▪ School district enrollment:Homer CCSD 33C is experiencing a “flattening” trend due to a lack of major residential developments on the horizon
o The minimal increase (less than 1%) that occurred in recent years was mostly due to the Sagebrook development in Lockport
o There is a concern if this “flattening” trend would continue

WHY SUPPORT SUSTAINABLE DEVELOPMENT?
CONSERVATION DESIGN9
FOCUS: Conservation Subdivision Regulations
VILLAGE BOARD WORKSHOP #2 | OCTOBER 9, 2019 | HOMER GLEN COMPREHENSIVE PLAN UPDATE
DISCUSSION TOPICS #1
▪ Assess original purpose and potential changes
▪ Evaluate how conservation subdivision standards advance sustainability and development goals
▪ Review better ways to advance sustainability and still promote growth
CONSERVATION DESIGN10
VILLAGE BOARD WORKSHOP #2 | OCTOBER 9, 2019 | HOMER GLEN COMPREHENSIVE PLAN UPDATE
DISCUSSION TOPICS #1
WHAT IS THE CURRENT CONSERVATION DESIGN ORDINANCE?
CONSERVATION DESIGN11
VILLAGE BOARD WORKSHOP #2 | OCTOBER 9, 2019 | HOMER GLEN COMPREHENSIVE PLAN UPDATE
DISCUSSION TOPICS #1
WHEN IS THE CURRENT CODE REQUIRED?
▪ Lot sizes: 12,000 sq ft (R-3A) up to 40,000 sq ft (R-1)
▪ Residential clusters: At least 5 units, but no more than 20 units
▪ Minimum 30 ft landscaping buffer around development exterior
▪ Percent open space: 20% (R-3A, R-6A) to 50% (R-2, R-2A)
▪ Not less than 90% lot abutting to open space
CONSERVATION DESIGN12
VILLAGE BOARD WORKSHOP #2 | OCTOBER 9, 2019 | HOMER GLEN COMPREHENSIVE PLAN UPDATE
DISCUSSION TOPICS #1
DEFINITIONS: NET DENSITY & NET ACREAGE
CONSERVATION DESIGN13
VILLAGE BOARD WORKSHOP #2 | OCTOBER 9, 2019 | HOMER GLEN COMPREHENSIVE PLAN UPDATE
DISCUSSION TOPICS #1
CONSIDERATIONS:
▪ Potential hindrance to development and new
residential subdivisions
▪ Difficulty to apply standards to deep and narrow lots
▪ Example: South Pointe Development [SEE NEXT SLIDE]
:: 40-acre deed-restricted conservation area (unique feature)

:: Unable to design 90% of the lots abutting open space lots

proposals to trigger conservation
▪ Encourage sustainability-minded neighborhoods:: Compact development :: Walkability
:: Reduced water consumption :: Greater energy efficiency
:: Efficient and natural stormwater management
:: Open space preservation
CONSERVATION DESIGN16
VILLAGE BOARD WORKSHOP #2 | OCTOBER 9, 2019 | HOMER GLEN COMPREHENSIVE PLAN UPDATE

▪ Review current zoning/housing typology:: Floating zones for cottage/courtyard housing (Evlyn’s Gate North)
:: Potential rezonings for new R-4 and R-6 (remove grandfathering)
:: R-4: 12,500 sq ft lots (current code)
(what is recommended based on other community data?)
:: R-6: Multi-family residential uses
:: Merge some of the single-family residential zoning districts (10 current districts)
