8. TEACHING (a) Areas of special interest and accomplishments

My teaching efforts involve graduate courses that combine three fundamental areas of concern:

planning research methods, urban design and the socio/cultural aspects of community planning.

Since coming to UBC in 1991, I’ve developed new courses in the School of Community and

Regional Planning: (1) Plan 588-1, “Social Aspects of Urban Form,” which emphasizes the

elements of urban design and the processes which create urban settings; (2) Plan 586-1, “Gender

and Planning,” which emphasizes the role of gender in decision-making on development issues

and in the use of a wide range of environments; (3) Plan 586-2, “Planning for the Life Cycle,”

which examines the implications of life stages on the planning of communities; and (4) Plan 574,

“Urban Development in Developing Countries,” which emphasizes issues relevant to the

formation of modern cities in developing countries. From 1991 to 1999 Plan 588-1 was taught

annually, and the others were offered on an ongoing, rotating basis, and have proven to be

popular with SCARP students as well as graduate students from several other teaching units on

campus. (5) I also instituted a new course in 2002-03, Plan 548L, which was linked with the

Green College Thematic Lecture Series on “Engaging Civil Societies in Democratic Planning

and Governance.” In 2006-07 I designed a new course, Plan 548Q – Health and the Built and

Social Environments co-taught with Larry Frank. In 2010-11, I developed three new courses -

Plan 548Q – Designing a Research Proposal and; Plan 548 A, Plan 548 I and Plan 550F -

Planning for the Integration Planning and Design Facility. In 2013-14, I developed a course on

Affordable housing, Plan 548Y, which provides an opportunity for students to do research for

housing agencies.

In addition to the new courses developed I have considerably revamped four existing courses,

Plan 540, “Planning Project,” Plan 515, “Data for Planning Practice,” Plan 548B, “Urban Design

Studio” and Plan 548S, “University of Washington Exchange.” Plan 540 was a required course

for all entering master’s students at SCARP and is a workshop course exploring alternative

models of the planning process and the different roles performed by professional planners. In

1994-95 this course was integrated with Plan 500, “Fundamentals of Planning.” In 2013-14 and

2014-15, Plan 540A was revamped further to “Introduction to Planning Practice.” 515 is the

planning research methods course which I revamped to include both quantitative and qualitative

methods. It is being taught since 2005-06 as two different courses Plan 511 - Planning

Research: Quantitative Methods & Computer Applications and Plan 515 - Planning Research:

Qualitative Methods & Research Design. Plan 548B is the Urban Design Studio which has been

integrated with the Urban Design Architecture and Landscape Architecture Studio under my

instigation and with this interdisciplinarity has led to a more comprehensive understanding of

urban design for planners. Plan 548S is the UBC-UW planning school exchange which I have

revamped to include design charrettes in both a Vancouver and Seattle site allowing for a greater

learning exchange between the UBC and UW students.

In all of the courses I emphasize course assignments, which teach the students skills in research design and execution, and presentation of material. The assignments are generally set in “real world” situations which give the students expertise in accessing information and dealing with issues that they will encounter when practicing planners. In Plan 588-1 the final assignment is the conceptual planning and design of a specific site according to a set program emphasizing sustainability. This is done in groups to encourage skills in group dynamics. In 1992-93 the final group assignment for Plan 540 was the research and preparation of three videos on urban sustainability issues. This was shown at the CityPlan Ideas Fair and on Rogers Cable and received an award of excellence in community broadcasting. In Plan 586-1 and 586-2 the main assignment is the design and execution of a research project which explores an identified issue taught in the course. This assignment has proved very beneficial for students who want to explore a specific topic which they can then expand for their thesis. In 1993-94 the main assignment

in Plan 574 emphasized a compendium of research on a specific issue which was then further elaborated on when students went on a field workshop to China. In 2013-14 and 2014-15 the main assignments were case studies of planning processes.

In Plan 548B the final project for all three years taught has been an urban design report produced for a client in hard copy, CD and on the web (see Publications 2(c) Technical Reports for details). In 2002-01 the report, “Fresh Eyes on Gibsons” was produced for the Township of Gibsons. In 2001-02 the final project was a report on Hastings Street (both Vancouver and Burnaby) with portions shown at the Hastings-Sunrise Ideas Fair. In 2002-03 the report contributed to the Canadian submission, “citiesPLUS,” which was awarded the grand prize in an international competition sponsored by the World Gas Conference on ideas for urban sustainability. This submission focused on sustainability in the Greater Vancouver Regional District in 100 years time.

In 2000-01 the final project for Plan 515 was a series of studies that are being used as background papers for the SDRI’s Georgia Basin Futures Project. In 2001-02 the final project was a series of studies for UBC Campus Planning and Development on pertinent issues facing the campus. In all of the courses presentations are emphasized as a way for students to gain confidence and skills in this area of their future work.

I have also been the supervisor on numerous theses, final projects, internships and directed

studies (see list below). These projects primarily focused on social and community planning/

development, urban sustainability, gender and planning, planning for diversity, planning for

marginalized communities, and urban design. Since 2001-02 I have had a thesis and project

advising seminar (Plan 547C and Plan 549C) for the students I supervise which leads them

through the thesis/ project process.

Besides my teaching responsibilities at SCARP, I have team-taught two Urban Projects Workshops with

faculty from the School of Architecture and the Program in Landscape Architecture at UBC, taught

courses in continuing education, and been a visiting lecturer and design critic in departments at UBC and

other universities. In 2012-13, as part of my Lady Davis Visiting Professor Fellowship at the Faculty of

Architecture and Town Planning, Technion, Israel, I developed and taught a course on “Affordable

Housing Policies and Strategies: An International Survey.”

In 2015-16 I developed and taught a new course, Plan 522 – “Qualitative Planning Research Methods”

for the new Master of Community and Regional Planning and revised Plan 548D – “Affordable Housing

Policy and Planning.” In 2016-17, I created a new course, Plan 548Y, that assessed the progress to date

on policies and programs championed by the UN Habitat’76 Conference which included attending the

UN Habitat III Conference in Quito, Ecuador.

9. SCHOLARLY AND PROFESSIONAL ACTIVITIES (a) Areas of special interest and accomplishments

Areas of specialization include:

Social Development and Health; Community-Based Research; Planning for Equity and

Urban Sustainability; Technology, Work and Society; Affordable Housing; Multimedia

and Planning

My research focuses on developing strategies and interventions that encourage diversity, equity and urban sustainability in the planning and design of communities in North America and internationally. Accomplishments include contributions to knowledge on: the significance of new patterns of work for community planning; technology, work and society; implementation strategies for sustainable urban design; gender sensitive community planning; the development of new approaches to gender and development research which emphasize collaboration between the North and South; planning with marginalized communities; community-based research; and research linking planning and health concerns with a special focus on housing.

I have been published in planning journals and monograph series, with the common theme being socio/cultural aspects of community planning and design. I have been principal investigator on several large projects: “Planning for Telework and Home-Based Employment: A Canadian Survey on Integrating Work into Residential Environments,” funded by CMHC and “From Research to Policy: A Gender and Development Network,” funded by SSHRC. I am also involved in several CIDA-funded planning projects in Vietnam and Brazil emphasizing the development of new paradigms for community planning in rapidly developing cities and am the

Director of the CIDA-funded “Education for Democratic Planning” project in Sri Lanka. As well, I was awarded a UBC Scholar-in-Residence at the Centre for Research in Women’s Studies and Gender Relations for Fall 1993-94 to conduct research on women and the community planning process and was a Visiting Scholar at University of California, Berkeley for Winter 1997-98.

I have completed a book, Wired to the World, Chained to the Home: Telework in Daily Life (UBC Press, 2001) on telework and it impact on daily life that was awarded one prize and short listed for a national book prize. This was the culmination of over ten years of research and has already been referenced in many subsequent publications. I also co-editted a book, Learning to Write: Women’s Studies in Development based on the research of FRAP-Net (Feminist Researchers for Action and Policy Network) that was the culmination of the SSHRC-funded Gender and Development Network.

Research projects include an investigation of models of youth participation, a study of the social construction of policies affecting residents of a housing society in the low-income DTES (Downtown Eastside) of Vancouver) that serves those with multiple diagnoses, an inquiry into the issues surrounding university-community partnerships and the link between health and community development.

Recent projects include two major studies funded by SSHRC. One, EMERGENCE Canada, funded by SSHRC INE (Initiative on the New Economy) investigated the impact of e-work and the outsourcing of work on companies and communities, in Canada and internationally, which follows from my considerable research on telework. I was awarded a Rockefeller Foundation grant to organize an international workshop at the Bellagio Centre in Italy based on this research. I was also awarded a SSHRC Public Outreach Grant to disseminate the findings of the case studies of EMERGENCE Canada in a multimedia presentation.

The other project, funded by SSHRC MCRI (Major Collaborative Research Initiative) researched the impact of government reduction of social services on single parent families on income assistance and is related to my recent research interest in health issues and how effective planning can mitigate the more negative consequences of low income. Both of these research projects have generated recent publications and conference presentations, and an edited journal edition.

I also was the coordinator of a competitively-funded Green College Thematic Lecture Series (2002-03) “Engaging Civil Societies in Democratic Planning and Governance,” that brought key academics and practitioners to present lectures to further knowledge on civil society development as well as commemorating the 50th Anniversary of UBC’s School of Community and Regional Planning. The lectures from the series have been edited into a book manuscript, Learning Civil Societies: Shifting Contexts for Democratic Planning and Governance, University of Toronto Press (2007).

Past projects focus on the link between inequality and climate change; methodological issues in community-based research; and housing justice. Current projects focus on solutions to address affordable housing as the Director of the UBC Housing Research Collaborative.
