Can I first of all wish you all a very Merry Christmas and a very
Happy and Prosperous New Year Legion..!!

From reports received from various Branches the Poppy Appeal seems to going very well.
Lets hope it’s another record year and we manage to reach the Na*onal target of £42 mil-
lion.
I am hoping you are all planning ahead and doing something for the Royal Bri*sh Legion in
2013, which will create greater awareness, strengthen the membership, raise the income
of the Poppy Appeal and recruit addi*onal supporters.
This County Newsle4er is now star*ng to generate new ar*cles and your Branch achieve-
ments are being publicised, we now need you to adver*se your Branch events by having
them displayed on the Events Calendar. So please use the Newsle4er and let other Branch-
es know what you are doing.
The Legion’s Pathway for Growth plan will start phase 2 in the New Year and will change
the delivery of welfare, representa*on, Remembrance and comradeship to a more local
level. The Area Manager, Chris Cunningham, will be informing us all on these changes as
and when they are taking place.

Vice Admiral Peter Wilkinson CB CVO, who has links with a number of Service
chari*es following a career as a Royal Navy submariner and former Deputy
Chief of Defence Staff (Personnel), has agreed to take the helm as Na*onal
President of The Royal Bri*sh Legion.
The Na*onal President is the figurehead of the na*on’s leading Armed Forces
charity, linking with its patron Her Majesty the Queen and serving as its
representa*ve at na*onal ceremonial events such as the Fes*val of
Remembrance and the Cenotaph.
The unpaid honorary posi*on is appointed by the Legion’s Board of Trustees
for a period of three years.
Admiral Wilkinson’s appointment was approved by the Board of Trustees on
6th
September 2012. He takes up his posi*on today, succeeding Lieutenant
General Sir John Kiszely who resigned on Monday. Sir John’s predecessor was
Air Marshal Ian Macfadyen, and the appointment of a Royal Navy
veteran con*nues the Legion tradi*on of rota*ng the senior role among the
three Services which it represents.
Admiral Wilkinson said:
“I am delighted to be taking up this role with The Royal Bri*sh Legion at a *me when it is reaching an ever greater
number of Armed Forces families with a growing range of welfare support, and when it is consolida*ng its historic gains in
having the principles of the Armed Forces Covenant enshrined in law.
“I look forward to taking up my du*es at the start of what I hope will be another record-breaking Poppy Appeal
which will raise much-needed funds for its support services, and at a *me when Remembrance observa*ons are drawing
ever growing numbers to mark the service and sacrifice of our Armed Forces.”
From Leytonstone, Essex, Admiral Wilkinson joined Britannia Royal Naval College as a University Cadet. AKer passing out of
Dartmouth he followed a Cold War career through Diesel, Polaris and Hunter-Killer submarines.
He commanded HM Submarines O4er, Superb and Vanguard before moving to dry land with the Nuclear Policy Directorate
in the MOD and then as the Captain of the Second Submarine Squadron based in Devonport. As a Commodore he was
appointed to the staff of the Second Sea Lord as Director of Naval Service Condi*ons.
Promoted to the Flag List in 2004 he was made Naval Secretary, responsible for the career management of 40,000 Naval
Service personnel. He was then made Defence Services Secretary before a final three years in the MOD as the Deputy Chief
of the Defence Staff (Personnel).
Re*ring in October 2010, he is Chairman of the mari*me charity Seafarers UK, Vice Chairman of the Forces Pension Society,
Vice President of Combat Stress, and Patron of ‘Soldier On’ and the Loch Class Frigates Associa*on. He is Trustee of the
Armed Forces Memorial located at the Na*onal Memorial Arboretum in Staffordshire, part of The Royal Bri*sh Legion
family of chari*es.

AKer receiving recommenda*on from Internal Audit, Membership Council decided at their last mee*ng that paragraph 2.1 in
chapter 4.2.1 of the Management Handbook (Branch/Club rela*onship) should be changed to read as follows:
2.1. Since the Club and Legion Branch are separate en**es, it is important that their Commi4ees be kept completely
separate. Members of Club commi4ees should not also serve on any Legion Branch or County/District commi4ee
with which the Club is directly associated. It is a condi*on of the Licence that a Club or Branch officer (i.e. President,
Chairman, Vice Chairman, Secretary or Treasurer) shall not also serve on the commi4ee of their associated Branch or
Club as an officer (i.e. President, Chairman, Vice Chairman, Secretary or Treasurer). This s*pula*on does not
preclude representa*ves of Clubs or Branches being "in a4endance" at the other
party's commi4ee mee*ngs, where agreement for this prac*ce exists or is introduced.
This change will ensure that conflicts of interest between Branch and Club cannot arise as a result of
dual membership on Commi4ees; it is also in line with the Legion Club Licence as agreed by the Board of
Trustees.

Deadline for submission to arrive at County Office no later that 31st December 2012.
As I am sure you are aware failure by a Branch to submit these accounts renders the membership of the
Branch ineligible to be a delegate or register a vote at either a County or the Na*onal
Conference. It also means that should members of that Branch wish to apply for *ckets to the
Fes*val of Remembrance they cannot be considered.
County Annual Conference
The North & East Yorkshire County Annual Conference is to take place on Saturday 12th January 2013 at the Galtres Centre,
Easingwold at 1100hrs. The deadline for Mo*ons & Nomina*ons has now passed but any member of the branch or public is free to
a4end. Lunch will be available at £5.00 per head, but please do inform the County Secretary to enable final numbers for buffet.
Standard Bearers Compe//on
This years compe**on took place on Saturday 1st December 2012 at the English Martyrs Church
Hall in York. We had 3 main compe*tors, and 2 Youth. The winners of this years compe**on are:

The Regional Standard Bearers compe**on has a proposed date of 16th March 2013, and to be

Charter Mo*on 1. Change of date for branch accounts—MOTION CARRIED
The following Mo*on presented by the Board of Trustees to amend the membership year
to give the Accounts department more *me to assemble the Charity Accounts. This was
carried at Na*onal Conference and therefore will have the following impact :
The effect for the legion year 2012/13 is to reduce the Membership Financial year to 9
months. The 2012/13 year will be from 1st October 2012 *ll 30th June 2013. This means
that R&Ps must be returned prior to having been adopted by the AGM, as the AGM and
Conference dates will not change but remain in line with the corporate Financial Year
Membership Fees 2012/13
The Mo*on to raise the membership fees was LOST
at Na*onal Conference, therefore the Membership
Fee from 1st October 2012 will be £13.00

We have many Branch Chairman, Secretaries and Membership
Secretaries come into post this new financial year, and the County
Training officer is willing to come and visit and assist wherever possible.
The training within the County is to become
more proac*ve to enable that all new officials
are out on the correct path and old habits
within branches are not carried through.

ALL ABOARD’
THE NEW ALDERSON HOUSE MINI-BUS The Royal Bri/sh Legion’s Poppy Break Centre in Bridlington takes delivery of their brand new minibus.
Thanks to the many generous dona*ons received from branches of the Legion na*onwide plus the support of the general public,
volunteers and staff raising funds throughout the last few years, Alderson House took delivery of their £49,500.00 Mercedes Sprinter
minibus last month.
The bus seats 16 people plus the driver and is wheelchair accessible using an automa*c tail-liK system. Fi4ed with extra comfort
coach seats the bus also has a climate control system, automa*c side door, reversing camera and luxury interior trim details.
Helen Birkbeck, Manager of Alderson House said
‘Having this new bus will make a real difference
to the service we offer our guests whilst out on
excursions. Our old mini-bus did not seat
enough people, especially when we had to
remove seats to accommodate wheelchair users.
The coach seats were also uncomfortable for
long journeys and it had no climate control. I
thank everyone that had a part in raising this
amazing sum of money to enable us to make this
purchase’
Guests have already enjoyed trips out to various
places of interest in the area and Mac the driver
reports that they all say that the journey has
been most comfortable plus it ‘drives like a
dream!’
Pickering & Thornton Le Dale
The public were going QUACKERS in the second annual Pickering Duck Derby.
Organised by the Pickering & Thornton le Dale Royal Bri*sh legion Branch, is
saw an armada of rubber ducks cheered on by hundreds of people as they
floated down Pickering Beck from Beck Isle Museum to the finishing post .
There were cash prizes for the ducks finishing in the top three places while a
fluffy duck was presented to the person who came fourth place. The Royal
Bri*sh Legion invited visitors to join them at the WRVS Centre for Jacket
potatoes, bacon sandwiches and hot drinks. This was followed by a Hog Roast
and a raffle.
The Tenacious Spy
I have recently had a biography published which I believe will be of interest to members of the
Bri*sh Legion. It concerns a Canadian war hero, Major William Morris Jones.
As a member of the Canadian Royal Black Watch, he returned from WWI a much
decorated soldier, having twice been awarded the Dis*nguished Conduct
Medal. When WWII began, he was determined to enlist, but having lost an eye in
WWI, the Canadian military refused to accept him. Jones travelled to Britain as a
seaman on a merchant vessel determined to join the RAF--and he did. He was
subsequently sent to the Middle East where he developed an excellent defence
system for Cyprus, then several more in other areas. While there he was approached
by Britain's MO4 and asked if he would consider a highly secret mission. Of course he
would! Jones was that kind of man. One requirement was that he leave the RAF and
join the army and that he could join the Imperial Black Watch. AKer espionage
training near Jerusalem, he was parachuted into Croa*a with the task of
determining who the Par*san army was suppor*ng--the Allies or the enemy
invaders. He quickly became a folk hero to the people for his daring and amazing
work, however, the Germans placed a "wanted dead or alive" price on his head for his
amazing work.

provided by his son, is The Tenacious Spy: The Story of William Morris Jones. I believe
your members will be par*cularly interested in this remarkable man and his

Driffield Branch LOCAL chari*es were donated £100 by a building society as part of
their annual charity giveaway.
Four Driffield organisa*ons received money during Yorkshire Building
Society’s Make a Difference Week.
The chari*es were: Driffield Friends of Girl Guiding, First Steps
Pre-School, Yorkshire Wolds Railway Restora*on Project and Royal
Bri*sh Legion Driffield.
Armed Forces Covenant signed in
Redcar & Cleveland
An Armed Forces community covenant has been signed
in Redcar and Cleveland.
Borough mayor Denise Bunn and representa*ves from
the Armed Forces and Redcar & Cleveland
Partnership Leadership Forum took part in a special
ceremony.
All signed the covenant to pledge support to all the
area’s servicemen and women serving in
Afghanistan and elsewhere - and their families. The
aims of the Armed Forces Community Covenant are to:
Encourage local communi*es to support the Armed Forces community in their areas;
Nurture understanding and awareness among the public of issues affec*ng the Armed Forces community;
Recognise and remember the sacrifices faced by the Armed Forces community;
Encourage ac*vi*es which help to integrate the Armed Forces community into local life, and
Encourage the Armed Forces community to help and support the wider community, whether through par*cipa*on in events and joint
projects, or other forms of engagement.
The covenant ceremony took place at South Bank’s City Learning Centre to mark a major milestone in the close rela*onship between
the community and service personnel in the area.
Representa*ves from the council, Armed Forces and other community leaders also signed the Armed Forces covenant.
It is designed as a voluntary statement of mutual support between the civilian
community and its local Armed Forces community.
Mayor Bunn said: “The council will do all it can to support the service
community in the borough and promote closer links between local people and
our service personnel.
“The Community Covenant scheme aims to build on this local level of support
and it’s especially poignant that we sign this pledge of support prior to the
forthcoming annual Remembrance Day services.”

Fes*val of Remembrance
The remembrance Fes*val organised by the Richmond branch of the Royal Bri*sh Legion is a sell out event.
The show, at Richmond School on Sunday (28), is a way of saying thank you to the
people of Richmond who have supported the Legion’s poppy appeal over the years and who helped raise
almost £18,000.
The show will be led by the Heavy Cavalry and Cambrai band, and will include music from the Ca4erick WAGS
choir, Richmond School choir, Hunton and Arrathorne Community Primary School choir and a display by the
Army School of Ceremonial Drum Wing.

HORNSEA has regained its branch of the Royal Bri*sh Legion.
It closed in 2010 due to insufficient members aKer more than 80 years
of fundraising and organising the town's Remembrance Day service
Clive Saunders, chairman of the legion, said: "It is really good that
such interest in reforming the branch has been shown by the
residents of Hornsea.
"I hope the branch will grow and prosper to help in providing
welfare, comradeship, representa*on and remembrance for the
Armed Forces community in Hornsea and the surrounding area."
Fulford Branch
CHILDREN from primary schools in the city have visited York Cemetery to remember those
who died figh*ng in two world wars.
Children from St Oswald’s CE,
Fishergate, St Lawrence’s CE and St George’s RC primary schools visited the
cemetery ahead of Remembrance Sunday.

Remembering to Fallen
OLD and young gathered today to remember the fallen in
York, who joined the rest of the country in two minutes’
silence.
In York, many tourists and visitors were among the thou-
sands who packed into Memorial
Gardens, filled the adjacent river bank and city walls and
lined the streets to applaud the city’s servicemen and
women on Remembrance
Sunday.
Senior officers of the Bri*sh Army’s 15th (North-East)
Brigade, serving, reserve and cadet officers from several York-based units as well as civilian organisa*ons paraded from the Eye
Of York to the Gardens, where they were joined by veterans of the Royal
Bri*sh Legion and other ex-servicemen and women’s organisa*ons who
had marched from Stonegate, the Lord Lieutenant of North Yorkshire, Lord
Crathorne, the civic party headed by the Lord Mayor of York, Coun Keith
Hyman, as well as former Lord Mayors, senior police officers and many
other dignitaries.

Christmas Fayre at Alderson House was a huge success, raising £2452.42 for the
House Ameni/es Fund.
Events included a Prize raffle, cake stall, a bo?le tombola and a gi@ tombola with
over 200 prizes.

As we embark upon this years Poppy Appeal challenge I would like to confirm our
final numbers for 2011. At close of play yesterday the total monies
collected was declared at £40,088,972.78, this represents a year on year
increase of 9.38%.
I would like to take this opportunity to thank all those who contributed in delivering
this phenomenal amount of money.

Northallerton Branch Poppy Appeal Organiser - John
Hutchinson - at his Poppy Appeal stall in Northallerton
Town Hall on Saturday 3 November. John returned to
organise the Poppy Appeal aKer a recent spell in hospi-
tal. He has advised the Branch that this will be the last
*me he will be able to organise the appeal and will be
re*ring at the next AGM. He has regularly raised over
£20,000 for the appeal, last year being no excep*on

before going onto the High Street in very cold weather
to collect for the Poppy Appeal.
Poppy appeal organisers delighted at record fundraising result
SALES of poppies in a North Yorkshire town raised more money this year than at any *me since the appeal's incep*on in the 1920s.
David Johnson, the local poppy appeal organiser, said fundraising in Richmond and surrounding villages has so far totalled £20,740 –
and money was s*ll coming in.
Mr Johnson, 60, said: “Following last year’s record breaking collec*on of £17,928 – which was the best in Richmond since the 1920s –
the amount collected so far in this year’s poppy appeal has exceeded that by nearly £3,000.
“The kind generosity of the people of Richmond, Gilling West, Brompton-on-Swale, Ravensworth, Whashton, Kirby Hill, Easby, Skeeby,
Hudswell and Holly Hill truly reflects the support given to our Armed Forces in ac*ve service or at home.”
Mr Johnson said that £9,877 was gained through collec*on *ns – including £1,170 collected by Army cadets; £1,162 from Richmond
Market Place poppy stall; and £838 from Richmond Co-op stall.
A further £2,951 was collected from sales of enamel badges; a huge £2,776 was raised at the Richmond Fes*val of Remembrance;
£2,051 from dona*ons and £1,466 from the sale of wreaths.
More of the funds were raised by the town's pubs, clubs, a poppy appeal coffee morning, St Mary’s Church and the Sta*on.

good news story. As you’re aware, the Legion has been funding a Benefits & Money Advice service through Ci*zens Advice since
2007. In Yorkshire we have 4 Legion-funded bureaux:
CAB Richmondshire & Hambleton (Richmond) – since Oct 2007
CAB Sheffield Debt Support Unit – since Oct 2007
CAB Scarborough & District – since Dec 2008
CAB Kirklees (Huddersfield) – since Nov 2009
The Area Manger con*nually monitors both the output and performance of all four bureaux and it is clear that all are adding a tre-
mendous amount of value to my opera*onal welfare effort in the county. To date the service has met the needs of 3,250 RBL ben-
eficiaries, with a financial gain (in terms of welfare benefits gained or debts wri4en off) of £8.8 million. This averages out at some-
thing in the order of £2,700 per case. To my mind, this means that the service more than repays the investment the Legion has
made and our beneficiaries are considerably be4er off as a result.

LONGER REQUIRED.
THE LEGION IS AT PRESENT SPENDING 1.7 MILLION POUNDS A WEEK ON WELFARE AND THE NEEDS CON-
TINUES TO GROW.
