TradiTional iras: sTill a Good idea for 2010Mark Twain once said, “The rumors of my death have been

greatly exaggerated.”Like Mr. Twain’s rumored demise, the notion that thetraditional Individual Retirement Account (IRA) is no longer a useful part ofa financial plan has been greatly exaggerated. Contributions to a traditional IRA continue to be a viable financial and retirement planning tool despite non-deductibility for some individuals. All you need to make a traditional IRA contribution are earningsas an employee or as a self-employed person. The amount that can becontributed for 2010 is the lesser of $5,000 ($6,000 if you have attained age50) or your earnings from your work.There is no minimum age for makinga traditional IRA contribution for tax purposes.If a 16 year old works forthe summer, makes $5,000 and blows it all at the mall, the tax code permitsMom, Dad or whomever to give him/her $5,000 to contribute to a traditionalIRA on his behalf. There is a maximum age for IRA contributions. Notraditional IRA contributions may be made for people over 70 1/2, even ifthey are still working as hard as they were at 30 1/2. An additional contribution of $5,000 is permitted if the traditionalIRA participant has a spouse who doesn’t work outside the home.If bothspouses are under age 50, the total contribution in this situation is $10,000and the spouses can divide the amount contributed up any way they choose,so long as neither receives more than $5,000 into his/her account. The question of deductibility is often confusing to many taxpayers.There are two questions that may have to be answered to determine ifa traditional IRA contribution is fully deductible, partially deductible or notdeductible. The first question is: “Are you covered by a plan?” If the answer is “no,” then the traditional IRA contribution is deductible regardless of thetaxpayer’s income. Whether or not you are covered by a plan dependson the type of employer-sponsored plan in place.If you’re not sure, youremployer can tell you because employers must check a box on everyemployee’s W-2 stating whether they are covered. If the answer is “yes” and you are covered by a plan but yourspouse is not, then only you are exposed to the next test.Your spouse’scontribution to a traditional IRA is fully deductible up to new phase-out limitsof $167,000 to $177,000 of joint income.If both of you are covered by aplan then the next test will determine to what extent both of you can deductyour contributions. Assuming coverage by a plan, the next question that mustbe answered is: “How much is your income?” For 2010, taxpayers with adjusted gross income (AGI) of $56,000/89,000 (single/married filing jointly) or less, the contribution is fully deductible. For taxpayers with AGI over $66,000/$109,000 (single/married filing jointly), no IRA deduction is permitted. For those with an AGI between those levels, the amount of the deduction is phased out proportionately. There is a $500 floor to the deduction that will apply to those whose AGI is close to the upper limit. For example, a single person who is covered by an employer’s plan has an AGI (excluding the IRA deduction) of $61,000.Since that’s 50%of the way from $56,000 to $66,000, the taxpayer may deduct $2,500 of a$5,000 contribution ($5,000 * 50%). The other $2,500 of the contribution isnon-deductible. The best part of the traditional IRA deal is the tax-deferred growthpotential your investments can enjoy inside the account.Your earnings willgrow much faster when not dragged down by the weight of a current tax bill.Your financial planner can show you whether and how a traditional IRA can fit into your retirement plan. Cancer. Humans have been battling the disease for generations. In thebeginningverylittlewasknownaboutit,butnow,thankstobreakthroughs

andadvancementsinmedicine,welearnmoreandmoreeveryday.Youmayhavecancer,havesurviveditorhavealovedone,afriendoranacquaintancefightingfortheirlivesrightnow.

Where do you turn? How do you plan? What works; what doesn’t? Thesequestionsoftendon’thaveeasyanswers. It’sourhope thatwecanraise someawarenessaboutthisfearsomediseaseandeducateMontanansacrossthenortherntier,intheeventthatyouoralovedoneisdiagnosedwithcancer.

MaryPyette,acancersurvivor,startedthefirstcancersupportgroupinBlaineCountywithEulaWarburtonbackwhenMarywasdiagnosedin1993.ThegroupstillmeetsonceamonthattheChinookSeniorCitizensCenter.Educationandawarenesshavebeenofferedat thesemonthlymeetings since itbegan, andhashosted somevery interestingguest speakers likeDr.Hall fromtheGreatFallsSlettenCancerCenter.Thesupportgrouphighlightsavailabletechnologies,suchastheCyberKnife. Marytoldmethatbesidestreatingthecancer,supportforthose with cancer is very important. “If you know someone with cancer, callthem,showthemthatyoucare.Don’tbeafraidtocallthem.WehavehelprightaroundhereandyoucangettreatmentrighthereinHavre.TheyhavetopnotchradiologistsandchemotherapynursesattheSlettenCancerCenterinHavre.”

TheGreatFallsandHi-LineSlettenCancerCentersdohavegreatresourcesforthecancerpatient,theirfamilyandfriends.HLSCChasaresourcecenterwithalibraryofcancerrelatedbooks,videosandDVDs,anAppearanceCentertohelpcancerpatientswiththevisibleeffectsoftheirtreatment,andsupportgroupsforcancerpatientsandtheirfamilies.

Thecountyhealthnurse,whosemainrolehasbeenpreventionandeducation,offerspreventionsupportbygettingyouryearlyPAPsmears,andmammogramstohelp stayaheadof cancer. FrancesHodgson,BlaineCountyHealthNurse,alongwiththeHealthDepartmentsinHillandPhillipsCountyandbothRockyBoyandFortBelknap IndianReservationsbelong toHART(HealthyActionsRecruitmentTeam).HARTisacoalitionofprofessionalandcommunitymembersthatareinterestedinworkingtowardscancerprevention.HARTcurrentlyhasapparel for sale; all proceeds of the apparel will go towards cancer screeningand transportation costs for individuals who are not eligible for the MontanaComprehensiveCancerProgram.HARTmeetseveryothermonthandisstartingtoexpand.Themembersareeducators,healthdepartmentemployees,survivorsandsurvivors’families.Anotherprojectthey’relookingforwardtoisworkinginconjunctionwiththeBearPawRoundupfornextyear’srodeo.

ThestateofMontanaofferswhatiscalledtheMontanaCancerControlPrograms(MCCP). AccordingtotheDepartmentofPublicHealthandHumanServiceswebsite:

“The Montana Cancer Control Programs (MCCP) is a part of theChronic Disease Prevention and Health Promotion Bureau in theMontana Department of Public Health and Human Services. The

MontanaCancerControlProgramsincludetheComprehensiveCancerControl Program, the Cancer Screening Program and the CancerSurveillance and Epidemiology Program. The MCCP receives grantfundingfromtheCentersforDiseaseControlandPreventionandStateSpecialRevenuefundstoimplementcancercontrolactivities.

The Cancer Screening Program supports comprehensive cancercontrol inMontanabyprovidingongoingquality screening servicesto Montana men and women and education in a manner that isappropriate,accessible,cost-effectiveandsensitivetotheclient’sneeds.Screening services includemammograms, clinicalbreast exams,PAPtests and pelvic exams for the early detection of breast and cervicalcancersandcolonoscopiesandFOBTtests fortheearlydetectionofcolorectalcancer.Diagnostictestingisalsoprovidedforthefollow-upofabnormalscreeningtests.”

Where do you turn? How do you plan? What works; what doesn’t? Thesequestionsoftendon’thaveeasyanswers. It’sourhope thatwecanraise someawarenessaboutthisfearsomediseaseandeducateMontanansacrossthenortherntier,intheeventthatyouoralovedoneisdiagnosedwithcancer.

MaryPyette,acancersurvivor,startedthefirstcancersupportgroupinBlaineCountywithEulaWarburtonbackwhenMarywasdiagnosedin1993.ThegroupstillmeetsonceamonthattheChinookSeniorCitizensCenter.Educationandawarenesshavebeenofferedat thesemonthlymeetings since itbegan, andhashosted somevery interestingguest speakers likeDr.Hall fromtheGreatFallsSlettenCancerCenter.Thesupportgrouphighlightsavailabletechnologies,suchastheCyberKnife. Marytoldmethatbesidestreatingthecancer,supportforthose with cancer is very important. “If you know someone with cancer, callthem,showthemthatyoucare.Don’tbeafraidtocallthem.WehavehelprightaroundhereandyoucangettreatmentrighthereinHavre.TheyhavetopnotchradiologistsandchemotherapynursesattheSlettenCancerCenterinHavre.”

TheGreatFallsandHi-LineSlettenCancerCentersdohavegreatresourcesforthecancerpatient,theirfamilyandfriends.HLSCChasaresourcecenterwithalibraryofcancerrelatedbooks,videosandDVDs,anAppearanceCentertohelpcancerpatientswiththevisibleeffectsoftheirtreatment,andsupportgroupsforcancerpatientsandtheirfamilies.

Thecountyhealthnurse,whosemainrolehasbeenpreventionandeducation,offerspreventionsupportbygettingyouryearlyPAPsmears,andmammogramstohelp stayaheadof cancer. FrancesHodgson,BlaineCountyHealthNurse,alongwiththeHealthDepartmentsinHillandPhillipsCountyandbothRockyBoyandFortBelknap IndianReservationsbelong toHART(HealthyActionsRecruitmentTeam).HARTisacoalitionofprofessionalandcommunitymembersthatareinterestedinworkingtowardscancerprevention.HARTcurrentlyhasapparel for sale; all proceeds of the apparel will go towards cancer screeningand transportation costs for individuals who are not eligible for the MontanaComprehensiveCancerProgram.HARTmeetseveryothermonthandisstartingtoexpand.Themembersareeducators,healthdepartmentemployees,survivorsandsurvivors’families.Anotherprojectthey’relookingforwardtoisworkinginconjunctionwiththeBearPawRoundupfornextyear’srodeo.

ThestateofMontanaofferswhatiscalledtheMontanaCancerControlPrograms(MCCP). AccordingtotheDepartmentofPublicHealthandHumanServiceswebsite:

“The Montana Cancer Control Programs (MCCP) is a part of theChronic Disease Prevention and Health Promotion Bureau in theMontana Department of Public Health and Human Services. The

MontanaCancerControlProgramsincludetheComprehensiveCancerControl Program, the Cancer Screening Program and the CancerSurveillance and Epidemiology Program. The MCCP receives grantfundingfromtheCentersforDiseaseControlandPreventionandStateSpecialRevenuefundstoimplementcancercontrolactivities.

Ramblings of a Conservative Cow Doctor

Another Look at Free Range Chickens Although not apparent at a glance, veterinary medicine views chickens and dogs from different perspectives. Obviously, chickens have feathers and sleep in the chicken coop, while dogs have hair and sleep on the sofa. But there is one other astounding difference, namely how we address them from a medical perspective. Rio demonstrates my point. Rio is a two-year-old red Border Collie who spent most of Wednesday afternoon vomiting. She presented Thurs-day morning slightly dehydrated, salivating, and tried to bite me every time I pressed her stomach. We started an IV, snapped a couple x-rays and diagnosed her as having a bowel obstruction. Before long we were in surgery removing a yellow mass of hair and straw from her small intestine and cecum (the equivalent of the appendix on a human.) No other abnormalities were found and her recovery from anesthesia was uneventful. Then the frustration began. Rio vomited Friday morning so I gave her an anti-emetic. She stopped vomiting and seemed as happy as country dogs are when they are confined in a kennel in the city. I felt sorry for her and walked her several times per day because I too have never fully adapted to city life after growing up on the gumbo flats out of Ingomar. Rio refused food all Saturday. We coaxed her with every flavor with no response and with little option, we force fed her. She wasn’t any hungrier on Sunday so I snapped another x-ray and ran blood work just to be certain I hadn’t missed something. All looked normal. I tossed and turned all Sunday night and was disappointed to see Rio exactly the same Monday morning. Thinking the worst, we returned to surgery and found a leaking segment of Rio’s small intestine in the area of the previous obstruction, so we resected this entire segment of bowel. As I write this, she is resting comfortably in our front kennels. Dr. Broyles will handle this case from here as I must drive to Helena tomorrow for legislative duties. Rio is in great hands and my parting instructions were, “I don’t care what it costs, do whatever you think Rio needs so she goes out of here alive. I’ll sort out the expense of all this when I get home.” From a purely economic perspective it was a dumb thing to say, but this is my practice, my patient, and Rio’s owner is a good friend. I don’t want to lose this one. End of Rio’s story, now to point two. If a veterinarian is on a herd health consultation for a large poultry operation one of the most reliable diagnostic aids is the euthanasia and necropsy of a collection of both healthy and diseased members of the flock. With a complete view of the pathological process, recommendations can be made to improve the over all health of the flock. This is called “population medicine”; your main concern is the overall health of the population and the cost of sacrificing a few chickens is insignificant…to everyone but the few unlucky chickens. From a population medicine perspective, whether Rio lives or dies has zero affect on the world of Border Collies; there will still be a couple chasing rabbits behind every barn in Montana. However, as an individual, Rio’s life matters to me, and her owner and that is the difference. Are you with me because I am going to make a leap here? The First Lady has ceremoniously declared war on obesity. Progressives across the country have banned Happy Meals, trans-fats, and salt and are lobbying to increase alcohol and tobacco taxes. During his campaign for presidency Senator Obama declared “granny should just take a pain pill” rather than suffer the expense of a hip replacement. These are all “popu-lation medicine” proposals. If Obamacare were fully implemented, America may be healthier and rationing granny’s hip re-placement might lower population costs. But just like the chosen chickens, whether you live or die, get a new hip or not, has little effect on the American population as a whole so your individual needs are the least of the concerns of the benevolent doc-tors of the Internal Rev-enue Service. We must never take a “popula-tion medicine” ap-proach to human care and this is exactly why Obamacare must be nullified by the states.
