Our D&D ApproachWhen a change in facility use occurs where radioactivematerials are used, DDES conducts a comprehensivecharacterization survey of building surfaces and systems. Ourcomprehensive approach includes evaluation of floors, walls,laboratory cabinetry, instrumentation, fume hoods, exhaustventilation, drain and vacuum systems.

We ensure that materials exceeding acceptable values aredecontaminated/packaged efficiently as radioactive waste.

Project Snapshot:Ra-226 Warehouse Decommissioning

DDES successfully achieved radioactive material licensetermination for a confidential client in eastern Pennsylvania.During the decommissioning process, DDES employees freereleased 5.5 million pounds of warehouse inventory from fourwarehouses. By free release and later recycling the inventory,DDES was able to provide the client with revenue to help fundthe remaining decommissioning efforts.

To save the client money and minimize the environmentalfootprint during decontamination of the interior areas, DDESused several innovative waste reduction methods, including theimplementation of a high pressure compactor to reduce wastevolumes as well as surface decontamination using dry iceblasting.

Around the exterior of the warehouses, DDES’s GIS soil surveyspinpointed the precise location of contaminated soils. DDESpackaged and shipped contaminated soil and more than220,000 pounds of Radium-contaminated items and buildingdebris offsite using a waste management plan that cut shippingand disposal costs in half from previous shipments.

Each of our efforts enabled our client to successfully achieveradioactive materials license termination while growing as asmall local business.

Are issues with asbestos or toxic metals sidetrackingyour company’s focus and mission?

Asbestos, Beryllium, Chromium and Lead Abatement

DDES is a fully licensed, bonded and insured asbestos abatementcontractor for the Commonwealth of Massachusetts. Ourabatement team is trained in the execution of asbestosabatement projects, including the construction of asbestos-containing materials (ACM) containment, removal of ACM, andthe safe handling and proper disposal of ACM. This licenseallows DDES to remove radiologically impacted ACM, eliminatingthe need for our client to hire separate contractors to completeproject scopes. We offer a complete solution to residential andcommercial Class I, Class II and Class III asbestos abatementservices including:

• ACM Tile Removal

• ACM Thermal System Insulation Removal

• ACM Disposal

Additionally, DDES uses meticulous contamination controlpractices to safely and efficiently provide decontamination ofhazardous levels of metal dusts including beryllium, chromiumand lead. DDES is one of a handful of contractors with experiencecleaning up beryllium contamination in process areas.

DDES successfully completed the cleanup of beryllium-impactedareas at the NMI Superfund Site in Concord, Massachusetts. Thiscleanup included a metals powder blending area, castingfoundry, two machine shops and eight areas throughout thefacility identified by a removable contamination samplingcampaign. DDES staff acted quickly to remediate the eight largeareas of removable beryllium contamination so that externalheating could be turned on to protect the sprinkler systems fromfreezing. We perform efficiently and effectively under pressure.

DDES experts performqualitative and quantitativeexposure assessments toidentify, control, and/oreliminate workplacecontaminants, allowing ourclients to focus resources on theimportant contaminants ofconcern.

Our assessments not onlyquantify contaminant levels butalso provide real worldrecommendations based on ourindustry experience.Furthermore, our CertifiedIndustrial Hygienist (CIH) hasyears of experience performingchemical stabilization anddecontamination of processequipment with hazardousagents including chemotherapytreatments and activetherapeutic agents.

Firing Range Cleaning and Abatement

Health effects of lead dust contamination are a growing concernthroughout the nation’s indoor firing range facilities. DDES’ staffhas the training and experience to assist firing ranges inrecognizing, evaluating and controlling safety hazards. Olderfacilities with minimal ventilation control systems in place or lackof frequent and proper cleaning protocols are putting employees,and in many cases the public, into hazardous conditions,oftentimes not knowingly.

DDES has project teams that specialize in cleaning and abatementof firing ranges of all sizes. DDES performs all indoor leadabatement and remediation work under negative pressure and incontainment to prevent the additional spread of contaminationduring remedial activities. We employ HEPA vacuuming and wetwiping removal techniques to clean lead dust from buildingcontents and surfaces. In many instances firing ranges containsteel deflector plates that require removal and cleaning. Typicallyfiring ranges are cleaned to meet final lead clearance releasecriteria of <200µg/ft2. Once facility ranges have receivedclearance they can then be encapsulated with a lead barriercompound and painted to the request of the client. DDEScharacterizes and disposes of wastes generated from abatementprojects in compliance with local, state and federal regulations.

DDES has completed eightrehabilitation and conversionprojects for the MassachusettsMilitary Division National GuardArmory indoor firing ranges.These projects entailed:

• cleaning of lead dustcontamination

• removal of sand from thefiring range traps

• lead clearance surveys

• encapsulation

• repainting of all firing rangesurfaces

DDES was also responsible forthe characterization and disposalof the hazardous wastesgenerated under these scopes ofwork.

Overall Radiation Protection Program Audits

DDES routinely provides detailed program audits for our clientsin accordance with NUREG 1556. We provide a top-to-bottomoverview of the program to identify and communicate findingsand offer guidance for continuous improvement. We prideourselves in our experienced corrective actions and costeffective solutions for our clients.

Compliance Training

DDES offers onsite radiation safety compliance training inaccordance with 10 CFR Part 19. Our subject matter expertscan provide your staff with the knowledge to confidentlyhandle radioactive materials as specified in the client’sradioactive materials license. Advanced courses for the usageof radiation detection instrumentation are also available.

Decommissioning Funding Estimates

DDES experts use a standardized approach to assembling andupdating the decommissioning funding estimate (DFE) thatlicensees using quantities of radioactive materials in excess ofregulatory thresholds are required to maintain. Our approachfollows NUREG 1757, "Consolidated NMSS DecommissioningGuidance,” and our format that allows our clients to updatetheir DFE in-house as site conditions change.

DDES understands that our clients face numerous challengeswith the highly regulated domain of generation and disposal ofradioactive and mixed waste. Our experience includes sites regulated by the NuclearRegulatory Commission (NRC); Agreement State, and sitesdecommissioned as CERCLA sites under USEPA regulations.

Our staff is as comfortable talking about chemical properties ofwaste as they are about nuclides and activities. We have in-depth experts in field characterization of chemical andradiological constituents. Being able to document materialthat does not meet the criteria for a mixed waste provides asubstantial benefit and cost savings.

For example, at a confidential client site, our staffcharacterized, consolidated, and repackaged over a hundredcontainers of radioactive and mixed wastes. Many containerswere not suitable for shipment and DDES saved the client timeand significant money by consolidating their mixed waste.

Project Snapshot:Wastewater DU Sludge Stabilization and Disposal

DDES performed initial characterization of accumulatedradioactive wastewater sludge in five aboveground storagetanks that historically received process wastewater from adepleted uranium manufacturing operations for more than 25years. Initial historic site assessment information from twotanks indicated the sludge required stabilization prior toshipment.

Our project team designed a pilot study to stabilize this sludgeand demonstrate compliance with the receiving disposalfacility’s waste acceptance criteria. The pilot study was scaledup to full-size production and 125 cubic feet of sludge solidifiedwithout incident. We assembled the waste profile and receivedapproval from the disposal site to ship the stabilized waste fordirect disposal within two weeks.

The DDES team stabilized removed, profiled and shipped theradioactive sludge for direct disposal within weeks of designingthe pilot study. We performed QA/QC testing to verify the full-scale process was equivalent to the bench-scale results. ISOCsassays were used on the solidified materials to assign totalactivity in picoCuries/gram. The project was completedwithout incident and radioactive wastes were shipped fordisposal.

We have the tools and personnel necessary toaccomplish routine and extended maintenancewithout affecting nearby operations. We safelytransfer and package old or worn out equipment fromglove boxes and hot cells for disposal whilecontrolling contamination. When beneficial, weencourage alternative control strategies such as bag-in/bag-out filters. We stand by our installation andrefurbishment as long as our systems are in service.We accommodate maintenance to systems installedby others as well. Who’s in charge when your facility control systems need attention?

90Sr Filter Housing System Upgrade paid

for itself

DDES suggested and implemented the upgrade ofour client’s filter housing to a bag-in/bag-outsystem that allowed the highly contaminated HEPAfilter to be changed without intensivecontamination controls required previously. Thenew housing generated 75% less radioactive wasteper change-out. This system upgrade paid foritself after the first filter change just by thereduction in labor and decreased disposal costsalone.

Ourability to refurbish, retrofit and design facilitycontrol systems — from the removal of singleventilation systems to the remanufacturing ofhot cells to exceed good manufacturing practices(GMP) standards — sets us apart from ourcompetitors. We install and maintain chemicaland particulate filtration systems, including bag-in/bag-out systems (HEPA and carbon filtration),to combat particulates and chemicalconstituents. DDES Remote Replacement

Project Snapshot:High Hazard Systems D&D

The DDES team completed the D&D ofthe High Hazard Process Systems atNuclear Metals, Inc. Superfund Site.Under this scope DDES developed thedecontamination, disassembly andneutralization procedures for processsystems which contained concentratedhydrofluoric acid, sulfuric acid,hydrochloric acid, hydrogen peroxide,and dissolved depleted uranium.

DDES developed for each process areaa specific LOTO, line breaking, andfirst-aid procedure to assure corrosiveradioactive liquids were appropriatelycontrolled.

One process had the added hazard ofconcentrated hydrofluoric acid. Theproject team brought in industryexperts to train our staff to safelyhandle this highly hazardous material.The team coordinated with the localhospital, EMS personnel to assure staffsafety in the event of exposure.

DDES employed color-changingneutralization agents to identify whereequipment and surfaces had beenimpacted by corrosives. Process piping,pumps, tanks and air scrubbingequipment were neutralized so thesematerials could be disposed of as non-hazardous dry active waste (DAW).

Project Snapshot:Remote Removal and Installation of Strontium-90 Hot Cell Liner

Due to years of high beta field bombardment, the floorof our client’s 90Sr hot cell floor lining, a polypropyleneplastic liner, required removal and replacement withoutdisassembling the cell. Our staff:

1. Designed tooling and equipment to remove theexisting cell floor using only hot cell manipulators.

2. Installed a remote camera to guide operationsimperceptible through the leaded glass window.

3. Cut and transferred 14 Curies of contaminated linerusing shielded containers without any release ofcontamination.

4. Fabricated a set of large panels based on theinterior dimensions of the cell and the capacity ofthe attached transfer cell.

5. Placed and sealed the panels with FDA-approvedadhesive to provide an impermeable layer tocontain any potential future radioactive liquid spills.

6. Designed a small replicable tile system that waslayered over the newly installed floor that allowsindividual tiles to be changed out using only themanipulators if damaged in the future.

Our approach eliminated the potential for the projectto have to be repeated years from now and reducedthe volume of high activity radioactive waste by anorder of magnitude. It also reduced personnelexposures to high dose rate materials by employingremotely operated tooling and keeping the hot cellshielding in place.

Mr. Kovalovsky has also been responsible forair quality, effluent monitoring, and dose modeling for a 100 kiloCurie radionuclidemanufacturer.
