On Tuesday, the Insurance Regu-latory and Development Authorityof India (Irdai) issued a circular witha series of instructions aimed at dis-couraging healthcare providersfrom taking large sums of money asdeposits from patients and denyingthem cashless claims.

“It is clarified that the policyhold-ers are entitled to cashless facility atall such network providers (hospi-tals) with whom the insurance com-pany/TPA (third party administra-tor) has entered into an agreementin accordance to the norms of ser-vice level agreement (SLA),” saidIrdai in its circular.

In case of denial of cashless facil-ity, it said, policyholders can file acomplaint by writing to the griev-ance redressal officer of the insurer,the details of which would be on thecompany’s website.

Insurers have been told to put inplace an exclusive grievanceredressal mechanism to addresscomplaints relating to the denial ofcashless claims.

In cases where a policyholder’sinterests have been adverselyaffected because of the conduct of

the hospital, Irdai said these shouldbe immediately reported to theappropriate government agencies inthe state or area.

The regulator directed all generaland standalone insurance compa-nies as well as third-party adminis-trators or TPAs, who process insur-ance claims, to publish a list of hos-pitals on their websites.

All these hospitals shall providecashless claims facilities for all treat-ments, including covid-19, it said.

Hospital representatives said ear-lier that several insurers have notrevised their cashless agreement

rates in the last four years and, giventhe medical inflation, the old ratesare untenable.

Also, due to the pandemic, hospi-tals are cash-strapped, and thefinances only get worse if insurersdon’t settle claims on time.

Insurance experts Mint spoke tosaid Irdai can only issue an advisory,on the basis of which insurancecompanies can negotiate with hos-pitals. However, hospitals cannot beforced to comply with the circular.

“There are dialogues going onbetween hospitals and insurers onthis as well as standardizing rates inline with the prices prescribed bythe general insurance council.Negotiations and discussions withnetwork providers are the onlysolutions,” said the chief under-writing officer of a general insur-ance company, who didn’t want tobe named.

In normal circumstances, policy-holders have the option of choosinga hospital. But given the high infec-tion rate for covid-19, finding a hos-pital bed has become a task in itselfand experts said in such a situation,some amount of regulatory inter-vention could help in the negotia-tion process.

India’s wholesale price index inflationcontracted for the third consecutivemonth in June, official data showed onTuesday, even though the rate ofdeflation narrowed compared with

the preceding month. The price of crudeoil fell drastically during June, while man-ufacturers continued to lose pricingpower as consumer demand waned amidthe unfolding coronavirus pandemic.

Data released by the industry depart-ment showed that wholesale price index(WPI) inflation contracted 1.81% in Juneagainst a 3.21% contraction in May. Duringthe month, crude petroleum prices sof-tened 41.4% from a year ago, while fuelprices also eased by 13.6% from their levelsa year earlier.

Ten out of the 17 categories of manufac-tured products listed in WPI includingtextiles, wood, chemicals and basic metalssaw a contraction in prices as bothdemand and supply remained constraineddue to coronavirus-related issues.

Wholesale food inflation, however,picked up marginally in June to 2% from1.1% in the preceding month.

Retail price inflation released on Mon-day showed food inflationeased to a nine-month low of7.87% in June while headlineretail inflation at 6.09%released after a gap of twomonths came surprisinglyhigher than the pre-coronavi-rus print of 5.84% for March.

Aditi Nair, principal econo-mist at Icra Ratings, said the divergencebetween food inflation at the wholesaleand retail level remained substantial inJune even after narrowing considerably,pointing to the continued varied dynam-ics driving food prices as the countryemerges from the lockdown. “With vege-table prices rising sharply in the recent

weeks, the uptick in wholesale food infla-tion may continue in July,” she added.

Traditionally, retail and wholesale priceinflation have followed different trajecto-ries because CPI and WPI are two differ-ent sets of indicators with varied composi-tions. Manufactured items have the high-

est weight of 64.23% in WPI, while fuelgroup and primary articles have 13.15%and 22.62% weight, respectively. On theother hand, food and beverages have thehighest weight of 54.18% in CPI, while ser-vices sectors such as health, education andamusement have a combined weight of27.26%. However, retail food inflation

often mimics wholesale food inflationwith a lag as price rises are first reflected inthe wholesale market before the retailmarket.

While retail inflation remains elevatedabove the upper limit of the tolerancelevel of the central bank, most analysts

believe the Reserve Bank ofIndia may continue to priori-tize growth over inflation inthe medium term and mayfurther cut its policy rate in itsmonetary policy committee(MPC) meeting next month.The MPC has cut the policyrate cumulatively by 135 basis

points between February 2019 and theonset of the pandemic.

“The smaller disinflation in the head-line and core WPI, as well as a CPI inflationprint in excess of the medium-term targetrange, are unlikely to outweigh growthconcerns when the MPC deliberates onthe course of monetary policy,” Nair said.
