Mandate of the National Civil Protection System

The National Civil Protection System aims to safeguard human life and health, goods,

national heritage, human settlements and environment from all natural or man-made

disasters. It deals with:

Forecasting and Warning; Prevention and Mitigation; Rescue and Assistance ; Emergency overcoming.

FUNCTIONAL Centres

The managing of the national alerting system is provided by DPC,

by the Regions and by the autonomous Provinces through the

Network of the Functional Centres, as well as by the regional

offices and the Competence Centres, which host functionally

and operatively support this network

The network of the FUNCTIONAL CENTRES must collect, concentrate and integrate:

Qualitative and quantitative data of the monitoring ground

network and satellite platforms for earth observation; Cartographic data;

Non instrumental Information drawn from territorial structures.

Modeling events and effects on population, goods and environment;

Network of the COMPETENCE CENTRES

Competence Centres are operational and/or research organizations. They support the Italian Civil Protection

Department in developing, testing and improving technologies and policies for the mitigation of the social impact of hazards. They operate upon contracts in the

specific field of competence

Functional and Competence Centres

CIMA Foundation is the Competence Centre for the forecast and the prevention of hydrologic,

hydraulic and wild fire risk.

In 2001 we projected the Functional Centre Network and its early warning system

In the operational room we test advanced tools for natural hazard management, in particular for flood and forest fire.

The prototype of operational rooms as experimental laboratory for Functional Centre Network

All the hydrometeorological information are collected in real time to the Operational Room. Scientists enforce research activities to bring up-to-date the scenarios and technological upgrading of operational procedures, of sensing and computational tools, of validation procedures and of the probability of floods, landslides and fires.
