1. About this manual
Technical manuals provide detailed information on each sports competition and discipline at the I
Junior Pan American Games Cali - Valle 2021 as well as operational information that may be of
interest to participating teams.
The information contained in this manual may be subject to change by the Organizing Committee,
the Pan American Confederation (CP)/International Federation (FI) or by Panam Sports. Any changes
made will be promptly communicated in a timely manner and uploaded to the most updated version
of the extranet, which you can access through the website www.calivalle2021.com using the
username and password provided to your National Olympic Committee.
2. Information about Cali and Valle del Cauca
Cali, officially the Special, Sports, Cultural, Tourist, Business and Services District of Santiago de Cali,
is a Colombian district, capital of the Valle del Cauca department and the third most populous city in
Colombia with 4,600,000 inhabitants in 2015. It is located in the southern region of Valle del Cauca,
geographically the city is located in the Valle del Río Cauca formed by the western mountain range
and the central mountain range of the Andean region, with an average height of 1,000 meters above
sea level.
It is the only major city in Colombia that has quick access to the Pacific Ocean, 114 km from
Buenaventura, the country's main port. It was founded on July 25, 1536 by Sebastián de Belalcázar,
which makes it one of the oldest cities in America.
Valle del Cauca is one of the 32 departments that make up the Republic of Colombia and is the second
most populated department after Antioquia with 208 inhabitants/km².
The name of the department is taken from the Valle del Río Cauca or Valle Alto, between the central
and western mountain ranges, where the first cities of the department were founded with an average
altitude of 1,561 masl.
The capital of the Valle del Cauca is a city that has tourist attractions with history, a very active
cultural life and musical rhythms that have made it famous worldwide.
The musical rhythms of Cali, thanks to its ethnic wealth, range from the currulao of the Pacific coast
to the great protagonist of the city: salsa, a contagious and frenetic rhythm that is part of the
country's culture and makes Cali internationally recognized as the “world capital of salsa”.
On the tour of the city you can go to the banks of the Cali River to appreciate the architecture of
churches such as la Ermita and other colonial buildings that are authentic national monuments like

the Archaeological Museum La Merced and other emblems such as the Coltabaco building, the Jorge
Isaacs Theater and a modern banking area.
It is important to visit key points such as the Cali Zoo, the Granada neighborhood and the imposing
Cristo Rey, a statue similar to the Christ the Redeemer of Rio de Janeiro that watches over the city
from the Cerro de las Tres Cruces.
The museums are also part of the tourist sites of Cali: la Tertulia Museum of Modern Art, the Calima
Gold Museum and Caliwood are some of the best known.
In addition, the sugar cane that grows in the Valle del Cauca gives rise to a wide variety of sweets,
such as the white delicacy, the cocadas, the cholado and the champús, a rich drink made with corn,
lulo, pineapple, cinnamon and molasses of panela.
Of course, one of the best plans to do in Cali is to party, especially in the area of the Alameda
neighborhood, the historic center and the Obrero neighborhood, where the dance floors abound,
which with their unique atmosphere will vibrate each fiber of your body.
Without a doubt, one of the city's unique experiences is the Cali Fair, which is held in December to
say goodbye to the year to the rhythm of salsa. This impressive fair has the presence of great artists
of this genre who meet every December 25 at the traditional Salsódromo de Cali. In addition, the fair
is completed with cultural and sports events.
Other important celebrations are the Petronio Álvarez Pacific Music Festival, which takes place in
August, and the World Salsa Festival.
To learn how to dance salsa, Cali is the ideal tourist destination. Although it may seem difficult to
learn because of the speed and coordination of movements, in Cali there are many plans to
internalize some steps in academies and schools.
Another good plan is to know the nature of the surroundings and visit the Hacienda El Paraíso, where
María, one of the most remembered love stories in Latin American literature, written by the immortal
Jorge Isaacs, takes place.
On Sundays, many people from Cali move to rivers such as the Pance, to cool off and spend a quiet
day of leisure. Walking upstream, you reach the Farallones Foundation camp, where there is a hostel
and guides to get to know the Park.
The vallecaucano has dancing in his blood. Dance is his passion and its roots go back to the time of
slavery, the Pacific area is diverse in its cultural and folk expressions that are still preserved due to
the concern of the natives to cultivate their popular traditions.

Their music goes back to the pellejos dances, so called because the drums, that were the life of the
parties, were made with the skins of the animals. Among its native instruments is the guasá, the
marimba, the cununo and the bombo or tambora, which are used to perform dances such as the
currulao, the best known of the coast.
In the center and north of the Valle, tropical orchestral music predominates, and the best known
worldwide is salsa, with the greatest exponents of the genre characteristic of West Indian countries
such as Cuba, Puerto Rico and the Dominican Republic. The origin of the Pacific folklore is mostly
African, although it has a Spanish part, since the slaves, once the festivities of their Spanish masters
ended, made fun of them.
The adobe walls, the floor made of large bricks and the musty smell reveal some of the secrets that
are kept in a dozen old farms that survive in El Cerrito. Two of them have marked for centuries the
history of hundreds of vallecaucanos that have become true cultural, historical and tourist icons: El
Paraíso and Piedechinche.
Currency Colombia's currency is the Colombian peso (COP).
Language The official language is Spanish. In addition, more than 60 indigenous and Creole languages are
spoken in the country.
3. Pana, Cali - Valle 2021 official character
Pana
Cusumbo or coati (Nasua nasua)
What better word to describe exceptional youth, that spirit of seeking greatness in small actions, that
constant struggle to claim their ability to persist, not give up, to do wonderful things. It was that
young spirit that inspired us to choose the official character of the I Junior Pan American Games Cali
- Valle 2021 after selecting her from more than 100 proposals.
This is how “Pana” was born, a small but exceptional mammal that lives from the south of the United
States to the north of Argentina, covering the entire American continent with different names, but
always being the same.
"Pana" is an expert swimmer and climber, rules both dry and humid forests, nothing stops it. Its body
is designed to be a stealthy and persistent athlete, a complete champion of nature.
It is also very sociable, it lives in groups of up to 30 individuals. Its home is the Valle del Cauca, in
specific a burrow that it built with a dedication, where its recharges each night to shine during day.

Its name was brought up from a Colombian expression that denotes friendship, companionship,
team, fraternity, a bond from the heart. At the same time it is a tribute to the Pan American family,
of which “Pana” is its son.
It represents therefore the exceptional, the greatness of the small beings, the effort and work to
accomplish their objectives. It also represents the unusual, the claim of simplicity of bringing inside
force.
We would like to introduce to you “Pana”, everyone´s partner in this I Junior Pan American Games
Cali - Valle 2021, a friend that shows that kilometers are not enough to distance us, that we will always
have something in common. That from the Arctic to Antarctic we are a single continent, where youth
will meet in 2021 in a city and department that are ready to give our #AllForYou.

7. Qualification system
7.1 Athletes eligibility
The athletes must have signed and submitted the Athlete Eligibility Condition Form.
Athletes must be at least 15 years old and up to 20 years old by the day the competition begins.
7.2 Quota

7.3 Qualification system
Panam Sports approved 64 quota places for Cali 2021.
• Quotas will be awarded in a qualification event for the Junior Pan American Games will be held
in El Salvador March 8 to 14, 2021.
• Quotas will be awarded according to the position obtained by the competitor in the
qualification event for shooting, according to the competition program.
• 15 athletes will qualify for each of the 4 individual events.
• In order to guarantee the participation of the host country in all events, the host country will
have 4 places (1 for each event). Colombia will be able to obtain the other 4 places (2 men and
2 women) through qualification to complete the maximum quota of 8 places per country.
• Quotas will be allocated after the conclusion of the 4 individual events of the qualification
event.
• Quotas will be allocated to the countries positioned in the first places of the 4 individual
competitions.
• Then, a quota will be allocated to the countries that finished in second places in each
competition.
• Then, a quota will be assigned to the countries that finished in third place in each competition;
if a country already has the maximum number of athletes per event or per gender (male,
female), the quota will be granted to the country in the following position.
• This process will be repeated until 15 athletes per modality are completed; this way a fair
distribution of quotas in the 4 modalities is guaranteed, based on the position obtained in the
qualification event and ensures that 15 competitors per modality are obtained.

• An athlete can only earn one spot. If the athlete repeats in another event in a position with
quota, this will be transferred to the next shooter without previous quota.
• Federations must use their qualified athletes in their individual events to enter the Mixed Pairs
event.
• The places earned must be used in the event in which it was obtained or exchange it for
another event of the same discipline. However, athletes will not be able to switch between
disciplines such asl Rifle for Pistol (for example: the federation may reassign a quota obtained
in Men's Air Pistol for women’s Air Pistol). This protects the integrity of the discipline.
• Unused quota places must be returned to the CAT president for redistribution as soon as
possible, but no later than 90 days prior to the Opening Ceremony of the Games.

7.4 Confirmation of quota places
The Pan American Shooting Confederation will confirm to Panam Sports and to the NOCs the places
that each NOC has qualified no later than March 30, 2021.
The NOCs will confirm to Panam Sports and the Pan American Shooting Confederation the places
they will use no later than April 9, 2021.
7.5 Reallocation of unused quota places
If necessary, the Pan American Shooting Confederation will reallocate unused places to the next best
positioned NOC that has not yet qualified, no later than April 20, 2021.
NOCs that received reallocated quotas should confirm their participation no later than April 30, 2021.

8. Qualification to Santiago 2023
In Shooting, all gold medalist in individual events will qualify directly to the Santiago 2023 Pan American
Games. Two spots per gender (4 in total) will be allocated in these competitions.
These quotas will be for the athletes, not for the country. If the athlete that earned the place cannot
participate in the Santiago 2023 Pan American Games, said place will be lost and may not be transferred
to a country or to any other athlete placed in another position in the corresponding event of the I Junior
Pan American Games Cali - Valle 2021.
9. Competition format
In rifle events, shots will be fired at a 10-ring target. Scoring will be done by measuring the distance
between the closest edge of the shot hole and the center of the target. In the qualification stage, the
center of the target is worth a maximum of 10 points. For both men’s and women’s 10-meter air rifle
events, as well as in all rifle finals, the 10-ring target will be scored in decimal values from 0,0 to 0,9
(i.e. 10,0; 10,1; 10,2, etc.). In each event, no scores from the qualification round will be carried
forward to the final.
Pistol events will be scored in the same way as rifle events. In precision events/stages, competitors
will aim at a 10-ring target. In rapid fire events/stages, they will aim at a target with only the five
largest and highest-scoring rings. In all pistol finals, rings will be subdivided into 10 “decimal” score
zones from 0,0 to 0,9 (i.e. 10,0; 10,1; 10,2, etc.). In each event, no scores from the qualification round
will be carried forward to the final.

12. Appeals, regulations, uniforms and equipment
12.1 Appeals
Protests and appeals will be made according to the regulations of the International Shooting
Federation ISSF and the regulations of Panam Sports.
Appeals will be made according to FI regulations and Panam Sports regulations. Protests must be filed
within twenty (20) minutes of the action in question. If a score is protested, it must be done within
ten (10) minutes of the preliminary results being posted. Electronic target score protests must be
made before the next shot is fired. If the protest does not proceed, it must be paid. If you do not
agree with the decision of the protest, you can appeal by making the request in writing and paying
the corresponding amount.
During finals round competitions, the jury will supervise the finals and will make decisions based on
ISSF rules and regulations that do not involve protests. If a protest is made during a final, the finals
protest jury will be responsible for making an immediate decision regarding the protest. In finals, jury
decisions may not be appealed.
In final round competitions, protests must be resolved immediately. A finals protest jury consisting
of two members of the competition jury plus one member of the Jury of Appeal must be designated
by the technical delegate and the appropriate jury chairman.
In a finals round, no score protest will be permitted except for a failure to indicate a shot (score of
zero). In such cases, one member of the classification jury must also be included.
12.2 Regulations
The regulations for the Shooting competition must meet the requirements detailed in the following
documents in force during the Games:

14. Technical meetings
Technical meeting will be held on November 25, 2021 at 11:00 in the NH Hotel meeting room.
15. Medals and diplomas
Gold, silver and bronze medals will be awarded to the athletes who occupy the first three places in
all the events of the I Junior Pan American Games Cali - Valle 2021 shooting competition.
According to the regulations of Panam Sports, a diploma will be awarded to the athletes who occupy
the first eight places in each of the events.
16. Special procedures
Previous procedures
Entry of pneumatic weapons into Colombia
At the time of registration, each delegation registered the weapons corresponding to each athlete
with brand, model and serial number. These will be the only ones authorized for entry by the
national authorities.
Upon entering the country, the team delegate must register the temporary importation of weapons with the customs office in accordance with the registered registration.
The weapons registry corresponding to each country will be sent to you in advance for your review.
Equipment Storage: Arsenal
Each athlete once in the city of Cali will take his weapon to the hotel assigned for his delegation. On his first attendance at the polygon, he must approach the guns warehouse with his accreditation and his shooting box for the corresponding registration.
The Games guns warehouse and weapons transport services will only operate from November 23rd, 2021, between 7 am and the end of the competition or training days.
Athletes or teams arriving outside these dates will be responsible for the transport and storage of the weapons.
The guns warehouse will only store air guns. There will also be enough space for athletes who choose to leave their baggage with rifle equipment in the guns warehouse overnight.
All weapons will be stored safely at the venue throughout the competition. Athletes must officially register the entry and exit of their teams in the guns warehouse every day. At the end of each day, any missing weapons will be reported, and the situation will be investigated.
To ensure the proper functioning of the guns warehouse, athletes must identify their weapons upon first arrival at the venue, must permanently wear the official arsenal tags and report the date of departure to ensure that weapons and ammunition can be easily removed from the guns warehouse at the time of departure.

Athletes withdrawal
If an athlete fired a shot in competition and must retire, he may not be replaced with another athlete. This rule will also apply to competitions made up of different parts or carried out on different days.
Competition procedures
The competition procedures will comply with the rules and regulations of the ISSF and CAT.
Activities between competitions
All rest periods, including breaks for meals and snacks, must be held in the respective rest rooms for athletes or technical officials. Only water can be consumed on the playing field.
Post-competition procedures
Shooting gallery procedures
At the end of the competition or training, all national technical officials and range staff must ensure that the field of play is absolutely clean and orderly. All the furniture in the shooting gallery must be ordered and prepared for the next session or the next day's competition. Officials will be required to perform additional duties after the competition, if the situation requires it.
In accordance with ISSF rules, changes of clothing will not be allowed in the shooting range. It is recommended that athletes change in the changing rooms provided in the bathrooms of the shooting range and in the athlete area.
Protests and appeals
Protests must be submitted within 20 minutes of the action. If the score is protested, it must be done within 10 minutes after the preliminary results are posted. Protests about the electronic score obtained on the target must be made before the next shot is fired.
During the final round competitions, the jury will supervise the finals and make decisions under the rules and regulations of the ISSF that do not include protests. If a protest is made during a final, the jury in charge of the protest in the finals will be responsible for making an immediate decision regarding the protest. In the finals, the jury's decisions cannot be appealed.
In final round competitions, protests must be resolved immediately. A jury in charge of the protest in the finals, composed of two members of the competition jury plus one member of the appeals jury, must be appointed by the technical delegate and the corresponding jury president.
In a final round, no protest about scoring will be allowed, except for the inability to indicate a shot (score equal to zero). In such cases, one of the classification jury members must also be included.
17. Late Substitution Athletes Policy
Information on registration for all sports must be ready and must be received by the Sports
Registration Department of the Organizing Committee before noon (Cali time) on October 15th,

2021. In exceptional circumstances, when there are urgent medical or other problems and based on
a case-by-case evaluation, the Pan American Sports Organization (Panam Sports), the International
Federations (IFs) and the Pan American Sports Confederations may allow a replacement for an
athlete for another in the same sport, discipline and event, even after the date indicated above.
According to the Regulations of the Pan American Games an athlete may replace another registered
athlete if the following conditions are met:
I. That the National Olympic Committee (NOC) of the substitute athlete had requested an
accreditation before the accreditations’ application deadline.
II. That there are no outstanding cases of doping offenses involving the substitute athlete.
III. The substitute athlete is entitled and qualified to participate in the Games as stipulated in the
Sport Qualification System.
IV. The Panam Sports Executive Committee approves the replacement request.
Where these conditions are met, the following actions shall be taken:
a) The Member NOC shall complete a Substitute Athlete Form [1] for the athlete being replaced and
the substitute athlete, signed by the Chef de Mission or Deputy Chef de Mission.
b) The substitute athlete and the relevant Member NOC must fill out the Eligibility Conditions Form
and, when required, the Sport Registration Form.
c) The accreditation card of the athlete being replaced must be delivered to the Accreditation
Center and cancelled, so that the accreditation rights can be transferred to the substitute (subject
to the approval of the Panam Sports Executive Committee, as indicated above).
Note: Athlete substitutions can normally be considered up to 24 hours before the time of the sport
technical meeting or later, as determined by Panam Sports and the relevant IF/PC.
Where there are medical conditions preventing participation of an athlete, proven Anti-Doping Rule
Violation (ADRV), a positive COVID-19 test, isolation or quarantine due to a COVID-19 infection or
other exceptional reasons, Panam Sports, after consultation with the relevant Pan American
Confederation and Medical Commission, may authorize a replacement of an athlete by another
athlete only in the same sport and discipline and event.
This policy is only applicable for those sports/disciplines where the quota place has been allocated to
the NOC and not to an athlete by name.
All documents [2] and doubts regarding the policy must be sent to the Sports Registration
Department of the Games to [email protected] or delivered in person to the
sports information centers (during the Games) located in the different residential areas from 8 am to
8 pm. The Sports Registration Department will send a copy of the documentation to the

Accreditations team and Panam Sports. In exceptional cases, this policy will be subject to review by
Panam Sports.
[1] A paper copy of the sports registration form must be requested at the information desks located
at the sports venues or in the residential areas or by downloading it from the NOC portal.

English and Spanish.

19. Sports information points
In the different venues, there will be sports information points, which will distribute key details about
the sports of the I Junior Pan American Games Cali-Valle 2021 program, such as:
Distribution of start lists/tables, results and other information about the events, including updates on
the schedule, when required.
Information about the training schedule and, for selected sports, help with booking and modifying
training sessions.
Communication with the sports information center in all competition venues.
The hours of operation of the sports information centers will be based on the schedules of the
competitions, which take place in each venue.
20. Doping control
Panam Sports is in charge of imparting the current regulations, duly validated by WADA, for the
Games. These regulations apply from the arrival of the delegations to their respective hotels, during
the competition period from November 25th to December 5th and until 24 hours after the day of the
closing ceremony on December 5th, 2021.

Panam Sports anti-doping regulations do not contravene any of the international anti-doping
regulations issued by the World Anti-Doping Agency (WADA).
All NOCs, athletes, physicians and athlete support staff must review and be familiar with Panam
Sports' anti-doping regulations, which are based on the current world anti-doping code.
For doping control purposes during the entire period of the Games, the concepts of “in competition”
or “out of competition” will be applied in accordance with current regulations in the 2021 World Anti-
Doping Code.
Athletes and support staff will have the possibility to consult the current WADA ban list in the 'anti-
doping' section of the NOC portal.
20.1 Athletes' Rights and Responsibilities
All athletes participating in the Games will have the following rights and responsibilities with the anti-
doping program:
a. Rights
• Have a representative and an interpreter, if necessary.
• Request additional information about the sample collection process.
• Request a delay in the presentation to the doping control station for valid reasons
(attendance at the medal ceremony, medical attention, press conference scheduled by the
Organization, other competition).
b. Responsabilities
• Always remain under the direct observation of the doping control officer/chaperone, from
the moment the initial contact is made until the sample collection is completed.
• Present an appropriate photo identification, such as an accreditation, identification card,
national identity document or passport.
• Follow sample collection procedures (failure to do so may constitute an anti-doping rule
violation).
• Report to the station immediately for doping control, unless there are valid reasons for the
delay.
• For athletes transfer after the doping control procedures at times where the regular
transport system is no longer available, the organization will guarantee the transfer of
athletes and their representatives to the respective places of accommodation through the
service of transportation available.
• All underage athletes must fill out the Informed Consent of minors to take samples and carry
out doping controls, duly signed by the parent, guardian or legal representative. The
document will be available in the Anti-Doping section of the NOC portal of the Games page

and must be uploaded by the NOC on the Hercules platform prior to its arrival in the city of
Cali.
c. Athletes' whereabouts
The location information of the athletes for controls during the Games will be obtained from the
Hercules platform.
Athletes included in any registered testing group (international or national) must continue to provide
their whereabouts during the Games period in ADAMS. NOCs must notify Panam Sports of the
location of athletes staying outside of official hotels, as well as any athlete/team training that takes
place outside of the official training period during the Games. In addition, they must load the
distribution of rooms assigned to the athletes on the platform, 3 days before arrival at their respective
hotels.
It is the responsibility of the Chef de Mission to ensure that their athletes' location information is
uploaded and updated on the platform. The corresponding instructions will be delivered to the Chefs
de Mission for their completion.
d. Therapeutic use authorization (TUE)
Athletes have the right to request a Therapeutic Use Authorization (TUE) for a prohibited substance
or method required in the treatment of a disease. The approval process for a TUE to participate in
the Games begins with the submission of the athlete's request to their National Anti-Doping
Organization (NADO) in the case of a national-level athlete, or to their International Federation, in
the case of an athlete of international level, 30 days before his arrival at the event (October 25th),
which must be processed in the ADAMS system of the WADA, so that Panam Sports has knowledge
of the authorization.
Athletes may obtain information about the TUE process through their International Federation (IF)
or their National Anti-Doping Organization (NADO). Information on the TUE process will be published
in the 'anti-doping' section of the Games' NOCs portal as of August.
Once the NADO, the Regional Anti-Doping Organization (RADO) or the IF has granted an approved
TUE to the athlete and duly uploaded in ADAMS, each NOC must send an email to the Panam Sports
TUE commission at the email: [email protected], with the names and
disciplines of the athletes in their delegation who have a valid TUE, no later than 10 days before the
start of the Games (November 15TH), as long as they meet the established criteria in the WADA
international TUE standard. E-mail will be enabled as of November 1st of this year and during the
Games period.
During the Games, Panam Sports will only process TUE applications in documented emergencies or
exceptional cases in accordance with international standard from November 21st until the end of the

Games. The virtual application forms for a TUE and the instructions on how to submit a TUE, as well
as the online forms, will be available on the NOC portal, within the 'anti-doping' section. TUE requests
should be sent to the email [email protected] and must include the medical
supports indicated in the WADA international standard for TUE. The Panam Sports TUE committee
may request additional medical information as necessary, in accordance with WADA standards and
reserves the right to recognize TUE's issued by other anti-doping organizations.
e. Education in the Games
The doping education and prevention program during the Games will be developed in coordination
with WADA Latin America, Panam Sports and NADO Colombia.
The objective is to provide athletes and their environment with the opportunity to obtain information
on doping control and to remind them that the entire sports community has a mission to protect the
right to play fair.
Panam Sports suggests that athletes and their support staff take the courses on WADA's Anti-Doping
Education and Learning Platform (ADEL) prior to the start of the Games. These courses are free, open
access and you get a certification. There are specific courses for each level of participation (athletes,
coaches, medical staff, etc.).
21. Ceremonies
The medal ceremony will be held in the competition venue of each sport discipline, during the final
sessions, interspersed with the A and B finals, when appropriate.
The medal ceremony will include the presentation of the bronze, silver and gold medals, to the
athletes of the third, second and first place, respectively. The medal ceremony will include the raising
of the corresponding flags, and the interpretation of the national anthem for each winner of a gold
medal.
The medal ceremonies will be held in English and Spanish. The people who will present the medals
will be designated by the Panam Sports Executive Committee.
In accordance with the Panam Sports Regulations, all athletes will attend the medal ceremonies
dressed in the sports clothing of their respective National Olympic Committee or in the uniforms
approved for the competitions.
Athletes will not be allowed to stand on the podium if they are carrying unauthorized flags, signs,
markings, or commercial slogans of any kind.
