brings the overall situation of dalits and one of the key issue is manual scavenging and the conditions of safai karmacharis. This lesson also focused on Ambedkar ideology and legal frame work that intends to eliminate manual scavenging. In that context the content covered SKA’s struggles in detail like legal interventions to challenge the system utilizing all possible legal provisions under the community leadership.

V Sensitization campaigns through cultural programmes/events: With the intention to bring awareness among community about the rights and entitlements as safai karmacharis and dalits; and to sensitize the civil society and other concerned groups against manual scavenging SK youth volunteers’ teams were trained to take up campaigns. Using different occasions like ISF, Public Hearings forums, Open Forums’ events, consultations, rallies and social actions, women’s day celebrations, demonstrations against dry latrines etc these trained cultural teams performed before the gatherings about safai karmacharis, women and children of community, and struggles of SKA. These events had positive impact on participants and viewers besides visibility to the SKs issues and solidarity to SKA. Details of the programmes are as follows:

In Delhi: 9 to 13 Nov.Cultural and educational program held with collaboration of IIDS, NCDHR,

NAFRE, SKA etc. ISF at Nehru Stadium, Delhi. Performance has been given during inauguration of Sangarsh magazine held on 10 th

December 2006. On 16th Jan a program Violence Against Women & Girl Child held at Rana Pratap bagh. On 2nd February 07 SKA and NCDHR jointly celebrated Ravidas jayanti at SKA office. On 10th March Internation Women’s Day celebrated SKA Delhi team and AIDMAM at

Nandnagari. SKA team members joined cultural teams performed in an International Conference on

Dalit Women held in The Hague, Netherlands. Performances on 27th March on the occasion of Medical Camp arranged at Nandnagri

with co-operation of Escort Hospital.Haryana

In month of December 06 a sensitization campaign had been taken on ‘Violence against SK Women and Girl Child.’

Punjab Campaign was undertook in December 06 ‘Violence against SK women & girl child’.

Performance on SKs issues were taken up in Delhi during ISF program On 24th Feb 07 SKA Punjab team participated in a program organised by ISI (Indian Social

Institute). Issue arisen in this program was “life of Common Dalit and our partnership.”Orissa

In the month of December 06 a program was held about ‘Violence against SK women and girl child’.

Uttranchal In the month of December 06 Uttranchal SKA team organised a campaign against violence

on SK women & girl child.

VI Media Intervention:

One of the SKA’s major advocacy interventions is influencing, assisting and supporting media to access the information of safai karamacharis and helping them in locating dry latrines and manual scavenging. The following are the some of the print media In Delhi: A) Print Media:

An article published in the Hindustan Times by Jatin Gandhi on 24 th November 06 based on SKA’s National Convenor Bezwada Wilson’s interview.

‘Yudhrat Aamadmi’(Quarterly magazine) published matter on manual scavenging in its (Oct-Dec 06 & Jan-March 07 ) written by Suraj Bartiya.

Combat Law (Oct-Nov 06) published an article on manual scavenging by Sunil Kukshal. ‘Aaj Ka Dalit’ (20 Aug.06 ) published Meera Kumar’s statement regarding manual

scavenging. Out Look Hindi magazine published about manual scavenging and legal interventions of

SKA , its impact. Tehelka magazine also published an interview with Bezwada Wilson against manual

scavenging and govt’s actions to support safai karmacharis.

B) Electronic Media: Alzazeera TV presented the case of safai karmachari and practice of manual scavenging On 12th December 06 Ms. Sonja Salemmen , Mr.Jacob ( O3V officials) visited SKA

National Secretariat and discussed about manual scavenging. They also went to Nandnagari to meet safai karmacharis who were involved in manual scavenging.

Media fetch Recognition and Solidarity to SKA and its Leadership:

A) Film against manual scavenging and SKA interventions:

Mr.Henf, Film maker from Denmark, representing Danish Television Network channel approached SKA to take a film against this practice with interviews of safai karmacharis and SKA team and leadership. SKA supported the film crew to shoot the film in AP during last year. They named the film as ‘The Worst Job In The World’ and it won Tri continental Fim Festival award. This film is

widely screened in many forums both by nationally and internationally. This film exposed not safai karmachari issues and helped SKA as an effective advocacy cum training tool to share about SKA’s interventions also. SKA is using this film in campaigns, training programmes of dalit and SK groups across the country.

B) Out Look Magazine stated SKA’s Leadership as One Among 25’ change agents across the country: In the 23rd April, 2007,Out Look – a widely read English Weekly magazine, which published an alternative Power List of 25 crusaders dedicated to change the country braving heavy odds without any motives of profit or self promotion, and Safai Karmachari Andolan’s national convenor Bezwada Wilson, is recognized as one among those back stage campaigners. This recognition added to the credibility of the organisation and thereby visibility to the issue and work.

VII Network building and collaboration with other like minded organizations:

Having the goal of eradication of manual scavenging by 2010 across the country SKA is racing to intensify campaign directly and in partnership to share the field and advocacy responsibilities. A) Partnership in EIDHR national Network: To build solidaities SKA also joined in a national network for dalits human rights supported by EDHR project which is working 10 states. SKA –being a national campaign influencing these partners to include this agenda in their ongoing legal interventions monitoring mechanisms with full of their strengths. SKA’s partnership role is giving leadership to them on SK s issues and SKA is also equally benefiting to access the solidarity and support in the EIDHR project areas. Partnership modalities were worked out with the teams during different planning and review occasions and the project is taking up shape to gear up the campaign with the collective goal of 2010.

To build collaborations SKA took part in activities and shared leaning with other national and state level dalit rights organisations.

B) Some of the Networking activities/events in states and National secreatariate are as follows: Delhi

Rajasthan o On 8th January 07 at the office of Center For Dalit Rights, meeting was organised to

design the partnership plans in eradication of manual scavenging with Mr. P.L. Mimroth as part of training programme.

o Collboration possibilities are also explored with ‘Action Aid’ Jaipur and ‘Khilti Kaliyan’.

C) International Level

From SKA Shri Devi, Neeru Chauhan , K. Anuradha and from Christian Aid representative Deepthi Sukumar participated in the International conference on Dalit Human Rights at Hague , Neitherland to share about SKs issues and to mobilise solidarities.

On the occasion of ‘Book Fair’ National Convenor of SKA Mr. B. Wilson introduced ‘India Stinking’ and raised issue of manual scavenging in India on the plateform of Frankfort Germany.

In the month of November 06 Babulal Sarder of Bangladesh visited SKA Office to develop linkages for elimination of manual scavenging in Bangladesh.

VIII Struggles and actions by state teams:

In the project states still SKA is engaged in preparing community volunteers to take lead of the campaign activities especially to demand govt and perpetrators to end the practice of scavenging. Secondly the struggle for creation of rehabilitation support systems is also demands lot of preparatory works. Therefore our teams are engaged in collecting the proper data to mobilise alternative livelihoods backing. In that process teams took up some of the social actions to lobby with govt officials. COOPS for the rehabilitation of manual scavengers through the loan faciltiy. Haryana

In month of November 06 dry latrine had been demolished by SKA Haryana team at Panipat. Pamphlets distributed in different areas of Haryana for the community awareness. Candle March was taken up in the month of December 06 at B.C. Bazaar.55 Women and 30

men participated in this program. In month of March dry latrine at Jind have been demolished

Punjab

Given memorandum to Ms.Uma Bharati (National President of Bharatiya Janta Party) in protest of dry latrines existence and in demand of elimination of manual scavenging at Amritsar in month of January 2007
