DoA Description of the deliverable as reflected in the DoA

T2.1 Construction of the stakeholder community (Lead: S2i, M01-24)

The concept underpinning the CSA is to build a community of stakeholders around

a web-based platform that provides key facts and recommendations on renovation

packages (solutions, business models and business cases), building upon the

knowledge and results of past and ongoing EU projects. Stakeholder engagement

activities are then articulated around this platform to maximise the impact.

A stakeholder community of eight groups of stakeholders will be set up. They will

give priority to associations, which will act as intermediates and represent the

interests of their members:

- Industrials (incl. associations such as ACE, FIEC, EUREFAS, EuroACE, REHVA)

- SMEs

- Banks and financial institutions

- Cities and local authorities (e.g. Energy Cities, EuroCities, ICLEI, Replication

Cluster from the SINFONIA & EUGUGLE

projects);

- Building owners, including social housing (including associations such as Housing

Europe)

- Citizens (users / consumers) (with consumer associations such as BEUC or

ANEC)

- Research institutes and academics

Task leader S2i will create at the beginning of the project an electronic information

factsheet and invitation to join the STUNNING community for the targeted

stakeholder groups. The factsheet will contain information about the project, the

added value of becoming a stakeholder as well as a link to sign up for the

community. All partners will distribute this factsheet among the stakeholder groups

they are active in themselves very actively within the first months of STUNNING in

order to have an initial community created until M06. Nevertheless the factsheet will

be used throughout the project to gain more and more stakeholders.

The consortium has furthermore identified potential synergies with the BUILD

UPON project, which has already developed a very large EU stakeholder database.

It will be checked that BUILD UPON stakeholders are also invited to become part of

the STUNNING community.

S2i will create a stakeholder database, which will also be used for the dissemination

activities of WP6. The first version of the database will constitute D2.1 at M06 and

contain at least 100 members. It is expected to at least double the number of

STUNNING community members throughout the project duration.

S2i will ensure an appropriate data based management by categorisation of

- target user specification

- level of involvement (input of and feed back to information)

- history

- level of commitment, meaning the willingness to become a user

1. Introduction

WP2 “Stakeholder engagement and knowledge sharing platform” aims at federating a large community

of stakeholders, including all the players of the construction sector by building and maintaining a strong

commitment and interest of the stakeholder community. To fulfil this objective, a community of

committed stakeholders in Europe is being established, centred around an initial group with at least 100

stakeholders who will profit from STUNNING through the provision of information, the submission of

own articles and the moderation of other submitted articles. The number of stakeholders is supposed to

be doubled by the end of the project. These stakeholders are identified by all project partners and

through a dedicated stakeholder campaign run by project partner S2i. A database with STUNNING

stakeholders has been set up and is available for project-related interaction for the STUNNING project

partners.

Task 2.1 “Construction of the stakeholder community” has started at M01 and is terminated with the

completion of the project. This deliverable aims at providing an overview of the stakeholder database at

M06, in which Milestone 1 “Stakeholder Community set up” (with at least 100 members) is supposed to

be achieved.

2. Deviation from work plan

The deliverable is delayed and is submitted in M08 instead of M06. This delay is due to the fact that the

Renovation Hub is still under development and not yet publicly available. Linked to the delays in the

development of the Renovation Hub also the start of the stakeholder campaign was delayed and was

only initiated by M06. Although continuous and broad interest from stakeholders across Europe is there,

by now only 23 people have registered as stakeholders. It is, however, expected that this number will

rise faster once the Renovation Hub has gone live and the number of at least 40 stakeholders will be

reached within the first project year. As a consequence, this deliverable will be submitted with a lower

number of reached stakeholders and Milestone 1 not yet reached. These deviations affecting the

deliverable have been discussed with and accepted by the STUNNING Project Officer Janis Folkmanis

during the M06 partner meeting in Paris (April 16/17, 2018 – see meeting minutes).

3. STUNNING Stakeholder Database

Interested stakeholders can register themselves as a stakeholder on https://stunning-project.eu/join-

the-network/ in order to become a STUNNING stakeholder and join the community.

Stakeholders have three options for their level of engagement:

Follower: Follows social media, gets newsletters and reads all public information

Expert: Gets access to the submit articles section and occasionally provides own articles. Validates

articles of others and gets invited to STUNNING workshops

Ambassador: Takes a leading role in the validation of articles and promotes STUNNING in their own

community

Furthermore, all stakeholders have the option to indicate whether they would like to publish a best

practice in renovation case, their innovative financing model or renovation technology.

All information entered is only accessible for project partners and not shown publicly.

The database is an Excel table enabling to filter quickly the different categories if needed:

At the current stage, 11 stakeholders are registered as followers, 9 as experts, as well as three

stakeholders as ambassadors. The stakeholders are coming from 12 different European countries, as

well as one from Brazil. Hence, the coverage of EU countries is already very wide. Furthermore, five of

the eight target groups envisaged by STUNNING are also covered by a broad mix by the stakeholders:

Planners/architects: 2

Research organisations: 9

SMEs: 8

Industry: 1

Financial institutions: 1 (one French SME is advising on construction investment opportunities)

4. Next steps

For the success of STUNNING it will be crucial to consequently continue with the strategy defined for

the implementation of the stakeholder campaign at to further refine it.

It has been further decided to follow a “phased” approach, meaning that for the first months the main

focus should be put on attracting stakeholders representing planners, architects, research organisations

and SMEs/construction industry companies. Once the community is built around these stakeholders, a

deeper focus should be put on all other defined STUNNING stakeholder groups:

The following activities are going to be implemented:

Use of social media (ongoing): Regular posts on Twitter and LinkedIn to attract potential stakeholders (at least 2-4 times per week) (S2i). They include:

o Posts directly about the Renovation Hub and its benefits

Involvement of Advisory Board members’ networks (from May 2018 onwards): Contacting all Advisory Board members and define how they can spread information about STUNNING in their networks. Options are articles in their newsletters or on their websites or involvement in their events (S2i, Technofi).

Involvement of stakeholders having the Ambassador status (from May 2018 onwards): Contacting all STUNNING Ambassador status stakeholders and define how they can spread information about STUNNING in their networks. 5. Conclusions

The STUNNING stakeholder database has not yet reached the expected number of registered

stakeholders, instead of 100 only 23 stakeholders are listed so far. The reason for this disparity can be

mainly found in the delays in delivering the Renovation Hub. A positive sign is, however, that the existing

stakeholders already represent a very good mix according to their nationality, stakeholder category and

interested level of involvement. This can be interpreted as a very positive sign for the future interest and

willingness to engage in STUNNING.

In order to keep up the visibility and interest in registering as a STUNNING stakeholder, important

activities have been defined. These are partly already being implemented or at least more precisely

planned in order to be implemented in the upcoming months. By launching the Renovation Hub and

actively promoting STUNNING it is expected that the number of database entries will reach at least 40

by M12 (September 2018).
