Established to address the critical gap in R&D specific to the needs of public power.

Through DEED, APPA systems pool their resources to fund research, development and demonstration projects at member utilities.

The DEED program provides direct, tangible and transferable benefits to its members.

• Improved communication and more efficient work flow when multiple people work collaboratively on an application for submission. 

• Applicants will no longer have to send a separate mailed application to their DEED board representative.

• Savings on paper, copying and postage; the "greener" path

Since its inception, DEED has provided over $9 million in grants and scholarships to advance the technology, efficiency and best practices of public power.

Results

The 12 member Board of Directors meets semi-annually to set policy and award

grants & scholarships.

In 1980, its first year, 15 grant projects were funded for $265,246.

In 2011, 14 grant and 10 scholarship projects were funded for $524,984.

DEED Funding

SafetySmart DVD SeriesThis extremely popular 8-volume series of safety training videos, developed with Peru Utilities in Indiana, is specifically designed by and for public power utilities. The videos reinforce the APPA Safety Manual and OSHA standards.

The Public Power LineworkerThis high-quality DVD was designed as a recruiting tool for public power lineworkers. It is a great tool for vocational programs, guidance counselors, community events, job fairs, utility offices, and more. Run time 9 minutes.

Results

Streetlighting Best Practices American Municipal Power sponsored this project to increase the safety of street lighting by developing a best practices manual, guidelines and training program for streetlight design, construction, operation and maintenance. In addition to the manual, a five-module training tutorial is available via a special Web site link.

NERC Compliance Manual for Cooperative & Public Power Utilities

To assist public power efforts to ensure compliance with NERC reliability standards and demonstrate a culture of compliance this manual includes a NERC Compliance Overview, a User’s Guide and a Sample NERC/Regional Entity Compliance Plan. This publication is available free, for download, on the APPA website at www.PublicPower.org <Utility Operations <NERC Standards compliance. Complements of DEED.

Reliability Tracker Software 6.2 (Updated in 2007 )

Original DEED Member Sponsor was Municipal Electric Systems ofOklahoma (MESO)

Helps utilities track reliability & develop reports & graphs using SAIDI, SAIFI, ASAI, and CAIDI indices.

New features include tracking, graphing, & comparing 4 years of data; New executive summary style year-end report; and a simplified process for creating a new year & viewing year-end reports.

Ability to update previous versions of the APPA Reliability 5.1 software

Smart Grid Essentials: A Public Power Primer

This publication will assist public power utilities with unraveling the mystery that surrounds the smart grid. This publication will shed light on critical areas impacting the smart grid.

Emergency Planning Toolkit for Public Power Utilities

This publication, developed through a DEED grant to Tennessee Valley Public Power Association, will assist utilities to develop, update & implement emergency plans.

Energy Services that Work Handbook for understanding and

implementing utility demand side management and energy services programs

Covers 21 program areas for residential, commercial/community, industrial, and agricultural customers.

Communicates successful program implementation

Helps utility staff understand the costs and benefits of prescriptive and customer programs

Power World Simulator Developed through a partnership with Power System

Engineering Research Consortium in 1995. A graphics-based program that models power system

operations The simulation software can be used to show power

flows on the transmission system , or to model an individual utility’s distribution system.

DEED Scholarship funding

Each DEED award is $4,000 for student research grants and internships to students working with a DEED member sponsor on a project or internship.
