1.2 Definitions

COMPANY: NIGC, owner and operator of the plant to be built, and decider of the project.

FEED: The phase of the Project that will define all project documentation necessary to handle the Engineering Procurement Installation & Commissioning (EPIC) phase.

EPC CONTRACTOR Means the Consortium of Sazeh – Jahanpars, in charge of the EPC of Bid Boland Gas Treating Plant Phase II engineering, procurement and construction.

FEED CONTRACTOR: Means SNC Lavalin, the company, employed by EPC Contractor, in charge of FEED Engineering design development.

VENDOR: Means a vendor which design, supply, and test the unit.

2 INTRODUCTION NIGC is planning for construction of a new project, namely “Bid Boland Gas Treating Plant-II (BB2)'' located in the South West part of Iran, about 15 km North West of Behbahan city in Khuzestan province. Bid Boland Gas Treating Plant-II is comprised of industrial and non-industrial areas. The EPC for the Project has been split to two packages. Package A that consists of the main gas treating plant located in near Behbahan City, and the Package B that comprise of the storage and loading facilities located in Mahshahr by the Persian Gulf Coast plus the feed and product pipelines between the gas plant and the storage facilities. Raw water is supplied from Marun River to the Gas Treating Plant via pipeline and treated for the process and utility use.

2.1 Project Water Treatment Scope

The water treatment areas of the project consist of the following units:

1. Water Storage Tanks

2. Water Softening Unit (Cold Lime Softening)

3. Chemical Preparation and Injection Units

4. Media Filtration Units

5. RO Membrane Unit

6. Mixed Bed Ion Exchange Unit

7. Potable Water Unit

8. Cooling Tower

9. Blow down/Waste Water Evaporation Unit

2.2 Scope of Vendor for Cooling Tower and Associated Packages (ME-444-001, ME-444-002, ME-444-003) Scope of supply includes, but not be limited to the following major equipment and instrumentation as shown on the UFD within the package boundary limit.

2.2.1 Cooling Tower (CT-444-001) Cooling Tower (CT-444-001) to be provided based on the attached datasheet (Attachment1) to be complete with:

- Cooling tower basin divided into two separate divisions, complete with dual strainers/screens and lifting equipment or similar apparatus for screen lifting/cleaning, screens with a lip at the bottom of the frame to catch debris when screens are removed for cleaning

2.2.2 Cooling Tower Chemical Package (ME-444-002) Cooling Tower Chemical Package (ME-444-002) to be complete with:

- Biocide (sodium hypochlorite) injection system.

- Anti-Scalant injection system .

- Corrosion Inhibition injection system.

Each injection system shall include .

- Two chemical metering pumps for each chemical.

- Chemicals day tanks.

- Air Mask with 30 minute tank

- Chemical package skid internals, structure, piping, valves and fittings, instrumentation, electrical equipment and control.

2.2.3 Cooling Tower Filter Package (ME-444-003) Cooling Tower Filter Package (ME-444-003) to be complete with:

- Two(2) 100% filter vessels (F-444-001).

- Nozzle, Header and Lateral design for service and filter backwash.

- Filter vessels skid internals, structure, piping, valves and fittings, instrumentations including pressure relief devices, electrical and control.

Notes:

1. Filteration rate is 3% of the cooling tower supply flow to users. Vendor is to confirm that filteration rate is sufficient for efficient cooling tower operation.

2. Filter vessels are to be rated for design pressure corresponding to cooling tower pumps shut off heads and design temperature of 60oc. Pumps shut off head is to be confirmed in detail engineering.

4 SUPPLY DESCRIPTION

4.1 Process Description

(See Attachment 4; Utility Flow Diagram – BB2-444-0205-1/1)

Cooling water return from users at 49 oC is required to be cooled to 34.5 oC by the cooling tower. Make-up water to the cooling tower is a mixture of several streams as shown on the utility flow diagram. In practice, make-up water may have a variable quality depending on the different streams flow rate ratio and composition resulting in the cooling tower make-up calcium content to vary from an average value. Cooling tower cycle and blowdown is then controlled by the cooling water calcium content. The proper operation of the cooling tower, cycle, and blowdown is achieved and controlled manually by the analysis of the calcium content of the cooling water composite samples. Anti-scalant is added to the cooling water for partial control of calcium deposition. Blow down flow as set by the operator is complementary to anti-scalant injection for calcium control. The conductivity meter provides an alarm if the ion content of the cooling water increases to a high level due to insufficient blow down. The conductivity meter will not be used for direct blowdown control due to the potential variability of the make-water composition and as it is not directly proportional to the calcium content. Cooling tower water is required to be protected against corrosion, scale and biological activities. Cooling tower filter backwash will flow to the evaporator package for water recovery. The cooling tower basin drain is also to be sent to the evaporator package if hydraulic allows. Otherwise it will be sent to the evaporation pond. Detail engineering has to evaluate the hydraulic feasibility of draining the basin water to the evaporator pond considering the elevation difference and plot plan locations of the cooling tower and the evaporator pond.

4.2 Feed Water Condition and Composition

Refer to Attachment 1 for the typical package feed water conditions and composition (Base case). As the exact make-up water to the package may have a variable quality depending on the different streams flow rate ratio and composition that are mixed (See UFD), cooling tower performance and design has to be evaluated and verified for an alternative composition in addition to the typical composition noted as Base Case. Refer to Alternate case for the extreme case of package make-up water composition in Attachment 1 datasheet. Vendor is requested to specify cooling tower blow down rate and associated blow down water quality for both the Base Case and the Alternative Case compositions as per Attachment 1 datasheet.

4.3 Product Water Specification Refer to Attachment 1 for the required cooling water return conditions and composition.

4.4 Chemical Specification

Vendor is to provide specification for all the chemicals, chemical injection philosophy and operating procedures.

4.5 Design Considerations As discussed above make-up water to the cooling tower is a mixture of several streams and may have variable calcium. Cooling tower cycle and blowdown is then controlled manually. It is important to facilitate this manual control by incorporation of a conservative cooling tower basin design to moderate the variation in the event of the failure of anti-scalant/corrosion inhibitor. It is therefore a good practice depending upon total system volume and blow down rates, to have a deeper basin than required on an equipment mechanical basis alone. Operators set the flow rate of the anti-scalant/corrosion inhibitor to get for example 10 ppm in cooling water. It is desired to have at least 12 hours before the concentration falls by 50% if chemical feeds stop. Otherwise, it will be difficult for the operators to control the cooling tower water quality. Hence, a deeper basin is to be designed to provide sufficient residence time. Vendor is requested to confirm the above operating and control strategy and ensure an efficient design for an operator friendly operation. Minimum recorded temperature being -2ºC may necessitate some mechanism of de-icing. Vendor is to evaluate and recommend whether fans with a low speed reverse for de-icing is to be considered. It is to be noted that the cooling tower design is to be a robust design employing the cross-flow scheme. The cooling tower fill should be splash type. Access to the cooling tower hot well basins is suggested to be left open and not enclosed to keep out the sunlight. Proper chlorination will mitigate potential algae growth in the presence of sunlight. Closing in the hot wells makes their routine inspection a confined space and potentially will limit the routine inspections.

5 GENERAL

5.1 Location

Bid Boland Gas Treating Plant No II is located at the South west part of Iran, about 15 km North West of Behbahan city in Khuzestan province.

5.2 Utilities

The following utilities are available:

5.2.1 Cooling Medium

• Water Cooling

Supply temperature = 34.5°C Maximum water return temperature = 49°C Minimum process temperature after water cooling = 40°C Supply / Return pressure, bar(g) = 8.0 / 6.5 (to be verified)

• Air Cooling

Air temperature for design is 48°C.

The minimum temperature to which process fluids can be cooled using air cooling is 58°C considering 10°C approach.

Air cooling is preferred to water cooling where possible.

5.2.2 Heating Medium The following utilities are available:

LP Steam: Low pressure steam at 4.5 bar(g).

De-superheating medium available : HP condensate with following condition: Header Supply Pressure, bar(g) 9.3 Header Supply Temperature , °C 181

Let down valve will be installed by EPC to the required pressure.

5.2.3 Cold Condensate Supply Pressure, bar(g) 12 Supply Temperature , °C 65

5.2.4 Nitrogen System Nitrogen gas is available.

Nitrogen header operating pressure : 5.0 bar(g) @ 40°C.

6 BASIC ENGINEERING REQUIREMENTS

6.1 General

The Vendor shall determine a design that meets the guaranteed statements as specified in Section 4.

The Process Vendor, in close co-operation with ENGINEERING CONTRACTOR, with regards to process design, equipment constructability, transportation and erection as well as plant operation reliability and availability shall optimise the process flow diagram.

Process Vendor responsibility is limited to the items within the Unit Battery Limits. However, the general arrangement of the whole Plant shall be taken into consideration for all scheduled Project Concept.

6.2 Equipment Design Requirements

All equipment design shall follow generally accepted international standards and Vendor own requirements, according to Vendor’s know-how. Compatibility with Iranian Petroleum Standards (IPS) shall be checked by EPC and any potential conflict shall be brought to the attention of Vendor for resolution. Relevant IPS Standards are listed in Section 3.

6.3 Turndown Ratio Design for 40% turn down ratio as minimum.

Vendor to advise if the lower turndown is possible.

6.4 Design Margin All rotating equipment shall have 10% design margin in flow.

Chemical injection pumps shall have 20% design margin in flow.

6.5 Heat Exchanger Design The following approach temperatures shall be followed during the design of heat

exchangers:

10°C for Air Coolers

5.5°C for Shell and Tube Heat Exchangers

2.8°C for Plate and Frame Exchangers

6.6 Vessel Design

Pressure vessels shall be designed as per ASME Section VIII Div 1, unless otherwise specified in SP-38687901-42-001.

6.7 Piping Design and Layout

Plant piping design, class identification shall be as per IPS. Vendor shall be responsible for line sizing and assigning piping classes (as provided by EPC) and material selection.

6.8 Metallurgy

All material shall be designed in accordance with recognized international codes and standard and vendor know – how. As a minimum the following allowances for corrosion and / or mechanical strength shall be used for carbon steel piping and equipment.

For piping material selection: IPS E-PI-221 Parts 1, 2 and 3 "Piping Material Selection, On-Plot Piping" For vessels and equipment: IPS E-TP-740 "Corrosion Considerations in Materials Selection" and IPS E-TP-760 "Corrosive Consideration in Design".
