I am delighted to invite all who work, learn or reside in the Westbourne, Bayswater, Lancaster Gate or
Hyde Park wards to the;
Paddington, Bayswater and Westbourne Area Forum
Thursday 20th
March 2014 from 6.30pm – 8.30pm
College Park, Garway Road, London, W2 4PH
The evening will begin with our Surgery Session between 6.30pm and 7pm where you can raise
individual issues with Council Officers. You will also be able to talk to your local Councillors about any
matter that concerns you.
The main meeting will begin at 7pm and we will be welcoming Charlie Parker, the New Chief
Executive of Westminster City Council. Charlie will be introducing himself, giving his thoughts and
initial impressions from his first couple of months at Westminster City Council and would welcome any
thoughts or questions you may have.
We will also have the opportunity to hear about our new Volunteering Strategy and how you can get
involved in improving your local area through volunteering.
Finally there will an opportunity to discuss ward budgets with your local councillors.
The meeting will close at 8.30pm.
Area Forums are open meetings and so we encourage you to invite friends and colleagues, who may
live, work or learn in the Bayswater, Hyde Park, Lancaster Gate or Westbourne wards.

Meet Charlie Parker, the new Chief Executive of Westminster City Council Charlie Parker, the New Chief Executive of Westminster City Council, joined the council at the
beginning of the year in January 2014. Charlie will be attending the Bayswater Area Forum to
introduce himself and to share his initial thoughts and first impressions from his first couple of months
as Chief Executive.
Charlie would welcome your thoughts, comments and questions.
If you would like to ask Charlie a specific question, please submit this in advance using the form at the
end of this agenda pack or by email to [email protected].

Westminster’s New Volunteering Strategy
Westminster has strong volunteering and social action traditions and the Council believes that
volunteering and social action are important tools to delivering a more connected Westminster.
The City Council has a good track record in commissioning and supporting volunteering services
including the Westminster City Guides who support major events such as the London Marathon and
Leicester Square film premiers, Westminster sports club volunteers and the volunteering brokerage
service, which matches all those looking to volunteer in Westminster with a placement right for them.
Whilst this provides a solid base Westminster has an opportunity to both modernise and build on the
existing service offer. Our ambition is to increase the number of people volunteering in Westminster
and help realise these aspirations. Volunteering is a great way to get involved with your local
community, develop skills and help to make Westminster a better city. Team Westminster is our
commitment to recognise and celebrate those who give up their time to make their community better.
As such and based on our insight that people volunteer for a variety of different reasons and in a wide
variety of different ways, there are four priorities which the Volunteering Strategy will seek to deliver:
Providing high quality information to make volunteering accessible;
Providing great opportunities and developing ‘volunteer-ready’ community groups;
Recognising and rewarding achievement;
Leading by example.
This area forum is an invitation for local residents to find out more about the Council’s new
volunteering strategy and its vision for volunteering over the next five years. Residents will be able to
ask questions and find out about some of the opportunities to get involved in volunteering locally.

Ward Budgets Update
Please find below details of the projects which Ward Members have funded this year, Ward Members
are still considering new ideas for this year, if you have any proposals please contact Anne Pollock –

Bayswater
Learning Trips
Provider: Floating Classroom; Cost: £7,250
Provided funding for trips to take place aboard the floating classroom, where pupils from local schools
can spend the afternoon learning about local history and practical skills.
Detached Youth Outreach Programme
Provider: Westbourne Park Family Centre; Cost: £20,000
To address concerns about Anti-Social behaviour among young people and a lack of affordable
facilities for them, ward members continue to support the Centre’s Detached Youth programme.
Library Activities
Provider: Paddington Library; Cost: £7,700
To support the Library in its aim to provide better life chances for adults and children, the ward
Councillors decided to support their bid for IT lessons, children’s weekend workshops, library furniture
and a children’s corner in the adult library.
Church Garden Improvement
Provider: St Stephen’s Parish; Cost: £3,118.40
To provide bins and benches for the church garden, the ward members have donated some of the
ward budget to the church.
Music Lessons
Provider: St Stephen’s Primary School; Cost: £1,750
Ward members have agreed to put funding towards subsidised music lessons at the school to give
students more confidence and to enable them to learn a key skill.
Playground Development
Provider: St Stephen’s Primary School; Cost: £3,650
For the provision of an improved playground, ward members have supported this bid from St
Stephen’s Primary School.

Planning Enforcement Officer
Provider: Westminster Planning Enforcement Team; Contribution: £3,625.40
Members have jointly funded with Abbey Road, Lancaster Gate and Regent’s Park wards services to
tackle the planning issues which affect these wards in Westminster.
Festive Lights
Provider: Bayswater BID; Cost: £333.33
The Bayswater Councillors contributed funding towards the installation costs of the festive lights in the
Bayswater Ward.

Hyde Park
Short Term Letting Project in Westminster
Provider: Westminster Planning Enforcement Team; Contribution £25,125
Members have jointly funded with Bryanston & Dorset Square and Lancaster Gate wards services to
tackle the short term letting issues which affect these wards in Westminster.
Edgware Road Area Night-time Warden Patrols
Provider: Westminster Street Management Team; Contribution £26,761.57
Members have jointly funded with Bryanston & Dorset Square ward night time patrols to improve
compliance on the Edgware Road and the surrounding streets.

Lancaster Gate
Short Term Letting Project in Westminster
Provider: Westminster Planning Enforcement Team; Contribution £10,750
Members have jointly funded with Bryanston & Dorset Square and Hyde Park wards services to tackle
the short term letting issues which affect these wards in Westminster.
Summer Youth Programme
Provider: Sports Unit; Cost £9,856
Thanks to the Ward Budget, local young people were provided with a range of activities over the
summer holidays.
Extra Police Patrols
Provider: MET Police; Cost: £17,045
The Lancaster Gate Councillors are funding additional police patrols in the ward.

Hanging Baskets
Provider: Parks; Cost: £1,721.40
The Lancaster Gate Councillors continue to fund Hanging Baskets in the ward.
The Lancaster Gate-rs Day Trips
Provider: CityWest Homes; Cost: £580
Lancaster Gate-rs +65 Social Club has again received funding from the Lancaster Gate Ward Budget.

Supported Housing Lunches
Provider: Housing with Care team; Cost: £1,200
Funding has enabled the weekly lunches for people in supported housing to continue until March
2013.
Lancaster Gate Primary Schools Trips
Provider: The Electric Barge -The Floating Classroom; Cost: £4,620
Provided funding for trips to take place aboard the floating classroom, where pupils from local schools
can spend the afternoon learning about local history and practical skills.
Matilda School Production and Trip to the West End
Provider: Hallfield Primary School; Cost: £2,300
Support for the Y6 production of Matilda as well as enabling them to see the West End version of the
play has seen ward funds being put towards this project.
Planning Enforcement Officer
Provider: Westminster Planning Enforcement Team; Contribution: £3,500
Members have jointly funded with Abbey Road, Bayswater and Regent’s Park wards services to
tackle the planning issues which affect these wards in Westminster.
Citizens’ Advice Bureau Sessions
Provider: Westminster Citizens’ Advice Bureau; Contribution: £3,716
Taking place on the first Saturday of each month at Pickering Hall on the Hallfield Estate from
9.30am-12pm until April 2014, free CAB money advice sessions are available for all ward residents
thanks to the Lancaster Gate ward budget.
February Half Term Activities
Provider: Sports Unit; Contribution: £1,565
To provide young people in the ward with activities over the February Half Term break, councillors
have funded a variety of exciting activities through the Westminster Sports Unit.

Westbourne
Hanging Baskets for Warwick Cresent
Provider, Contribution: £311.50
The ward budget has contributed towards putting up hanging baskets in Warwick Cresent.
Christmas Lights for Westbourne
Provider: Abruxus, Contribution: £1,695.34
The ward budget has funded this year’s Westbourne Christmas tree and lights
Floating Classrooms, Life afloat
Provider: Floating Classrooms, Contribution; £5,100.00
Life Afloat is a school project that aim to unveil the history of the canals that flow through Westminster
so that pupils understand and feel better connected to the local areas, whilst relating this to the wider
history of London and its waterways. This particular project will be delivered in the fourth term of the
school year 2013-14; specifically between late February – early April, for 3 classes (aged 7-8) of
approximately 30 pupils.
Early Years Provision Playgroups
Provider: Westbourne Park Family Centre, Contribution: £2,000
The ward budget has contributed toward a project called ‘Early Years Provision’, set up by
Westbourne Park Family Centre with the aim of providing accessible, affordable, warm indoor play
space and creative activities (with the option of loaning out toys) for Westbourne based families. The
provision enables children to learn social, play and creative skills before they start school and
provides a space for parents/carers to interact with their children and other adults
Extra Police (PC) Patrols for Westbourne
Provider: The Metropolitan Police, Contribution: £6,000
The ward budget has contributed towards the provision of additional patrols within the Westbourne
Ward to address especially Anti-Social Behaviour Between in a period between the 29 January 2014
and 31 March 2014.
Westbourne Winners
Provider: The Screen community, Contribution: £1,500.
The ward budget has contributed towards a project that works toward providing industry standard
training and career opportunities in the film/television industry for underprivileged and underfunded
young people in the Westbourne ward (aged 14-25). This will hopefully provide them with strong
network, skill set and a platform towards a career in the industry.
