The gist of the proposition is as follows: To amend the Constitution of the State, so that the Legislature shall have power to levy taxes in aid of the common schools of the State, and to provide for the apportionment and distribution thereof among those school districts of the State in which a ten mill ad valorem levy and money derived from all other sources is sufficient to maintain common schools for five months in a year, giving to such districts out of said fund hereby authorized, such additional sum as is necessary to maintain schools therein five months in each year.
