Article 1 : Objet,

Il est élaboré un plan de mesures d'exception à mettre en œuvre par lesorganismes de la circulation aérienne en cas de perturbation, ou risque deperturbation, des services de la circulation aérienne et des services desoutien.

Article 2 : Champ d'application

Les dispositions du présent Plan sont applicables dans l'espace aériensupérieur du secteur d'information de vol d'Abidjan.

Article 3 : Textes abrogés

Sont abrogées toutes les dispositions antérieures contraires à la présentedécision.

Article 4 : Date d'effet

La présente décision prend effet à co~pter de sa date de signature.

ATM CONTINGENCY PLAN FOR ABIDJAN 1UTA

EFFECTIVE DATE: 0310APRIL 2009 at 0001VALIDITY: PERMANENT

1. Objectives

1.1 This contingency plan contains arrangements to ensure the continued safety of air navigation inthe event of partial or total disruption of Air Traffic Services (ATS) within the ABIDJAN UpperTraffic AREA and is in accordance with ICAO Annex 11 - Air Traffic Services Chapter 2,paragraph 2.29, and Attachment D.

1.2 This Contingency Plan is designed to accommodate the flow of international air traffic with aminimum of disturbance for aircraft transiting the ABIDJAN UTA. Routes and flight levels arelimited.

2. Air Traffic Management

2.1 Air Traffic Services Responsibilities

2.1.1 Tactical ATC considerations during periods of over-Ioading may require re-assignment of routesor portions thereof.

2.1.2 Alternative routes are designed to maximize the use of existing ATS route structures andcommunications, navigation and surveillance services.

2.1.3 ln the event that ATS cannot be provided within the ABI DJAN CTA/UT A, the Civil AviationAuthority shall publish not less than 48 hours prior, if practicable, the corresponding NOT AMindicating the following :

a) Time and date of the beginning of the contingency measure;

b) Airspace available for landing and over fIying trafflc and airspace to be avoided;c) Details of the facilities and services available or not available and any limits on ATS

provision (e.g. AGG, APP, TWR and FIS), including an expected date of restoration ofservices if available;

d) Information on the provisions made for altemative services;e) ATS contingency routes;f) Procedures to be followed by neighbouring ATS units;g) Procedures to be followed by pilots; andh) Any other details with respect to the disruption and actions being taken that aircraft

operators may find useful.

2.1.4 ln the event that the ABIDJAN ACC is unable to issue the NOTAM, ASECNA through DAKARFIR will take action to issue the NOTAM of contingency measures upon notification by ABIDJANACC.

2.2 Separation '-~,

2.2.1 Separation criteria shall be applied in accordance with the Procedures for Air NavigationServices-Air Traffic Management (Doc 4444) and the Regional Supplementary Procedures (Doc7030).

2.3 Level restriction

2.3.1 Where possible, aircraft on long haul international flights shall be given priority with respect tocruising levels.

2.4 Other measures

2.4.1 Other measures related to the disruption of air traffic services and the implementation of thecontingency scheme within the ABIDJAN CTA/UTA may be taken as follows :a) Suspension of ail VFR Operations;

b) Delay or suspension of general aviation IFR operations; and,

c) Delay or suspension of commerciallFR operations.

3. Transition to contingency scheme

3.1 During times of uncertainty when disruption of air traffic services seems possible, aircraftoperators should be prepared for a possible change in routing while en-route, familiarisation ofthe alternative routes outlined in the contingency scheme as weil as what may be promulgatedby ASECNA on behalf of the Civil Aviation Authority of Côte d'Ivoire provider via NOTAM or AIC.

3.2 ln the event of a disruption of air traffic services tha(has not been promulgated, ABIDJAN ACCwill, if possible, broadcast to ail aircraft in the ABIDJAN CTA/UTA, airspace that is affected bythe disruption and any further instructions.

3.3 The Civil Aviation Authority of Côte d'Ivoire recognises that when a disruption of air trafficservices or airport closure occurs and is promulgated,operators may havé different requirementsasto their alternative routings. ABIDJAN ACC will evaluate ail requests to ensure safety ismaintained.

4. Transfer of control, coordination and delegation of responsibility in the provision of airtraffic services within the ABIDJAN UTA

4.1 The transfer of control and communication will be at the common FIR boundaries or aspreviously agreed upon between:a) ABIDJAN - Roberts FIR;

b) ABIDJAN -ACCRA FIR.

c) ABIDJAN- Dakar FIR

4.2 The responsibility for ensuring the provision of air traffic services within ABIDJAN UTA istransferred to DAKAR FIR, who will ensure the provision of air traffic services for trafficoperating in airspace or along contingency ATS routes. HF frequencies of Dakar (8894-8903)will be used.

4.3 ABIDJAN ACC will also review current coordination requirements in light of contingencyoperations or short notice of disruption of air traffic services.

5. Contingency ATS Route Network

5.1 ATS Routes to be temporarily unavailableThe foliowingA TS routes will be temporarily unavailable for over flight traffic:

5.2 Contingency routes and flight level allocation scheme

5.2.1 NORTHBOUND 1SOUTHBOUND TRAFFIC FLOW

The northbound/southbound traffic will route via the following contingency routes and inaccordance with the flight level allocation scheme indicated in order to provide strategieseparation in the UTA :

ASNA17:UG851 (GUREL-AD)

Northbound : FL 310-390Southbound : FL 290

ASNA 08: UG859 ( ABIDJAN - MOLAB - AMSAT )

Northbound : FL 270 and 370Southbound : FL 260

5.2.2 EASTBOUND 1WESTBOUND TRAFFIC FLOW

The Eastbound/Westbound traffic will route via the following contingency routes and inaccordance with the flight level allocation schemMeindicated in order to provide strategieseparation in the UTA:

6. ATS Unit Procedures6.1 Filed flight plan messages shall continue to be transmitted via the AFTN to ABIDJAN ACC as

per normal procedure. The adjacent ACCs/FICs ( ROBERTS and ACCRA) shall be responsiblefor:

a) Transmitting to ABIDJAN ACC via the AFTN, to the extent practicable, for each aircraftintending to transit through ABIDJAN UTA :

- A current flight plan message, at least one (1) hour before the aircraft's estimatedtime of arrivai over the relevant entry point of the UTA concemed; and

- An estimate message for the relevant entry point of the UTA concerned, at least thirty(30) minutes before the aircraffs estimated time of arrivai over that point

b) Transmitting to the ACC serving the first FIR which an aircraft will enter after transiting theABIDJAN UTA, via the AFTN, an estimate message containing the aircraft's estimated timeof arrivai over the ABIDJAN UTA exit point. This should be transmitted upon receipt of theaircraft's last position report within the transmitting facility's FIR.

c) Applying a longitudinal separation of at least twenty (20) minutes over the relevant entrypoint of ABIDJAN UTA between aircraft flying at the same flight level and following the samecontingency air traffic route within the ABIDJAN UTA and instructing the respective pilot-in-command to maintain the flight level and Mach number assigned throughout ABIDJAN UTA.

d) Not authorizing any flight level or Mach number changes for aircraft transiting throughABDJAN UTA, ten (10) minutes prior to the aircraft entering the ABIDJAN UTA.

e) Requesting each aircraft transiting through ABIDJAN UTA to include in its last position report(over the entry point ABIDJAN UTA) the estimated time of arrivai over the relevant exit pointof BAMAKO UTA for the contingency air traffic route used.

7. Pilot andOperator Procedures

7.1 Ali aircraft transiting through ABIDJAN UTA shall strictly comply with the following:

a) Operate along or as close as possible to the centreline of the assigned contingency air trafficroute.

b) Reach the flight level assigned by adjacent FIC or ACC for the transit of ABIDJAN UTA atleast ten (10) minutes before entering ABIDJAN UTA.

c) Maintain the flight level assigned by the last adjacent FIC or ACC while operating withinABIDJAN UTA, unless an emergency situation or flight security reason exists.

d) Maintain a continuous listening watch on the VHF frequency 126.9 Mhz, and transmit blind inEnglish on 126.9 Mhz position reports five (5) minutes before and overhead each compulsoryreporting point established along the respective air traffic route.

e) Include in their last position report to the competent adjacent ACC or FIC the estimated timeof arrivai over the entry point of ABIDJAN UTA and the estimated time and point at whichthey are to exit the ABIDJAN UTA. being left and crossed. etc.).

f) Whenever emergencies and/or flight safety reasons make it impossible to maintain the flightlevel assigned for the transit of ABIDJAN UTA, climb or descend weil to the right of thecentreline of the air traffic route being flown but remaining within ABIDJAN UTA and toinform immediately, by blind broadcast on the VHF frequency 126.9 MHz, ail other aircraftlikely to be.affected by transmitting a relevant emergency level change message (comprisingthe aircraft èall-sign, the aircraft position, the flight levels

g) Contact the competent adjacent ACC or FIC as soon as possible and at least ten (10)minutes before the estimated time of arrivai over the relevant exit point of ABIDJAN UTA inorder to obtain clearance for entering the adjacent FIR concemed.

h) Display navigation and anti-collision lights at ail times during the transit of contingencyairspace.

i) Maintain their own longitudinal separation of twenty (20) minutes with proceeding aircraftmaintaining the same cruising flight levaI.

7.2 A NOTAMwill be issued if this contingency plan is activated.

8. Implementation of the plan

8.1 The provisions of this contingency plan shall be promulgated by NOTAM to be issued byASECNA on behalf of the CivilAviation Authority of Côte d'Ivoire provider or other authorized agency,as requested by ICAO.
