Attached for discussion at tomorrow morning's staff level
bi-weekly NS meeting are some initial ideas on expanded pre-award
authority for New/Small Starts projects as well as ideas for
streamlining the LONP process. We will discuss this during the
morning meeting and refine as necessary prior to discussing it with
TOA in the afternoon. Recall that the additional proposed
guidance published in the federal register on July 29 th
included the idea of expanding pre-award authority but did not give
specific suggestions. The attached paper includes the ideas
discussed by TPE/TPM for which we are seeking your feedback.
