EM-30 : Radioactive Material Handling Facility (RMHF) Operations : (Amar /Marshall)
A RD/ETEC team attended the DOE Nevada waste generators meeting last week. RogerMoore made a presentation on : 1) characterization of TRU waste drums utilizing ComputedTomography (CT) and 2) Electronic Data Package files using a CD-ROM Titer andscanning system. Two issues of potential significance to operations at ETEC included a
requirement of paying disposal fees to Bechtel (the new NTS O&M contractor) in advancefor the fiscal year and the implementation of detailed guidelines for the radiologicalcharacterization .
ETEC's Hake Incident Investigation Report has been revised to address DOE's key concernsrelating to the identity of the radioactive material and the root cause of the incident . Thechanges to the report will be discussed with DOE personnel in a meeting to be held at ETECon 2!1!96 .
Rewriting of the Sampling and Analysis Plan for the Hot Lab waste was completed . The Plan
is being reviewed. An order for 40 Type II waste boxes was placed for an expedited delivery .
E'L'I-30 : Hazardous Waste Management Faciliti (HWMF) : (Amar, Meyer)
DISC has not responded positively to ETEC's submitted request for a temporary extensionfor storage at B/029 . As a result of the delay in ge tting an extension , repackaging of wastehas been initiated so that it may be shipped to a disposal facility before the regulatory storagedate expires . Rain has been hampering efforts to complete this activity . Once the waste hasbeen repackaged , BDT. a hazardous waste disposal subcontractor will pick up the waste andship it to their permi tted disposal facility .
The SAD and the revision of the operating procedure are in design review. The final report
of the overpressure excursion was sent to DTSC .

EM-30 : Waste Minimization : (Amar / Shah )
Waste Minimization (WMIN/P2) assessments of LLTR D&D, Hot Lab D&D and KalinaPlant operations are continuing .
EM-40 : B/020 D &D (Olson / Trippeda / Kneff)
Removal, sectioning and packaging of the stainless pipe service gallery floor drains
continues . Service gallery drain line trenches were backfilled with clean soil and coveredsteel plating . The entire north wall of the service gallery was completely removed andpackaged for disposal due to the large amounts of fix contamination . The 88-feet longbasement HEPA exhaust duct was removed and size reduced per procedure 173DWP0000I1 .A hold point has been reached with the removal of the duct . D/641 has notified the NRC ofplanned removal of the that HEPA system . The facility general HEPA exhaust remains inoperation . Decontamination of the change room has evolved into total scabbling of the floorand removal of the general exhaust duct riser .
EM-40 : Large Leak Test Rig (LLTR) D&D : (Waite)
Preparation of the Program Management Plan and operating procedures continues .
EM-40 Soil and Ground Water Remediation : (Olson/Stone)
Groundwater Resources Consultants, Inc . submitted a draft of the B/886 extraction well
"pilot" treatment . The document will be routed for review .
A meeting with representatives of Harding Lawson Associates was held on Thursday,January 25, to discuss their recently published Geophysical and Hydrologic Survey Report
for B056 in Area IV, and to hear recommendations for continued monitoring and
assessments. The meeting was quite informative relative to alternative planning
considerations for future assessments in Area IV .
RFQ 50039770 : Requisition for the Area IV Groundwater Remediation Con tractor was
submi tted to Purchasing in November 1995 but has not yet been mailed for bids by
Purchasing . A verbal hold was requested on 01-26-96 to enable a rew rite of the statement ofwork to address Rocketdyne ER concerns .
Drawings for poster board displays showing the buildings containing bulk sodium; and the
D&D sites, and groundwater and radiological monitoring sites were completed . The poster
boards will be completed in the near future .
A categorical exclusion (CX) NEPA for fabrication of a sodium transfer skid is in
preparation.

Preparation of an estimate was drafted for assisting DOE-OAK with the preparation of anETEC En-, ironmental Assessment . and it is being priced by Program Administration
EM-40 : Bldg. 064 Soil Cleanup : (Olson/Trippeda )
Environmental Remediation is preparing a sampling plan for determining the extent of the
soil contamination . The septic tank co-, er was core drilled for sampling of water and sludge .
EM-40: Former Sodium Disposal Facility Clean Up : (Olson,'Shah )
Plant Services has wired the new 1 5Hp . water pump for the water management system.
EM-50: Technical Task Proposals : (Subbaraman / Marshall )
We have received $35K funds from DOE-Oakland to provide Technical Program Manager(TPM) support during the remainder of FY96 .
The scope of EM-50 support for upgrading the PaR equipment and to support the utilization
of the equipment at ORNL was reviewed with ORNL's Dr . Kent Hepwoth who visited ETEC
on Jan . 26. No outstanding issues were identified . Plans call for briefing DOE-Oakland,
DOE-Oak Ridge and DOE-HQ personnel at ORNL on Feb . 5 and obtaining their
concurrence .
Jere- Hyde from DOE-HQ will visit ETEC on Tuesday . Feb . 13 . Discussions will includeongoing EM-50 projects and a tour of Rocketdyne laser laboratories .
EM-60: Surveillance & Maintenance - Sodium Facilities : (Meyer)
In a meeting this week at Oakland . DOE-OAK did indicate that NE would fund the design
and fabrication of the sodium transfer system needed to remove 75% of the bulk sodiumassociated with inactive facilities at ETEC by the end of calendar year 1996 . A meeting is
scheduled with DOE representatives next week at ETEC to review the cost estimate
associated with the transfer system . At the same meeting in Oakland . agreement was
reached to have a single DOE-OAK point of contact for bulk sodium issues and to have a
consistent position when dealing with DTSC .
Di, estment Activities : (Hardy )
Demo work is scheduled to resume after payment of agreed to permit fees to Ventura County .
CTH Hydrocode Activities : (Kneff)
The CTH 1995 upgrade was compiled on one SUN workstation and a shotline calculation was
initiated to generate predictions for an upcoming rod lethality test. A ttempts to compile the
code on the second workstation (used for most CTH calculations) have been unsuccessful to

date, and may be due to problems associated with the recent installation ofoperating system on that machine.
