Desc ription Coding Scheme Measuremen t provides information abou t the amount of da ta transfe rred to upl ink and downl ink di rec tions
using the different EGPRS modulation and coding schemes (MCS) and GPRS coding schemes CS-3 and CS-4. The transferred
data is represented on the radio link control (RLC) block level. The payloads carried by the RLC blocks using different coding
schemes are shown in the table "Data amounts in radio blocks using different modulation and coding schemes". The
measurement also has counters for different cases of invalid RLC blocks as well as RLC block retransmissions. The object
level of this measurement is the BTS and the modulation and coding schemes used within.Because the MCS information is not
available for radio blocks having bad header information, these blocks are reported on a dummy MCS identifier MCS-0. Other
counters are updated on their respective modulation and coding scheme ranging from MCS-1 to MCS-9. CS-3 and CS-4
countersare updated on coding scheme identifiers 11 and 12, respectively. The counters 079000-079009 are updated both for
the normal and for the extended areas.This measurement is optional.This measurement type has been present since release S1

counters give the number of samples in each of the user-defined C/I ratio classes. You can use the interference matrix
generated with this measurement for automated planning.The object level of this measurement is the serving cell. For the signal
level of serving cell, the counters for calculating the average signal level as well as the standard deviation of the signal level are
provided.For the defined adjacent cells, one block of results contains six counters:- average strength of the downlink signal-

Desc ription The FER Measurement regi sters info rmation on the speech qual ity i n the Rad io interface.The FER Measurement provides the
uplink frame erasure rate (UL FER) from each codec of each TRX in the BTS. This provides a more realistic measure of voice
quality in the system than the bit error ratio (BER)-based RxQuality measurement.Additionally, the downlink frame erasure rate
(DL FER) is estimated using the correlation between the UL FER and UL BER values and applying these to the DL BER values.
Both the UL FER and actual or estimated DL FER values are reported in the FER measurement.When the Enhanced
Measurement Report is in use, actual DL FER values are available and the counters for real DL FER samples are updated
instead of the counters for estimated DL FER. Note that the updating of FER Measurement UL and DL counters can be affected
by data filtering. That is, if the UL RX Level value of a measurement report is below the set filtering value, the UL counters of the
FER Measurement are not updated. Also, if the DL RX Level value is below the set filtering value, the DL counters of the FER
Measurement are not updated. The data filtering is enabled and disabled with the PRFILE parameter RCS_FER_FILTER.
The RX Level threshold for data filtering can be defined with the UTPFIL parameter RCS_FER_FILTER_LEVEL_PRM_C; the
default value is -98 dBm.This measurement is optional.This measurement type has been present since release S10.

counters 015007-015230. The secondary counters for inter-cell handovers in BSC. If there are requests for internal inter-cell
handovers in BSC or external handovers in BSC to/from more than 32 adjacent cells during a measurement period, the rest of
the requests are summed to the secondary adjacent cell 33 counters 015231-015237.
The PLMN information counters are updated together with the LAC/CI information of the primary counters.Counters are
collected separately for each BTS. Signalling charts are drawn with the accuracy of message interface.This measurement is
optional and is related to the application software BSC3702 Handover Adjacent Cell Measurement in BSC.This measurement
type has been present since release S3.

With this information, you can find slow moving and fast moving MSs. The information is collected for each BTS.Note that the
MS speed statistics is collected only from the TCHs. The speed classes in PAFILE (BSC Control Parameter File) are connected
with two following BSC-specific parameters (examples included):- Upper limit of MS speed class 1 : 10 (speed 0-20 km per
hour)- Upper limit of MS speed class 2 : 30 (speed 21-60 km per hour)- Otherwise the speed belongs to class 3 (higher than 60
km per hour)This measurement is optional.This measurement type has been present since release S6.

Desc ription An o ffset margin is used to es tima te the s ignal leve l o f the non-BCCH frequency l ayer o f a segment w ith the common BCCH on
the BCCH frequency layer. This margin is defined as a parameter called non_BCCH_layer_offset. This parameter is also used
with the Multi BCF feature to compensate the known output power difference between the various base station site types.The
user is able to regulate the value of the respective parameter on the basis of the non-BCCH layer offset measurement
results.The measurement contains 83 counters. These include counters for absolute offset values from -40 dB to +40 dB in 1
dB steps. All samples that are below -40dB are collected into a separate counter. The samples that indicate a difference greater
than 40 dB are also collected in a separate counter.The samples for the measurement are collected at the SACCH signalling
rate from each MS with an ongoing call in a non-BCCH frequency BTS. When defining the signal level differences, the BSC
