Statement by the Prime Minister of Canada on the appointment of Parliamentary Secretaries

The Prime Minister, Justin Trudeau, today issued the fol-lowing statement after the appointment of 35 parliamentary secretaries:

In order to build a country that works for everyone, you need a strong and di-verse team. Today I have the pleasure of announcing that 35 remarkable Ca-nadians will be taking on new and ex-panded responsibilities. These highly motivated individuals, who come from a variety of backgrounds and commu-nities across our great country, bring a wealth of talent and experience to the table that will complement existing Cabinet strengths.

Canadians voted for new leadership and a new tone in Ottawa. They told us what is important to them and our whole team will work together with other parliamentarians, other orders of government, and Indigenous commu-nities to deliver a plan to address their priorities. We are focused on growth for the middle class, open and trans-

parent government, a sustainable en-vironment and economy, fur-ther strength-ening Cana-das diversity, and balancing security and opportunity.

Each Minis-ter has been assigned a parliamentary secretary to work hand-in-hand with them. Additionally, we will be intro-ducing legislation to formalize the equal status of our ministerial team sitting around the Cabinet table.

I am also pleased to announce the ap-pointment of Ginette Petitpas Taylor, as Deputy Government Whip, and Arnold Chan, as Deputy Government House Leader.

Our extraordinary team of Canadians will work tirelessly to honour the trust Canadians have given us. Together, we will build an even better future for our children and grandchildren.

Ahmadiyya Muslim Jamaat Celebrates Guru Nanak Devs Birthday

This month, Sikhs around the globe are celebrating the birth (Parkash Divas) of Guru Nanak Dev, the founder of Sikh faith. Not only that, a number of other communities will also be paying tribute to the Yug Pursh, Man of God, Guru Nanak. In RUGHUWRSD\DWWLQJWULEXWHWR*XUX-Lmembers of the Ahmadiyya Muslim Jama at of BC celebrated his 547th birthday at their spacious Baitur Rah-man Mosque on River Road in Delta on Sunday, November 22. More than 400 people from diverse backgrounds took the time to join in this celebration. India Cultural Centre of Canadas Gurdwara Nanak Niwas was honoured to be a part of this unique effort. The Punjabi media-both electronic and print-also did a commendable job in promoting this event. It was great to see a lot of young people involved in this process.

The program started with Tilawat (Reci-tation) of the Holy Quran and English translation by Usman Malik. That was followed by its Punjabi translation by Chaudhry Khizar Ahmad Hundal. Vet-eran journalist and community activist Harpreet Singh did an excellent job as MC. In welcoming the attendees, he gave a brief introduction to the Ahmadi-yya Muslim Jama at and its origin in the town of Qadian (District Gurdaspur) in the Punjab. Thus, the Ahmadiyya Muslim Jama at has a very close con-nection with the Punjabi community and Baba Guru Nanak Sahib. Incidentally, Guru Ji was married to Mata Sulakhani ji whose ancestral village was Batala (District Gurdaspur) in the Punjab not far from Qadian the birthplace of Ah-madiyya Muslim Jamaat.

I was asked to speak about the life and message of Guru Nanak Dev from a

Sikh perspective. Appropriately, Guru Nanak Dev is called the mes-senger of God and a Man of God. He was way ahead of his times. His message of broth-erhood, equality peace, love and kindness was universal, then and now. He was a revolutionary. Guru Nanak Dev was a genius, a poet, a philosopher and a saint all rolled into one. His three basic principles of lead-LQJ D OLIH OOHGZLWK ORYH GHGLFDWLRQand goodwill are a great road map for a productive and peaceful living. Making an honest living, sharing with others in need and mediation in the name of God Almighty are the undisputed guideposts for every human being.

Guru Nanak Dev not only preached those principles but also followed them and set an example for others. For ex-ample, he worked in order to make an honest living, for fourteen years at the Modi Khana in Sultanpur Lodhi and sixteen years as a farmer in Kartarpur (now in Pakistan). It has been reported that he travelled for close to 28,000 kilometers, mostly on foot to the east to Assam etc., to west up to Mecca Medina, Baghdad etc., north up to Tibet and China and south up to Sri Lanka, spreading the message of One God Who dwells in every one of His creation and constitutes the eternal truth. He empha-sized that God is the Ultimate Spiritual Reality. Such is the divine play of the &UHDWHUWKDW+HKDVUHHFWHGWKHZKROHcosmos in the human body. Truth is above everything, yet higher than truth is truthful living.

At the seminar, the eternal message of Guru Nanak ji was reinforced by Imam Balal Khokhar, from a Muslim perspec-tive. Imam Khokhar stressed that Guru jis message was for all of humanity. He emphasized that Guru Nanak Dev has a very special place and respect in the Muslim community. Consequently, he urged more co-operation and collabora-tion between various communities as we

have so much in common and that Gu-rujis message is applicable to everyone. Giani Manjit Singh of Khalsa Diwan Society, Surrey, also spoke about the unique contribution of Guru Nanak Dev not only for the Sikhs but also for every-one. Jarvis Elementary School, Deltas grade 7 student Arshnoor Kaur Dhatt gave a very impressive perspective of Guru jis life and message. Arshnoor mentioned that by following Guru jis message each one of us can lead a very happy and productive life.

have committed to working on group projects that will inspire positive character in others. The Fraser Valley Brain In-jury Association (FVBIA) is receiving $101,119 in fund-ing to enhance and expand three programs to support people with acquired brain injuries. The FVBIA provides services throughout the Fra-

ser Valley in Abbotsford, Langley, Chilliwack, Mission and Hope.

The FVBIA will be able to expand its Pay It Forward program into Langley and Mission which focuses on a variety of health and wellness programs for those with an acquired

brain injury. As well, the FVBIA will expand its prevention and awareness programs to reach a wider audience is now able to buy new helmets for the bike safety program in Chilli-wack. Additionally, the organization will be able to develop a one-on-one life skills program to support people improve their independence.

Funding for community-based as-sociations has been critically short for years and sometimes the local brain injury groups are the only supports people with acquired brain injuries have, FVBIA executive director Carol Paetkau said. Thank you to the Government of British Columbia for recognizing the value of community-based services for this population.

The expansion of the programs be-ing offered will make a huge differ-ence in our community, Abbotsford South MLA Darryl Plecas said. A brain injury can happen at any mo-ment and change a life forever. This investment will touch many lives.

Im happy to hear that thanks to this funding, the Fraser Valley Brain Injury Association will be able to provide new programs throughout the region, Abbotsford West MLA Michael de Jong said. The hard work they continue to do will im-prove the lives of those impacted by a brain injury.

In May, the government provided $3 million in funding over three years to the Brain Injury Alliance which has distributed funding to organiza-WLRQVLQWZRVWDJHV,QWKHUVWVWDJH$10,000 was provided to each of B.C.s 16 community-based, non-SURWEUDLQLQMXU\VHUYLFHSURYLGHUVto help with operational costs.

In the second stage, brain-injury or-ganizations in B.C. receive funding based on applications for programs VSHFLFWRWKHLUQHHGV7KHVHRUJDQL-zations run programs and services to help reduce the incidence of injury or directly help those affected by brain injuries.

International students rate B.C. as world-class study destination

A survey of over 9,200 international post-secondary students confirms that students are overwhelmingly satisfied with their education experi-ence at British Columbia post-secondary institutions.

Through the survey, inter-national students provide insight into their decision to study at B.C. post-secondary institutions, study experi-ences in the province and plans following graduation.

Results indicate 87% of in-ternational students are satis-HGRUYHU\VDWLVHGZLWKWKHquality of their education, DQG ZHUH VDWLVHG RUvery satisfied with the in-stitution they are attending. These results are a testament

to the high-quality education offered in British Columbia.

When asked about plans following graduation, al-most 65% of international students indicated plans to stay in Canada, with almost 60% planning to stay in B.C. The students who intend to stay in the province plan to either work full time (63%) or undertake a combination of work and study (27%).

7KHVXUYH\UHVXOWVFRQUPwhat we already know: the quality of British Columbia post-secondary education is world class, said Advanced Education Minister Andrew Wilkinson. Students from all over the globe are choos-ing to come to B.C. because of the quality of our post-secondary institutions and

the wide variety of programs they offer, combined with a lifestyle that is second to none.

The purpose of the survey was to obtain direct feedback from international students about their learning and liv-ing experiences in B.C. De-tailed data from the survey was provided to all partici-pating institutions to better understand and enhance the study and adjustment experiences of international students.

Results from the survey deepened our understanding of what students need and want with regard to their post-secondary education experience. Through the survey, students provided us with important feedback that we are using to make adjustments not only within our institution, but the whole B.C. post-secondary educa-tion sector, said Ajay Patel, associate vice-president of international and external development at Langara College. Ultimately, it will improve the experiences of international students while they are living, working and attending school in B.C.

The BC Council on Admis-sions and Transfer (BCCAT) co-ordinated the research

with the assistance of a sys-tem-wide steering commit-tee. BCCAT oversees the BC Transfer System, enabling important links between B.C. post-secondary insti-tutions and the education ministries, as well as the public and private education sectors.

BC Stats conducted the sur-vey during November and December 2014 at one pri-vate and 23 public post-secondary institutions.

B.C. launched the Interna-tional Education Strategy in 2012 as part of the BC Jobs Plan. Improving the experi-ences of international stu-dents supports Goal 2 of the Strategy Ensuring Quality Learning and Life Experi-ences for Students:

Communities Across Canada Preparing to Welcome Syrian Refugees

As the Government of Canada has stepped up efforts to welcome 25,000 Syrian refugees to Canada, commu-nities from coast to coast to coast are also preparing to welcome Syrian refugees with open arms.

A significant portion of refugees arriving in Canada by the end of December will be privately spon-sored and already have destination communities large and small that are eagerly anticipating their arrival. As of November 24th, Immigration, Refugees and Citizenship Canada LVDFWLYHO\SURFHVVLQJOHVRISyrian refugees who have been spon-sored by organizations and groups of Canadians outside of Quebec. While decisions are not yet finalized in many of these cases, a list of com-munities, outside of Quebec, where private sponsors have put forth an application for a Syrian refugee is available on our website. In Quebec, sponsorship cases are approved by the provincial government.

The majority of these privately sponsored refugees will arrive be-

fore the end of December, as their applications are already in process. They will contribute to the goal of bringing in 10,000 Syrian refugees by December 31. Growing numbers of government assisted refugees will begin arriving later in December and into next year as the government seeks to bring in 25,000 Syrian refu-gees overall by the end of February.

Government-assisted refugees will go to communities across Canada where funded service providing or-ganizations with support services are available to help them integrate. We anticipate more communities will get involved in supporting the settlement and integration of these refugees.

The Government of Canada contin-ues to work closely with provincial, territorial, municipal, and other partners to ensure the successful integration of Syrian refugees into their new host communities, where they will begin to build their new lives in Canada.

B.C. to remain resilient in face of global uncertainty

The B.C. economy is expected to continue seeing stable growth in the coming years despite ongoing global volatility ac-cording to the independent Economic Forecast Council, Finance Minister Michael de Jong said at the close of his annual meeting with the council.

B.C.s economic growth is expected to outperform Canada in the coming years. On average, the council is forecasting B.C.s real GDP growth at 2.5% in 2015, 2.8% in 2016, and 2.6% in 2017.
