D&B Engineers and Architects, P.C. (D&B) is continually improving its staff to provide clients with the quality service they expect.

D&B is pleased to announce that its Project Controls and QA/QC Division has been strengthened by the addition of four new employees, Scott R. Ehle, Gabriel A. Valentin, Mark R. Hughes, and Cyprian A. Enahoro, Ph.D, PMP.

D&B Testifies Before CongressEarlier this year, D&B Executive Vice President, Steven Fangmann, P.E., testified in Washington D.C. before the House Subcommittee on Water Resources and the Environment.

Steve testified on behalf of the American Council of Engineering Companies (ACEC) and the Water Infrastructure Coalition. Steve’s presentation endorsed legislation that would provide loans and loan guarantees to municipalities for water projects, private activity bonds as well as funding for State Revolving Fund (SRF) programs. Steve was invited to speak to Congress by the ranking member of the house subcommittee, Congressman Tim Bishop. Congratulations to Steve for representing both D&B and the ACEC. Messrs. Ehle and Valentin are both experts in the field of schedule management and construction cost estimating, and they will assist project managers in delivering projects on time and on budget. Mr. Ehle will serve as Director of Project Controls.

Scott R. Ehle has 30 years of experience in the construction industry. Scott has developed comprehensive CPM scheduling systems for large, complex construction projects. Scott has monitored and evaluated progress of work to ensure work remains on time and within budgetary constraints. He has had direct involvement with the day to day development of Project Schedules for large multimillion dollar projects from DEP, DEC, NYCT, SCA, AMTRACK, DASNY, DDC, DOT and MTA.

Gabriel A. Valentin has 17 years experience in the construction industry holding positions as Project Manager, change order department manager, schedule and claims analyst and bid estimator. Mr. Valentin is proficient in using basic and advanced Primavera Expedition and Primavera Project Planner.

Messrs. Hughes and Enahoro are both experienced in providing project and quality management for water and wastewater improvement projects.

Mark R. Hughes, Director of QA/QC, has 20 years experience in preparing and monitoring project safety and quality programs; preparing quality management plans and risk mitigation plans; and leading engineering teams on quality inspections. Mr. Hughes has extensive experience in meeting industry standards and quality control requirements defined by ISO 9001, AWS, ANSI, IBC, AISC, AHRAE, ACI, SMACNC, and NEC. Prior to D&B, Mr. Hughes lead a team assisting the NYCDEP in a multi-phase program including the implementation of a comprehensive and effective CM and Quality Management System. The program included surveillance of 42 NYCDEP project construction sites to verify compliance with the NYCDEP PDS and latest building code requirements.

Dr. Enahoro, Sr. Quality Assurance Manager, has over 26 years’ post-doctoral “hands on” experience in water and wastewater engineering/construction management developing and implementing quality management plans and procedures. Dr. Enahoro has experience in overseeing welding inspections and witnessing of UT, PT, MPI and preparation of NDT reports;

witnessing and inspection of pipeline hydro-testing; ensuring that all welding activities comply with the AWS and ASME standards and project specification; developing project quality procedures, processes and forms/checklists to support the construction management team efficiently; and supervising QC of pipeline joints and welds. Dr. Enahoro has a B.S. in Industrial Chemistry Technology, a M.S. in Materials Engineering and a Ph.D. in Corrosion Engineering.

specifications for the Facility and review them as they are generated during the design and construction process.

D&B staff have over four decades experience in WTE at more that 35 facilities throughout the United States. The firm is knowledgeable regarding every type of technology for recovering energy from waste, including mass burn, refuse derived fuel, gasification, pyrolysis and anaerobic digestion. Design, permitting, financing, construction, testing, operations review and system upgrade services have been provided for WTE facilities ranging from 100 to 3,000 tons per day capacity. D&B To Be Project Arbiter Palm Beach County’s 1.4 million residents are served by an integrated solid waste management system, including recycling, composting, waste-to-energy (WTE), and landfilling. The WTE Facility began operation in 1989, and processes 2,250 tons per day (“tpd”) in a refuse derived fuel (“RDF”) process operated by Babcock and Wilcox Power Generation Group, Inc. (“Babcock and Wilcox”).

The growth in population and economic activity since 1989 resulted in the landfilling of excess amounts of post-recycling waste. In year 2005, the Solid Waste Authority (“SWA”) of Palm Beach County undertook an assessment of alternatives for managing the excess waste. The SWA concluded that a 3,000 tpd WTE should be developed adjacent to the existing RDF Facility. The new Facility would employ mass burn technology. The approval of the SWA recommendation by the Palm Beach County Legislature led to a competitive procurement process, the selection and contracting with the Babcock and Wilcox, and BE&K Construction Company, LLC (“BE&K”) (“the Contractor”). The Contractor will design and build the WTE Facility for a cost of approximately $668 million. Upon acceptance, the Facility would be operated by Babcock and Wilcox. Construction is scheduled for completion in the second quarter of 2015.

D&B PROJECT RESPONSIBILITIES

D&B Engineers and Architects, P.C. (“D&B”) is providing Independent Engineer Services to the SWA, Babcock and Wilcox, and BE&K. The Design/Build Agreement between the SWA and the Contractor requires the appointment of a nationally recognized firm to provide independent engineering services to the parties. The SWA, Babcock and Wilcox, and BE&K have recognized D&B as an independent engineering firm meeting the criteria established in the Design/Build Agreement. D&B will serve as project arbitrator rendering decisions on technical disputes referred to it by the SWA and the Contractor. D&B will receive the plans and

Ted Pytlar, Vice President

Water Supply Division Awarded SCWA ContractEarlier this year, the Suffolk County Water Authority (SCWA) issued an RFP for Engineering Services for Elevated and Ground Water Storage Tanks. The scope of the work included the inspection and evaluation of the 64 water storage tanks controlled by the SCWA. Also, reports of the findings for each storage tank would be generated and used to develop work plans for future improvements. The scope also included the review of engineering plans for the installation of telecommunication antenna systems on any of the 64 storage tanks. D&B’s Water Supply Division proposed on the project and was recently awarded the contract to perform the above described work by the SCWA. Congratulations to Bill Merklin, Vice President Water Supply Division, Chris Francis and Steve Patak for winning this award from the SCWA. NYWEA Winter Conference The 84th New York Water Environment Association (NYWEA) Winter Meeting was held in February in New York at the luxurious Marriott Marquis hotel. The mission of NYWEA is protection of public health and through the protection of our environment by employing sound engineering principles to water and wastewater related issues. D&B has supported the goals of NYWEA for many years and has always been an active participant at the winter conference.

Several D&B employees received awards for outstanding service to the organization. Steve Fangmann became Vice President – Elect for 2012 and will be President in 2014. Dennis Koehler was recognized for making outstanding contributions to NYWEA by serving as Long Island Chapter Representative for the past three years. Rich Lenz was given recognition as Environmental Engineer of the Year. Nick Bartilucci serves on the NYWEA Board of Directors as Treasurer. Nick Bartilucci, Henry Chlupsa and Steve Fangmann have been inducted into the NYWEA Hall of Fame. Offering continuing education is a large part of the NYWEA program. D&B presented two technical papers at the conference. Garrett Byrnes presented a paper on “The Gowanus Canal Interim Oxygen Transfer System” and Steve Fangmann presented “Biofilter Installations for Control of Odorous Air from Sludge Drying and Sludge Composting Facilities” using projects at the Rockland County Solid Waste Management Authority and the Camden County Municipal Utilities Authority as examples. D&B Aids China On Environmental Issues Ted Pytlar, Vice President of the Solid Waste Management Group, returned from China in April after representing D&B at the Sino-American Technology and Engineering Conference (SATEC). Ted spoke on waste-to-energy (WTE) issues, especially the feasibility of using gasification technology to replace a portion of the fossil fuel used in cement manufacturing. Ted is a national expert on gasification and this process has applications to other waste products such as sewage sludge.

Approximately 50% of the world’s annual cement making capacity is in China. The burning of fossil fuels (primarily coal), along with the heating of limestone to produce cement releases large amounts of carbon dioxide into the atmosphere. Cement production is estimated to contribute 5%-6% of the world’s man made greenhouse gases. Also, China has recognized the need to improve the nation’s solid waste management system. The use of WTE to displace some fossil fuel is seen as a potential mechanism to reduce greenhouse gases and improve solid waste management. Ted was part of a team that developed recommendations for on-going consideration and presented the recommendations to the Provincial and National Chinese Governments at SATEC in Beijing. The pictures show Ted presenting at SATEC and a cement plant that the team visited in Ya Dong, China. The Chinese Government has invited Ted to propose further investigations necessary to make a determination on feasibility for the concept.

As you read our lead article, you will learn that we have added another dimension to our services. This includes the support that is needed to elevate a good project to a great project. I’m speaking about the need to encourage and assist the implementation of a safe working environment for D&B staff, clients and contractors, as well as establishing project controls and strong QA/QC goals and systems to achieve these goals.

D&B Highly Rated Engineering News-Record (ENR) and ENR New York monitor, perform research and analysis, and comment on the construction industry. ENR covers domestic and international construction projects and ENR New York concentrates on the construction industry in the New York, New Jersey and Connecticut tri-state region. Each year, both publications produce listings for the top construction design firms, measuring design based revenue, in their respective areas. In their April 2012 issue, ENR announced the 2012 Top 500 Design Firms from the point of view of worldwide design revenue. D&B made the list at number 340. To be consistently rated as a Top 500 Design Firms is a tremendous accomplishment for D&B and demonstrates the commitment and dedication we make to our clients.

ENR New York, in their May 2012 issue, announced the largest Design Firms in the Tri-State area. In this difficult environment for design professionals, D&B did quite well. In its rankings of the Top 100 Design Firms in the tri-state region, D&B was rated at 33. ENR New York also breaks down its rankings by industry sector. In top New York only design firms, D&B

is ranked as 23. In the category of Sewerage and Solid Waste, D&B is ranked at number 3. In the category of Environmental and Geotechnical Engineering design, D&B is ranked at number 5. Finally, in the area of Hazardous Waste, D&B is ranked at number 7. These accomplishments are a product of D&B’s long standing practice of achieving the highest levels of client satisfaction through developing solutions for client problems.

D&B Enhances Client Support D&B has initiated a new advertising and marketing program aimed at enhancing client support through the use of a Quick Response (QR) Code. The QR Code is a unique identifier similar in purpose to a UPC Barcode. The difference is the QR Code is in a square shape. By scanning the QR Code with any SmartPhone device, the user will be transported directly to the home page of the D&B website. This will facilitate access and use of our website by our clients and help them better understand the vast and diverse engineering, environmental and architectural services offered by the firm. The QR code will appear on each envelope mailed to our clients. We hope our clients take advantage of this quick and simple method of accessing information about the varied services offered by D&B.

Ann S. Fangmann, AICP joins the D&B team as a certified planner. Prior to D&B, Ann was a planner at the Nassau County Planning Commission and the Nassau County Department of Public Works. Ann has significant experience in many areas of municipal planning including transportation, land use, public outreach, and downtown redevelopment. Ann gained valuable experience through the management of several federal transportation grants and having a central role in a variety of local and regional planning initiatives, including the Village of Farmingdale’s Visioning Study and the NY-CT Sustainable Communities Planning Grant Consortium. While at Nassau County, Ann served as Deputy Project Manager for the Nassau Hub Study Alternatives Analysis/Environmental Impact Statement, a major transportation and land use study integral to providing transit alternatives and economic development opportunities to Central Nassau County and the

D&B Strengthens Municipal Planning Support greater region. Ann is active in the American Planning Association’s Long Island Section and the New York Metro Chapter Transportation Committee. As part of these committees, Ann supports the planning of professional events and development activities.

Ann will complement D&B’s existing staff and expertise in a wide range of professional planning services. This includes the staff trained in Geographic Information Systems (GIS) and our CAD designers to prepare sophisticated graphics and analysis for client planning documents and public presentations. The firm’s planners, engineers, environmental scientists, and designers provide a unique blend of services including brownfield redevelopment/analysis, sewer planning and feasibility studies, land use planning, and grant development.
