OVERVIEW
• Harris Health is a fully integrated health care system that cares for all residents of Harris County. We were the first healthcare institution in Harris County to be designated as a Patient Centered Medical Home. Our system consists of:– 3 hospitals (LBJ, Ben Taub, and Quentin Mease)– 16 community health centers, including the nation’s first
freestanding HIV/AIDS treatment center– Dental Center– 5 school based clinics– 14 homeless shelter service locations– 6 mobile health units– Riverside Dialysis Center

OVERVIEW
• All of our medical services are provided by two nationally recognized schools of medicine: Baylor College of Medicine and University of Texas Health Science Center at Houston (UTHealth).
• Oral surgery services at Ben Taub and LBJ Hospital are provided by the University of Texas Health Science Center Dental Branch at Houston.

HISTORY
• Harris County Hospital District was created by voter referendum in 1966.
• Settegast Health Center was opened in 1967, followed quickly by several other Community Health Centers
• The Dental Center opened in 1980 (not in it’s current location).

OVERVIEW OF SERVICES
• Harris Health dental services are dedicated to providing quality care in a friendly environment.
• We provide the following services – Urgent dental care (relief of pain or swelling)– Exams and x-rays– Preventive care (fillings and extractions)– Full Dentures and Partials (treatment offered at
the Dental Center to patients who qualify)

URGENT DENTAL CARE (EMERGENCY VISITS)
• The Dental Center treats patients with urgent dental needs.
• Treatment is available to new dental patients and established patients who have not received dental care within the past eighteen months, and are experiencing extreme pain.
• Patients without appointments are seen on a first come, first served basis.
• We receive a steady volume of urgent walk-ins.

COST OF TREATMENT
• Patients eligible for the Harris Health System Financial Assistance Program pay for dental treatment based on their pay code.
• Financial assistance eligibility must be valid at the time of service to receive the discounted rates.

DENTURE OVERVIEW
• Harris Health provides teeth replacement services for qualifying patients.
• Teeth replacement services are conducted at the Dental Center by our denture specialist.
• The denture team strives to create dentures that are close to the size, shape and color of the patients natural teeth.

QUALIFYING FOR DENTURES
• To qualify for partial dentures, the patient must be missing four or more teeth either on the top or bottom.
• All general dental procedures must be completed before a mold or impression is taken.
• The patient must have the ability to meet the financial responsibility for treatment
• All other clinical criteria based on the denture provider consultation

DENTAL SERVICES FOR OBSTETRIC PATIENTS

TITLE V/EPHC
• We provide dental services for obstetric patients through the Expanded Primary Health Care grant.
• Services are offered at the Dental Center to pregnant and post-partum patients.
• Through this program, patients receive oral examinations, cleanings, extractions, fillings and replacement teeth if needed.
• Patients are referred to the Dental Center by completing a physician referral in Epic.

DSRIP OVERVIEW
• DSRIP is a federally-sponsored pay-for-performance initiative that aims to provide better care for individuals, better health for the population and lower cost through improvement and innovation.
• The program follows a rewards-based payment structure contingent on achieving health improvement goals.
• Harris Health has 100+ projects under this program.

DENTAL DSRIP
• This project aims to expand adult dental services by establishing additional sites and expanding services at current sites.
• Any adult patient within the system who seeks dental care may benefit from this project.
• Harris Health System is reimbursed a specified amount if the project goals are met upon completion of the DSRIP year.

NEED FOR THE DSRIP PROJECT
• Harris Health provides adult dental services at 8 community health centers, with the Dental Center providing urgent care, oral surgery & dentures.
• However, current access is not sufficient
• Bad oral health care increases the risk of heart disease, diabetes and stroke.
