Overall Generic Percentage - it generally has to be > DHA's goal of 90%, unless there are no MTFs who
are at the goal
Total Volume - a site that has 100% compliance but only orders 100 items weighs less than a site that
orders 20,000 items, but has a compliance of 95%. That said, there will be months that look at the small
volume locations to ensure they get the credit that is due to them
Previous All-Stars - If a site has consistently been the top performer (based on percentage) and another
site is deserving or has made a significant improvement, that MTF will be highlighted as an All-Star
