The County

San Mateo County is located in the heart of the San Francisco

Peninsula. It offers a wide range of recreational pursuits, eco-

nomic opportunities and numerous attractions. The 770,000

residents of the County enjoy the benefits of rural open space,

temperate climate and clean air, as well as metropolitan San

Francisco within easy reach.

The Department

The Department of Housing collaborates with partners as a cata-

lyst to increase the supply of affordable housing and create oppor-

tunities for people at all income levels and abilities to prosper by

supporting livable and thriving communities. The annual budget for

the department is approximately $177 million.

The Position

Reporting directly to the Director of Housing, the Deputy Di-

rector will plan organize, facilitate, direct, coordinate, and eval-

uate all functions and activities of the Department of Housing

and the Housing Authority of San Mateo County. The Deputy

Director will function as the County catalyst to develop new

housing, especially low income and workforce housing, on un-

der-utilized land in the County.

The Ideal Candidate:

• Provide clear, consistent and dynamic leadership in planning, organizing, directing,

coordinating and reviewing the activities in support of the expansion of housing op-

portunities in the County.

• Build and manage relationships with affordable housing developers, financers, advo-

cates, and the County’s 21 jurisdiction to develop and advance a County-wide pipe-

line of affordable housing construction and preservation projects.

• Think strategically and develop departmental strategies that balance vision with real-

ism.

• Create an environment of trust and partnership within the Department, and with exter-

nal stakeholders.

• Resolve highly controversial issues in a participatory and effective manner.

• Provide politically astute leadership that quickly fosters trust, loyalty, respect, commit-

ment and partnership.

• Eloquently and persuasively explain and promote the Countywide Housing Strategy;

speak effectively to diverse audiences including professional, business, industry and

citizen groups.

• Build consensus through superior negotiation skills.

• Properly interpret and make decisions in accordance with appropriate laws, regula-

tions and policies.

• Understand the role of County’s Housing and Community Development division and

the County’s Housing Authority, and their collaborative partnership to most effectively

provide affordable housing opportunities.

• Work cooperatively and effectively with Board of Supervisors, County Manager, other

departments and officials and employees, other agencies, commissions, and advisory

boards. Produce high quality results.

Qualifications:

Any combination of education and experience that

would likely provide the required knowledge, skills and

abilities is qualifying. A typical way to qualify is:

Education: Equivalent to a Bachelor’s degree from an

accredited college or university with major course work

in planning, finance, business administration, public pol-

icy, public administration, or a related discipline.

Experience: 4 years of progressively responsible ad-

ministrative experience in County or other municipal

government, or a related field, which included directing,

planning, organizing and coordinating housing programs

and services and supervising project management or

housing specialist staff.

Salary & Benefits

The salary range for this position is $150,196.80—$187,761.60 annually. The County offers an excellent benefits package that is

available to spouses, domestic partners, and other dependents:

Retirement: All permanent County employees are members of the San Mateo County Employees' Retirement Association

(SamCERA). SamCERA offers retirement, service disability, non-service disability, duty death, non-duty death and retirement death

benefits to eligible members, spouses and their beneficiaries.

Insurance: Choice of three medical and two dental plans with the majority of the premium paid for employee and eligible family

members plus Flexible Spending Account option. The vision care plan is fully paid for employee and eligible dependents. The Coun-

ty provides $50,000 of Basic Life Insurance. Additional Insurance: Family Death, Disability and Supplemental Life Insurance policies

are available to employees. Long Term Disability benefits fully paid by the County.

Vacation: Employees receive 13 paid days a year for the first 5 years of service. Additional days are added with increased years of

service. 14 paid holidays/year.

Administrative Leave: Management employees accrue 130 hours per year to use as time off. In April of each year, employees

have the opportunity to convert 50% of their then current Administrative Leave hours balance for a cash payment.
