WCDH In-Person Assistor/Navigator Program

Through the “In-Person Assistor/Navigator Program”, Westchester County Department of Health (WCDH)

provides personalized, one-on-one assistance to individuals, families and small businesses in Westchester

County (as well as the Bronx) who are eligible to obtain health insurance coverage through both the New York

State of Health Individual Marketplace and the Small Business Health Option (SHOP) Marketplace.

The health coverage options available through this program include: Medicaid, Child Health Plus, and

Qualified/Private Health Plans. Small Businesses (with 50 or fewer employees) seeking to obtain health

insurance through New York State of Health can also get assistance through the Navigator program.

The highly experienced, certified, bilingual/multicultural team:

• Provides in person application assistance to consumers at initial enrollment and when renewing

coverage;

• Informs consumers on the various coverage options available through the Marketplace;

• Assists in determining eligibility whether consumers qualify for free insurance or financial help to pay for

private health insurance;

• Helps consumers compare plans;

• Enrolls eligible consumers in private or public health insurance plans;

• Educates consumers regarding health insurance terms and policies;

• Educates the public and service providers on the Affordable Care Act provisions;

• Assists small businesses in making business decisions regarding health insurance for their employees;

• Educates small businesses on the small business tax credits.

The Program provides in-person assistor/navigator services at 24 locations in 12 municipalities across the

County, including WCDH clinics and WIC offices, community health centers, public libraries, employment

centers, and other business and/or government facilities. During the open enrollment period of November

2014 through February 2015, navigators completed 967 applications representing 1565 individuals applying for

health coverage.

The Program provides services by appointment, as well as on a walk-in basis during workdays, evening hours,

and Saturdays.
