RULES AND REGULATIONS GOVERNING THE CONDUCT AND DISCIPLINE OF
STUDENTS OF THE UNIVERSITY
I. PREAMBLE
1. Theseregulationsaremadetoprovideforthecontrol,governanceandadministrationof
theDedanKimathi UniversityofTechnology students.
2. TheregulationsshallbebindinguponeverystudentoftheUniversityuponregistration
andsolongassuchstudentremainsregistered.
3. Everystudentshall,beforeheisregistered, berequired toreadtheseregulations
andtosignadeclaration appendedhereunder that hehasreadandunderstood thecontents
andmeaninghereofandthat heundertakes t obeboundthereby. Failure orrefusaltocomplywith
thisclausemayconstituteaground fordenialofregistration.
4. Nothing intheseregulations shallprecludetheUniversity fromrequiringanystudentto execute
any bond, assurance and undertakingto be ofgood conduct
throughouthisstayattheUniversity. Suchbond, assuranceorundertakingwhenrequired and
executed shallhavethe sameeffectasifitwereincorporatedherein.
5. Forpurposesoftheseregulations theterm“student” meansandincludes:-
(a) anypersonwhohasbeenformallyadmittedtoacourseofstudyforanundergraduate
degreeordiplomawithintheUniversity;
(b) alloccasionalstudents whoareregistered students ofanother University but are
admittedtoacourseofstudywithinDedanKimathi University ofTechnology;
(c) allgraduate andpostgraduatestudents whoareregisteredwithintheUniversityfor
HigherDegree,diplomaorotherqualificationsasmaybeapproved bySenate; or
(d) Anyother personwhoisdetermined bySenate tobeastudent.

II ORGANIZATIONOF S T U D E N T S
6. ThereshallbeestablishedintheUniversityanAssociationofstudents (hereinafter
referredtoastheDedanKimathiUniversityofTechnologyStudents’ Organization,
(DeKUTSO)whoseobjectandpurposeshallbe:-
(a) topromotetheacademicandsocialwelfareoftheStudents oftheUniversity;
(b) to act asa link between students,the University academic staffand other
University administration;
(c) topromotetheacademicwelfareofthestudents oftheUniversity;
(d) torepresentstudents’ opinioninmatters affectingtheirwelfareinSenate;
(e) the development, establishmentand encouragementofworthy traditionsof
socialandacademiclifeontheUniversitycampus;and
(f) toestablish and enhance co-operation withsuchother studentorganizations
withintheUniversity andother
institutionsofhigherlearningasmayberecognizedbytheCouncilandtheSenate.
7. Membership ofDedan Kimathi UniversityofTechnologyStudents’ Organization
shallbeopentoallbonafidestudents r e g i s t e r e d intheUniversity onpaymentto
theUniversity ofsuchfeesasmaybeprescribed bytheOrganization. TheDedanKimathi
UniversityofTechnologyStudents’ Organization establ i shed inaccordance
withtheseregulationsshallnotbedissolvedsavebyresolution of
theCouncilafterconsultation w i t h Senate.
8. The Dedan Kimathi University ofTechnologyStudents’ Organization shalldetermine
itsownorgansand procedures and, inparticular,shalldevelopaConstitution,setting
outclearly:-
(a) the Officers of that Organization
(b) thedutiesandpowersofsuchOfficers;
(c) thefrequencyofandproceduresatmeetings;
(d) thepossiblesourcesoffundsoftheOrganization;
(e) thepurposestowhichthefundsoftheOrganization aretobeapplied;and
(f) themanner andforminwhichsuchstudents’Organization shal lberepresented
inSenate.
9. The purposes of Section 41 of the Act, the University Council recognizes the University
Students’ Organization as being an organization representative of the students of the
University.
10. Inaddition toanyotherpermits requiredby Law,allmeetingsandotheractivities ofthe
University Students’ Associations(whether professional ,academicorotherwise) tobe
heldwithintheUniversityprecinctsshallnottakeplaceuntilpermissionis firstobtained

fromtherelevantUniversity authorities.
III THECONDUCT OF S T U D E N T S
Thefollowingprovisionsshallapplywithrespecttotheconductofstudents withinand
sofarasisapplicable, outsidetheUniversity precincts.
GENERALCONDUCT
11. Allthestudents oftheUniversityshallconductthemselveswiththehigheststandardof
integrity,personaldisciplineandmorality and,inparticular,shall:-
(a) respect andadheretotheadministrativeandacademicprocedures andstructures
established bythe Act and the Dedan Kimathi University ofTechnology Charter,
forthe control,governanceandoperations oftheUniversity;
(b) respect the rights and privilegesofthe members ofthe University community at
alltimes;
(c) refrain fromanyconduct that mightbring the University
oranysectionorprogrammethereoftodisrepute, ridiculeorpublicodium;
(d) carrythemselvesinallpublicplaceswithsuchhumility anddignityasbefitstheir status
asmature andresponsiblecitizens;
(e) refrain fromallacts ofviolence,hooliganism, unruly orrowdy behaviour, orany
conduct likelytocauseabreach ofthepeaceanddisturbancetoothers withinor
outsidetheUniversitycampus;
(f) wearmodestandappropriateattire atalltimesandinparticularwhileattending lectures,
practicals, during meal times inthe dining hall, orat any University functions;
(g) not to keepmotorvehiclesontheUniversitypremiseswithoutpriorwrittenpermission
oftheDeputy Vice-Chancellor (A&F). Suchpermissionwillnotbegivenwithout
proofofacurrentdriving license and avalid certificate of insurance. Suchpermission
mayberefusedorwithdrawn without assigningany reasonsthereof;
(h) desist fromtampering with fire-fightingappliances whereverinstalled, and shall
usesuchappliancesforfirefightingpurposesonly;
(i) desistmisuseorwilfuldamage toordestructionofUniversity property in default
ofwhichsuchstudentorgroup ofstudents shallbear fullresponsibility thereof;
(j) refrainfrom/and/oravoidsuchdrunkenness ordrunken behaviouraswouldconstitute
adisturbancetootherstudents andstaffoftheUniversity;
(k) refrain fromcreating noisethat maycausedisturbanceorannoyance tothe
Universitycommunity;
(l) desistfromabuseofdrugsandtotally refrainfromtheuseofdrugsthepossession
anduseofwhichisprohibited by Law;
(m) not possesskeystoroomsorbuilding onthe campus other than those obtained through
theofficialchannel;
(n) avoidand/ordesist fromtampering with officialdocuments that maycomeinto their

possessionbyanymeanswhatsoever;
(o) not engageinfund-raising activities within the University without written
authorityfromtheUniversity Management Board;
(p) notengagein/or useUniversityfacilitiesforpoliticalpurposes;
(q) not either asindividuals orthrough the students’ associations and societiesuse
University telephone, printing ormailingfacilitiesforunauthorizedpurposes;
(r) not toremovefurniture orequipmentfromrooms/buildingsinwhichitismeant
tobeused,without written permissionfromtherelevantauthorities;
(s) not t o usethenameDedanKimathi University ofTechnology(DeKUT) either asan
individual,clubsocietyorstudentorganizationwithout priorwrittenapprovalfrom
theVice-Chancellor;
(t) respect the environment and ensure that they maintain cleanliness;
(u) queue and observe civil and orderly behaviour when obtaining various University
services e.g. while paying fees, boarding buses (where available), at the catering
facility e.t.c;
(v) ensure ethical use of Information Technology; and
(w) not to place notices on the notice boards without prior permission from University
Authority.
CONDUCTWITHTHEPUBLIC
12. Inaddition to any other liability that may beattachedthereto, students remain ac-
countable totheUniversityinrespectoftheirrelationship withmembersofthegeneral
publicandofconductandutteranceinmatters that lieinthepublicdomainwherefore:-
(a) allcorrespondence to the press orother mass media by students or officialsof
theUniversity students’ association intheir individual capacities shallbeartheir
namesandprivate addresses;
(b) allpublicstatementsaffectingthe University whichareintended tobeissuedon
behalfofanyassociationofstudents mustreceivepriorwrittenapprovaloftheVice
Chancellor;
(c) invitationto Cabinet Secretaries, RepresentativesofForeign Governments or other
publicpersonalities tovisittheUniversity intheir officialcapacity shallbe
channelledthrough theDirector of Students’ Welfare totherelevantUniversity
authorities.
ACADEMICCONDUCT
13. Allstudents shallapplythemselves diligentlytothe coursesofstudy approved
bySenateandforwhichtheyareregistered and,inparticularshall:-
(a) exceptforgoodcause,attendalllectures,tutorials,seminars,practicals andother
scheduledcoursesorinstructions;

(b) incaseofabsencefromclassforgoodcause,e.g.,onaccountofillness,suchabsence must
beauthorized bytheDean/Directors ofthe relevantSchool/Ins t i t u te / Cent re
through the Chairperson of the Department on production of certified evidence e.g. a
medical certificate;
(c) refrain fromany conduct whoseobject or logicalconsequenceisto disrupt the operation
ofacademicprogrammes oftheUniversity;
(d) abidebyallotherregulationsmadebytheDepartments,Schools, Institutes and Centres
and Campusesfortheproper conduct ofspecificprogrammes; and
(e) not engageinplagiarism, cheating oranyother academic irregularity whichmay
undermine theacademicstanding oftheUniversity.
14. In caseofany academicirregularities,the sameshallbereferred toSenatethrough
theDeansCommittee forappropriateaction.
CONDUCTWHILE IN RESIDENCE
15. Allstudents shallconductthemselveswithresponsibilityandmaturitywhileinresidence
attheUniversityand,inparticular,shallstrictly observethefollowing:-
(a) adhere to the list ofallocation ofrooms determined by the Director of Students’
Welfare; changeofrooms,hallsorhostelsonceallocationhasbeenmadewillnotbeallowed
except with the written permission ofthe Director of Students’ Welfare.
Allapplications o f changeofrooms,hallsorhostelsshallbemadetotheDirector of
Students’ Welfare throughthe
HallsAdministrationbeforethecommencementoftheAcademicyearforwhichthe
changeissought. Nostudentshallbeallocated aroomexceptuponproduction of
evidencethat hehasmadepriorpaymentforthesametotheappropriateauthority;
(b) shareroomsinaddition tootherfacilitiesofcommonuse;
(c) admit visitorstotheirroomsonlybetweenthehoursof10.00a.m. And10.00p.m.
(d) anyextensionofthesetimeswillbe madewiththeapprovaloftheDirector of Students’
Welfare andHalls’doorswillbeclosedat10.30p.m;
(e) removenofurniture orequipmentfromtheir roomsoranyother part ofthehalls
orfromotherpremiseswithinthehallsandcateringservicesexceptbypermission
fromtheHeadofDepartmentconcerned;
(f) takereasonablecareof furniture, fi t t ingsandanyotheritemsintheHallsof Residence.
Anyreplacementorrepair duetolossordamage toany ofthese items
deemedtohavebeencausedbythenegligenceofastudentorpersonsconnected
withhimshallbemadegoodatthestudent’s expense;
(g) surrender allkeysissuedinrespectoftheroomstotheHalls’Administratorbefore
proceedingforvacation. Lossof anykeyorkeyssoissuedshallbereplacedatthe student’s
expense;
(h) useofvideotapes,radiosoranymusicalinstrumentsintheHallsofResidenceonly
onconditionthat thesounddoesnotcauseanydisturbances totheotherresidents andthat

theyareplayedonlybetween6.00a.m. and11.00p.m;
(i) report allabsencefromresidenceinthe Hallstothe Halls’ Administrator. Any
studentabsentfromresidenceforacontinuous periodof twoweekswithout prior
permission fromthe Halls Administratorshall be deemed to have forfeited his
residence;
(j) astudentwhointends to beabsentfromthe HallsofResidenceformore than
sevendaysshallobtainwritten permissionfromtheDirector of Students’ Welfare
andleavehis contacts address;
(k) forfeitallmoniespaidtotheUniversityif hedecidedtovacatehisroomduringthe term
unlessitisonmedicalgroundsinwhichcasetheChiefMedicalOfficerwill
notifytheUniversity authoritiesinwriting;
(l) not sublet the rooms to any un authorized persons; and
(m) those who reside in private Hostels shall abide by the rules of those Hostels.
CONDUCTIN RELATION TOTHECATERINGSERVICES
16. Tofacilitate satisfactoryand efficientservicesintheCatering Department,students
arerequiredtoconduct themselvesinanorderlymanner, andbecourteoustotheCatering
Staff. Inaddition, allstudents shallobservethefollowing:-
(a) appear formealsat theprescribed timesonlyasshallbenotifiedtothestudents
bytheCatering Departmentfromtimetotime. Themealtimesmustbeadhered
tostrictly;
(b) allmealsshallbeservedinthe dining hall only. Except for good cause, no meals or
beverages shall be carried out of the dining hall. Any student seeking to remove
meals from the dining hall must first seek permission from the Catering Manager of
his dining hall and if necessary support suchrequestwithacertificatefromthe
MedicalOfficerinchargeofthestudenthealth services;
(c) nocrockery,cutleryorotherutensilsshallberemovedfromthedininghalls;
(d) nostudentshallentertheservery,kitchenorstoreswithout priorpermissionfrom
theCatering Manager;
(e) allstudents s h a l l berequired to adhere to the applicable meals payment method.
(f) novisitors,eitherofthestudents orothershallbeallowedtodineintheUniversity dining
hall. Mealsareserved inthe saiddining hallat subsidizedratesforbona fidestudents
o n l y . Students shallentertaintheir visitors at the Students’ Centre
oranyothercafeteriaavailabletothem intheUniversity;
(g) students willberequired toqueueandobserveacivilandorderlymanner forall
servicesinthedining hallatalltimes;
(h) anystudentcomplaints orgrievanceswhatsoever, arisingfromtheadministration of
thecateringservicesshallbeaddressedthrough thecorrectchannelsof
communicationandinthiscase,totheofficeoftheDirector of Students’
WelfarethroughtheCatering Manager.

17. PROVIDEDnothing intheserulesshallbedeemedtopreventtheCatering
Manager,theUniversityAdministration oranyotherofficerwiththeauthoritytodoso
fromaltering, changingorrestructuringthesaidprocedure orsystemoranypart
thereofwithout anynoticetothestudents,ifthesituation sowarrants.
IV. STUDENTWELFARESERVICES
HEALTH
18. Apart fromcomplyingwiththegeneralLawonHealth,allstudents shallberequiredto
complywithhealth requirementsasmaybelaiddownbytheUniversity fromtimeto time
being;
(a) Students s h a l l seekmedicalattentionforallcasesrequiring suchservicesat any of the
University HealthCentres.
(b) AllcasesofemergencyorseriousillnessintheHallsofResidencerequiringmedical
attentionmustbereported atoncetotheHalls’Administrators or Wardens.
(c) Inallcasesofabsencefromclassesonaccountofsickness,theUniversity
MedicalOfficerwillsubmit areport totheDirector of Students’
Welfare,DeanoftherelevantSchool, Registrar (AA) andChairperson
o f theDepartmentconcerned,respectively.
(d) Exceptinemergencycaseswhereastudentwishestoseekmedicalservicesoutside
theUniversity heshallnotnotifytheUniversity MedicalOfficer.TheUniversity, willnot
pay medical billsincurred by the studentwithout authorityand prior
referralbytheUniversity MedicalOfficer.
(e) Students s h a l l availthemselvesformedicalexamination a s andwhenrequired
bytheUniversity Administration.
MARRIAGEOF S T U D E N T S
19. A Studentwhointends togetmarried andremainastudentofthe Universitymay,for
welfarepurposesonly,notifytheDirector of Students’ Welfare.
COUNSELING
20. TheStudents’ Counselling Departmentprovidesservicesaimedat improvingthe
wellbeingofstudents. Students
withindividualproblemsorconcernsareadvisedtoavailthemselves
oftheseservices.Allmatters p r e s e n t e d onapersonal leveltotheStudents’ Counselling
Department shallbetreated in strict confidence.
CHAPLAINCY

21. The Chaplaincy Department provides services aimed at improving the spiritual, ethical
and moral wellbeing of the students. Students with individual Spiritual problems are
advised to seek such services. The information shared on a personal level to the
Chaplaincy Department will be treated confidentially.
PREGNANCY
22. T h e familyplanningSectionoftheUniversityHealthUnitisavailabletorenderadvisory
andother servicesrelated tofamilylife.TheUniversity recommendsallstudents to
a v a i l themselves andmakeuseofthese services. In instances where femalestudents
become pregnant, they should adhere to the provisions below to ensure that
theycompletetheirstudiesingoodtime. Adherence to the provisions will also ensure that
they receive the required medical attention and guidance.
23. Reporting thePregnancy – The expectantstudentshallreport totheUniversity
MedicalOfficerbeforethe endofherfirstthree (3)months ofpregnancyfor medical purposes
and for pre-natal care and guidance.
24. The pregnant student is also advised to report to the Warden in charge of female students
who shall cater for the her guidanceandcounselling needs as well as other special needs
such as accommodation e.t.c where available.
25. The Warden shall where necessary also assist the pregnant student with any academic
programme adjustments. The student may also on the recommendation of the Warden
and the Chief Medical Officer be allowed to sit special examinations in case the
University examinations were held while the student was admitted in hospital or was
recuperating.
26. Where a pregnant student is accommodated within the University, she shall liaise with
the University medical centre and the Warden in charge of female students to ensure that
delivery and medical emergencies are handled safely and in time.
SPORTSANDRECREATION
27. Students shallbeexpectedtoparticipateinasmanyoftheUniversitysportingand recreational
act iv i t i esastheyareable.
ObservanceofsuchrulesasmaybeenactedbytheGamesandSportsDepartment
willbeobligatory.
CLUBSANDSOCIETIES

28. NoclubsorsocietiesshalloperateintheUniversityunlesstheyareregisteredbytheUniversityaut
horities.Students p ropos ing toformaclubor a societywithintheUniversity
shallobservethefollowingprocedures:-
(a) prepare thefollowingparticulars:-
(i) theobjectivesoftheintended cluborsociety;
(ii) thenamesanddesignations oftheinterim officebearersandpatron;
(iii)anindication of the likelymembership; and
(iv) possiblesourcesoffunding.
(b) TheInterim Office BearersshalldiscusstheproposalwiththeDirector of Students’
Welfare;
(c) theInterim OfficeBearerswillthenapplyfortheregistrationoftheclub/societyto
theDeputy Vice-Chancellor(AA) through theDirector of Students’ Welfare;
(d) upon registration,the clubsorsocietiesshalloperate strictly inaccordance with
theprovisionoftheirapproved Constitutions;
(e) allscheduled club/societyactivities m u s t beapproved bythe Director of Students’
welfare. Forthesepurposes,alistofscheduledactivitiesshallnormallybeforwardedtothe
Director of Students’ Welfare a t thebeginningofeachsemester;
(f) theUniversitymayrefuseand/orcanceltheregistrationofacluborsocietywithout
assigninganyreasonthereunto.
V CHANNELSOF C O MM U N I C A T I O N
29. Inthe redressofgrievances, studentss h a l l beexpected togothrough t h e laiddown
channelsandproceduresandinparticularthefollowing:-
(a) AcademicMatters
(i) Classrepresentatives, Class Advisors,ChairofDepartments,Directorsofschools
andtheDirector of Students Welfare inthat order .
(ii) Student, Academicadvisor,ChairofDepartments,Directorsofschools
andtheDirector of Students’ welfare in that order .
(b) WelfareMatters

(i) Janitors, HouseKeepers,HallsAdministrator and Director of Students Welfare
in that order
(ii) Cateresses/Caterers,Catering M an ager andDirector of Students Welfare
i n thatorder.
(c) The hierarchyofthe Students’ Association ororganization shal lbeexpected
toadheretotheprocedures in(a)and(b)abovetoensurepeacefulandnon-violent
dealingandprocessingofstudents’ grievances.
(d) Failure toadheretotheaboveproceduresshallbeaviolationofUniversity Regulations.
VI THEDISCIPLINEOF S T U D E N T S
30. The followingprovisionsshallapply toalldisciplinary actions taken against students
inrespectofdisciplinaryoffencesspecifiedherein,whethersuchoffencesarecommitted
withinoroutsidetheUniversityprecincts.
DISCIPLINARYAUTHORITY
31. Forpurposesoftheseregulations theVice-Chancellor, actingonbehalfoftheCouncil,
isthedisciplinaryauthorityoftheUniversity andmayinthat capacity:-
(a) varyoraddtothelistofdisciplinaryoffencesspecified hereinbutsuchactionshall
ceasetohaveeffectunlessapproved atthenextmeetingoftheCouncil;
(b) suspend anystudentsuspected ofcommitting anydisciplinary offenceunder this
regulation fromtheUniversitypendingappropriatedisciplinaryaction;or
(c) takeanyothermeasuresoractionsnecessaryfortheproperoperationofdisciplinary
proceduressetoutherein.
DISCIPLINARYOFFENCES
32. AllcrimesandotheroffencesundertheLawsofKenyaincluding
anyviolationofanyoftherulesandregulationslaiddownforthegovernance
andcontroloftheconduct ofstudents o f theUniversity.
33. without prejudicetothegeneralityoftheaboveprovisions,thefollowingconduct
shallconstitutespecificdisciplinaryoffencesunder theseregulations:-

(a) Boycottofscheduledlectures,tutorials,seminars,practicals,fieldtripsand other
coursesofinstructionandassault oforissuanceofthreats toother students ofstaff
incontemplationor furtherance o f any suchboycotts. Students
whohavewilfullymissedmorethan 20%of scheduledlectures, tutorials,seminars,
practicalsand other instructionshallbebarred fromsitting
endofsemesterexaminations.
(b) Assault ofmembersofstaffwhiledischargingofficialduties.
(c) Possessionofknives,swords,sticks,metalbarsoranyotheritemsorarticles
whichmightendangerthelivesofmembersofstafforstudents oranyother persons.
(d) Anyformofpicketingororganizedobstructionofstudents andstaffinany manner
whatsoever.
(e) Writing,
publishingand/ordistributingofanonymousliteratureofamaliciousorlibellousnature
includingplacards.
(f) Anyattempttoconceive,designoreffectanyschemeorstrategy ofwhatevernature whose
objectorlogicalconsequenceis todisrupt thedueoperation ofnature
whoseobjectorlogicalconsequenceistodisrupt thedue operation
ofacademicorotherprogrammes oftheUniversity.
(g) MaliciousorwilfuldamagetoorlossofUniversity property.
(h) Disorderly conductan d molestationo f other membersofthe
Universityand/orobstructionofmotorvehicleswithinoroutsidetheUniversityprecinct
s.
(i) Useofprofane orfoullanguage against any members ofthe University community
or/thegeneralpublic.
(j) Admissionofunauthorizedperson(s) intotheHallsofResidence.
(k) Anyattempttoconveneororganizeoranyparticipationorinvolvement
indemonstrations,gatherings, processionsorpublicceremoniesforwhich
permissionisrequiredbut hasnotbeenobtained fromtheUniversity authorities
ortheGovernmentauthorities.
(l) Beingdrunkanddisorderlyandtheabuseoforuseofdrugs,thepossession
anduseofwhichisprohibited bytheLaw.
(m) Involvement incheatinginacademicmatters,examination leakagesorimpersonation
inUniversityexaminations
(n) Cohabiting withanother studentof theoppositegenderorwithanyother
personwhilstintheUniversity Halls of Residence.
(o) Conviction inaCourt ofLawforcommissionofacriminaloffenceofsuch nature a s should
inthe opinion ofCouncil, warrantexpulsionfromthe University. Notwithstanding
anyactionthat maybetakenbythepoliceorLawCourts underthis paragraph,
theUniversitymaytakeindependent disciplinaryactionagainst anyaffectedstudent.
DISCIPLINARYPROCEDURES
ACADEMICMATTERS

34. Senate shallreceiveandapproverecommendations fromSchool/ InstituteBoardand
BoardofExaminers withrespecttointeraliathefollowingmatters:-
(a) WhoqualifiestositUniversity examinations
(b) Whowritessupplementaryexaminations
(c) Whorepeats whichyears
(d) Whohasbreached examination regulations
(e) Whoshouldbediscontinued fromapproved programmesofstudy.
35. ThedecisionofSenate isbindingsubject onlytoappeal forreviewonthebasisof
freshevidencetotheChairperson o f theUniversity Senate.
GENERALDISCIPLINARYMATTERS

(a) Compositionofthe S tuden t ’ s DisciplinaryCommittee
(i) DeputyVice-Chancellor(AA)- Chairperson
(ii) Director of Students’ Welfare
(iii)Regis t rar(AA)
(iv) Dean/Director of the School/Institute in which the affected student is registered
(v) At least two other Deans/Directors of Schools/Institute
(vi) Chairperson of the Department referring the case
(vii) Two students appointed from DeKUTSO or the Interim Committee as the case
maybe or students who are leaders of recognized or registered Societies or
Clubs in the University or a Faculty/ Class representative to sit in the panel.
a) The appointees shall sit in the Disciplinary Committee and shall be
part of the panel for purposes of ensuring that the process is fair but
shall not act as advocates.
b) It is the responsibility of the student accused of violation of the rules
and regulations governing students to ensure attendance and
participation of his/her appointees.
c) If the student’s appointees do not turn up for the Disciplinary
Committee meeting, it will be deemed that the student accused of
violation of the rules and regulations governing students does not
wish to have appointees in the panel and the Committee shall continue
with the proceedings without him.
d) The student accused of violation of rules and regulations governing
students can also choose not to have appointees.

(b) Meetings of the Disciplinary Committee
(i) The Chairperson shall normally call a meeting of the Disciplinary Committee to
be held within one (1) month of the report being received by him.
(ii) Noticeofmeeting - The Secretary shall notify the affected student and the
Complainant of the date and time of the meeting and of their right to be
present and to call a witness or witnesses.
(iii)At all proceedings of a Disciplinary Committee before which a student is
summoned, the procedure adopted shall be determined by the Committee and
the student shall be entitled to representation in person and not by any other
person or lawyer.
(iv) The Committee shall hold an enquiry but shall not be required to adhere to the
rules of evidence or procedures as applied in a Court of Law. However, the
Committee shall ensure that both sides are heard and that persons required to be
witnesses do not sit asmembers of the Committee.
(v) The Committee’s decision shall be arrived at either by consensus or by simple
majority of votes through secret ballot.
POWERSOFTHESTUDENTS’ DISCIPLINARYCOMMITTEE
37. TheCommittee shallhavepowertoimposeanyoneormoreofthefollowing measures
and/orpenalties depending onthe naturea n d gravityofthe offencescommitted
a n d theevidencecalledinsupport thereof.
(a) Todismissthecaseagainst thestudent.
(b) Toissuealetter ofwarning orreprimand a n d suchletter shal l formpart o f the student’s
personalrecordandacopythereofshallbesenttotheparentorguardian
oftheaffectedstudent.
(c) Torequire thestudenttomakegoodanylossordamage toUniversity property
and/orpaydamagescommensurate wi th thenature andgravityoftheoffence.
(d) TosuspendthestudentfromtheUniversity foraspecificperiod.
(e) Toexpelthestudentfromthehallsofresidence where applicable.
(f) Acombination ofanytwoormoreoftheabove.

(g) ToimposeanyotherpenaltyorpenaltiesastheCommitteemaydeemfittoimpose.
(h) The right to expel a student provided that a student whocommits anyora combination
ofthefollowingoffences may be expelled without referencetohim:-
(i) Boycotts oragitates f o r aboycott o f lectures, t u t o r i a l s ,practicals o r any
othercoursesofinstructionoracademicprogrammes.
(ii) MaliciouslyorwilfullydamagesUniversityproperty.
(iii)Assaults anymemberofstaffdischarginghis/herofficeduties.
(iv) Isfoundinpossessionofanydrugordrugsthepossessionofwhichisprohibited.
(v) IsconvictedbyCourt ofLawofanycriminaloffencewhichtheCouncilshalldeem
seriousenoughtowarrantexpulsionfromtheUniversity.
38. Inarrivingatanappropriatepenaltyorcombinationsthereof,theStudents’ Disciplinary
Committee shallbeat liberty toconsiderthe total conduct (past and present) ofthe
studentwithin oroutside the University andnotmerelytheimmediate circumstances
furnishingthereasonfordisciplinaryactionagainst him.
39. The record and decisionofany Disciplinary action taken against astudentshall be
furnished to the Chairperson ofthe Department, Dean ofthe School or Director of
Schools/Institutes,Director of Students’ Welfare andtheVice-Chancellorandshallform
part ofthestudent’s recordedatthoselevels.
40. ThesovereigntyoftheState,togetherwiththestatesecuritymachinerytosafeguardthat
sovereigntyembracestheentireRepublic,withinwhichtheUniversityfalls.Accordingly,
theprovisionsoftheseregulationsandanydecisionsmadebytheDisciplinaryCommittee
andtheUniversityshallnotderogate and/orbeconstrued asderogatingfromtheright
ofthePoliceoranymemberofthepublicsoentitled,tobringanyactionortoinstitute
criminalproceedingsinrespectofthesamesetoffactsagainstanystudentinaCourtof
Law,norshallanything hereinprecludetheState fromtaking anyactionwhichitmay
deemnecessaryagainst anystudentintheinterest ofsecurityandpublicorder.
41. Students appearing beforetheStudents’ Disciplinary Committeeshal lbeinformedof
theCommittee’s decisionwithin fourteen daysfromthedate
oftheconclusionofproceedings.
42. Students havethe rightto appeal to the Vice-Chancellor against the decisionofthe
Disciplinary Committee ifheconsidershimselfaggrievedbythe saiddecisionandsuch
appealswillbemadeinwritingwithinfourteen(14)daysofthedateofcommunication
oftheCommittee’s decision.

43. TheUniversitydisclaimsallresponsibilityforlossofordamagetoanypropertybelonging
tostudents ortheir guestswhilesuchproperty isonUniversity premises.
44. The UniversityCounci l inconsultation w i t h Senate reservesthe righttochange,
add,amendorotherwisevarytheseRegulations atanytimewithout notice.
