improved public confidence, and the need to maintain the security of highly sensitive information resources – while also complying with the very strictest codes of practice. In 2012, budgets will be further stretched for forces involved in policing the Olympics.

Meeting these interconnected objectives on reduced budgets requires new thinking about operational practices and processes; change that can be enabled by the innovative and smart application of technology as endorsed in the Flanagan Review.

The UK police service is undergoing its most radical shake-up for more than 50 years. Police funding from central government has been cut by 20 per cent1 meaning operating costs and capital expenditure must be significantly reduced. The Policing Pledge and national targets have also been abolished and more autonomy given to local forces. These changes will not only transform the way police services are delivered within communities, but also how they are operated and governed at a regional and national level.

Currently, only 11 per cent of any force’s manpower is visible to the public. The Police Federation believes there will be between 18,000 to 20,000 fewer officers as a result of these funding cuts, further exacerbating the issue of on-the-beat visibility. To ensure that services to the community are maintained forces must implement new ways of working whilst continuing the drive to further reduce operational costs. Finding more efficient ways to carry out administration and reporting are key to freeing up resources for principal activities – and getting more officers out on the streets.

Clearly, doing more with less will be the central focus for police authorities over the next few years. It will be a challenging endeavour, further complicated by the drive toward increased cross-agency collaboration,

Northamptonshire Police

Northamptonshire Police were looking for a way to boost the productivity of its frontline personnel. By working with Vodafone, some 900 officers now use mobile devices. They are able to respond to incidents faster – including identifying stolen vehicles and reporting anti-social behaviour, and completing previously office-based admin tasks in the field. As a result, the force has seen a 10 per cent increase in time spent on the frontline.

“Our trials show that using BlackBerry® devices, officers can now spend more time on the beat, attending incidents and building public confidence. They use their devices more than 20 times a day, which equates to an hour of a ten-hour shift that they would otherwise have needed to spend at the station,” Paul Hill, Mobile Data Project Officer, Northamptonshire Police.

Increasing process efficiencies and staff productivity

Efficient crime prevention, detection and resolution require the swift yet secure sharing of information. At present, officers generally return to office locations to access information and complete reports and paperwork. Not only does this hinder real-time information sharing, it reduces the amount of time officers spend on their core function.

In his review, Flanagan estimated that the equivalent of over 3,000 officers could be freed up by reducing unnecessary bureaucracy and improving systems and processes.

Being able to access accurate, timely information from any location helps officers make faster decisions, achieve better outcomes and a higher quality of service. Mobile technology unlocks inflexible processes transforming frontline service delivery and boosting the visibility of personnel to enhance public satisfaction with local police services.

Our Unified Communications (UC) solution, which won the Best Converged Solution at the Mobile News Awards 2010, is proven to boost productivity too. Rather than managing a variety of communication media, services including fixed and mobile calling, instant messaging, SMS, email and conferencing are integrated into one solution. Users can seamlessly and instantly swap between media and, thanks to presence information that shows an individual’s availability, they also spend less time trying to locate colleagues and more time on productive, core activities.

Lancashire Constabulary

Lancashire Constabulary wanted to give senior police officers and neighbourhood policing teams remote access to intelligence systems. Previous approaches lacked the security, cost-effectiveness and flexibility to make this a reality. As a result, employees travelled to headquarters to access data, reducing time spent in the community and affecting the speed and quality of decision-making. Working with Vodafone, the constabulary implemented a solution based on Vodafone Secure Remote Access. Now staff are able to quickly and securely access intelligence at any location.

“Remote access will boost productivity through reduced travel and increase police officers’ visibility, reinforcing public confidence. It will also enable us to create shared sites and incident rooms at a significantly lower cost than with any other solution we have considered,” Stuart Fillingham, Head of Information and Communications Technology, Lancashire Constabulary.

achieved and secondly, by the management and infrastructure savings generated by placing all communications in the hands of a single supplier.

As well as creating more fluid work processes, implementing mobile technology can yield huge cost savings. Research In Motion, the manufacturers of BlackBerry devices, calculate that by using their platform, police forces across the UK have made a combined saving of more than £112 million4 . That’s a result of both the increased speed at which officers can work and the police-specific mobile applications that have been developed for these devices.

By mobilising a larger proportion of the workforce, savings may also be made by rationalising the property estate. Alternatively, with more people working in the field, police desk space could be shared by other emergency or social services, spreading the cost and improving day-to-day collaboration.

How we can help reduce operational expenditure

The recent Comprehensive Spending Review announced that central government police funding will be cut by 20 per cent, in real terms, by 2014/15.

We believe the most effective way to manage this is to reprioritise resources, safeguarding those that support frontline policing and making savings through efficiencies in IT, procurement and back-office activities. By replacing a model of local purchasing with a national procurement strategy, UK police forces could generate economies of scale which result in better pricing and significant savings.

Solutions such as UC can also help to consolidate – and consequently reduce – operational costs. This happens firstly through the increase in productivity

South Yorkshire Police

South Yorkshire Police wanted to reduce the amount of time its officers spent on paperwork and maximise time spent in the community. They needed access to the Police National Computer and other back office systems so that officers would no longer have to radio colleagues for information or return to the office to file reports.

Vodafone’s solution was to deploy Airpoint’s Mobile Policing Suite (MPS) which gives frontline officers access to real-time information on their BlackBerry devices. They can access a diverse range of tools including shift plans, calendars, reporting tools and intelligence databases while in the field, which allows them to remain on duty within the communities they server, for longer. With instant access to these tools, record accuracy has increased, risk evaluation and decision making has significantly improved, and work/life balance has been successfully addressed. In addition, an incredible £6 million efficiency saving has been made.
