Welcome to the first glimpse that fairytales are more than stories but our reality, welcome to a world of unexplainable feelings, attainable dreams, and ideals for a brighter future… A real world in which dreaming more than a verb is a motto.

Welcome to the 28th National Selection Conference of EYP Portugal, welcome to EYP Fairytales – Dreaming in a Real World.

My name is Ana Isabel Gonçalves, I am a 23 year-old dreamer at heart and will be honored to preside the 28th National Selection Conference of EYP Portugal. What can I tell you about this session that is still to come? What can I say when I am yet to set my eyes upon you, the vital core of this Session? I can share a fairytale, the one which led us all here.

Once upon a time there was this fearful little girl, only 17 years old, who never thought much of herself, convinced everyone was so much better than her at everything. Afraid of public speaking, not very sure that she even wanted to have an opinion and speak her mind, she went to the 16th NSC of EYP Portugal to be a delegate and her journey began. Six and a half years will have gone by in April when you meet this girl, who is still not very fond of public speaking but has learnt that when you have a dream you have to fight for it, even if it means doing the things that frighten you the most. Six and a half years later and after much dreaded battles, deserved conquests, unimaginable adventures and the incredible people she came

across, she will meet even more remarkable people while fulfilling one of her biggest dreams, presiding a National Selection Conference.

All that this dreamer, who got where she wanted to be, asks of you is one simple thing: dare to dream. Come to Viseu with a pocketfull of dreams, share them with me and all the other dreamers you’ll meet there and don’t be afraid of the work, the so-called battles, because victory is definitely ahead! Come imagine a better world, a better Europe for yourself and everyone around you, come and pass those resolutions, make those decisions you so eagerly wish decision-makers would make for you – dream with us and let your voice be heard.

There was a time in which I didn’t find it possible to always be home even if away from home. Now I do and the thing is that it sounds so amazing, so wonderful that it’s sometimes hard for me to believe it. However, I know better. I know that fairytales can and do indeed come true and EYP is my fairytale. “

PRACTICAL INFORMATION COMFORTABLE

This dress code applies to Teambuilding, where you will be doing various exercises and games, both indoors and outdoors. You are free to wear any type of clothing you feel comfortable in, as long as you are able to run around and are not afraid to perhaps get a little bit dirty!

CASUALThis dress code applies to informal evening activities, and gives you the freedom to choose any type of clothing you feel comfortable wearing.

SMARTDuring Committee Work

you will be required to dress smartly. You will not be expected to wear your suit, but worn-out jeans with sneakers don’t quite fit the smart clothing requirements either. Preferably wear something in between. For example, black or navy blue trousers with a blouse suit perfectly for Committee Work.

FORMALDuring the Opening Ceremony and the General Assembly you will be expected to dress formally. This means suits with ties for boys, and suits, dresses or long skirts for the girls.

EUROVILLAGE- Typical food and drinks from the city you represent- Typical costumes/other items that represent your city(There will be no possibility of warming up food at the Eurovillage)- Dishes, forks, knives, glasses, napkins

COMMITTEE WORK- Pen and paper- Research and other preparation for your topic- Your Fact Sheet and Position Paper

OTHERS- Every type of clothes described previously on “Dresscode”- Bath towel - A printed and signed copy of the Code of Conduct (attached to this email)- A “Fairytale” related accessory/clothes to wear at the theme party on Friday

Do you have a special talent that you’d like to share with all the session’s participants? Are you a talented musician, dancer or performer of some kind? Then we have the perfect moment for you - the Euroconcert. The last night of the event is exclusively dedicated to your artistic side, with delegates and Officials alike sharing the stage to put on a good show for everybody. You can participate individually, with some of your friends or with your entire school delegation, it’s up to you! If you want to take part in the session’s Euroconcert all you have to do is to fill out the application form

(with all the details of your performance such as needed material, duration, etc.) that will be available to you and show us what you will do by submitting a video of the performance you have in mind. The video can be recorded in any camera, even a cellphone one provided the sound and image quality are good, and should be submitted, along with the application form, to [email protected] using the upload platform wetransfer (https://www.wetransfer.com). You have until March 29th to submit your performance to the Organising Team. We encourage you to participate and show us your

For the past couple of years, EYP Portugal has been striving for innovation in all aspects of its National Selection Conference, especially in what concerns the proper preparation of the delegations for their participation in International Sessions. That is the reason why delegates are mixed into different committees and selected individually. That is also the reason why we now believe a better preparation, previous to the session, is in order so as to have a better session in general and Committee Work and General Assembly in particular.Following the steps of past International Session, the 28th National Selection Conference of EYP Portugal now introduces delegates to the production of Fact Sheets and Position Papers, in order to give them a practical way to better prepare themselves for the discussions and debates that will take place in Viseu. If you’re a delegate, do not be scared, this is essentially organized research!

HOW TO COMPILE A FACT SHEET:

A Fact Sheet is simply a list of 10 facts (minimum) and their respective sources. These are facts you consider relevant to your committee topic. You will receive a Topic Overview from your Chair which will contain links that you can use as a starting point to finding your own facts and links. However, do try not to simply use what is present in such Topic Overviews (TOs) as your Chairs expect you to do your own research, which should go deeper than the TOs themselves.You can find an example within this Booklet and a separate sheet will be sent to you. Change its title and fill in with your committee abbreviation as well as your first and last name. You will have to submit it to [email protected] until March 25th at 3pm. Do not forget to put your name, committee and “fact sheet” in the email’s topic!

HOW TO WRITE A POSITION PAPER:

The next part of your academic preparation is writing a Position Paper, which consists of a short essay on your topic. Feel free to take a stance in the debate that is going on your topic, making sure you’re not simply copying your chair’s topic overview. Your Position Paper is expected to be 1 A4 page long, in Times New Roman 12.You can find the template for your position paper along with the attachments sent with this booklet. Make sure to submit it to [email protected] until March 25th by 3pm the latest, with the document title properly renamed. Also, do not forget to state your first and last names, along with your committee abbreviation and the words “position paper” in the email topic!

We have always been accustomed to take as much as we need from this planet, but a time will come when some resources will meet an end, and that time is not far.Renewable energies are already a reality, but are they sufficiently reliable to a point in which we would not need to depend on oil anymore? What role can the EU play in enabling man to progressively achieve such a state faster than he is already doing?

Important EU figures such as Robert Schuman and Jean Monet have highlighted the importance of creating a federalised EU, making people realise that the unity of states has been a common goal, set from the very beginning of the Union. This question was always a matter in hand for the EU decision makers, but in the era of the socioeconomic crisis, it has been realised that the current system of unity is not 100% secure; therefore, the European federalisation seems to be a scenario which might just save the day.Should the European Union move towards being a Federal Union and, if so, how can it prevent possible problems caused by cultural, financial, legislative and judicial differences?

COMMITTEE ON HUMAN RIGHTS (DROI)CHAIR: IRYNA GARBUZ (UA)

Abortion in Europe: between permissive periods and total prohibition. Different countries – different ways of solving demographic crisis: some states allow abortions during early stages of pregnancy, others ban it due to religious, ethical and moral reasons. It is estimated that over 15000 Polish women travel abroad to have abortions every year.

Demography versus democracy: in what way should the Member States interfere in the issue of abortion and what has to be done to ensure the rights and privacy of women? Bearing in mind the problem of ‘abortion tourism’, should the EU ban abortion?

COMMITTEE ON SECURITY AND DEFENCE (SEDE)CHAIR: TEODORA COZMA (UK)

Unmanned Combat Air Vehicles (UCAVs), Missile Technology Control Regime and Europe’s Defence Plan:In 2010 an agreement between France and the United Kingdom was established for co-operation in the defence strategy and these countries are determined to set the pace in Europe for co-operation to deliver their future capability requirements.France in particular is working to have its own UCAV in a market dominated by Israeli and US technology. Considering that the use of UCAVs poses threats to international and human security, a discussion on the control of their proliferation and restriction of their employment is in order.

Should other members of the European Union join the Anglo-French defence cooperation pact, considering that no European country has enough resources to develop its own UCAVs? Or should European countries rely on the defence mechanisms that NATO provides?

COMMITTEE ON ENVIRONMENT, PUBLIC HEALTH AND FOOD SAFETY (ENVI) CHAIR: JOÃO SANTANA (PT)

The on-going economic crisis has led more and more people to put an end in their lives as they are not able to endure its weights. Unemployment, lack of the basics and misery are just some of the main reasons.

Noting with deep concern an alarming increase in suicide rates, triggered by the economic crisis, what measures should the EU take in order to tackle this problem?’

The popularity of entrepreneurship comes at a time when the youth unemployment rate is one of the worst on record.Is entrepreneurship a tool for youth empowerment and the answer to the serious problem of Europe’s youth unemployment? In what ways can the Member States incentivise youth entrepreneurship?’

This year the European Union is celebrating the European Year of Citizens. Apart from the promotion of EU citizens’ rights with a particular focus on the right to live and work anywhere in the EU, the European Year of Citizens is intended to stimulate dialogue at all levels of government, civil society and businesses, and to help the EU citizens explore where they want to stand by the year 2020 in terms of rights, policies and governance.

Having in mind that the European Year of Citizens can only be successful if citizens’ concerns and demands are heard and integrated into the actual policy-making processes, how can civil society organisations play an active part during it and promote European Citizenship?

COMMITTEE ON AGRICULTURE AND RURAL DEVELOPMENT (AGRI)CHAIR: CATARINA AGREIRA (PT)

Recent headlines in Europe revolve around the use of horse meat in beef products, up until now without the consumers’ awareness, possibly so as to maximise resources and keep production prices low in a time of crisis. Even though horse meat has been mostly considered safe, we must also take into account problems such as the mass farming of animals, so as to achieve maximum productivity at the lowest cost possible, which exposes the animals to high levels of toxins from decomposing manure and can create ideal conditions for diseases to spread.

Hunger, food overconsumption, population growth, lack of resources and mass farming of animals: what measures can the EU further implement to face these problems and their consequences? How far can we go to make sure everyone gets fed at a reasonable price?

General AssemblyDuring General Assembly the delegates discuss their elaborated resolutions according to the parliamentary rules of the European Parliament. The participants provide their points in English and French to the plenum. Here the debating culture demands a great extent of cooperation and communication from each delegation member.

During the Opening Ceremony you can hear inspirational speeches from some important personalities, at the Portuguese and European level, and the session’s president declares the session officially open.

The Eurovillage’s purpose is to share and show each region’s/city’s gastronomic products, brought by the delegates and their teachers. You’re also encouraged to share other cultural aspects through typical clothes, dances, decorative objects or any other kind of documents from your region.

THE SESSIONParticipants in the European Youth Parliament have the opportunity to experience the most multifarious days of their school time. At our events they face multiple challenges, benefit from each other and can experience Europe live.

The participants meet here to get to know each other at ease. At the same time, Teambuilding is a group dynamic communication training held by experienced chairpersons. Reservations are relieved; trust and team spirit are built through learning by doing. In addition, ways to find consensus and solve common problems are worked out and the participants are made aware of group processes.

During Committee Work the newly-formed committee is facing the challenge to create a resolution about a recent controversial topic with European dimension. Not only does the research work done before the session find its way into the democratic process, but also the points of each individual team member. This process of finding consensus among the team is facilitated by the chairperson. Of course, every committee member is responsible for the heated discussions and the content of the resolution.

Fr iendly amendmentsPut forward by the Proposing Committee, these are last-minute modifications aiming at improving the Resolution.Amendments are to be handed to the Board by the Chairpersons as early as possible.

Po ints of Pr iv i legeThese are requests for a Delegate to repeat a point that was inaudible. Failure to understand the language being spoken does not make for a Point of Privilege.

Po ints of OrderThese can be raised by the Chairperson if a Delegate feels the Board has not properly followed the parliamentary procedure. Ultimately, the authority of the Board is absolute.

D irect ResponsesTwice per Debate, each Committee may use the Direct Response sign. Should a Committee member raise the Committee Placard and the ‘Direct Response’ sign during the Open Debate, he/she will immediately be recognised by the Board and given the floor as soon as the point being made is concluded. A Direct Response can only be used to refer to and discuss the point made directly beforehand. If two or more Direct Responses are requested at once, the Board will decide which Committee to recognise. In this case, the second Direct Response has to refer to the Direct Response made before.

GENERAL ASSEMBLYPROCEDURES

The wish to speak is indicated by raising the Committee placard. The authority of the Board is absolute.

1. Presentation of the Motion for a Resolution (the Board reads out the topic and introduces any Friendly Amendments, the Board presents a short video related to the Resolution’s topic, a member of the Proposing Committee reads out the Operative Clauses from the pulpit);2. Points of Information (asked for by any Committees and answered by the Proposing Committee);3. Defence Speech (maximum 3 minutes, from the podium);4. Attack Speech/es (maximum 3 minutes in total; if there are more than 2 Attack Speeches the Board will give one minute for each whenever it seems fit – from the podium );5. Open Debate on the Motion for a Resolution (maximum 40 minutes),a) The first point of the Open Debate will be made by the Proposing Committee, in response to the Attack Speech/es;6. Summation Speech (maximum 3 minutes);7. Voting procedure – the votes are collected and announced by the Chairpersons;8. Announcement of the voting results by the Board.

Summat ion (Sum-Up) Speech

The Summation Speech is delivered from the podium by one or two members of the Proposing Committee – in the latter case, the microphone can only be passed once. It is used to summarise the Debate, respond to main, selected criticism and to once more explain why the chosen approach is the most sensible. It typically concludes with an appeal to vote in favour of the Resolution. This speech can last a maximum of 3 minutes.

Vot ing procedureEach Delegate is allowed one vote (either in favour, against or abstaining) per Resolution. Being individual, the votes are still collected within Committees by the respective Chairperson(s), being then announced out loud. Whenever feasible, the results of the voting will be announced straight after their collection; otherwise, they will be announced with a one-Resolution interval.

The Defence Speech is delivered from the podium by one member of the Proposing Committee. It is used to explain the rationale of the overall lines of the Resolution and convince the Plenary that the Resolution is worthy of being adopted. This speech can last a maximum of 3 minutes.

Attack Speeches are delivered from the podium by individual Delegates from a Committee other than that proposing the Resolution at hand. Furthermore, they reflect individual opinions and are used to point out the flaws of the approach taken by the Proposing Committee and should propose alternative solutions. Oftentimes, Attack Speeches are concluded with an appeal to the Plenary not to adopt the Resolution in its present form – however, they can also come to the conclusion that, overall, the Resolution is still worthy of adoption. Attack Speeches should only be done when there’s a disagreement with the whole approach of the resolution at hand.

Note: All speeches at the podium must begin with “Mr/Ms President, Members of the Board and Fellow Delegates. During the Open Debate, intervening committees must address specific committees and whenever possible by name (eg.: As for the intervention by the Committee on Foreign Affairs…).
