His papers and archives are in the University of Houston Library, and form the basis of an extensive record about civil rights, immigration, and other legal issues in the State. Frank G. Evans 2013-2014 Scholarship In commemoration of The Honoable Frank G. Evans, this scholarship is awarded to stu-dents for outstanding performance in the Mediation Clinic. The Honorable Frank G. Evans is referred to as the “Father of ADR in Texas,” because he was responsible for drafting the Texas ADR statutes now part of section 154 of the Texas Civil Practice and Remedies Code.
