CA770NG event code (engineering control, non-groundwater) for a landfill cap would best be described by the areal extent of the cap.

CA772PR event code (institutional control, proprietary) for an environmental covenant which restricts site use to non-residential would best be described by the site-wide property boundary.

Point data no good, why do we think polygon data (if we can get it) will be any better?

Feed the beast, what’s the benefit?

What is a KML?What is a KML?

KML is the language of Google Earth• Keyhole Markup

Language• Viewable in Notepad• Only uses

longitude/latitude in decimal degrees, WGS 1984

• West longitude is negative number

Validate and Fix Point DataValidate and Fix Point Data

Existing Point Data• Made individual point KML files for each site from

RCRAInfo location data• Looked at each in GE, adjusted points to correct

location, saved revised KML• Convert KML to CSV, bulk upload to RCRAInfo by

state – replaced all existing facility lat/longOutcome:• Locations shown on website are now identical to

RCRAInfo locations for every Corrective Action site, all in decimal degrees, WGS84

BackgroundBackground

RCRAInfo is the database of record for two Government Performance and Reporting Act (GPRA) measures

• Corrective Action measure• Permitting Measure

In order to make these data more available, EPA is developing Google Earth KML representations of these two baselines

Having good geospatial data allows for cross-program analysis

Page 25: David Kollasch Wisconsin - RCRAInfo · Need to fix existing point data ... • Longitude as negative number • Typos, interpolations on paper maps, center of zip, geocoding (street

25

Permitting BaselinePermitting Baseline

Gives a representation of all of the Handlers on the baseline and their current status (color coded for ease of reference)

Data will be updated monthly using RCRAInfo data

As locations are improved, new locations will be used upon the refresh of the data

Page 26: David Kollasch Wisconsin - RCRAInfo · Need to fix existing point data ... • Longitude as negative number • Typos, interpolations on paper maps, center of zip, geocoding (street

26

GIS Analysis: Example 1GIS Analysis: Example 1

Using the Permitting Baseline KML file I can:

• Zoom into a facility and see it’s permitting status• Pull up relevant ground water monitoring stations• Evaluate the results from that monitoring

In order for this to work, a state must have an integrated monitoring program, and be sharing the RCRA monitoring data (very few states are currently doing this)

Example: Western Zirconium (UT)

Page 27: David Kollasch Wisconsin - RCRAInfo · Need to fix existing point data ... • Longitude as negative number • Typos, interpolations on paper maps, center of zip, geocoding (street

27

GIS Analysis: Example 2A Cross-program ExampleGIS Analysis: Example 2

A Cross-program Example

Using the Permitting Baseline KML file I can and some Office of Water data sources, I can:

• Zoom into a facility and see it’s permitting status• Pull up relevant surface water conditions• Identify the watershed for a given facility• Display surface water monitoring stations in that

watershed• Evaluate monitoring data• Begin contemplating whether or not this facility is

having an impact on water quality

Example: Pueblo Chemical Depot (CO); • Watershed: 11020005; • Waterbody: Arkansas River (Impaired for Selenium)
