So, this summer, we're introducing a series of three neighbourhood concerts, as well as holding our regular, popular festivals.

Take part in the Oakleigh Music Festival, which will run from 3-13 March, culminating with the Oakleigh Music Festival Day on Sunday 13 March.

Aquatic and Recreation CentresThe Clayton Aquatics and Health Club, Monash Aquatic and Recreation Centre and Oakleigh Recreation Centre will be closed on Christmas Day but open all other days, with some reduced hours.

Fortunately, Phoebe had a maternity health nurse who had experience with cleft babies and she was able to get the help she needed.

Phoebe's experience prompted her to join Cleftpals Victoria, an organisation that supports and educates families, children and health professionals about cleft lips and palates.

Her work with the organisation (as Vice President, social media and website moderator, and event organiser) resulted in Phoebe being awarded the Outstanding Advocate of People with Disabilities in the 2015 Sir John Monash Awards.

“Even a simple thing like feeding is very difficult for cleft babies and

children.” Phoebe said. “I was determined to share my story to help other parents but also to provide nurses with more information about how to help parents.”

Janet Savage and Hazel Hockley were highly commended in the same category of the Council-organised awards. Janet was recognised for her work with Inclusion Melbourne, supporting people with a disability to live full lives. Hazel, who lost her sight in 2000, has volunteered with Vision Victoria and Blind Sports Victoria and is a champion archer.

Have Your Say on proposed planning changesIn the New Year, Council will seek your views on proposed changes to Monash’s residential zones.

The proposed changes are aimed at directing where and how development occurs in Monash, with the overall aim of protecting Monash’s ‘garden city’ character. They include measures such as increasing rear setbacks for new buildings and requiring canopy trees on sites as part of multi-unit redevelopment.

Although we engaged the community about this in 2015, we don’t feel we’ve heard the breadth of views and questions in the community. This proposed policy has the potential to affect the ‘look and feel’ of Monash for years to come, so Council wants to

hear more people’s views before we make a decision.

We have invited community engagement specialists OurSay to help us conduct this engagement. We will invite you to share your questions via an online forum and there will be three community forums (in February) where people can share their views. In late January, all Monash residents and property owners will receive a letter and brochure explaining how you can be involved and have your say. This information will explain the proposed changes and will include images that show what the changes would mean

for new development on average house blocks in different areas of Monash.

Following the community engagement, Council will consider the community’s views at its meeting in late March 2016. Council is expected to form an in-principle position at that meeting, and will then seek further community feedback on that in-principle position before making a final decision at its May 2016 meeting.

From my family to yours, we wish those who celebrate Christmas a wonderful, joyous time with family and friends. To everyone else, we wish you and your loved ones all the happiness and goodwill of this festive time.

One of the things I am thankful for this Christmas is the fantastic harmony we have in our community. Monash is so culturally diverse, with 142 different languages spoken in our community and more than 30 different religions followed. There can be language barriers but I often hear stories of local people breaking through these barriers to welcome new migrants into their neighbourhood. A smile is a smile in any language. The ugly rallies we have seen elsewhere in Victoria are not for Monash.

2016 promises to be a very positive year for our community. For so long, the people of Clayton (of which I am proudly one!) have waited for the dreaded level crossing in Clayton Road to be removed. So, it is a major relief that the State Government has said it will begin construction works to remove the level crossing - and level crossings in Centre Road

(Clayton) and Poath Road (Hughesdale) - in 2016.

I am also hopeful that, in 2016, Council will commit to funding a multi-level car park in Oakleigh. Many of the existing car spaces in Oakleigh are 100% occupied during peak periods, meaning people have to drive around, feeling frustrated, searching for a vacant car space. I would like to see Council support the ongoing popularity and success of Oakleigh by increasing the number of available car spaces.

The prevention of violence against women and children and addressing the damage caused to our community by the proliferation of pokies in our most vulnerable communities are tough but important social issues. They will be priorities for me during my mayoral year. As you will see on page 4, Council is establishing a Gender Equity Advisory Committee to work with the community on ensuring everyone in our community enjoys the same rights, responsibilities and

opportunities, regardless of their gender. In relation to poker machines, Council is a member of the newly formed Alliance for Gambling Reform, which is campaigning for reforms of the gambling industry to reduce the harm it causes.

Tackling graffiti in MulgraveTwo street art murals will be created in Mulgrave in 2016, as part of a coordinated campaign to prevent graffiti in the suburb.

Anti-graffiti education programs will also be delivered in local schools and businesses will be provided with graffiti removal kits.

We hope to reduce the amount of tagging that has been occurring on milk bar walls and other local shops. People who commit graffiti tend to respect street art and don't tag over it. Similar street art projects have taken place over the past 18 months in Chadstone, Clayton, Glen Waverley and Huntingdale.

Mulgrave residents will be invited to workshops where they can put forward their ideas for mural themes and designs. Council is coordinating this project, which is funded with

a $25,000 State Government grant.

Gender equity in MonashLocal people can nominate to join Council’s new Gender Equity Advisory Committee.

New community precinct proposed for Glen WaverleyCouncil is proposing to create a unique community precinct - including a large library, community meeting spaces and town square - in Glen Waverley.

The 16-member committee will provide Council with advice on improving gender equity in the community, so women and men can participate fully and equally in community life.

The committee will also oversee the implementation of Council’s first-ever Gender Equity Strategy. Adopted in November, the five-year strategy is supported by action plans which have been developed for the next two years. Some of the actions include: providing opportunities for sporting clubs to undertake gender equity activities; including

children’s books that challenge gender stereotypes in library storytime sessions; and continuing to advocate for the prevention of violence against women at a local, state and national level.

Nominations for the committee close on Friday 15 January.

Glen Waverley's current library is tired, dated and no longer large enough to cater for the people who want to use it. We are inspired by what has been achieved elsewhere in Victoria, in places like Geelong, Docklands and Ringwood. New libraries in these areas are innovative, exciting and playful spaces of learning, fun and community connections.

But we want this to be cost-neutral for ratepayers. That's why we're looking for a leading developer to deliver it as part of an appropriate mixed-use development on the Central Car Park site. The existing 257 car parks on the site would be replaced, either below ground or on another site within the activity centre.

What would you like to see included in the new library and community spaces? What would make you, your family and your friends want to come and use these spaces?

The Power-Mate energy meter measures how much electricity is used by each appliance in your home, whether in use or on standby. The Lux Light Meter measures the amount of electric light being produced in a room while the InfraRed Thermometer measures temperatures in your home and can highlight areas where your home is losing heat. ...be a responsible dog owner?Dog owners are required to pick up their dog’s poo from local parks and nature strips. People who fail to pick up after their dogs risk a $200 on-the-spot fine.

Monash residents continue to contact Council to express frustration that some dog owners aren’t picking up after their dogs.

To make it easier for people to pick up after their dogs in local parks, Council has installed dog poo bag dispensers. In recent months, dispensers have been installed in Argyle Reserve (Hughesdale), Gardiners Reserve (Burwood), Highview Park (Glen Waverley) and Talbot Park (Oakleigh South).

About our new Mayor and Deputy Mayor…Living up to the adage ‘if you want something done, ask a busy person’, Monash’s new Mayor and Deputy Mayor are both also mothers of young children.

In late November, Stefanie Perri, an Oakleigh Ward Councillor, was elected Mayor for the following 12 months, while Rebecca Paterson, a Mount Waverley Ward Councillor, was elected Deputy Mayor.

Cr Perri previously served as Mayor in 2011/2012. She has a Bachelor of Communications degree and has previously worked as an independent public relations consultant and for local State and Federal Members of Parliament and the Victorian Local Governance Association. She and her husband Alex are raising their two children in Clayton, where she grew up.

“What drives my involvement in local government is the ability to

truly contribute towards the creation of strong, inclusive, resilient and responsive communities,” Cr Perri said. “I value the opportunity to celebrate our differences, and to learn from each others’ cultures, faiths and different perspectives”.

Cr Paterson, who studied commerce at university, previously worked in the insurance sector. She lives in Burwood with her husband Tom and their two children. She is keen to do what she can to prevent inappropriate development in local neighbourhoods and to see ratepayers get the best services for their rate dollar.

Being neighbourly in 2016At its December meeting, Council is expected to throw its support behind the Australia-wide ‘Neighbour Day’ initiative.This would result in Council holding an annual event to celebrate Neighbour Day, which is on the last Sunday in March. Council would also encourage local neighbourhoods, school communities and other residents to hold Neighbour Day events.

Neighbour Day was established in 2003 after the remains of an elderly woman were found inside her suburban home two years after her death. The day provides an opportunity for neighbours to get together, to get to know one another

better and to build a stronger sense of connection in the local community. When neighbours have friendly relationships with each other, they know they have a support network if help is needed (e.g. collecting the mail for a neighbour who is away, checking in on an elderly frail neighbour during periods of extreme heat). Stronger connections can also prevent loneliness, isolation and depression.

Councillor News Cr Jieh-Yung LoSince my previous column in the Monash Bulletin, the community has embraced the unique adventure playspace created in Mount Waverley’s Valley Reserve. This was an initiative developed by Cr Katrina Nolan and me and we are truly thankful for the community’s support, ideas, feedback and endorsement, which is evident in the thousands of children and families who have visited the playspace since it opened in August.

I am excited to inform residents that Council has agreed to fund the second stage of the project, which will involve upgrading a public toilet and car park in the reserve. It is the Monash community’s first playspace of regional significance with a combination of rope climbing courses, a tree house and flying foxes, swings, slides, logs and other structures for balance, climbing and fitness. If you are looking for an adventure with your friends and family, I strongly encourage you to go down to Valley Reserve!

In more exciting news for the Mount Waverley Ward, the Victorian Government has announced a $250,000 grant to create an urban park in Ashwood. The upgrade at the Holmesglen shopping strip will include creating a multi-generational playspace, widening the shared bike/pedestrian paths, and community artwork. To provide support, Council will be contributing $145,000 towards this project.

In November, I was honoured to join members of the City of Monash’s Multicultural Advisory Committee to host the Annual Multicultural Forum in Clayton. Panellists from the Victorian Multicultural Commission, the Ethnic Communities’ Council of Victoria, Centre for Multicultural Youth and Victoria Police discussed with local residents and community groups the topic of ‘Social Cohesion: Building Strong and Harmonious Communities’. In light of the negative disruptions to Victoria’s cultural diversity fabric in Bendigo and other places, we need to do more to celebrate the vibrancy and contribution of cultural diversity in local communities. As Chair of the Monash Multicultural Advisory Committee, I believe it is important for the City of Monash to continue strengthening its engagement with our multicultural and interfaith communities to ensure social cohesion and cultural diversity is protected and enhanced in our local community.

The website brings together a range of data (about finances, service delivery and governance) so all Victorians can get a sense of their Council's performance.

Each Council's results are compared with the results of similar Councils. These comparisons may be helpful in identifying areas that need more attention. At the same time, the comparisons don’t take into account various factors which may influence the results, such as the size, age demographics and community priorities of different Council areas. Councils also compile the data in different ways and this too may impact on the results.

Some of the interesting performance measures for Monash are:

Playground upgradesCouncil is in the middle of its biggest ever program of upgrades to children’s playgrounds.

Eight playspaces are receiving upgrades this financial year, with the first (in Marykirk Drive Reserve, Wheelers Hill) expected to open before Christmas. In the New Year, we’ll begin creating new playspaces at other parks including Reg Harris Reserve (Oakleigh East), Tally Ho Reserve (Mount Waverley) and Viewpoint Avenue Reserve (Glen Waverley).

Meanwhile, works are occurring at Valley Reserve (Mount Waverley, pictured below) to improve the experience of visiting the reserve’s major new adventure playspace. These works include upgrades to the car park and public toilets.

For those interested in taking the kids along to some of Monash’s newest playspaces over summer, please try out Valley Reserve, Wellington Reserve (Mulgrave) or Brandon Park Reserve. These are among several playspaces that were upgraded earlier this year.

The average rates charged in Monash for residential properties were $1,246.40 (compared with $1,449.04 for similar Councils)

The percentage of Council decisions made at meetings closed to the public was lower at Monash than at similar Councils (5% at Monash compared with 8% at similar Councils). These decisions are typically about contractual matters

Monash's animal management service cost more (per registered animal) than at similar Councils ($58.08 at Monash compared with $46.23 at similar Councils). This was mainly due to legal costs incurred when two dog owners appealed through the courts against Council's decisions

94% of infants were enrolled in Council's Maternal and Child Health Service (compared with 98.76% for similar Councils)

26% of eligible people (elderly frail people and people with disabilities) used Council's Home and Community Care service (compared with 23.23% for similar Councils)

For every 10,000 household bins collected in Monash, 4.87 were missed (compared with 6.97 missed for similar Councils).

Trent Parke: the camera is god

The first exhibition features the work of contemporary artists who demonstrate how photography has become very crafty in the

21st century. Their work involves cutting, pinning, folding and puncturing photographic prints. The second exhibition showcases the work of internationally renowned Australian photojournalist Trent Parke, who brings a poetic sensibility to documentary photography. Don’t forget it is FREE to visit MGA (860 Ferntree Gully Rd, Wheelers Hill).

Celebrate all that is great about Australia at FREE events being held around Monash. At the Monash Civic Centre, we'll be holding a flag-raising and citizenship ceremony, followed by multicultural music performances, a community BBQ and activities for the whole family. This event runs from 10am -2pm. Local community groups are also hosting FREE activities across Monash over the Australia Day long weekend.

Christmas craft session for childrenMonday 21 December

Children of all ages are invited to make Christmas crafts at Clayton Library (9-15 Cooke St). Drop in at any time between 2pm-4pm and choose crafts to make and take home. Bookings are not required for this FREE activity.

School holiday programChildren can take part in fun FREE or low-cost activities at local libraries from 5-22 January. Activities include: a fantasy/sci-fi writing workshop; a science workshop; and a live Australian animal show. Bookings are essential.
