Amendments to Chapter II-1 of the International Convention for the Safety of Life at Sea (SOLAS)

APPLICABILITY

All new ships having their keels laid on or after January 1, 2009

INFORMATION

Extensive amendments to SOLAS Chapter II-1, adopted at the 80th and 82nd sessions of the International Maritime Organization’s (IMO) Maritime Safety Committee (MSC), will enter into force on January 1, 2009. What has been amended? While a number of the regulations are unchanged, some have changed significantly. Explanatory notes to accompany the changes have been developed and were approved at MSC 85. These should be read in conjunction with the amendments. To assist you, two reference tables are issued with this Classification News. These list the regulations by paragraph number. The first lists the new regulation numbers and their corresponding old numbers, and the second gives the old regulation numbers and the corresponding new numbers. The major amendments are as follows: Part A Regulation 1, paragraph 1.3.4 A definition for “alterations and modifications of a major character” has been introduced. However, ships which do not have to comply with the damage stability requirements in Parts B-1 to B-4 must comply with the following regulations:

• Part B-1, Regulations 5 and 5-1 • Part B-2, Regulations 9 (only applicable to cargo ships other than tankers), 10,

11, 12, 13-1, 15, 15-1, 16 and 16-1 • Part B-4, Regulations 19, 22, 24 and 25 (only applicable to single hold cargo

ships other than bulk carriers). The required subdivision is expected to be higher for ships with the greatest length primarily engaged in the carriage of passengers. Where watertight decks or longitudinal bulkheads (full or partial) are intended to be fitted, the full effect on flooding must be considered. Part B-1 Regulation 5 The changes to this regulation cover the inclining experiment. The use of a lightweight check for a sister vessel is permitted, and limits on when a new inclining experiment is required have been included in line with MSC/Circ.1158. Where modifications are made to a ship (passenger or cargo) a new inclining experiment will be required when the deviation from the original incline is greater than 2% for weight or 1% of length with regard to the longitudinal centre of gravity. Regulation 5-1 Stability information is to be provided to the Administration and is to include limiting curves (either GM or KG). Trimmed hydrostatic data, and limiting curves, are to be provided when the operational trim range exceeds +/- 0.5% of length. Where it is inappropriate to provide limiting curves, operating conditions are not to deviate from a studied condition. Alternatively a proposed condition may be confirmed as complying with the relevant criteria by calculation. Regulations 6, 7, 7-1, 7-2, 7-3, 8 and 8-1 These regulations set out the method for calculating probabilistic damage stability. Although the basic principle is the same as that in the existing SOLAS Part B-1, there are some noticeable differences: Regulation 6 defines the required index which a ship must achieve. For cargo ships this is based on length, and for passenger ships it is based on length, the number of people for whom lifeboats are provided and the number of people (including the officers and crew) that the ship is permitted to carry in excess of those for whom lifeboats are provided. Regulation 7 details how the actual, or attained, index is to be calculated. It is based on calculations carried out at three draughts: the deepest subdivision draught; the partial subdivision draught; and the light service draught. The final attained index is the sum of a proportion of the attained index at each of these draughts. The attained index at each draught is the sum of the probability that a compartment or group of compartments is flooded multiplied by the probability of surviving the damage for all damages considered. Regulation 7-1 states the method for calculating the probability that a compartment or group of compartments is flooded. Where longitudinal bulkheads are present, an allowance for the probability of damaging or not damaging the bulkhead is permitted. Regulation 7-2 gives the method for calculating the probability that the ship will survive the assumed damage. This number is to be taken as zero in various circumstances as stipulated in paragraphs 5.2 and 5.3. Where horizontal watertight boundaries are fitted, the probability that the spaces above the boundary are not flooded is taken into consideration.

Regulation 7-3 covers the permeability of various types of spaces. It should be noted that the permeability of cargo spaces varies with the type of cargo and the draught under consideration. Permeabilities other than the standard ones may be used if substantiated by calculations. This option must not be used to improve the attained index for non-compliant ships; it is only to be used where it can be fully justified by the type of cargo which is to be carried on a regular basis. Permeabilities for timber and wood chip cargoes are given in the explanatory notes. Regulation 8 provides extra stability requirements for passenger ships. For a specified extent of damage, the probability of survival at each of the three loading conditions for which the probabilistic damage stability calculations are carried out must be at least 0.9. Regulation 8-1 applies to passenger ships constructed on or after July 1, 2010, which are 120 metres in length or more or have three or more main vertical zones. It requires certain systems to remain operational after damage to any single watertight compartment. Part B-2 Regulation 9 Double bottom requirements for passenger ships and cargo ships other than oil tankers have been consolidated into one regulation. There is a minimum height of 500 mm for a double bottom, even in the way of small wells. Where this is not provided then further damage stability analysis must be undertaken. Regulation 12 The location of the collision bulkhead has changed and is now the same for both passenger and cargo ships. Only one pipe penetration is permitted in the collision bulkhead. The valve that is fitted to this pipe must be of a screw down type. Where the space forward of the collision bulkhead is divided to hold two different kinds of liquids, two pipe penetrations may be permitted. Regulation 14 The lower limit of 12 people has been removed. Otherwise, the requirements of this regulation are the same as those contained in the old Regulation 16. Regulation 15 There is a new requirement that moving parts penetrating the shell plating below the deepest subdivision draught be fitted with a watertight sealing arrangement. The inboard gland is to be located in a watertight space of such volume that, if it is flooded, the bulkhead deck will not be submerged. Regulation 16-1 The requirements for trunks which penetrate the bulkhead deck, which previously applied to ro-ro passenger ships, are now applicable to all ship types. Part B-3 Regulation 18 Where alternative service configurations are expected for a passenger ship, each different mode may, if the owners desire, have separate load lines assigned. If owners wish to do this, then compliance with Part B-1 for each configuration must be demonstrated independently. Previously passenger ships were marked with a C mark to indicate the draught for which the subdivision had been approved. This mark is now changed to a P. Existing passenger ship subdivision marks will continue to be shown with a C. Regulation 19 Any watertight doors in passenger ships which are permitted to remain open during navigation must be clearly indicated in the ship’s stability information. Where the damage stability requirements of Part B-1 are applicable, ships’ masters must be provided with a simple and easily understandable way of assessing the ship’s survivability after damage. Guidelines on this are still to be developed by the IMO.

Regulation 20 After loading, but before departure, passenger ships must determine the ship’s trim and stability and record their compliance with stability criteria. This must be carried out using calculations. A loading instrument or similar may be acceptable to the Administration for this purpose. Regulation 22-1 Passenger ships having their keels laid on or after July 1, 2010, must be fitted with a flooding detection system for watertight spaces below the bulkhead deck. Guidelines for these systems have been drafted and were considered at the 85th session of the IMO’s Maritime Safety Committee (MSC 85). They will be released as circular MSC.1/Circ.1291. Regulation 25 Water level detector requirements for single hold cargo ships other than bulk carriers were introduced by Resolution MSC.194(80) with an implementation date of January 1 2007, or, for ships constructed before that date, the date of the first intermediate or renewal survey after January 1, 2007. These requirements form this regulation. Bilge pumping requirements The bilge pumping requirements which were in regulation 21 have been moved to Part C, Regulation 35-1. Damage forward of the collision bulkhead The revised Chapter II-1 does not specify a requirement for damage cases forward of the collision bulkhead. A further amendment to address this cannot be made until after January 1, 2009. Lloyd's Register requests that the probability of surviving these damage cases is 1, in line with the anticipated amendment and the current Regulation 25-6, contained in Chapter II-1, Part B-1, “Subdivision and Damage stability of Cargo Ships”.
