A programme to help CoM signatories in EaP countries to move from identifying SEAP measures to carrying out practical actions

19 grants to projects of advanced CoM signatories, ranging between EUR 500 000 and EUR 1 500 000 (max. 80% EU co-financing)• Ukraine: 11 projects• Armenia, Belarus, Georgia, Moldova: 8 projects

• Technical assistance from the Support Team to demonstration projects in implementing SEAP measures: – Advice on technical implementation of grant projects

(engineering/design, procurement, implementation of works)

– Increasing capacities of municipalities to implement projects (training, tools, best practices from EU and advanced EaP cities)

– Support with project management, administrative and financial procedures

– Documenting best practices

– Sharing experiences and best practices (networking)

• Assisting CoM signatories to assess Municipal Project Support Facility (MPSF) and other sources of TA/financing for preparing investment projects related to energy efficiency and renewable energy (E5P, NEFCO, other IFIs etc.)– Promoting TA facilities that can assist CoM signatories in developing ‘bankable’

projects– Raising awareness of CoM signatories of technical and financial documentation

and steps needed to prepare investment projects and arrive at ‘bankable’ projects

– Establishing criteria for identification of priority EE projects of CoM signatories– Assist selected CoM signatories in developing project outlines and submitting

applications for entrance to facilities/instruments

• Demonstration projects successfully implemented

• Knowledge, successes and lessons learned during implementation of demonstration projects documented and disseminated

• EaP municipalities increased their capacities to implement complicated EE projects and access credits for future projects
