1. Purpose. To issue the required operational capabilities (ROC) and projected operational

environment (POE) for Navy Expeditionary Forces Command Pacific (NEFCPAC).

2. Scope and Applicability. This instruction provides resource agencies information describing

NEFCPAC mission requirements, capabilities, and the types and locations of operational

employment. Together, the ROC and POE establish tasking which produces a measurable

workload to compute personnel requirements for activity manpower documents.

3. Discussion. Enclosures (1) through (3) have been prepared per reference (a). Enclosures (1)

through (3) will also be used to assist with determining specific mission area M-ratings reported

under reference (b). This instruction provides resource agencies information describing

NEFCPAC mission requirements, capabilities, and the types and locations of operational

employment. Together, the ROC and POE establish tasking which produces a measurable

4. Action. Commander, Navy Expeditionary Combat Command Pacific will periodically

NEFCPAC are significantly altered. Change recommendations should include comments on the

5. Records Management

a. Records created as a result of this instruction regardless of format or media, must be

maintained and dispositioned per the records disposition schedules located on the Department of

the Navy/Assistant for Administration, Directives and Records Management Division portal

6. Review and Effective Date. Per instruction OPNAVINST 5215.17A, Director,

Expeditionary Warfare (OPNAV N95) will review this instruction annually around the

anniversary of its issuance date to ensure applicability, currency, and consistency with Federal,

Department of Defense, Secretary of the Navy, and Navy policy and statutory authority using

OPNAV 5215/40 Review of Instruction. This instruction will be in effect for 10 years, unless

revised or cancelled in the interim, and will be reissued by the 10-year anniversary date if it is

still required, unless it meets one of the exceptions in OPNAVINST 5215.17A, paragraph 9.

Otherwise, if the instruction is no longer required, it will be processed for cancellation as soon as

the need for cancellation is known following the guidance in OPNAV Manual 5215.1 of May

2016.

REQUIRED OPERATIONAL MISSION AREAS AND READINESS CONDITION

DESCRIPTIONS FOR NAVY EXPEDITIONARY FORCES COMMAND PACIFIC

(NEFCPAC)

1. Mission

a. To execute operational command and control of assigned Navy expeditionary combat

forces in the Commander, U.S Seventh Fleet (COMSEVENTHFLT) area of operations (AO).

NEFCPAC serves as the core Navy expeditionary force battle staff for crisis response and major

combat operations. It plans and executes coastal riverine, explosive ordnance disposal,

construction, and salvage operations, and provides expeditionary intelligence and logistics in

near shore waters, littoral regions, and inland areas.

b. To coordinate theater-wide expeditionary combat, combat support, and combat service

support missions in order to execute COMSEVENTHFLT objectives, tasks, and missions;

provide COMSEVENTHFLT oversight for all operations involving Navy expeditionary combat

forces in theater; monitor and recommend changes in priority; and assist COMSEVENTHFLT in

redefining and identifying missions best suited for Navy expeditionary combat forces in

COMSEVENTHFLT AO.

2. Mission Areas. Per reference (a), the primary (P) and secondary (S) mission areas are listed

in table 1-1.

a. Readiness State I: Full Contingency Readiness

(1) Significant strategic and tactical indications of imminent hostilities. While in

readiness state I, the staff must be capable of meeting this criteria: able to perform and direct all

offensive and defensive functions of one major command configuration. Simultaneous support

for secondary functions or responsibilities is a limited capability. This state supports war and

operation plans executed at defense readiness condition (DEFCON) I and II, and major civil

assistance operations. All watch stations and vital positions will be manned to sustain operations

in the designated command configuration indefinitely once implementation is complete.

Attainment of this state includes providing plan-specified augmentation assets to various remote

command centers, posts, and units. The staff and supporting commands will take all measures

necessary to ensure all primary and battle-redundant systems are maintained in a maximum state

of readiness.

(2) All personnel assets detailed in national, theater, and unit mobilization plans must be

staffed by permanent personnel, marked reserves, and augments.

b. Readiness State II: Tailored Contingency Readiness. Significant strategic and tactical

indications of potential limited hostilities, or regional localized civil assistance operations. As

directed by higher authority, partial augmentation is achieved to sustain a readiness posture

tailored to a limited threat.

c. Readiness State III: Current Operations. Conducting current operations without

mobilized or augmentation assets. Watch stations and vital positions sufficient to sustain theater

and local operations at the DEFCON IV or III or minor civil assistance operations are manned

and ready. The staff is able to initialize major war or operation plans in advance of augmentation

support. This readiness state is the sum total of those watch stations and vital positions required

to support routine operation in DEFCON IV (geopolitical instability exists in the AO which

requires constant vigilance and monitoring for rapidly escalating, emergent developments) and

the additional watch stations and vital positions required to immediately surge to a level to

support DEFCON III (tensions exist which may have serious and adverse effects, and the

possibility of force involvement exists). All personnel assets to support this readiness state must

be permanent staff assets. The staff and supporting command will provide routine organizational

level maintenance.

4. ROC Symbols. ROC symbols are used to specify the desired level of achievement of

readiness or other work for or during a particular readiness condition. Readiness normally

applies to watches and or evolutions, while other work refers to non-watch activity such as

performing maintenance.

a. Capabilities

(1) "F" = "Full." The capability is to be fully achieved. For operational functions

(watches), this means that installed equipment or systems will be fully manned to design

capability. For support functions, sufficient manning is provided to ensure effective

accomplishment of all included tasks. The achievement is to be sustained for the duration of the

condition unless modified by an "A" or "E."

(2) "L" = "Limited." The capability is to be only partially realized (Note: “P” for

“Partial” is no longer a symbol.). Even though only limited capability is realized, it is to be

sustained for the duration of the condition unless modified by an "A" or "E." Every "L" must be

supported by a limiting statement specifying the limitation.

Note: If the resource is external for "L," the resource is added to the capability limiting

statement.

b. Modifiers

(1) "A" = "Augmentation." The capability is to be either fully or partially achieved for a

limited time during the condition. The capability is achieved by using off-watch or off-duty

personnel to achieve the required degree of capability. This symbol is always associated with an

"F" or "L" and establishes a requirement for personnel to be trained, available, and on call to

augment existing watch stations as required.

(2) "E" = "Special Team." The capability is to be either fully or partially achieved for a

limited time during the condition. The capability is achieved by using off-watch special teams or

details. This symbol is always associated with an "F" or "L" and denotes a capability that does

not require continuous watch manning. Teams and details as set may either supplement or

replace all or part of the existing watch organization.

PROJECTED OPERATIONAL ENVIRONMENT (POE) FOR NAVY EXPEDITIONARY

FORCES COMMAND PACIFIC (NEFCPAC)

1. NEFCPAC, comprised of active, Reserve, and augmented forces provides C2 of forward-

deployed Navy expeditionary combat forces operating in the COMSEVENTHFLT geographic

AO. Additionally, COMNEFCPAC acts as the commander of any Navy expeditionary combat

forces adaptive force package operating in support of specific military operations in the

SEVENTHFLT AO.

2. NEFCPAC operates throughout the full range of military operations under all threat levels.

The most demanding operating environment anticipated for NEFCPAC is in a foreign country

during a major combat operation while coordinating support for Navy expeditionary combat

forces adaptive force package, Navy expeditionary logistics regiments, naval construction forces,

explosive ordnance disposal, coastal riverine force, or Navy Expeditionary Intelligence

Command commanders in climates ranging from extreme cold to extreme heat, to operating

ashore and from green and brown water environments. NEFCPAC is capable of providing

limited operations in a chemical, biological, and radiological-contaminated environment.

3. NEFCPAC provides C2 for numerous subordinate task organized units deployed throughout

the theater engaged in the full range of military operations, and operating within the full

spectrum of threat environments. NEFCPAC and its subordinate units may encounter enemy or

adversary organized battalion-sized ground combat units, special operations forces, guerrilla

forces, and terrorist activities.

4. During Phase 0 Shape, I Deter, II Seize Initiative, III Dominate, IV Stabilize, V Enable Civil

Authority, of theater operational and campaign plans, NEFCPAC is involved in the full spectrum

of Navy core capabilities to include forward presence, deterrence, sea control, power projection,

maritime security, humanitarian assistance and disaster response, and theater security

cooperation operations.

5. NEFCPAC has operational control over forward-deployed Navy expeditionary combat forces

within its geographical AO. In addition, NEFCPAC functions to provide readiness oversight of

rotationally and forward deployed Navy expeditionary combat forces in the SEVENTHFLT AO.
