Engagements with the National Security Advisor (NSA)

NASSCOM-DSCI report “Securing Our Cyber Frontiers” has generated response from the government. DSCI was invited to an interactive session convened by NSA, with the private sector for joint collaboration between public and private sectors in cyber security, where it was assigned the role of industry coordinator. It co-chaired the Standards & Audit sub-group and actively contributed in all the other sub-groups which were created under the Joint Working Group (JWG), chaired by Dy NSA, comprising government and private sector representatives. The JWG report has been finalized and was released by the NSA on 15th Oct 2012 at a function in New Delhi.

Planning Commission's Expert Group on Privacy

CEO, DSCI is a member of the Group and has been actively contributing towards formulation of Privacy Bill, based on the global privacy developments and the Indian requirements / context. Draft Report has been finalized in which industry self-regulation has been promoted with an emphasis on global Privacy principles' implementation and enforcement in cross-border data transfer

DeitY Working Group on Framework for enabling Cloud Computing Services

DSCI is the member of the Working Group (WG) comprising representatives from the government and the industry. The WG is chaired by Mr. Kris Gopalakrishnan, Executive Co-Chairman, Infosys. In the first meeting, DSCI was tasked to work on the international best practices with respect to government policies for promoting Cloud Services in India and Development of Cloud standards. WG is also discussing Policy mechanisms for government to use cloud in its IT implementation. DSCI made a presentation on government policies on Cloud Services and and Cloud Standards at the 2nd meeting of the WG held on 27th August, 2012.2012.

Raising Transboder Data Flow issues in EU-India Free Trade Agreement negotiation

DSCI, along with NASSCOM, has been working closely with the Ministry of Commerce to engage with the European Authorities - primarily Department of Justice and Trade - to highlight India's preparedness and competence to achieve the status of data secure

It has helped set-up a high power group comprising advocates, academics and IT/BPO companies, which is participating in discussions with the Ministry of Commerce for the next round of deliberations with the EU Study Team, which is likely to visit India in November 2012.

Working with NISG on developing Framework for Ministry of Home Affairs (MHA)

DSCI has been invited by National Institute of Smart Government (NISG) to develop Information Security Framework for Ministry of Home Affairs, for implementation in government departments.

Engagement with Ministry of External Affairs (MEA) on the issue of Internet Governance

4MEA sought DSCI support and views in their Policy work in international diplomacy, on securing the cyberspace, and emerging debate on Internet governance. It is a continued engagement and DSCI has shared White Papers and published Papers with MEA.

4The Research and Information System for Developing Countries (RIS), an autonomous think-tank under the MEA sought DSCI views on its UN Committee on Internet Reated Policies (CIRP) paper on Internet Governance. It was analyzed in detail by DSCI and the views were subsequently shared.

th8 Defence IT Consultative Committee Meeting

DSCI made a presentation on Strengthening Cyber Security in Defence Forces through Public Private Partnership (PPP) at the 8th Defence IT Consultative Committee Meeting, chaired by Hon'ble Minister of State for Defence. In its presentation, DSCI highlighted the significance of cyber security for defence forces, given the increasing number of cyber attacks on the Defence establishments around the world. Having rich experience of executing projects in PPP mode, DSCI proposed to the committee to focus on areas such as security standards & frameworks, audits & assessments, cyber forensics and trainings through PPP mechanisms where DSCI could play the role of interfacing agency between the defence and industry for implementing specific projects in the identified areas.

Bureau of Indian Standards (BIS) consideration on DSCI ©proposal to recognize DSF (DSCI Security Framework)

as Indian Standard

The Expert Committee(LITD 17) at BIS reviewed the DSCI proposal on 5th of September 2012, where DSCI presented key aspects of DSF and how it helps bring much required dynamism in the security program of an organization. Post the DSCI presentation, the Committee asked DSCI to prepare a draft document in the Indian Standard format to be submitted to BIS for consideration. Subsequently, BIS would circulate this draft to its other committee members as a Working Draft document in the form of Code of Practice / Guideline. The comments/feedback received from members would be discussed in the subsequent meetings of the LITD 17 Committee to decide on the future course of action.

DSCI Security Assessment Framework and DSCI Privacy Assessment Framework – work under progress, presentations made to BIG 4 companies and to Analyst Firm Gartner to validate our approach

DSCI is preparing Security Assessment Framework and Privacy Assessment Framework for organizations to help them assess their

capabilities in responding to the ever expanding threat and regulatory landscape. The DSCI Security Assessment Framework (DAF-S) is being developed for evaluating security practices at strategic, tactical, and operational levels, through a comprehensive knowledge driven approach. Sixteen assessment areas of DSF, provide a methodology to ascertain the maturity level for each area. The DSCI Privacy Assessment Framework (DAF-P) provides a pioneering approach for assessing organizational competence for privacy and its ability to implement principles of privacy mandated by contractual and compliance obligations.

DSCI comments on ISO standards under consideration

DSCI, through BIS, submitted its comments on the ISO-27036 series of standards on security in supplier relationships which includes Standards on Guidelines for Security for ICT Supply Chain Security and Guidelines for Security in Cloud Services. These comments were endorsed by BIS and submitted to the ISO for its consideration. DSCI has also attended the ISO Sub-Committee 27 (SC 27) meetings in Rome, Italy from 22nd Oct to 26th Oct 2012. SC 27 is responsible for developing security and privacy related standards.

DSCI Best Practices Meet 2012 at Bangalore, themed on Mobile and Cloud, and inaugurated by DG-CERT-In

DSCI organized “4th Best Practices Meet” on 12th July 2012 in Bangalore at Vivanta by Taj, focussed on the business adoption and the convergence of Mobile and Cloud in a global context. The Meet had panel discussions with panelists - the pioneers and thought leaders in secure mobile technologies and service providers through mobile interface. It aimed at developing a 'call for action' for the industry and users to help create a seamless and secure channel for business operations.

Together with the key speakers -Dr. Gulshan Rai, DG, CERT-In, Mr. Som Mittal, President, NASSCOM and various other industry experts co – chaired different panel discussions. Among them were Mr. Subramanya C, Global CTO, Hinduja, Mr. Sajan Paul, Director – Systems Engineering – India & SAARC, Mr. Dewang Neralla,

Co-founder and Director Technology, Financial Technologies, Mr. Indus Khaitan, Co-founder & VP, India Operations, Bitzer Mobile, Mr. Prashanto Kumar Roy, President and Chief Editor, CyberMedia. The BPM this year witnessed participation from more than 250 senior IT professionals (CIO, CTO, Risk Management, Security and Privacy, auditors and Consultants etc.) from various verticals like IT/BPO/ITeS, Telecom, Consulting firms, security technology firms and Banking & Insurance.

Some of the key sessions at the Meet included, Business adoption of Mobile in the security, Convergence of mobile & cloud application and the challenges in security, Mobile Commerce and its perspectives in Banking, Telecom & Payment Industry. The meet had specially focussed on Mobile Apps and its Security Implications, how privacy is evolving in the age of mobility, cloud and social media and others.

DSCI Corporate Excellence Awards 2012 launched with new categories

DSCI had recognized the individuals and organizations that have excelled in the field of Security and conferred the awards to them last year. In addition to the last year categories – DSCI Excellence Award for Security in Bank, Telecom, BPO , IT Services and Security Leader of the Year, this year new categories - e-Governance, Privacy and Emerging Information Security Product Company have been added. The nominations for DSCI Excellence Award 2012 which was started on 1st August 2012 and closed on 28th September 2012 created overwhelming response with number of entries exceeding last year's.

This year the jury for the Corporate Awards is : Dr Ganesh Natrajan, Vice Chairman & CEO of Zensar, Mr. B Sabamurthy, Director IDRBT, Mr. Kersi Tavadia, CIO , BSE Ltd, Mr. B K Syngal, former Chairman & Managing Director VSNL, Prof . Dr. Asim K Pal , Professor of Management Information Systems at IIM Calcutta, Prof. M P Gupta Chair – Information System Group & Co-ordinator – Centre for Excellence in e- Governance in the Department of Management Studies, IIT Delhi.

Roundtable on 'Securing the Next Generation Cloud in association with Juniper on the sidelines of the Best Practices Meet (BPM)

A roundtable conference was held by DSCI in association with Juniper on 12th July on the sidelines of the BPM where various topics were discussed around Cloud Security. Topics included were overall Cloud Architecture & Service Architecture, how they are evolving and Security Architecture is being integrated, Critical Applications and stringent performance norms and sensitive security environment, Delivery of Security in Cloud and its Management, Policy issues on Cloud Security' etc. Mr. Vinayak Godse, Director – Data Protection, DSCI chaired the roundtable and Mr. Bisham Kishnani, Sr. Technical Consultant – Datacenter Practices, who represented Juniper also shared their views with over 25 participants from different categories that included Banks, IT Services, BPO, Consulting and Captives . They also spoke on the need and how the next generation Cloud can be secured.

Briefing session on Verizon Data Breach Investigations Report 2012, New Delhi

DSCI co-hosted a briefing session on Verizon Data Breach Investigations Report'12 together with Verizon at Taj Mahal Hotel New Delhi, on 19th July 2012. The report was prepared by a Verizon RISK team in cooperation with the Australian Federal Police, Dutch National High Tech Crime Unit, Irish Reporting and Information

Security Services, Police Central e-Crime Unit, and United States Secret Service, who helped the team with facts of data breaches and stolen records. In the session, Mr. Bryan Sartin (Director-Investigative Response, Verizon) along with his team, shared insights on how to avoid become victim and provided an in-depth analysis of data breaches and mitigation techniques. The session saw a participation of over 30 delegates from the government, PSUs, Law Enforcement Agencies & defense.

Meeting of Chennai Chapter on 'Data Security, Cyber Security and Public Policy', including a special session by DSCI

A meeting was conducted on 26th July in Chennai where Mr. Vinayak Godse, Director, Data Protection presented his views on topics like Global Policy initiation and its impact on Transborder Data Flow and trade issues. The topics were discussed extensively by the DSCI's chapter members and a group of lawyers who participated in the session.

Meeting of Bangalore chapter was held at the Infosys campus on 'Data Security, Cyber Security and Public Policy’ On 21st August 2012, a chapter meeting was organized by DSCI & Infosys where Mr. Srinath Batni, Member of Infosys Board brought focus on the Importance of Information Security. Mr. P.D Mallya, VP & Head, Information Security Group, Infosys shared 'Information Security Experience at Infosys' and Mr. Rahul Jain, Sr. Consultant, DSCI shared his views on Technical, Legal & Public Policy Perspectives of Cyber Security and Cloud' at Bangalore chapter meeting.

2A School Awareness Program organized by ISC , CIRT Navy & DSCI

On 16th August 2012, a special awareness program was organized for 200 students from Navy Children School, Delhi to make them aware of the cyber laws for an unauthorized access to someone else's computer or computer resources, receiving stolen computer resources and devices, impersonating others using any computer resource, violation of someone's privacy, downloading and sharing pornographic content, sending obscene messages, selling obscene content among others. The organizers received a overwhelming response from the students, which may result in extending this program to more schools in Delhi.

'Firewall Panel - Solutions to Security & Compliance Challenges in the Cloud' with his co-panelists; Mr.Kartik Shahani, Country Manager, India & SAARC, RSA, Mr. Mahesh Gupta, Vice President, Business Development–Borderless Networks, Cisco, India & SAARC, Mr. Mark Goudie, Verizon, Regional Manager for Investigative Response, Asia Pacific.

Speaking about the latest developments in the government's cloud policies, Mr. Jain also pointed out different data protection regulations of other countries including the EU Adequacy of India, as part of the ongoing India-EU FTA negotiations and implications for the IT/BPO industry. Highlighting the challenges faced by industries in cloud adoption he said “It is often viewed that laws do not scale up to developments in technology. But, law cannot always be prescriptive and challenges will come with its interpretation. Our policy makers need to interact more with the industry before bringing regulations.”

Presentation on “Securing the Cyber Frontier” at ITX Asia Conference, 2012, Kuala Lumpur, Malaysia

A 2- Day international conference was organized by Business Media International in Malaysia which was attended by top IT executives from the Asia -Pacific region. Mr. Rahul Jain, Sr. Consultant, DSCI delivered a presentation divulging on the issues and recommendations identified in 'Securing our Cyber Frontiers Report' prepared by NASSCOM-DSCI, including characteristics of Cyberspace, Global & Indian threat landscapes and recommendations to government and industry.

Participation in a panel discussion in a conference organized by FICCI on 'Homeland Security’

Mr. Vinayak Godse, Director-Data Protection, DSCI with his co-panelists Mr. Bhagwan Shankar, Joint Secretary, Ministry of Home Affairs, Govt of India (Chair), Mr. Gurpawan Singh, Managing Director, Pinkerton Consultancy and Investigations, Mr. G B Singh, Editor, Security Today, Mr. S. K. Dheri, Advisor, DLF Group, Mr. Sanjay Pant, Scientist E, BIS shared his experience on IT Security in building an ecosystem for physical security.

The closed panel discussion saw 50+ participants from Real Estate, Facilities Management, Physical Security, Physical Security providers, Lawyers, Government of India, and Consulting & Advisory. He also participated in a panel discussion on “Critical Information Infrastructure Protection – Towards building a cyber safe city” DIT, Chandigarh Administration.

OUTREACH THROUGH SEMINARS ORGANIZED BY OTHER ASSOCIATIONS/ENTITIES

DSCI's reached out to more stakeholders through a number of conferences, round tables organized by various associations, nodal agencies, regulatory bodies and also the media. These included:

Presentation on Data Protection Challenges on Cloud at NASSCOM GIC Forum on 27th July 2012

Mr. Rahul Jain, Sr. Consultant, DSCI presented on Data protection challenges in the Cloud at the NASSCOM GIC Forum, highlighting security, privacy, legal, compliance, contractual & policy issues. He elaborated these challenges from user, service provider as well as government perspective giving an extended focus on how the government policies have a bearing on the adoption of Cloud. He discussed on the EU (European Union) Adequacy of India, as part of the ongoing India-EU FTA negotiations and implications for the IT/BPO industry, applicability & interpretation of the legal regime in the cloud together and DSCI initiatives for Cloud.

Presentation on 'Data Security Imperatives' in a conference organized by Delhi High Court and C-DAC on 'e-courts'

Mr. Vinayak Godse, Director-Data Protection, DSCI presented on Data Security challenges faced during implementation of e-courts. The conference was attended by Judges, Prosecutors, Solution providers for e-court systems and Law students.

Workshop on 'Data Security for Banks' in the international program organized by - IDRBT on 13th Aug 2012

A 2-Day long workshop was conducted for banking professionals (Internet security officers and Senior IT professionals) primarily from the Public Sector Banks. Mr.Vinayak Godse, Director Data Protection shared his views on various issues and challenges faced by Banks. The discussions in the workshop spanned from Public Policies for Privacy, Privacy implementation and Challenges to Cyber Security and Privacy in Banking.

Participation in a special Cyber 40 Seminar on “International Cooperation and Cybersecurity” organized by The EastWest Institute (EWI)

On 17th September, EastWest Institute organized a special Cyber 40 Seminar to raise awareness amidst diplomats on Cyber Security. On the occasion Dr. Bajaj- CEO, DSCI shared his views on International co-operation and Cyber Security together with other panel members- Mr. Kanwal Sibal, Former Foreign Secretary of India Director, East West Institute, John Edwin Mroz President & CEO, EastWest Institute. Gulshan Rai, Director General CERT-In, Ms. Vijaya Latha Reddy Deputy National Security Adviser & Secretary National Security Council Secretariat, R. Chandrashekhar Secretary Department of Information Technology, Shri J. Satyanarayana, Secretary Department of Information Technology, Ministry of Communications and Information Technology and Mr. Virat Bhatia, Chairman, FICCI Communications & Digital Economy Committee President, EA, South Asia, AT&T. The panel members of the Seminar also expressed their views on 'Outlining the principal challenges, policy makers today are facing in confronting the growing importance of cyber security in the diplomatic sphere, how the important vacuum can be filled and the diplomats and policy makers can address emerging threats to cyber security and their potentially devastating consequences for economic stability and international peace.

DSCI, as knowledge partner to EWI also helped EWI in bringing together leading corporations, specialists and governments around the world to mobilize cooperative approaches to cyber security.

Participation in a panel discussion organized by FICCI on 19th Sep at “A Multi Stakeholder Discussion on India's Position in the UN on Internet Governance”

The discussion was focused on the Indian government proposal on the Internet Governance for establishing United Nations (UN) Committee for Internet Related Policies (UN-CIRP) last year. Having analyzed the various aspects of the proposal the panelists (eminent personalities from Government, DSCI, Center for Internet and Society, ISPAI, APNIC, COAI) shared their views and recommendations.

CEO, DSCI, emphasized on Multi stakeholder approach to enable shared decision making. He also raised the importance of increased industry participation at various platforms of Internet Governance, and establishment of key decision making forums.

Participation in the discussion on Cyber Security Strategy in 'Software Watch India' conference held at Le Meridian

Dr. Kamlesh Bajaj – CEO, DSCI shared his views on Cyber Security Strategy in 'Software Watch India' Conference where he touched facets of internet, stating how it's being exploited; as not only a platform for expression, a mainstream shopping but also a big playground for foes interrupting the Nation's Security and disgruntling economic development. While pointing towards the significance of Cyberspace, he mentioned it as a fifth domain of Global commons; is used for economic, commercial, and military purposes. Dr. Kamlesh Bajaj- CEO, DSCI shared his views on Cyber Security in 'Defence Watch' , a discussion held with DD news; In an interview Dr. Bajaj with his co-panelists – Lt Gen (Retired) Mohapatra, Ex- Signals-in-Chief, Dr. Cherian Sameuls, IDSA discussed on challenges of cyberspace; exploitation of cyberspace by state and non-state actors– the backdrop was the exodus of NE people from Southern states by spreading rumors on the social media and through masses.

CEO, DSCI emphasized on building the capabilities of India's intelligence agencies in monitoring of cyber space; having a national cyber security structure for coordination & collaboration to address the challenges of cyberspace.

Awareness Workshop on Cyber Crimes at Gujarat, in association with Government of Gujarat

The first workshop on Cyber Crime Awareness was conducted on the 20-21st of July 2012, in Gandhinagar, Gujarat. The Workshop was conducted with the Support of Government of Gujarat, Home Department and Department of Science & Technology. Gujarat Forensic Sciences University collaborated with DSCI in organizing the workshop in their premises. Mr. Ravi Saxena, Additional Secretary, Department of Science and Technology inaugrated the workshop. The workshop saw participation from close to 100 Police officers of the Gujarat State. Senior Police officers - Shri Manoj Agarwal IPS, IGP, SCRB; Shri Manoj Shashidhar, IPS – ATS; Mr. A.K Sharma, IG, Special Branch; Mr. Mayur Chavda, ACP (crime) Ahmedabad shared their experience on handling the cyber crimes cases with the LEAs attending the program.

The release of training manual titled 'Cyber Forensics – Meeting the challenges of Cyber Crimes'

The manual was developed by DSCI, in consultation with the industry that comprises the forensics tools and investigation procedures. Mr Ravi Saxena, Additional Secretary, Department of Science and Technology released “Cyber Forensics – Meeting the challenges of Cyber Crimes”, and requested police officers to use the book as a reference material for Investigations.

There were several sessions that put focus on important issues on Lawful interception In India vis a vis IT Act.

A number of sessions were delivered including sessions on important issues on Lawful interception In India vis a vis IT Act, search and seizure of Digital investigation presented by DSCI, Mobile phone crime investigation which was chaired by Mr. Kunwar Vijay Pratap Singh, DIG Cyber Crime. The session covered various aspects of CDR analysis, tower dump analysis in investigations. Live Demonstrations were made by the industry experts on the second day of the workshop.

DSCI introduced India Cyber Cop last year to recognize and honour officers from State Police organization/ investigation who have shown high level of preparedness and have excelled in the area of information security and privacy. This year, a new category has been introduced Excellence in Capacity Building of Law Enforcement Agencies (LEA) awards for recognizing State/UT Police or Investigation Agency who have disctingued themselves in the field of Security & Privacy. This year the jury for LEA awards is: Mr. Loknath Behera, Officer at Indian Police Service, Mr. Pratap Reddy , GP, Western Range, Karnataka, Mr. Nandkumar Saravade, works as Director, Citi Security and Investigative Services, South Asia and Mr. Vakul Sharma, Advocate, Supreme Court.
