Welcome to the Democratic Community of Practice: Participation andDemocracy in Europe

From the 6th to the 10th of February 2013, around 30 young European professionals andacademicsworking on citizenship, participation, and democracy, will meet in Paris to come upwith strategies for amore democratic and participative Europe.

These young people will share their projects, passions, experiences and best practices in ahighlyparticipatory event organized within the framework of the Democratic community ofpractice networklaunched in Berlin in 2011 (http://citizensforeurope.org/projects-activities/democratic-community-of-practice/) and further developed in Copenhagen and Prague in 2012.

Part of the four-day event will be dedicated to the co-designing of actions in public spacesaiming tointeract with citizens on participation in Europe, citizenship and European identity. Thefinal actions they will have developed together will be linked to the traveling exhibition TheUnited States of Europe (http://www.go-use.eu/en) and will be implemented on Saturday 9th inGare du Nord metro station.

This meeting in Paris, supported by the European Commission Youth in Action program(http://eacea.ec.europa.eu/youth/), Fondation Hippocrne and Fondation Charles Lopold Mayer, willbring together representatives of a wide range of Europeanorganisations: Citizens For Europee.V., Fraternit 2020, POL-LOC, European Alternatives, Europuls, Europische AkademieOtzenhausen, EuropaNova, European Movement International, Goethe Institut, MouvementEuropen-France, www.citizensforeurope.eu, Anglo-American University, Viadrina University,Danube Foundation, Wethecity, wikiconstitution.eu

    Invitation

    Dear all,

You are invitedto be part of a network of (young) professionals and academics working oncitizenship, participation and democracy: people who want to have an impact with their work.

You are invitedto come to share your projects, your passions, your experiences; to experimenttogether best ways to interact in public spaces; to think about how we can further work asnetwork, as organizations, and as individuals.

We will meet in an highly participatory event, where there are no key note speakers but YOU;and no pre-defined agenda but the one YOU will design.

We do not know what the final result will be, because WE will create it together!

    You are invitedto join!

The Background:Launched in Berlin on 2011, this "Democratic community of practice"metagain in Copenhagen(February 2012). Later, in Prague (September 2012), the network decidedto support the traveling exhibition "United States of Europe" by designing public actions linked

to the event.Since then, different groups worked to prepare those actions further, and are now ready toshare them and put them into practice with all the participants of the meeting.

    DOCUMENTATION DAY 1, Wednesday, 6th February:RECONNECTING

Introduction to the network: history, principles, activities, procedures (byArianna De Mario, CFE)

The network originated from the need of 3 organisations (CFE, FPH, Naturfreunde) to look for

international partners for collaborations in the field of political participation and democracy. The particularity of the network would be its open structure, freed of any hierarchy andleadership in the common sense. This open structure should allow all members to shape thenature of the network through open methods of participation consisting in participatory andinteractive meetings.

Principles at the core of the network are therefore:- the absence of a leadership (rotating coordination role instead)- interchangeable roles and responsibilities among members- a collaborative approach granted by openness, mutual trust and transparency of processes- the willingness of "doing" together and learning by this doing

    - diversity within the group, granted by a diverse solid professional background (NGOpracticionairs + academics)

    How does the network work?

After a first stage where CFE, FPH, and Naturfreunde gave input to the creation of the networktaking over the role of "callers", and in particular CFE took over the role of organising thenetwork meetings, the network structure became more flexible.

In its current form, it is an open platform to develop and practice strategies and techniques of

democratic participation to which both individuals and representatives of organisations can takepart.

People who participated in the network meetings so far were either contacted by theorganisaners because their activities fit the network scopes, or they got in contact with thenetwork and expressed their interest in taking part in the process.

The network is thus potentially open to anyone whose everyday activities (work, volunteering orstudy) suit the topic of democratic participation, but aims at the same time at maintaining a smallto medium size (25-30 members) and a flexible structure.

Its main scope is to enable members and participants of the meetings to get and stay in touchwith each other in order to facilitate possible cooperations and synergies (e.g. find partners orfunding opportunities, collect ideas and opinions on a project etc.).

Who and how conferences and meetings are called?

The process is actually open. The first 2 meetings were organised by one of the foundingorganisations (CFE), but during the second meeting a task force was established to organisethe third event.

For the future, the general idea is to establish at every meeting a task force that will take lead ofthe overall coordination and the organisational process for the following 6 months. So far, thenetwork managed to organise 1 meeting every 6 months for a total of 4 meetings sinceSeptember 2011 (Berlin September 2011, Copenhague February 2012, Prague

  • 7/29/2019 DemCoP Documentation Paris 2013

    7/41

    September 2012, Paris February 2013).

How does the network take decision?

The main feature of the network is its open and participative structure. This means that duringthe meetings decisions are taken with a bottom-up process and involving all participants. In themonths between the meetings, decisions are mainly taken by the task force in charge of the

overall coordination and the organisational process (e.g. the Paris team in the last few months). However, a feedback by the network members is generally requested by e-mail or skype, except from those situation where prompt decisions have to be taken (e.g. Right before adeadline for funding).

Success factors: continuity in meeting: every 6 months commitment: most of the members have proven to be willing to invest time in the network, even beyond their working hours sense of ownership: most members have been involved from the very first meeting and havefollowed its development form the beginning. This enables them to "trust" the network and itspotential, and to transfer their enthusiasm and engagement to the new members one vision in many missions: as the network has a very broad thematic focus (democracy andpractices of participation), each member is able to bring his/her specific topic in it. This makesthe network flexible also in its thematic scopes, as it is able to focus each meeting on a differenttopic.

Challenges:- find sustainable (and not one shot) funding for the network to meet- root the network in the organisations the participants represent (to get support and resources)- enlarge the network and insure its continuity

    - answer to the two main aims/needs expressed: (1) networking and debating (thinking andlearning together), (2) acting (doing and learning together).

Open Space 1: Online communication and how to empower people withoutmeeting

CONVENOR/HOST: ElenaDATE: 7 February 2013PARTICIPANTS: Elena, Rachel, Augstina, Henri, Matilde

KEY POINTS DISCUSSED:- not just tools, need to talk about concrete approaches- Pirate Party in German -> Liquid democracy, liquid feedback is working well in German but

maybe not in other places bad experience in Italy open source software and an interestingidea

    - European Alternatives (EA) profiles with different topics of interest horizontal sharing ofinformation

    - Where do we find the balance between having a good participatory democracy and also beingefficient to be able to act and react -> bigger question

    - Augstina big team of 50 people, everyone in different country all online. Only meet with localpeople but then pros and cons 50 people working together on internet- google docs, etc.mailing list

    - EA media pluralism same question of how to reach people online and also making them- Very new and difficulty awareness and then interest and get people to participate- Good for feedback in the moment, but in the end, they cant give their power over (EU politicians)- Centralization and decentralization manage the paradox both are necessary at the same time

need to find a way to have th technological solution to provide the centralization of the debate, give transparency and info to the population and at the other end every association and initiativestay and continue to be themselves, to organize discussion with people with interest within theirgoal then benefit of people able to act together but also have the diversity of the differentorganizations

    - What kind of debate can be done in this way?- Frame and the picture and the other end, citizen initiative our color that we propose to people to

paint this -> both give something that is needed

    - Have it open online discussion, get the creativity but actually creating the action is much moredifficult

    - Wikiconstitution how do you manage or do it concretely -> provide a platform to people directlyand to associations he writes the script but needs actors to bring life to it different but bringingthe same goal

    - Talk to people about the common goal that we share have different sensibility but choose tocome together to fight for the same goal a new democracy that allows people to speak abouthow to build our future

    - If you come with nothing, nothing happens if you say something you find people who agree withyou or do not agree with you and then people are involved

    - Make a website which can provide tools to make a decision website needs to be linked to socialnetworks

    - All want to be successful but all living off same cake meaning need to share if we can all besuccessful together

    - Promote own message and make communication about it- Website needs to be simple since so many people, different ages, different abilities more

simple more easily accessible- Have to give something to give people something physical meeting and also send emails to

show that they can use this to get to know people and get involved even if they don't have theopportunity or resources to meet people from other countries but need to show that it can beinteresting, that they can take advantage can give them power from other people

    - Access to information -> workshop to show how the website exists so people can ask questionsto the government citizens go to the interest, ask questions and interact among each other and

government needs to answer need to give something right to ask questions- How to ensure that people really participate, not just same 10 people at the beginning need a

few activists to participate but then when people see concrete conclusions afterwards otherswant to get involved but need to activate and then can work

    - Games can help -> vote watch website in which they explain to common citizens how the

  • 7/29/2019 DemCoP Documentation Paris 2013

    10/41

legislation is voted in parliament each party and each deputy and try to translate intounderstandable language and then vote match to as questions based on decisions inparliament and the citizen can click if they agree or not and see which party should belong to

    - Wiki Constitution -> wish to give prize to active participants when press command, you earnpoints, when you do it when someone likes, gain more points, if people say it is pertinent (yourcomment) get more points to create game/prize for best contributors find company to givemoney to reward and make own project

    - Participation increased incentives to participate

    - Different kinds of membership more active participants get invited to events etc.- Org physical meeting and select contributors to attend- Problem at beginning when trying to email group of people, always same people who active but

how to reach the other people?- Need to also have the physical meetings link online and offline communication- 2 different platforms all population, and then other one to organize actions smaller group- to reach other people more than those are involved in CSOs they are already involved get

those who are not normally involved find a way to empower different people- give responsibilities linking virtual to concrete actions make people accountable to their tasks

but HOW?- Best use if for a very specific purpose if they have a better idea of the importance of what they

    are doing through this involvement

    - Must live by example- Give information exchange through networks- Activities in schools and education to reach out to other audience need to be realistic about

who can actually reach- Comments bring something into the text legitimacy but text for constitutional also only

written by small group of people ratified by more but still not all to be involved- Question not to have people say yes, I accept Europe but have different issues that people are

coming together on- CFE.eu is a platform that doesn't have real governance guided by a core team which is

composed of volunteers that think that the project is interesting and wants to get involved people can participate and decide where to bring the project not umbrella organization based

on assessment that the top down approach doesn't work have to involve more citizens or CSOsto give EU legitimacy to do that it was decided to create not an umbrella org or another org butto link existing initiatives and create an online platform where all orgs and simply listed and canput their proposals for Europe, list the activities, create synergies among them, work together, share best practices to be used by CSOs to decentralize the process. Can be used as a tool varied topics

    - BUT how to make it known and how to make people use it?- If we cant get CSOs involved in this and it is their topics, how to get just any people?- Need to know that others are doing the same thing and know that they can benefit from it- Change from scared to confident change midset- Difference in Central Europe not as active to participate- Online social media, facebook, twitter, easier to share

CONCLUSIONS/RECOMMENDATIONS/ACTIONS (if any):look at dinner table tonightTry to incorporate other actors in the network: grass-root organization concerned with topics that areonly indirectly liked with the EU (like rising rents, voting rights, anti-rassism, financial crisis...) try to linkour work with their concerns: bridge gap between micro and macro level. Also try to get involved withpeople like architects, artists, designers etc. so people who are more experienced in questions of how to

create and modify spaces. we need to diversify our network!

CONVENOR/HOST: FranoisDATE: 7.2.2013PARTICIPANTS: Ariana, Julien, Rachel, Franois, Laetitia, Augustina

    KEY POINTS DISCUSSED:

    - Short presentation of the public action constraints and requirements from RATP (public transportcompany)- 15 people max. + banner available (motto : LEurope est en toi / Europa ist in dir / Europe is in

you) + logo- From 11.00 am to 2.00 pm -> installation at 10.00 am- Available goodies : leaflets (Youth in Action / USE traveling exhibition / EM-France maps of

European construction etc.) / objects (goodies)- the Scale game tried in Prague will not be possible (restriction from the RATP)- allowed to speak / give goodies / give food

    Organisation : better to split up the groups (group 1 : 11.00 am 1.00 pm / group 2 : 1.00 pm 2.00 pm)

Action : to be visible and show that we come from different places, volunteers might wear some specificgoodies linked to its own country.

Ideas of actions :- Flyer to be written and prepared -> given- Quiz to make- messages in a bottle (papers to transmit to others)- polaroids of people handing a chalkboard with a message on Europe on it- Accessories to wear

    - Having special Captain Europe on photos with people- sandwich-man (with post-its)

Open Space 5: Pow How on Saturdays action teams? Preparation (Lisa)

CONVENOR/HOST: LisaDATE: 7 FebPARTICIPANTS: just about everyoneKEY POINTS DISCUSSED:We discussed the goals and purpose of the action, which included:--Raising awareness of/bringing people to the United States of Europe exhibition,--Seeing how to engage people in public spaces,--Raising awareness of European citizenship and identity issues,--Discussing what it means to be European,--Talking to, engaging, starting a discussion with average people,--Turning lemons into lemonade (conducting an action we agreed to on grant applications and to partnerorganizations).

We also learned about the history of the action. Our actions in Prague were intended as an experimentto get people to the U.S.E. exhibition and to engage people in a public space. Unfortunately, becausethe exhibition was moved, the action is no longer at the same location, making it difficult to encourage

people to visit the exhibition from the action space. At the same time, restrictions imposed by trainstation officials hamper how much we can use the tools and strategies developed in Prague.

    CONCLUSIONS/RECOMMENDATIONS/ACTIONS (if any):

We agreed that we need to hold the action on Saturday, but that not everyone has to be there the wholetime (perhaps we will conduct an action at the exhibition as well?). We decided to go immediately toGare du Nord as a group to examine the action space and better be able to plan the sort of action wewould like to take.

CONVENOR/HOST: MartinDATE: 7/02PARTICIPANTS: Solne, Henri, Inga, Elena, Hans

KEY POINTS DISCUSSED:The idea of a Convention was introduced by Barroso and Merkel. However (article 48), it seems verysimilar to what we already had in the early 2000's. What we would like to call for is a citizens-basedconvention. On May 16th and 17th, Citizens for Europe will organise a workshop on Convention during

an event organised by ASKO Europa Stiftung for German-French dialogue. Who are the relevant peopleto invite? It is not sure yet whether the event will have fundings to have English translations (the twolanguages spoken are German and French):

European Alternatives has run citizens consultations throughout Europe for the past two years on aseries of topics, ranging for civil rights to political participation and economic reforms. Questions arediscussed at the local level with relevant stakeholders, who propose ideas for solutions / alternatives tothe status quo. Consultations go on this year until June. Citizens, local authorities and representatives ofprevious consultations will then gather in June during transnational forum (in Barcelona, Venice andSofia), to bring together all the proposals drawn from the consultations. Research workshops will then beheld in the summer by teams of various researchers from different countries, bringing in differentperspectives to the question, and helping develop ideas into policy proposals, which will compose the

Citizens Manifesto. The Manifesto will be presented and finalised during the Transeuropa Festival inBerlin in October and it will be launched in December at the European Parliament. The whole process is part of the Citizens Pact, which gathers many organisations that work in differentforms towards the same goal of bringing citizens together to elaborate ideas for a new Europe.Potential people to invite from European Alternatives to talk in the Convention workshop are: AlessandroValera ("mailto:[email protected]") or Elena Dalibot ([email protected])

Open Space 8: How can participative democracy bring action to politic?

CONVENOR/HOST: Henri DATE:7.2.2013PARTICIPANTS: Hans, Martin, Elena, Solne, Sebastian, Inga, Henri

    KEY POINTS DISCUSSED:Key questions:

    - how to engage people into the debate?- How do they vote?- How to put them into a legal process- could a Wikiconstitution be an answer to realize a concrete and participative citizen debate?

Answers:- If you have a common goal, you get people involved- Politicians feel threatened by participation (common politician reaction to open process and peoplesuggestions: thanks you and no).- the participation process must be based on legal solutions to have people believing in the possibility ofrealization and success of their action.

CONCLUSIONS/RECOMMENDATIONS/ACTIONS (if any):1. Debating and voting process must be transparent to all actors in order to have a real commitment2. The Wikiconstitution of Iceland proved that people could get responsible (of themselves) and build anew constitutional power without violence or breaking of the State of law -> a democratic, peaceful andbuilding participation is possible with civil society.3. This kind of democratic process needs the commitment of the largest part of European actors (politics, associations, individuals etc.).4. The virtual platform enables a traceability of the debate (which is necessary) -> this is a common good(shared and belonging to everybody in the same measure).5. Wikiconstitution being conceived to be validated by an ECI -> alternative solution (Sebastian) : notmake the result (the constitution itself) valid, but validate the process of making this citizen convention

with an ECI (giving more time to build the constitution and its legitimacy as well).

Open Space 9: Creating a map of our network

CONVENOR/HOST: Inga WachsmannDATE: Thursday, 7 FebruaryPARTICIPANTS: Martin Wilhelm, Hans Beitz, Lisa Pettibone, Inga Wachsmann, Valentina Catena

    KEY POINTS DISCUSSED:

The idea is to map and visualise who is in the network. This should show who are the people in thenetwork, what background they have, where they are living and acting, what number and kind ofrelations exist between the participants.

The question what to map has been asked. The answer is different criteria with color code.

Mapping the persons according to their

professional background: academic, NGO, institutional, funder, etc. country (country they are living in) relationships: partner, cooperation, information, funder, etc. content of the relation

    CONCLUSIONS/RECOMMENDATIONS/ACTIONS (if any):

The map has to be created/finished and all participants have to contribute/check if theinformation on themselves is complete and correct.

Find a tool to make the map electronically available.

Open Space 10: Open Citizenship Magazine

CONVENOR/HOST: LisaDATE: 8 FebPARTICIPANTS: Lisa, Sebastian, Rachel, Avgustina

KEY POINTS DISCUSSED:Rachel, Avgustina, and Sebastian shared websites and their experience at similar journals (arena.org,avvaworld.wordpress.com, The New Presence). Sebastian suggested I talk to Sebastian Kubitschkoabout his experience at Arena, and Tina about using social networks to promote the journal.

We discussed the need to:--better understand the journals audience--conduct a reader survey--do website analytics--look into getting the journal on EBSCO/JSTOR--get a more solid, complete list of people and institutions to send the journal to--increase subscriptions--increase/improve quality of submissions--improve the journals web presence--set up a long-term schedule with realistic benchmarks--increase strategic partnerships with research groups, institutions, NGOs, etc.

--hire a new editor and a new business/publishing person

Open Space 11: Future of our network? / Skype-conference with Rense Bos,IMI, Amsterdam, NL

CONVENOR/HOST: Inga DATE: 8/02PARTICIPANTS: Solne, Inga, Henri, Jakub, Daniel, Sebastian, Martin, Hans

KEY POINTS DISCUSSED:1) Rense describes IMI, social innovation NL

Rense gives a brief description of the planning towards a new conference Room for civic drivenchange, taking place in October (29 October - 1st November 2013), in Amsterdam.

Demand for support:- Funding for the conference (!)- Finding new partners (incl. university networks), bringing in ideas and other networks from all

    over Europe

    2) Proposal

Creating a web-based platform (blog, etc.) for this purpose.

    3) Basic questions of our network

    - Do we seek the purpose of action or united Europe.- Is it events like this time or do we return to the network as it has been at the beginning -> step

    back.

    4) Other follow ups

Jakub, Daniel and Sebastian send contacts to Rense.

Open Space 12: Where do we go next? / where is something happening inEurope that we can support?

CONVENOR/HOST: ElenaDATE: Friday 8/02PARTICIPANTS: Solne, Inga, Luisa, Elena, Hans, Henri, Daniel

KEY POINTS DISCUSSED:1) Where does our funding for meetings come from?- It started with funding from Citizens for Europe e.V (CfE e.V)- We then had funding from Youth in Action (YiA)- For this meeting (and from now on), the group / the host organisation must find fundings

    - For this meeting in Paris, Inga's foundation has received fundings from YiA 4.3 (experts meeting tospeak about citizens' education)2) What do we want to do as a network? There are two elements: 1) networking; 2) actions. We should not do actions for the sake of it.

  • 7/29/2019 DemCoP Documentation Paris 2013

    21/41

    - we could have actions on what is going on in Europe right now (e.g. situation in Greece)- we could support initiatives and actions we run, such as the European Citizens Initiatives (Fraternit2020, Media Pluralism www.mediapluralism.eu)- Focus on a topic (some of us work on in our organisations) rather than on Europe and citizenship ingeneral.

    3) Does everyone have to meet each time? For networking purposes, we don't necessarily have to meet, but we should then have a platform (such

as Citizensforeurope.eu for instance) where our contacts can be found, as well as an agenda of ouractions and presentations of our projects. For actions, obviously, we would still need to meet.

    4) What actions could we support in the coming months?a) Summer school in Kosice (Slovakia), gathering young people, mostly students in PhD and Masters, from July 7th to 21st. Kosice is in the Eastern part of Slovakia and is the second biggest city in thecountry. It will be one of the European cities of culture, so many events will take place in the streets. Wecould take part in the summer school, organise a workshop if we want and organise actions in thestreets. In terms of costs, we could use the facilities provided by the university for the summer schooland be accommodated, so it will be rather low-cost.

    b) Ater-summit in Greece in June, called by many CSOs. We could host workshops there and find newpartners. Jakob and Luisa could find partners there.

    c) Civic driven change: European conference in Amsterdam from 28th October to 1st November, together with Citizens for Europe and with European Alternatives.

    d) Transeuropa Festiva (European Alternatives), October, in a dozen of European cities(www.transeuropafestival.eu). This could give us the opportunity to organise events in the framework ofthe festival or take part in events already organised, that will have a European resonance. We have localgroups in many cities of Europe, so if some are interested they could help host the group.

    e) Events on migrants' voting rights (third-country nationals and European citizens' abroad for nationalelections), organised by CfE e.V. Symbolic elections will be organised in different places (Berlin,Luxemburg, Denmark maybe). The application for this project was sent not long ago, so it is notconfirmed yet.

Open Space 13: Planning Saturday's Action

    CONVENOR/HOST: EverybodyDATE: 8 FebPARTICIPANTS: everyone

KEY POINTS DISCUSSED:The group planning the action presented their idea: to draw passers-by into the action by creating theopportunity to steer Europe. A flashmob of the group dressed all in blue will represent Europe, steeredby a joystick that the random person uses to move the group toward one of two choices represented onposterboards that show directions Europe can go in. For example, renewable energy or nuclear, the euroor national currencies.

CONCLUSIONS/RECOMMENDATIONS/ACTIONS (if any):We reached consensus around this idea and different group members agreed to work on different partsof the action: buying materials, drawing the posters, developing the dance, creating the flyers to handout.

    Evaluation of the action

In groups, share what really worked well in the action; ideas of improvements; translation of thenewly learned skills into the daily work/life.

    Results:

What did work well?- We did not force people. It was rather based on informal invitations.- We attracted some attention.

    - The officials did not limit us; they were enjoying.- The blue suits and yellow stars worked very well they helped us to reach attention.- A combination of non-verbal and verbal activities led to a kind of synergy effect.- It was just one action but consisting of different components.- In a way we learned a lot and this action can be repeated.- The message was easy to be understood an idea that every of us can think over

different issues and be involved into decision-making processes.

    - able to get a lot done in a short time with a good outcome- action coming from nothing unclear goals at start-

constructive second day of work- EU consists of people -> like how was in the message symbolism in the action- Building together, cohesion of group, everyone was involved and happy to work together,

take their part to successfully make common goal

  • 7/29/2019 DemCoP Documentation Paris 2013

    30/41

    - Visibility, getting people to take notice and/or interest- Even if did not play game, saw the blue people and having fun with common people at

least took notice- Everything was made by uswhich was nice gave to the action a soul of sort, we are

real people and it is important to us

    - the method in order to attract people ; Self-irony, making fun of our-selves, combining the

action to the value of the exhibition, visibility of Europe, identifying our-selves with theaction made it more atrractive.- Ways of response from the public : joystick, asking questions ; taking pictures, smiling,

commenting, going to the stand, looking astonished/afraid ;- cooperation with RATP ! Improved seriousness of the action, perception by the public.

What could be improved?- making people with flyers more visible, e.g. marked with a huge I / info stand should be

closer / give follow-up information where people can see the action online, download good promotion

    - more varieities of options

    - better choreography- follow up

    - Lots of things - It was cold indeed in the selected space.- Last-minute management is not the best idea.- We lost significant part of time just because of other activities.- If somebody wants to have a break, she/he should go away from the space in order to

avoid confusion.- Too many people were standing in front of the stand (e.g. during lunch break).-

We should agree on a clear message that should be given to people in advance.- The activities should be kept optional everything is optional.

    - participation in the game, some sort of souvenir for participating- how we can utilize the people who participated? Having more people to then interview

the participants and those around more people to give info and interact after the actiondraws initial interest

    - complicate with barriers prizes? Liberal, conservation prize- more questions/different levels options on one side so easier to flip through- have to answer more questions so really get into it more than 2- develop different questions to better get an idea

    - big view points different directions to move all around the station more complicatedbut could be neat

    - BUT simplicity is key get attention and then interviews after more in depth- create kit to people who want to do a similar thing to do same kind of activity ->find

guidelines, what we did, what we learned- different location?- Use symbols and images instead of words play with images that make people think

about these things but without categorization provoke thinking of EU- Connect directions to different organizations NGO fair of sorts where based on peoples

answers, they can find info on orgs working on this- Have the sign holders more active do something more than just stand there- Keep it fresh and spontaneous- Make it more beautiful or artistic if have time- Have some sort of noise for joystick, for start

  • 7/29/2019 DemCoP Documentation Paris 2013

    31/41

    - main components should be prepared/ready in advance/ cloths, colors.- Leader of the action should be installed- tools should be more professional, better choreography, additional overalls for people

    wanting to participate.

What does this mean from perspective of us and our organizations?- It is possible to use this kind of action (or modified actions) in our organizations.

    - can make something worthwhile even with limited level of resources- public actions can work and be really fun!- Use of the network- importance of an international team

    - inspiring a repetition or a similiar action for organisations like the EuropeanMovement.

OTHER IDEAS- develop game differently? More provocative questions offer tickets out of Europe -> at

end of the game see where they end up in terms of moving Europe to different kinds ofEurope

    - elaborate different kind of options for the game based on outcome, if want provocativeor not, want to make news, want to make good video for distribution or just get peopleinterested?

    - How can change direction of EU how can influence EU moving in that direction showthem what steps they can - empower people by having people there from orgs whorepresent these issues really empower the people, engine making these instrumentsmore powerful

Brainstorming on How do you further imagine to use this network for yourwork

DOCUMENTATION DAY 5: Sunday, 10th February, MOVING FORWARD

Guidelines for hosting a network meeting (by Arianna De Mario, CFE)

4/3 months before- choose a city according to transport connections (check flight prices from and to the

biggest cities in Europe), local partners, scope

3 months before- content shaping (general topics)- list of possible participants + take contact with them- check hotels' prices

2 months before- final selection of participants- flights booking

  • 7/29/2019 DemCoP Documentation Paris 2013

    33/41

    - hotel booking- look for conference rooms- start to work with the facilitators on the agenda shaping (regular meetings, ideally once

    per week/every 2 weeks)

1 month before- prepare information kit for participants (how to get to the conference rooms/hotel, public

transport map, general agenda with start and ending times, etc.)- ask participants for concrete contribution (topics)- book the catering (or organise it by yourself)- update the hotel on the status of the booking- think about free time activities (city tours, restaurants for the evening, etc.)

2 weeks before- final agenda- final check of travel documents (do you have all booking confirmations/boarding cards?)- list of material needed for the conference (to be agreed with the facilitators)- list for shopping

    ONGOINGcommunication with participants

    - ask for content/agenda contribution- ask about their expectations- keep an eye on their travel documents

NOTEflight booking: you can choose either to book yourself for participants OR to let them book bythemselves and reimburse travel costs. In the first case the work amount will raise, but you will have a constant overview on traveldocuments and and costs. In the second case, you will spare time but will be busy in checking whether participants havebooked their flights, with the risk that they wait too long for that and that the costs riseextremely.

Guidelines to host a network meeting: working with the Facilitator (by Valentina Catena)

Organising a participatory event (conference, working meeting, public action) is a good

investment as it guarantee high buy-in from participants and creative and productive solutions, however takes time and resources as each meeting is designed by a facilitator to take intoaccount the specific needs of the group, the space, the situation, the time available, the numberof participants and other variables.

We can divide the facilitators work into three phases:

    - Pre-work: starts at least 3 months prior the event- Delivery: during the event- Post- work: shortly after the event

In terms of financial resources, as a facilitator of the process, my fee is 200 euros a day (plusVAT) for pre-work and post-work; 350 euros a day (plus VAT) for the delivery phase.

  • 7/29/2019 DemCoP Documentation Paris 2013

    34/41

In terms of human resources, all along the process, is essential to find a local referent (fromthe hosting organization) who will have the function to assist with the communication flow, invitations, co-creation of the agenda, etc. Their role is all about bridging between the facilitatorand the hosting organization. The flow of communication between the local referent and the facilitator is usually intense andrequires between 500 and working 800 hrs spread along the whole process.

Pre-work:The facilitators need to be contacted few months before the event so that they can support withthe invitation, the collection of the needs, the definition of goals and intention, the creation of theagenda, the choice of food and snacks.

In the pre-work, the facilitator might also help in designing an online registration form that willhelp in keeping track of the participants attendance.

In this phase, it is important for the facilitator to have access to updated documentation such as:- participants list : a list with participants arrival and departure times,

    - list of the materials and equipment available- pictures of the meeting location- description of the network

Delivery:ideally, the facilitators will arrive between 6 and 3 hours prior to the event and will set up thespace helped by a local assistant for logistics.

The local assistant will also be responsible to take pictures or visually document the sessions(and pass all the information to the facilitators before they leave the location).

Post-work:The post work consists of a debrief meeting regarding the delivered event. In this phase, thefacilitator also collect the documentation (transcribed by the sponsor/client) and brings all theinformation and visual material together into a report of a book of proceedings. The report is finalised by the networks participants where information is missed.
