NOTICE OF APPROVAL FOR TIER 2 LEVE.L IMPLEMENTATION ANDENFORCEMENT OF ENVIRONMENTAL ASSESSMENT AND CORRECTIVE ACT~ON
DELEGATION, SACRAMENTO COUNTY ENVIRONMENTAL MANAGEMENTDEPARTMENT, CERTIFIED UNIFIED PROGRAM AGENCY (SACRAMENTOCOUNTY CUPA) .
Dear Mr. Siebal:
The Department ofToxic Substances Contra,"(DTSC) has completed its review of theSacramento County Certified Unified Program Agency (CUPA) Tier 2 application for theauthority to implement and enforce environmental assessments and corrective actionconducted pursuantto Health and Safety Code §§ 25400.3(0)(3), 25187, 25187.1,25200.10, and 25200.14. This application was submitted on June 3, 2011.
Based on its review, DTSC has determined that Sacramento County CUPA is qualifiedat the fier 2 Level to implement and enforce the environmental assessments andcorrective .action in accordance with the requirements of California Code of Regulations,title 22, §68400.11 et seq. The Sacramento County 9UPA application forenvironmental assessment and corrective action delegation is hereby approved.
In order for DTSC to effectively coordinate and manage corrective action activitiesstatewide, DTSC is requesting Sacramento County CUPA for the following:
1. Provide DTSC with a 30-day written notice of the name, address and permitting. status of the facility or site before any corrective action activity is initiated,
2. Refer to DTSC ."any facility or site requiring corrective action that is beyondSacramento County CUPA's expertise. (Cal. Code Regs., tit 22, §68400.11 (g)).

3. Provide DTSC with sjrnultaneouscoples of fact sheets, notices issued during thecorrective action process, remedy selection approval documents, and correctiveaction completion determination documents. The documents should be sent to:

DTSC is delegating the corrective action overslqhtauthority under Chapter 6.q ofDivision 20 of Health and Safety Code.
