1. IntroductionThis Defence Related Environmental Assessment Methodology (DREAM) Handbook providesinformationon themandatory requirement to complete environmental assessments onMODconstructionprojects.2. WhatisDREAM?Thebuiltenvironmenthasasignificantimpactonboththeenvironmentandourlives.Itmakesheavydemandsonournaturalresources,isenergyintensiveand,ifpoorlymanaged,canhavean adverse effect on our communities and businesses. The MOD recognises the need foreffective management in this area and has designed DREAM to specifically assess theenvironmentalperformanceofconstructionprojectsontheMODestate.

DREAM helps create a sustainable built environment by supporting clients, designers andproject managers through the design, construction and facility management processes. Itprovidesaholisticapproachthatensuresenvironmentalissuesaredealtwithpositively,wholelifecostsarereduced,andbetterlivingandworkingconditionsaredelivered.

3. ThePolicy

Allcentralgovernmentdepartmentsandtheirrelatedorganisationsmustensurethattheymeetat least themandatoryGovernmentBuyingStandards (GBS)whenbuyinggoodsand services.TheGBSforNewBuildConstructionandMajorRefurbishmentsrequiresthat:

• AnappropriateenvironmentalassessmentmethodsuchasBREEAMoranequivalent(e.g.CEEQUAL,DREAMetc.)appropriatetothesize,natureandimpactoftheprojectmustbecarriedoutonallprojectsusingtheTreasuryGreenBookorotherappropriateguidanceprovidedbygovernment.

• WhereBREEAMisused,allnewprojectsaretoachievean“excellent”ratingand

allmajorrefurbishmentprojectsaretoachievea“verygood”rating,unlesssiteconstraintsorprojectobjectivesmeanthatthisrequirementconflictswiththeobligationtoachievevalueformoney.Whereanalternativeenvironmentalassessmentmethodologyisused,projectsshouldseektoachieveequivalentratings.

4. TheAppraisalToolsHierarchyAhierarchyofappraisaltoolsisavailabletoassessandmanagesustainabilityandenvironmentalimpacts across theMODbusiness. TheMODSustainability andEnvironmentalAppraisal Tools(SEAT) Handbook is theMOD's reference for appraisal toolmethodologies used on theMODestate related plans, programmes, projects and activities. It sets out guidance andmethodologies for a suite of tools, such as Sustainability Appraisal, Strategic EnvironmentalAssessment and Environmental Impact Assessment that assess and manage the sustainable


effects of development activities on or affecting the MOD Estate. Section 6 of the SEATHandbookprovidesfurtherinformationonDREAM.DREAMisoneofthemoredetailedtoolsthatshouldbeidentifiedbytheSustainabilityAppraisalprocess.

6. Whichmoduletouse?Whendecidingwhichtooltoapplythefollowingcriteriashouldbeused:

• NewbuildprojectsthatfitoneoftheDREAMbuildingtypes.AfullassessmentisrequiredusingthemostappropriateDREAMmodule.TherearesixstandardmodulesthatcoverarangeofMODbuildingtypes.Projectsaretoachievean“excellent”rating.

• Newbuildprojectsthatdon’tfitoneoftheDREAMbuildingtypes.Anassessmentisstillrequired;however,abespokeassessmentshouldbecreatedusingtheDREAM‘MinorNewBuild’Module.Projectsaretoachieveaminimum70%oftheavailablecreditsachieved(equivalenttoan‘excellentrating’).

• MajorrefurbishmentprojectsthatfitoneoftheDREAMbuildingtypes.AfullassessmentisrequiredusingthemostappropriateDREAMmodule.Majorrefurbishmentisdefinedasrefurbishmentwhereconstructionresultsintheremodelingoradaptationofexistingelementsofthebuildingenvelope,structureandrenewalofkeybuildingservices.Projectsaretoachieveatleasta“verygood”rating.

• Partialrefurbishmentprojects.ADREAM‘MinorRefurbishment’assessmentisrequired.Partialrefurbishmentisdefinedasrefurbishmentwhereonlyindividualelementsofthestructural/buildingenvelope(e.g.windowsorroofs)orindividualserviceselements(e.g.heating,lightingorair-conditioning)arebeingreplacedorupgraded.Projectsaretoachieveaminimum70%oftheavailablecredits(equivalenttoan‘excellentrating’).

Projectteamsshouldremainpragmaticwhenconsideringwhetherenvironmentalperformanceassessments are required and each activity should be judged independently. DIO can becontacted for advice where project teams are unsure whether a DREAM assessment isappropriate([email protected])Wherethepotentialenvironmentalimpactofaprojectislowthenasimplifiedapproachbasedon a checklist developed from the criteria in the Sustainability Appraisal may be moreappropriate(seeSection2oftheMODSEATHandbook).

7. DREAMEquivalentAssessmentsDREAM should be used in preference to the Building Research Establishments EnvironmentalAssessmentMethodology (BREEAM)orotherassessmentmethodologies. However, incertaincircumstances it may not be possible to use DREAM. In such cases one of the followingassessmentsmayneedtobeused.


BuildingResearchEstablishmentEnvironmentalAssessmentMethod(BREEAM)

• TheBREEAMmethodoffersafullycertificatedenvironmentalperformanceassessmentofconstructionprojectsandcanbeusedtoassesstheenvironmentalperformanceofarangeofbuildingtypesincluding:Offices,Homes,Industrialunits,RetailunitsandSchoolsetc…TodatethemajorityofDefenceprojectswhereBREEAMhasbeenusedhaverequiredthecommissioningofabespokeversion(ProjectSLAM,AllenbyConnaught,Neptuneetc).AssessmentsmustbecarriedoutbyindependentassessorswhoaretrainedandlicensedbytheBuildingResearchEstablishment(BRE).RecommendedfeescalesforassessorsandBREqualitycontrolandcertificatefeesarepostedontheirwebsiteat:http://www.bre.co.uk

CodeforSustainableHomes

• TheCodeforSustainableHomesisanenvironmentalassessmentofnewhousing.Assessmentsarecarriedoutintwophases,aninitialassessmentatthedesignstage,andthenafinalassessmentafterconstruction.AssessmentsarecarriedoutbyindependentassessorswhoaretrainedandlicensedbyBRE.UntilMarch2015,thecodecouldbemandatoryinEngland,WalesandNorthernIrelandifitwasarequirementofalocalauthority’slocalplan.TheCodeisstilloperational,butisnowgenerallyvoluntary.

HomeQualityMark(HQM)

• TheHomeQualityMark(HQM)isanationalstandardfornewhomes,whichusesasimple5-starratingtoprovideimpartialinformationfromindependentexpertsonanewhome'sdesign,constructionqualityandrunningcosts.DREAMisappropriateforassessmentsonlargelivingaccommodationprojectssuchasSingleLivingAccommodation.

TheCivilEngineeringEnvironmentalQuality(CEEQUAL)Award

• CEEQUALisanawardbasedassessmentschemedesignedtoaddresstheenvironmentalqualityofcivilengineeringprojects.Itisapplicabletoalltypesandsizesofcivilengineeringprojectsandworks.WhenCEEQUALisusedonanMODcivilengineeringprojectorthecivilengineeringelementsofadevelopmentproject,thequestionsetwhichisapplicablefortheWholeProjectAwardshouldbeused.TwoseparateapproachescanbetakeninrespectofusingtheCEEQUALmethodology.Firstly,ProjectManagersmaywishtosubjecttheirparticularprojectforaformalCEEQUALaward.Shouldtheychoosetodothis,thentheyshouldsecuretheservicesofanaccreditedCEEQUALassessorattheearliestopportunity.Otherwise,thequestionsetpertainingtotheCEEQUALWholeTeamAwardshouldbeusedonaself-assessmentbasis.ProjectManagerswhoelectnottoseekaformalCEEQUALawardbutneverthelessstillwishtheirprojectstobethesubjectofaCEEQUALassessment,shouldappointanappropriatelytrainedpersonaccordingly.FulldetailsrelatingtotheCEEQUALawardsandaccreditedassessorscanbefoundat:http://www.ceequal.com.


8. DREAMStructureA DREAM assessment is divided into four DREAM Stages; Survey, Design, Construction andOperation. The first threestagesarecollectivelyknownas theProjectPhase. DetailsofeachstageandtheirrelationshipwithDIOprocessesareshownbelow:DREAMPhase

Operation – implementingand maintaining systems tomonitor, reduce and reportenvironmental impactsassociated with operation ofthebuilding.

UndertakenaspartofStageE-040 (allocate and operatecapability)

A predicted environmental performance assessment rating can be generated andmaintainedthroughout the project phase. Once assessments have been completed and submitted forSurvey, Design and Construction, a Project Phase report will be availablewith a final projectphase rating The Operation assessment is required to establish a final rating following theoccupationanduseofthebuildingforoneyear.Project Managers are responsible for ensuring the first three stages of the assessment,collectivelyknownastheProjectPhase,arecompleted.WhilstDREAMwasdesignedtobeusedbyProjectManagers,somemaywishtoobtainexternalassistancetocompletetheassessment.Responsibility for the Operation stage sits with the customer/facility operator (i.e. Industry


Partner)andmaybeundertakenby facilitymanagers,buildingmanagersorotherappropriateresponsiblepersons.TheProjectPhaseassessmentcannotbesuccessfullycompleteduntilanassessorfortheOperationalPhasehasbeenappointedandisawareoftheirresponsibilities.

To complete a DREAM assessment, an assessor is required to answer a number questionswithineachstageunderthefollowingcategories:

• BiodiversityandEnvironmentalProtection• ExternalEnvironmentalQuality• Energy• InternalEnvironmentalQuality• Procurement• Travel• Water• Waste

TheDREAMquestionsincludethefollowinginformationtoassisttheprojectteamandDREAMassessor:

• Numberofcredits–this indicateshowmucheachquestionisworthintheoverallDREAMassessment.Somequestionsareworthonecredit,otherscanbeworthuptosixcredits.

• Aim–thisdescribesthepurposeofthecredit.• CreditCriteria–thesemustbecompliedwithinordertoachievethecredit.• CreditEvidence–thisdescribesthedocumentaryevidencewhichmustbeprovided

totheassessor,inorderfortheassessortoawardthecredit.

ADREAM rating is calculated at each of the four stageswith a Project Phase rating availableaftertheconstructionstageandthefinaloverallDREAMratingaftertheOperationstage.


Withinthetool,eachofthefourstagesissubmittedsequentiallybytheDREAMassessor.Onceeachstage is submitted,a ‘StageAssessmentReport’ isautomaticallygenerated, summarisingthe credits achieved / not achieved for that stage, and the DREAM rating achieved for thatstage.While each of the four stages is submitted sequentially, it is possible to answer all of thequestions in the tool, right from the inception of the project. It is only when each stage issubmittedthat theresponsestothequestions inthatstageare fixed. This featureallowstheprojectteamtousetheDREAMtoolfromthestartoftheprojecttopredicttheDREAMratingsoverthelifeoftheproject.Whenall four stageshavebeen submitted, a ‘FinalAssessmentReport’ (FAR) is automaticallygenerated. This report summarises theoverallDREAMassessment, including the finaloverallDREAMrating.Throughouttheentireassessmentprocess,aDEALisavailable,whichshowstheprogressoftheproject, decisionswhich have beenmade and affected the DREAM rating, and the assessor’snotesandverificationforeachquestion.DefenceInfrastructureOrganisationwillbeauditingaselectnumberofMODprojects.Whenaprojectisaudited,theDEALwillbethekeysourceofinformationfortheauditors.There are noweightings applied to the questions or categorieswhen calculating the DREAMratingateachstage,andtherearenoweightingsappliedtothefourstageswhencalculatingthefinaloverallDREAMrating.Forexample,onecreditinaSurveystageEnergyquestionisworththesameasonecreditinaConstructionstageTravelquestion.A ‘Pass’ ratingmustbe achievedas aminimumat each stageof theproject. Further to this,thereareanumberofkeycreditswhicharecompulsoryquestionsateachstage,whichmustbeawardedinordertoachieveatleasta‘Pass’rating.DREAMassessmentsareratedonthefollowingscale:

• Pass25%• Good40%• VeryGood55%• Excellent70%

AlldatainDREAMshouldbeunclassifiede.g.notsubjecttoanysecurityrestrictions.AssessorsshouldensurethattheysavepersonalcopiesofpdfdocumentssuchastheDEALontotheirlocalharddrives.Thetoolhasthefacilitytokeepallelectronicdocumentationusedtocompiletheratinginoneplace,howevertheassessorshouldalsoensurethathardcopiesofdocumentationiskept.


9. UsingDREAM ThissectionprovidesdetailsonhowtousetheDREAMtooltocarryoutanassessment. 9.1 LoginScreen(www.dreamassess.com) Uponfirstviewingthesystem,thisisthepagethatvisitorswillsee.Thevarioussectionsoftheentryscreenareexplainedbelow.

• UserName/Password:YoucanlogintoDREAMtocarryoutyourassessment.• ForgottenPassword: Should you be unable to remember the password assigned to you,

you can fill out a reminder request form. The Forgotten Password page requires you toentertheemailaddressthatisheldforyoubytheDREAMAdministrator.

• NewUser: You can apply for a login by clicking the ‘Apply for login’ button. Be sure to

provideyourcontactdetails intheemailtoallowtheHelpdesktocontactyoushouldtheyhaveanyquestions.YouwillgenerallyreceiveyourUserNameandPasswordinanemail.

• ViewQuestions:DREAMconsistsoffourteenmodulesthatcovereightbuildingtypeseach

designedtocoverarangeofMODbuildings.Undereachmodulethereisanoptionto‘ViewQuestions’whichallowsvisitorstothesitetoviewthequestionspertainingtothatmodule.

• NewAssessment:Undereachmodulethereisanoptiontobegina‘NewAssessment’.You

willneedaUserAccounttoaccessthisfunction.• ScrollingBanner:Providesinformationonupdatesorotherimportantnews.


9.2 DREAMEntryPage WhenyoufirstlogintotheDREAMassessmentwebsite,theentryscreenwillchangetogiveyoutheoptiontoviewtheAssessmentList.Thisallowsyoutomanageyourownassessmentsandviewothers(dependingonyourlevelofaccess).The ‘NewAssessment’ function foreachmodulewill alsobeenabled. Furtherexplanationofthe‘NewAssessment’functionisprovidedatPara9.4.

• Project Details and Performance: Free text field to allow the assessor to give moredetailabouttheproject.

• Trialassessment:Atickboxtoletyouselecttrial,whichcanbechangedifrequiredatalater date by accessing the project details via ‘Details’ and un-ticking the box. Onlyassessments being carried out on live projects should be marked as Live, anyassessmentswhicharebeingusedtotenderbidsshouldbemarkedastrial.

Once theabovedetails havebeenpopulated click ‘Next’. The following screenallows you toaddadditionalassessorstoyourprojectbyclicking‘Add’.Youcanchoosefromadropdownboxofall registeredDREAMAssessors. Allassessorswillbeable toedit theassessment. Note: ifyouarecreatingtheassessmentyoudonotneedtoselectyourselfasanassessor. Onceyouhaveaddedalladditionalassessors,click‘Finish’.

You have now entered all the outline information for your project and can begin yourassessment.


9.5 Completingandeditingyourassessment Once thebasic information is inplaceyoucanbegincompleting theassessment. Thevarioussectionsoftheassessmentpageareexplainedbelow.

9.6 Answeringthequestionsandawardingcredits

ADREAMassessmentiscompletedbyawardingcreditsagainstspecificquestions. Eachofthequestions is structured in the same way irrespective of which stage or what environmentalcategoryitfeaturesin.Intheexampleshownabove,thefollowinginformationisdisplayed:

• Credits: To award credits, the assessor needs to replace the ‘Select….’ with theappropriate score from thedropdownselection. Theassessment stagecannotbesubmitteduntilallquestionshavebeengivenascore.

• NACredits:FortheMinorNewWorksmoduleseachquestionhasaNAoption.Thisshouldonlybe chosen if this issue isnot relevant to thebuildingoractivitybeingassessed. NA should not be selected just because the credit has not beenachieved.AfulljustificationofwhyNAhasbeenselectedshouldbeprovidedinthe‘MoreNotes’section.

• Key Credits: Key credits are denoted by an asterisk. These questions must beansweredotherwisetheassessmentwillobtainaFail.

9.7 SubmittingyourassessmentOnce you have completed a stage you need to Submit. Each of the four stages is submittedsequentially.Onceeachstageissubmitted,a‘StageAssessmentReport(SAR)’isautomaticallygenerated, summarising the credits achieved / not achieved for that stage, and the DREAMratingachievedforthatstage. TheSARcanbefoundasaPDFbeneaththerelevantStagetab(seebelow).

While each of the four stages is submitted sequentially, it is possible to answer all of thequestions in the tool, right from the inception of the project. It is only when each stage issubmittedthat theresponsestothequestions in thatstageare fixed. This featureallowstheprojectteamtousetheDREAMtoolfromthestartoftheprojecttopredicttheDREAMratingsoverthelifeoftheproject.Assessmentscanonlybesubmittedbytheassessment’sLeadAssessor. AssessmentscanalsoonlybesubmittedoncetheminimumPassscoreisachievedandonceallthecreditshavebeenanswered. The Lead Assessor should aim to submit the assessment as soon as the stage iscompleted. The score is frozen for stages thatare submitted. Thisensures thatanychangesmadetotheDREAMwillnotadverselyaffectthescore.Onceyouhavesubmittedastageacertificateisautomaticallygeneratedusingthestageratingand scorealongwithgeneralproject information. APDFof the certificate is availableon theSummarytab.

When the three stages thatmakeup the Project Phase (Survey,Design&Construction) havebeensubmitteda‘ProjectPhaseCompleteAssessmentReport’willautomaticallybegenerated.ThisreportsummarisestheProjectPhaseDREAMassessment,includingthefinalProjectPhaseDREAMrating.


TheresponsibilityfortheDREAMassessmenttransfersfromtheprojectteamattheendoftheconstruction stage to the customer/Facilities Manager for operation stage. Before theconstructionstagecanbesubmitted theproject teamneed tohavecompletedahandoveroftheDREAMassessmenttotherelevantperson(s)andselectedthemasaLeadAssessorfortheoperationstage.OnceaProjectPhaseassessmenthasbeensubmitted,itcannotbeeditedfurther.ShouldyoufindthatamistakehasbeenmadepleasecontacttheDREAMHelpdesk([email protected]).Whenall fourstageshavebeensubmitted,a ‘FinalAssessmentReport’ (FAR) isautomaticallygenerated. This report summarises theoverallDREAMassessment, including the finaloverallDREAMrating.

10. DREAMDevelopmentThe MOD need to ensure that DREAM continues to meet its requirement as the MOD’spreferredenvironmentalperformanceassessmenttool.ThisrequiresdevelopmentworkandastheDREAMisaliveweb-toolanydevelopmentcouldimpactonassessments.OnceUsershavebeen issued with a User Name and Password they will receive emails to advise on anydevelopmentworkstoDREAMandlikely impactsontheirassessments.
