Day 1 SETTING THE STAGE: FINLAND AND OULU 65 degrees north but a booming technology environment. Oulu is considered a “living-lab” where the residents experiment with new technology at a community-wide scale. What is secret leading to the development of a world- leading communications technology industry so far north? And how did Oulu manage to raise to new heights after the exit of Nokia and the loss of 2500 jobs? SAFE ARCTIC Increased activity in the Arctic requires strong focus on safety and connectivity. Using maritime transportation as a practical example, this section of the program looks into the different solutions for connectivity in the Arctic waters. How do these serve e.g. the needs of Search and Rescue operations or the need for tracking the traffic? How can different technologies best serve the remote areas of the Arctic, and what are the ideal mixes? How can public-private partnerships promote the development of connectivity in the Arctic? And, how can communities join their forces and form cooperatives for the betterment of their region?

Day 2COMPETENT ARCTICHow can new technology and improved connectivity serve the citizens of the Arctic? We take a closer look at practical examples of how improved connectivity can enable the citizens in remote areas by offering new services. What can we learn from the already existing opportunities within e.g. e-Health and e-Learning?

NORTH-EAST AND NORTH-WEST – WHICH IS BEST? OR CAN WE FIND SYNENERGIES? Finland’s former Prime Minister Paavo Lipponen’s recent report concludes that a telecommunication cable between Europe and Asia via the North-East Passage would be politically and technologically feasible. What would be the implications of a telecommunications highway between Europe and Asia for the development of the Russian Arctic, the Nordics or for European Union? Simultaneously there are plans to connect the North American Arctic to Asia. Do these initiatives support each other, or are they mutually exclusive? How does improved connectivity effect the lives of those in need of quick data access, e.g. data centers? And what would the future of the Arctic look like if the circumpolar Arctic was surrounded by cable?

Even with the existing infrastructure, the Nordic countries are among the most innovative in the world. What are the future visions for improved connectivity in the Arctic, and how would new global connections impact the development of our region? What would be the implications of the development on e.g. data centers or ICT?
