    A Word About Youth Protection

    Child abuse is a serious problem in our society, and un ortunately, it can occur

    anywhere, even in Scouting. Youth sa ety is o paramount importance to Scouting.For that reason, the BSA continues to create barriers to abuse beyond what have

    previously existed in Scouting.

    The Boy Scouts o America places the greatest importance on providing the

    most secure environment possible or our youth members. To maintain such

    an environment, the BSA has developed numerous procedural and leadership

    selection policies, and provides parents and leaders with numerous online and

    print resources or the Cub Scout, Boy Scout, and Venturing programs.

    Effective June 1, 2010, the BSA implemented mandatory Youth Protection

    training for all registered volunteers.

    New leaders are required to complete Youth Protection training within 30 days o

    registering. To take the training online, go to www.MyScouting.org and establish

    an account using the member number you receive when you register or BSA

    membership. I you take the training online be ore you obtain a member number,

    be sure to return to MyScouting and enter your number or training record credit.

    Your BSA local council also provides training on a regular basis i you cannot take

    it online. For more in ormation, re er to the back o the BSA adult membership

    application, No. 524-501.

    Youth Protection training must be taken every two years. I a volunteer does not

    meet the BSAs Youth Protection training requirement at the time o recharter, the

    volunteer will not be reregistered.

    We encourage all adults, including all parents, to take the BSAs Youth

    Protection training.

    INTRODUCTIONWelcome, Cub Scout leader! You have chosen to make an importantdi erence in the lives o the boys in your den and pack.With your guidance as their leader, the Cub Scouts will developcharacter, leadership skills, responsibility, ftness, and a love or unwith a purpose. Your role as a den leader or Cubmaster is a critical oneto a boys success and continued involvement in Cub Scouting.

    This Resource Guide is designed to help prepare you or your den andpack meetings and to provide you with the tools necessary to advanceyour boys along the Cub Scout advancement trail.

    This book is divided into our sections:

    i. overv ew f c b s t ng an u ng the Den &Pack Meeting Resource Guide: This section shouldbe reviewed prior to any Cub Scout activities as it provides the

    undamental purpose, methods, and ideals o Cub Scouting aswell as the structure o how the program works and key tipsabout conducting den and pack meetings.

    ii. den Meet ng Plan : The den meeting plans are the core o the Cub Scouts delivery method. They represent the guide toadvancement and have been developed directly rom the CubScout handbooks. Used as indicated in this section, they are thekey to advancement and retaining boys throughout the program.

    iii. Pa k Meet ng Plan : This section provides guidance onplanning and executing the monthly pack meetings orCubmasters and committee members. It is important orden leaders as they may have pack meeting responsibilities

    or themselves or their den members. Also, pack meetinginvolvement is important to the recognition o a boysadvancement and to parental satis action.

The activities ound in the Resource Guide are designed tosupport the purposes o Cub Scouting and are chosen to help promote the overall aims o Scouting:

    P rp c b s t ngCub Scouting is a year-round, amily-oriented part o the Boy Scouts o America program designed

    or boys who are in rst through th grades (or are 7, 8, 9, and 10 years o age). Parents, leaders,and organizations work together to achieve the 10 purposes o Cub Scouting:

    All the activities leaders plan and boys enjoy should relate to one or more o these purposes.

    Th M th c b s t ngCub Scouting uses eight speci c methods to achieve Scoutings aims o helping boys and youngadults build character, train in the responsibilities o citizenship, and develop personal tness. Thesemethods are incorporated into all aspects o the program. Through these methods, Cub Scoutinghappens in the lives o boys and their amilies.

    1. Th al : The Cub Scout Promise, the Law o the Pack, and the Cub Scout sign, handshake,motto, and salute all teach good citizenship and contribute to a boys sense o belonging.

    2. Th n:Boys like to belong to a group. The den is the place where boys learn new skills and

    develop interests in new things. They have un in den meetings, during indoor and outdooractivities, and on eld trips. As part o a small group o six to eight boys, they are able tolearn sportsmanship and good citizenship. They learn how to get along with others. Theylearn how to do their best, not just or themselves but also or the den.

    3. A van m nt: Recognition is important to boys. The advancement plan provides un orthe boys, gives them a sense o personal achievement as they earn badges, and strengthens

    amily understanding. Cub Scout leaders and adult amily members work with boys onadvancement projects.

    4. Fam ly nv lv m nt: Family involvement is an essential part o Cub Scouting. When wespeak o parents or amilies, we are not re erring to any particular amily structure. Someboys live with two parents, some live with one parent, some have oster parents, and somelive with other relatives or guardians. Whomever a boy calls his amily is his amily inCub Scouting.

    5. A t v t :In Cub Scouting, boys participate in a wide variety o den and pack activities, suchas games, projects, skits, stunts, songs, outdoor activities, and trips. Also, the Cub ScoutAcademics and Sports program and Cub Scoutings Fun or the Family include activitiesthat encourage personal achievement and amily involvement.

    6. H m - an n ghb rh - nt r : Cub Scouting meetings and activities happen inurban areas, in rural communities, in large cities, in small townswherever boys live.

    7. Th n rm: The Cub Scout uni orm helps build pride, loyalty, and sel -respect. Wearing theuni orm to all den and pack meetings and activities also encourages a neat appearance, asense o belonging, and good behavior.

Mak ng chara t r c nn t n : Throughout the program, leaders learn to identi y anduse character lessons in activities so boys can learn to know, commit, and practice the12 core values o Cub Scouting. Character Connections are included in all the methods o Cub Scouting and are the program themes or monthly pack meetings.

    c b s t : A P t v PlaThe Boy Scouts o America emphasizes a positive place in Cub Scouting. Any Cub Scoutingactivity should take place in a positive atmosphere where boys can eel emotionally secure and

    nd support, not ridicule. Activities should be positive and meaning ul and should help support the

    purpose o the BSA.

    d l v r ng th c b s t Pr gramThe Cub Scout program can be extremely rewarding or the boys in the program and their adultleaders. At the same time, it can be challenging, especially or the new leader acing his or her rstgroup o boys. The purpose o this Resource Guide is to break down how to deliver the program,beginning with the den meeting, such that the planning and execution are simpli ed and new leadercon dence is increased.

    Part o the inherent strength o the Cub Scout program is its organization. At its most basic, CubScouting consists o :

    A boyThe individual boy is the basic building block or Cub Scouting and is its mostimportant element. It is only when each boys character, citizenship, and tness are enhancedthat the program is success ul.A denEach boy belongs to a den o similarly aged boys. The den is the boys Cub Scout

    amily where he learns cooperation and team building, and nds support and encouragement.A leaderAdult leadership is critical to achieving the purposes and aims o Scouting. Byexample, organized presentations, and one-on-one coaching, the boy learns the value andimportance o adult interaction.A packEach den is part o a larger group o boys o di erent ages and experience levelsin Cub Scouting. The pack provides the resources or enhanced activities, opportunities orleadership, and a plat orm or recognition.

    While there are other parts o the Cub Scout organization (districts, councils, etc.) which are importantadministratively and to support adult leaders, they are more or less transparent to the boy inCub Scouting.

    R p n b l t t th B yAll Cub Scout leaders have certain responsibilities to the boys in Cub Scouts. Each leader should:

    Respect boys rights as individuals and treat them as such. In addition to common-senseapproaches this mean that all parents/guardians should have reviewed How to Protect Your Children From Child Abuse: A Parents Guide, and all youth leaders must have taken theBSAs Youth Protection training.See that boys nd the excitement, un, and adventure that they expected when they joinedCub Scouting.Provide enthusiasm, encouragement, and praise or boys e orts and achievements.Develop among the boys a eeling o togetherness and team spirit that gives them security

    and pride.Provide opportunities or boys to experience new dimensions in their world.

    d n L a r R p n b l tIn addition to the leaders general responsibility to the boys in Cub Scouting, the den leader hascertain other leadership responsibilities that may be summarized as ollows:

    Work directly with other den and pack leaders to ensure that their den is an active and success ulpart o the pack.Plan, prepare or, and conduct den meetings with the assistant den leader and den chie (i Wol ,Bear or Webelos den leaders) or adult partners (i Tiger Cub den leaders).Attend the pack leaders meetings.Lead the den at the monthly pack activity.Ensure the transition o their Cub Scouts to a den o the next rank (or to a Boy Scout troop i

    Webelos) at the end o the year.

    c bma t r R p n b l tDen leaders and Cubmasters (with supporting unit committee members) represent the leadershipteam that makes the pack go. In general, the Cubmaster (sometimes re erred to as the unit leader ) isthe guiding hand behind the work o other pack leaders and serves as program adviser to the pack committee. He or she is a recruiter, supervisor, director, planner, and motivator o other leaders. TheCubmasters main responsibilities are:

    Work directly with the pack trainer, den leaders, den chie s, and pack committee chair andmembers to make sure that all dens are unctioning well.Plan the den and pack programs with the help o other leaders.Lead the monthly pack meeting with the help o others, involving all dens in some way.Coordinate pack membership, recruiting, and transition.

    R l Tra n ngCore to succeeding with these responsibilities is the concept that every Cub Scout deserves a trainedleader. Being a trained leader helps you deliver the program in a way that is e ective and e cientwith a ocus on the core objectives or the boy.

    Why th M th un rly ng th Resource Guide W rkSuccess o the Cub Scout program, de ned as developing character, building citizenship, anddeveloping personal tness, is demonstrated by a cascading process o outcomes:

    The longer a boy stays involved in Scouting (Cub Scouts AND Boy Scouts), the more theattributes o character development, citizenship, and tness are demonstrated.Boys who advance with their peers are more likely to stay involved in the program than boyswho do not advance.Delivery ocused on increasing the likelihood o advancement increases retention and tenureo boys.

    These are the oundation o the Cub Scout delivery method. As such, the Resource Guide o ers, oreach rank, the ollowing:

    Den meeting plans: plans designed around the school year which, i ollowed, will result in allboys in the den advancing in rank. The plans are developed around the ollowing:n Two den meetings per month in addition to the pack meeting and other outings or activitiesn Beginning the Scouting year in Septembern Resulting rank advancement by the annual blue and gold banquet, usually in Februaryn Continuing den and pack meetings through the school year and summern The plans support other start dates. However, i starting later than September, it may be

    necessary to have more than two den meetings per month i rank advancement by blue andgold is the objective.

    Supplemental den meeting plans: Plans are provided or dens that meet more than twice permonth during the school year or or dens that meet year-round. These should also be used a ter

    c bma t r an d n L a r M n t : A den or pack meeting may close with aden leaders or Cubmasters Minutea one- or two-minute story that emphasizes values,Scouting ideals, or character. It relates to everyday li e encounters o Cub Scoutage boysand ends the meeting with a thought-provoking moment or challenge.

    R t ng: Refecting is a method or leaders to guide Cub Scouts to their own understanding o the deeper purpose o an activity. Open-ended questions guide boys into discussing theirthoughts, eelings, and actions about an activity and its e ects. Guidelines on leading arefecting session are ound in the Cub Scout Leader How-To Book, No. 33832 .

    chara t r c nn t n : Character development is a part o everything a Cub Scoutdoes. Character Connection discussions relate an activity, project, or event to one o the12 core values o Cub Scouting. The ocus is on knowledge, commitment, and practice.Guidelines on leading a Character Connection discussion are in the Cub Scout Leader

    Book, No. 33221.

    Awar c b s t can earn

    c b s t o t r A t v ty Awar : Tiger Cubs, Wol and Bear Cub Scouts, and WebelosScouts have an opportunity to earn the Cub Scout Outdoor Activity Award. Boys may earnthe award in each o the program years as long as the requirements are completed eachyear. The rst time the award is earned, the boy will receive the pocket fap award, whichis to be worn on the right pocket fap o the uni orm shirt. Each successive time the awardis earned, a wol track pin may be added to the fap. Complete requirements are in the CubScout Leader Book .

    c b s t ng L av N Tra Awar n Awar : This award may be earned byTiger Cubs, Cub Scouts, and Webelos and Cub Scouting leaders. It acquaints them with

    rontcountry guidelines or being gentle with Mother Nature. Complete requirements arein the Cub Scout Leader Book .

    c b s t W rl c n rvat n Awar : Cub Scouts and Webelos Scouts who haveparticipated in a den or pack conservation project and have completed requirements basedon their rank may earn the World Conservation Award. This award is earned only oncewhile a boy is in Cub Scouting. Tiger Cubs do not earn this award. Complete requirementsare in the Cub Scout Leader Book .

    c b s t A a m an sp rt : All Cub Scouts can learn new physical and scholarshipskills, develop an understanding o sportsmanship, discover new and build on old talents,and have un. There are nearly 40 speci c subjects or sports. Boys may earn belt loops bylearning the basics o the sport or academic subject, and then may go on to earn pins by

    urther development o the skill. Complete requirements are in the Cub Scout Academicsand Sports Program Guide, No. 34299.

    Nat nal d n Awar : Cub Scouting happens in the den. The National Den Award createsan incentive or a year-round, un, quality program in the den. The National Den Award

    may be earned only once in any 12-month period, as determined by the pack committee.Complete requirements are in the Cub Scout Leader Book .

    F n r th Fam ly: Strengthening amilies is one o the purposes o Cub Scouting in the BoyScouts o America. With this purpose in mind, Cub Scouting endorses amily programsand activities that can strengthen amilies and build character. Fun or the Family,No. 33012, is Cub Scoutings amily activity program. It contains a series o activities andrequirements designed to help strengthen amilies and to develop good character skillsamong amily members. These activities occur through adventure learning experiences.Every amily member can earn a patch or completing two activities in each o ve subjectareas. In addition, or each additional two activities in each o the ve subject areas, amilymembers may earn a pin.

    d n M t ngAlong with the Cub Scouts amily, the den meeting is critical to the Cub Scouts success andenjoyment o Cub Scouting. It is in and through the den that the boy makes social connections, has

    un, completes his advancement, and bonds with the pack. Den meetings that are un, organized,and interesting make a great environment or the boys. Planning and delivering such meetings is thegoal o this section o the Den & Pack Meeting Resource Guide .

    What i a d n M t ng Plan an H w d i u Th m?There are two types o den meeting plans.

    d n M t ng Plan : These plans, modeled to support a school-year program, will, i ollowed,result in all boys in the den advancing in rank. The plans are developed around the ollowing:

    The ollowing are some hints that will help you better plan and execute your den meetings.

    Plan Y r M t ng n A van : Plan your meetings ahead o time with emphasis on the fowo activities. Pay special attention to A ter the Meeting sections o den meeting plans or preparationand materials needed or the next meeting. Alternate between quiet and more vigorous activities.Boys have a lot o energy to expend, so be sure you have an active game or other activity to helpchannel some o that energy.

    d n R l an c c n t: At the beginning o the year, establish the rules that the denwill ollow and the consequences or breaking those rules. Boys should participate in the decision-making process. By helping decide what can and cant happen in the den, boys will eel a sense o responsibility toward how the den is run. They will eel that the den is theirs.

    One best practice to acilitate communications and involvement is to distribute a amilyin ormation letter at the conclusion o each meeting.     Field trips are an important part o the Cub Scout experience. They are a time not only or un butor learning. And they are critical steps in your boys earning their badge o rank. It is important that

    you plan in advance or these eld trips. Planning should include the ollowing, at a minimum, oreach eld trip:

    Arrange or the visit with the place you will be going (i needed).Work with the adult partners in the den to arrange transportation or get an adult to do theplanning or this.A local tour permit should be led with the council service center. (MANDATORY)

    A eld trip as a rst meeting over the summer can be a good way to break the ice or a new den.

    You could, as a den, have an outing to complete Elective 22: Picnic Fun; Elective 29: Sa ety inthe Sun; and Elective 35: Fun Outdoors. (See the Tiger Cub Handbook, No. 34713.) Have a den
