• SERS‐ Tier I Newly hired 7/1/84 or earlier‐ Tier II Newly hired 7/2/84 through 6/30/97‐ Tier IIA Newly hired 7/1/97 or later

Tier l Pension Benefit• Vested Right

‐ 10 years of service

• Normal Retirement‐ Age 55 with 25 years service‐ Age 65 with 10 years service 

• Early Retirement‐ Age 55 with 10 years service 

• Hazardous Duty‐ Any age after 20 years hazardous duty service

• Disability Retirement ‐ 5 years of service ‐ no minimum service (job‐related) 

Service includes all your years and months of state service plus eligible service elsewhere, such as military service, full‐time service to other states, CT public school teaching service.

Tier ll and llA Pension Benefits • Vested Right

‐ 5 years of actual service

• Normal Retirement‐ Age 60 with 25 years vesting service*‐ Age 62 with 10 to 25 years vesting service*‐ Age 62 with 5 years of actual service

• Early Retirement‐ Age 55 with 10 years of vesting service* 

• Hazardous Duty‐ Any age after 20 years hazardous duty service

• Disability Retirement ‐ 10 years of vesting service* (excluding prior military service)‐ no minimum service (job‐related) 

*Examples of service that can be added to actual service to determine vesting service: eligible military service, full‐time service to other states, unpaid medical leave of absence.

SERS Pension BenefitsFormula Components

• Average salary  ‐ Highest three years of earnings using 12‐month increments‐ Earnings include regular, overtime and longevity payments‐ Special payroll payments included if concurrent with regular payments

• Credited service‐ Actual service plus other qualifying time (must be recorded and if in Tier I or IIA purchased) 

• Age (reduction factors)

SERS Pension Benefits• Cost of Living Adjustments

‐ Between 2.5% and 6% annually‐ Based on Consumer Price Index (CPI)‐ Tier llA requirement: 10 years actual service or transition directly into retirement

• Pension Benefit Payment Options‐ All options pay you a monthly benefit for your lifetime‐ Your payment is based on how much you choose to leave to a spouse or annuitant upon your death

Pension BenefitsOptional Forms of Pension Payments• Straight Life

‐ No benefits payable after your death

• 50% Spouse‐ 50% of your pension benefit continues to your spouse after your death

• 50% or 100% Survivor (Contingent Annuitant)‐ Percentage of your pension payable to your designated annuitant after your death

• 10 or 20 Year Period Certain‐ Pension benefit guaranteed for 10 or 20 years‐ Balance payable to annuitant(s) should you die prior to 10 or 20 years

‐ Only option that allows for multiple annuitants

Retiree Health Insurance• Plan designs generally same as those offered to 

active employees

• POE and POE‐G currently no cost to retiree

• POS requires contributions unless you live outside CT or are in Medicare

• Reimbursed for Medicare Part B

Retiree Life Insurance• Portion of your basic employee life insurance 

continued at no cost to you‐ 25 years of actual state service, 50% (minimum of $10,000) ‐ Less than 25 years, reduced proportionately

Retirement Application Process• Contact Human Resources 2‐3 months prior to 

desired retirement date‐ Retirement Application Information form on HR website

• Application for Retirement Benefits and other forms due prior to retirement date

• Forms cannot be accepted more than 90 days prior to retirement date

What Happens If I Die Prior to Retirement?

• SERS Monthly Benefit Payable to Spouse, if‐ Retirement‐eligible or 25 years of vesting service, and‐Married for at least 12 months‐ Otherwise, your contributions plus interest distributed to named beneficiary

• ARP Account‐ Becomes property of named beneficiary

• Health Insurance‐ Spouse and eligible dependents qualify for retiree health benefits if you were retirement‐eligible or had 25 years of vesting service

‐ Otherwise COBRA continuation

• Basic Employee Life Insurance‐ Payable in full to named beneficiary
