DLZ has attended INDOT’s presentations on Open Roads and understands the importance of this new program. A key factor of this initiative is delivering projects with 90% of the programmed funds by safely reducing design elements, where possible, such as using minimum design standards rather than desirable values. In an effort to meet the Open Roads goals, DLZ has actively implemented the new Open Roads philosophy on our current projects. DLZ has attended Open Roads review meetings in the Fort Wayne, Seymour, and Greenfield Districts. As a result of these meetings, over $1,000,000 in cost savings has been realized. We have also implemented Open Roads concepts into a total of 15 LaPorte and Seymour District projects to carry forward through design, which has resulted in approximately $3,500,000 in cost savings for these projects as well.

First and foremost, the right project scope must be established. Even for projects such as small structure replacement or intersection improvements, it is essential to have a project vision that guides the decisions that are made. The scope document provides a very clear definition of the factors that are critical to the project’s success. Alternatives will be screened and the screening process will be documented for the project record. This will also support environmental documentation going forward. The project scope, addressing the purpose and need—no more and no less, forms the basis of the Project Management Plan (PMP). After company-wide implementation in 2015, all DLZ projects have a project management plan. This is DLZ’s recognition that a PM needs to have

give the right information to the right people involved in the project. Key decision makers must be kept informed so that when decisions are needed the project can stay on schedule. Communication will include simple and effective reporting that documents the project status and predicts compliance with project schedules. All parties will know that the project is tracking for delivery on time and on budget.

DLZ knows that INDOT projects are not developed in a vacuum, and that many parties, both from within INDOT and external to the Agency, contribute knowledge and expertise to get the project done. Haseeb’s experience with projects has taught him the importance of getting the needed input from discipline experts and stakeholders. Part of the consultant’s job is to make sure that decisions are properly documented, transparent and defendable. The Team’s experience with INDOT projects means they know that approvals and decisions can take time, and these timeframes must be built into project schedules.

Attitude At DLZ we have great Project

Managers. To become a Project Manager at DLZ, one must have a can-do, never-give-up attitude that is more of a personality trait than a skill. DLZ’s Project Managers also have a great capacity and desire to learn, and they thrive in this business because every project offers new challenges. No single person knows everything - it is the ability to strategically sort through the clutter and find the best route to completion that makes our PMs successful at delivering projects on time and within budgets.

These three activities are time and again the schedule drivers on a project. The DLZ Team has capacity in every anticipated activity on this on-call contract. DLZ maintains six INDOT-certified utility coordinators who can be tapped to facilitate the process. We know that a network of overhead and underground utilities exist in every project area and understand that avoidance is the primary objective. DLZ is well versed in all utility coordination communication protocols identified in INDOT’s utility coordination manual, but also goes beyond the manual to work intensively with designers to solve potential problems before they arise. DLZ has included a SUE subcontractor on the team to utilize when higher risk utilities pose unknown conditions.

Solving Right of Way Challenges DLZ has found ways to acquire right of way from parcels with complex right of way issues. On our SR 135 project in Greenwood, the roadway widening required additional right of way along the Dye’s Walk Country Club and an adjacent cemetery. This area was made even more challenging with a stream that crossed SR 135 and then ran along the Golf Course. Acquiring the parcels required coordination between the Golf Course, the Church, INDOT and DLZ. Ultimately, the best solution that reduced impacts to the Golf Course required relocation of its main entrance and the addition of a retaining wall to reduce right of way and stream impacts. The proposed solution helped secure the Golf Course and Church parcels.

As a Department Manager, Haseeb is responsible for managing the Transportation Department for the Indianapolis office. Haseeb is responsible for overseeing design and daily coordination of all transportation projects which include roadway, and bridge and traffic projects. He is responsible for project scheduling, staffing, budgeting and ensuring quality control measures are followed. Haseeb has spent his entire career providing transportation engineering

services to public and private agencies. He has extensive experience in project management of roadway, bridge and traffic projects of varying size and complexity. Haseeb understands and appreciates that INDOT’s Preservation Projects may require a quick turnaround, with design and construction sometimes occurring within the same calendar year. At the same time, if an Expansion Project is assigned, Haseeb understands that INDOT’s goal is not to over-design the proposed improvements; rather, it is to use the Open Roads/Practical Design concept by starting with the minimum required design and adjusting the level of effort to meet INDOT’s scope. Haseeb’s project approach is centered on keeping the INDOT Project Manager informed throughout the project while directly leading the DLZ Team. Haseeb will be the direct liaison between DLZ and the INDOT Greenfield District.

Jason has 22 years of experience in the preparation of NEPA compliance documents

including, Environmental Impact Statements (EIS), Environmental Assessments/Findings of No Significant Impact (EA/FONSI), Categorical Exclusions (CE) and numerous Section 106/Section 4(f) Analyses, primarily for federal and state transportation projects. In addition, Jason has managed interagency coordination and review processes, performed resource inventories, impact assessments, and prepared numerous environmental permit documents.

Mr. Henkle is a strategic and operational senior engineering manager with more than 34 years

experience; achieving extraordinary results in more than $5B design/build operations. His specialized experience includes project operations, business development, construction management, complex bridge design, and flood control reconstruction. Mr. Henkle’s span of expertise encompasses strategic logistics planning, design/build projects and contract oversight.

Phil worked at INDOT for over 41 years in various positions in the civil/construction engineering

field. As an INDOT Area Engineer for 14 years, Phil performed constructability reviews of design plans, set completion date of contracts, performed FHWA oversight on LPA Projects and provided scope of work for district developed resurfacing projects. Phil can serve as a technical resource, assist our team by providing guidance and using his INDOT experience to help review constructability, and help propose solutions to difficult problems.

Jeff has more than 28 years of experience in

traffic engineering, design, construction, and implementation of traffic engineering projects. His responsibilities include traffic signal design and traffic signal systems/interconnect design, optimization of traffic signal timings, on-site implementation of traffic signal and traffic signal systems operational timing plans, engineering and technical support to signal operations and maintenance personnel, roadway lighting design, and preparation of construction bid documents.

Alan has more than 31 years of experience in the Transportation Engineering field. As a design consultant

for more than 25 years, he has been responsible for the design and management of road design projects including both local and federal aid city and county roadway projects, state routes, and interstates. Mr. Mize manages multiple projects ranging from rural county road preventive maintenance resurfacing projects (ARRA Stimulus funds) to INDOT urban added travel lanes projects with design fees in excess of one million dollars and construction costs over 20 million dollars.

DLZ provided design services for the pavement resurfacing, pavement repair, curb reconstruction, sidewalk reconstruction and design of sidewalk curb ramps for the following streets:

DLZ was retained by the City of Huntingburg, Indiana to prepare bridge design and roadway design construction plans for the reconstruction and extension of Styline Drive. The project provides a new alternate route to bypass the Norfolk Southern Railroad crossing on U.S. 231. The route will begin on Styline Drive at S.R. 64 and proceed north and east to 14th Street at Chestnut Street and will include the construction of a new railroad bridge overpass over the Norfolk Southern Railroad, all within the City limits of Huntingburg, Dubois County, Indiana. Styline Drive is a local road that serves as the main access point to the industrial area on the west side of Huntingburg and connects S.R. 64 to 12th Street. The reconstruction and extension of Styline Drive from S.R. 64 to 14th Street is approximately 0.9 miles in length. The new alignment of Styline Drive including the overpass bridge comprises over half of the project length (0.5 miles). Proposed improvements to Styline Drive include: new bridge construction on new alignment over Norfolk Southern and over 12th Street; construction of retaining walls at the railroad overpass; reconstruction of Industrial Park Drive access to 12th Street; removal of the Styline Drive at-grade railroad crossing at Industrial Park Drive; construction of a 10 foot wide multi-purpose asphalt trail along the east and south side of Styline Drive; and the installation of an Advanced Automated Warning Sign located on southbound U.S. 231 to alert motorists of the alternate route to avoid delays due to trains crossing U.S. 231. A complete new enclosed storm sewer system is also included in the design.

PRACTICAL DESIGN – COST SAVINGS DLZ has coordinated with INDOT’s hydraulics to replace the 72” pipe culvert with a 54” pipe and reduce the length of the pipe by installing it at a lesser skew, without impacting the downstream flow. Potential Savings = $51,900.00

Revised the inlet spacing by increasing the allowable spread from 6’ (4’ into the travel lane plus 2’ of gutter) to 8’ (½ the travel lane (6’) plus 2’ gutter). Potential Savings = $ 146,400.00

Reduced multi-use asphalt trail from 10’ width to 8’ width including the reduction of the overall bridge width by 2’. Potential Savings = $ 56,700.00

A dangerous curve along Smith Road and Rogers Road has been the site of several car accidents. These two rural roads are connected by a curve that forms a 90-degree bend. The crash rate at this curve is estimated to be 3.5 crashes per million entering vehicles. The roadway was redesigned to meet current INDOT standards and required sight distances. The design provided a 12-foot wide lane with 6-foot wide shoulders in each direction. The existing horizontal curve was realigned to lengthen and increase the radius of the curve to meet sight distance requirements. In addition to the horizontal realignment, the existing vertical alignment was reconstructed to correct vertical sight deficiencies.

DLZ was retained by the Indiana Department of Transportation to prepare roadway design and construction plans for roadway replacement improvements along U.S. 40 and S.R. 340, all within the City limits of Brazil, Clay County, Indiana. Improvements to U.S. 40 included a complete storm sewer system for this 3-mile roadway section. Two separate outlet locations were available in an area that is heavily impacted by local flooding. The roadway consisted of generally a 5 lane section with a Two Way Left Turn Lane (TWLTL) and barrier curb with sidewalk abutting the back of curb, or sidewalk separated by a grass buffer strip. Significant design effort has been required to reduce the impact of the project to the existing adjacent buildings and properties. Detailed design cross slopes were implemented through the historic downtown area to match existing building fronts.

DLZ is currently performing the design to construct a modern roundabout at this existing four-way stop controlled intersection. The project involved traffic forecasting and operational analyses to determine roundabout lane requirements for the Horizon year. The geometrics studies consisted of investigating limited vertical sight distance on the east leg along with minimizing any impacts to the golf course on the southeast quadrant. The roundabout is being designed to accommodate dual lane entries and exits to accommodate future traffic growth due to the proposed interchange along US-31 to the west. Other key design elements to this project include: drainage design, a new detention basin and modification to an existing basin, overhead utility relocations, avoidance of the City’s critical watermain transmission line, landscaping, lighting, right-of-way, multi-use trails and maintenance of traffic.

DLZ was retained by the Indiana Department of Transportation to prepare roadway design and construction plans for roadway added travel lanes along SR 261 in Warrick County, Indiana. SR 261 was an Urban Minor Arterial from SR-66 to Fuquay Road (1.33 miles) and a Rural Major Collector from Fuquay Road to Jenner Road/CR 150 S. (1.72 miles). The SR-261 added travel lane project extended from 525’ south of SR 66 to 415’ north of Jenner Road. The total project length was 3.05 miles. The proposed roadway consisted generally of a 5-lane section with a Two Way Left Turn Lane (TWLTL) and curb & gutter from SR 66 to Fuquay Road and a 3-lane section with a TWLTL with 8’ shoulders and ditches from Fuquay Road to Jenner Road.

The original scope of work called for

these twin bridges to have a superstructure replacement. After reviewing the existing structures, it became apparent that this work was not required and only some minor maintenance was needed. The estimated savings was approximately $2.5 million in construction cost and approximately $200,000 in design costs.

This structure was scheduled for a deck

replacement and no other structural work. The existing structure has an open joint along the centerline. During the inspection, severe rust was observed along the beams adjacent to the open joint. After further inspection, it was determined that although the beams were still adequate, the bearings and bolts along these beams would need to be replaced. By adding this work to the design plans now, it avoided a significant change order during construction.

DLZ provided engineering design, right-of-way engineering and acquisition, and environmental document services for the replacement of the SR 3 bridge over Hog Creek. The new bridge is a single 117 foot span consisting of 48” x 49” hybrid bulb-T’s in tangent horizontal alignments. Roadway reconstruction of SR 3 included 390 feet north and 390 feet south of the bridge. Environmental services included completion of a Level 2 Categorical Exclusion Environmental Study (CE) to satisfy state and federal environmental documentation requirements. Environmental services also included Section 106 coordination and documentation for INDOT/FHWA approval of a finding of No Historic Properties Affected.

DLZ recently completed a complex road relocation design for US 33 in Goshen. This project had challenges in all disciplines of roadway design: tight geometrics, unusual property acquisitions and relocations, railroad involvement, impacts to local streets and very aggressive timelines. DLZ

implemented weekly coordination meetings to keep everyone informed and to generate ideas for keeping the project on its fast-track schedule. These meetings were well received by District, Central Office and cited as a key to meeting the demanding letting schedule. The project was bid $3.5 million under budget.

US 27 Dr. Martin Luther King Jr. Memorial Bridge-DLZ took an innovative approach in this design by working with both INDOT and the City of Fort Wayne to combine functional bridge design with architectural elements that reduced overall construction costs by over $2M.
