1. GENERAL 1.1.0 In the preparation of this Maintenance Requirement Reference ALS/AMP/100 to meet the

requirements of the Kenya Civil Aviation Authority and the recommendations made by the constructors Bombardier/De Havilland Company publications mainly:

a. Maintenance Program Manual - Part 1 Maintenance Review Board (MRB) - PSM 1-8-7 Revision 28 Dated 05th June 2015

b. Pratt & Whitney Maintenance Manual - P/N 3034632 - Revision # 53.1 Dated 07th Oct 2015 c. Hamilton Sundstrand CMM - P/N 61-13-02 - Revision # 19 Dated 24th May 2007 d. Maintenance Planning Manual - 1-8-7P Revision # 23 Dated 05th June 2015 and manufacturers who provide components/parts, have been evaluated and where appropriate have been incorporated.

1.1.1 It is agreed that it is the duty of this Operator Post Holder Maintenance or his Approved Contracted Maintenance Organisation to ensure the subsequent Maintenance Recommendations, including Airworthiness Information promulgated in Airworthiness Directives, Service Bulletins, Service Letters, etc., issued by the Constructors and Manufacturers will be evaluated and, where appropriate, will be incorporated in this Schedule by the Approved Amendment Procedure.

1.1.2 Tasks: The tasks in this Maintenance Schedule are listed as follows:

To be conducted in accordance with the Specified Inspection Periods or due dates, designation of parts to be discarded, I.A.W the limitation of service life, to maintain the continued Airworthiness while the airplane is in service.

Maintenance Schedule Applicability

The items shown are applicable as follows: Aircraft Type : De Havilland DHC 8-100 series Aircraft Registration : 5Y- BVO, 5Y-BXI, 5Y-BXH, 5Y-STN, 5Y-PRV 5Y-BXU, 5Y-BZI, 5Y-CAU Aircraft Serial Number : 007, 376, 205, 179, 185, 344, 105 and 010.

During the early stage of operation and through a Reliability Program conducted by ALS Ltd and/or its Approved Maintenance Organisation a review of the actual data will be made for improvement as experience is derived based on the operation and maintenance processes, which also includes sampling Inspection Records.

1.1.3 Annual Utilisation

The periods/frequencies of the maintenance tasks in this schedule are generally based on an anticipated annual utilisation of 2500 flying hours per aircraft. It must also be noted that any large variation in the annual utilisation of an individual aircraft can invalidate the effectiveness of certain tasks. If such utilisation varies significantly from the anticipated figure of 2500 flying hours, ALS Ltd or its Approved Contracted Maintenance Organisation, must review the Maintenance tasks with a view to making the necessary adjustments. In addition to variation in utilisation, this Operator, or his Contracted Maintenance Organisation to ensure that the detailed requirements continue to be valid in the light of operating experience and Aircraft Airworthiness will review the data contained in this Schedule at least annually.

1.1.4 The following General Rules are incorporated in order to designate the Inspection Period for

each item covered in this Manual:

i) The periods are generally indicated by flight Time, Due Date, and if necessary any two of them, specifying, “which ever comes earlier”.




1.1.5 Flying Times All periods specified by: “Flight Time” are to be calculated and recorded on a “Take-off to Touch Down” basis. However, these periods (Flight Time) allows for full utilization of the aircraft I.A.W the anticipated annual “Flying Time”.

1.1.6 Items Designated by “Due Date” Method

These are items which deteriorate as time elapses or which can be controlled well by the “Due Date” method and are limited by the elapsed time since the last overhaul, etc., irrespective of the time in Service or Flight Time. With this method, the following must apply: i) The “Due Date” for next removal must be indicated on each equipment. ii) The “Due Date” indicated on each equipment must be checked at certain time intervals

or the Removal Instruction based on records must be issued. Note: In either case, the elapsed time is counted from the date when the specified job was accomplished, i.e., the date of overhaul of the equipment.

1.1.7 Certification of Maintenance

The requirements are specified in the KCAA’s Approval Document and endorsements relating to this Schedule, therefore, attention is drawn to the necessity of ensuring that the appropriate Certification is made.

1.1.8 Variation to Maintenance Periods

NOTE: THE TASKS AND INTERVALS SPECIFIED IN SECTION 03, ARE MANADATORY AND CANNOT BE CHANGED, ESCALATED, OR DELETED WITHOUT THE CONSENT OF THE MANFACTURER AND APPROVED BY THE KCAA. The escalations here below are not applicable to section 03 of the AMP.

These are the periods prescribed by this schedule which may be varied subject to the conditions and limits contained in the KCAA’s Approval Document and endorsements relating to this Schedule. The Director of Quality Assurance will grant variations to the approved maintenance program which includes maintenance checks and hard time components. However, it is understood that variations to Airworthiness Directives or life limited parts/components are excluded.




The Quality Manager will grant variations to the approved maintenance program which includes maintenance checks and hard time components. However, it is understood that variations to Airworthiness Directives or life limited parts/components are excluded.

The maximum variation of a prescribed period is indicated below:

a) Items controlled by flight hours: • 5000 flying hours or less: 10% • More than 5000 flying hours: 500 flying hours

b) Items controlled by calendar time:

• 1 year or less: 10% or 1 month whichever is the lesser. • More than 1 year, but not exceeding 3 years: 2 months • More than 3 years: 3 months.

c) Items controlled by landing/cycles:

• 500 landings/cycles or less: 10% or 25 landings/cycles, whichever is the lesser. • More than 500 landings/cycles: 10% or 250 landings/cycles, whichever is the lesser.

For items controlled by more than one limit, e.g. items controlled by flying hours and calendar time or flying hours and landings/cycles, the more restrictive limit should be applied. For any further additional tolerance, prior to the commencement of the tolerance the Director of Maintenance (AOC) will ensure the aircraft is inspected to the degree necessary to ensure that it is airworthy, and in a satisfactory condition to operate for the period of the tolerance. Proof of acquiring the necessary components/test equipment to accomplish the task will also be provided to the KCAA. The Authority may then authorize the Quality Manger to issue variation within specified limits. Depending on the nature of the variation, the Authority may require the AMO to contact the manufacturer to assess the exemption request. The Quality Manager is responsible to ask for variation from the Authority and to inform the Maintenance department concerned on receipt of the Authority acceptance. The variation shall be recorded in the appropriate aircraft or component logbook.

1.1.9 Airworthiness Directives & Manufacturer’s Service Information

i) It is the responsibility of the Director of Maintenance (AOC) or his Authorised Designee to fully comply with the Maintenance Schedule tasks, and to ensure adequate and timely response for the continuous airworthiness of the aircraft and its equipment.




iii) Continuing Airworthiness and other Service Information must be continuously evaluated by the Operator or the contracted Maintenance Organisation and, where necessary, appropriate action must be taken to amend the Maintenance Schedule.

1.1.10 Gas Turbine Engine Parts Subject to Retirement or Ultimate Lives

It is the responsibility of this Operator (through its Director of Quality Assurance or Approved Designee) to ensure that he and his Contracted Maintenance/Overhaul Organisation comply with the requirements of all Airworthiness Advisory Circulars For ultimate lives refer to P & W Maintenance Manual.

1.1.11 Structural “Fatigue” Lives published by the Constructor/Manufacturer or by the KCAA are mandatory and must be complied with.

Also all other Life Limitations classified as mandatory by the Constructor/Manufacturer must be complied with, unless varied by the KCAA.

1.1.12 Maintenance Practices and Procedures

The practices and procedures necessary to accomplish the requirements of this Maintenance Schedule, or work resulting from its application, should be at least to the minimum standard recommended in: i) Relevant Maintenance Manual ii) Overhaul/Repair Manual iii) KCAA Regulations

1.1.13 All Vital Points and Control Systems Whenever inspections are made or work is undertaken on vital points in flying or engine control systems, a detailed investigation must be made on completion of the task, to ensure that all tools, rags or any other loose articles which could impede the free movement and safe operation of the systems have been removed and that the system(s) and installation in the work area are clean and unobstructed.

If, as a result of the application of this Maintenance Schedule, any part of the main or any associated flying engine control system is dismantled, adjusted, repaired or renewed, that part of the system(s) which has been distributed shall be subjected to a Duplicate Inspection, with free movement, range, direction and tension checks shall be certified in accordance with Kenya Civil Aviation Requirement as amended.




1.1.14 Fuel Systems Contamination Checks

The following check must be made to establish that fuel systems are free from contamination:

Fuel systems water drain checks are to be carried out at periods not exceeding 36 hours elapsed time and in accordance with company instruction (refer to Maintenance Control Manual).

Note: The Operator (ALS Ltd) must be satisfied with quality of all fuel taken on board his aircraft, particularly in respect of water contamination and monitor the suppliers quality performance by periodic audits not to exceed twelve (12) months. Engine Wash An Engine Desalination wash is to be carried out not to exceed “A” check and an Engine Compressor wash is to be carried out as required by ECTM Analysis. These are to be done in accordance with PWC MM chapter 72-00-00.

1.1.15 DC Leak Check

A Pitot and Static leak test may be omitted, when one Air Data Computer (ADC) is removed /installed, provided a thorough inspection of the Pitot and Static Quick Disconnect Fittings to the ADC is made before connection, and after installation, to ensure satisfactory coupling. Leak checks are required when ever both ADC’s are removed/ installed.

1.1.16 Reliability Program

a) The Company has started the Reliability Section to implement fully the requirements of the Reliability Program Manual that has been established to meet the intents of the FAA Advisory Circular 120-17A and the KCAA Regulation 66 on the Aircraft Maintenance Program (AMP). The Regulations requires that a reliability program be established for aircraft with a maximum takeoff mass above 13,310 Kg. The method for data collection, analysis, corrective actions and reporting specified for the implementation of this program is prescribed in the Maintenance Control Manual, and the Reliability Program Manual which constitutes part of this Approved Maintenance Program.

1.2 OUT-OF-PHASE 1.2.1 Out-of -Phase items consist of items that have calculated time/cycle intervals which may not

coincide with any other scheduled Maintenance Program interval, or are of such nature that handling is required.

1.2.2 Out-of-Phase items are printed on Non Routine Work Cards. The Maintenance Planning unit

will provide the Non Routine Work Cards to document the accomplishment of out of phase items assigned to aircraft.

accomplishment should include reference to the out-of-phase item in write-up. ii) Out-of-Phase item accomplishment records will be forwarded to technical Records

along with other maintenance check sheets. iii) Out-of-Phase items assignments are made daily. iv) In order to assure accomplishment, out-of-phase items will not be assigned until all

required parts and tooling are provisioned and received. In no event must an out-of-phase task be permitted to overrun its due date/cycle/hours. However, if availability of material is beyond ALS Ltd control, the Quality Manager shall seek variant grant from the KCAA.

1.3 INSPECTION STANDARDS

1.3.1 Unless otherwise stated, all inspection requirements are to be applied without removing an item from the aircraft or dismantling the item, or group or sub-assembly unless dismantling is considered essential in order to ensure airworthiness. Where dismantling is required by this Schedule, this is stated against the item concerned.

1.3.2 Throughout this Schedule where the abbreviation (CHK) or term Check has been used to

signify the inspection requirements, it is to be interpreted to mean:

i) That is to be inspected (externally and ‘in-situ’ unless otherwise stated) to a degree at least sufficient to ensure that it will remain serviceable until the next scheduled inspection of the item becomes due.

ii) That item is, at the time of inspection, free from any observed or reported defects likely

to affect airworthiness.

iii) Inspections to the above requirements must comply with the minimum standards set out hereunder having regard to the material from which the item is made and applying these standards wherever physically possible. The depth or degree of application being at the discretion of the signatory.

1.3.3 Metal Parts

Applicable to al1metal parts, bodies, or casing of units in systems and in electrical instruments and radio installation, metal pipes, ducting, tubes, rods, levers.




Freedom from: Distortion, dents, score, chafing pulled missed fasteners rivets,

bolts, screws. Evidence of cracks and wear. Separation of bond, failure of welds and spot welds. Deterioration of protective treatment and corrosion.

1.3.4 Rubber, fabric, glass fibre and plastic parts: i.e., coverings ducting, flexible mounting, seals, insulation of electrical cables, windows etc.

Inspect for: Cleanliness cracks, chafing, kinking twisting, crushing

contraction sufficient free length. Deterioration. Crazing. Loss of flexibility(other than fabric covered components), overheating. Fluid ingress. Obstruction of drainage or vent holes or overflow pipe orifices. Correct seating of fairings and serviceability of fasteners.

Freedom from: Distortion, dents, scores, chafing, pulled or missed fasteners, rivets, bolts, screws. Evidence of cracks and wear. Separation of bond, failure of welds and spot welds. Deterioration of protective treatment and corrosion.

1.3.5 Control Systems and Components

Inspect for: Correct alignment – no fouling. Free movement in correct sense of direction. Evidence of bowing. Scores. Chafing. Fraying. Kinking. Evidence of wear. Flattening. Cracks, loose rivets. Deterioration of protective treatment and corrosion. Electrical bonding correctly positioned, undamaged and secured. Attachments, connections and locking secure.

1.3.6 Electrical Motors, Alternators Generators & Actuators

Inspect for: Cleanliness, obvious damage, evidence of overheating, corrosion and security of attachments and connections.

1.3.6 If protective covers are required to be removed:

Inspect for: Cleanliness, scoring, pitting brushes, free in holders, not excessively worn and correct bedding. Adequate spring tension. Overheating. Fluid ingress.




1.3.7 Relays Solenoids and Contactors

Inspect for: Cleanliness, obvious damage, evidence of overheating, corrosion and security of attachments and connections.

1.3.8 If protective covers are required to be removed:

Inspect for: Cleanliness, pitting, burning of contacts, evidence of overheating and security of contacts exposed.

Note: Any other inspection or work requirements not covered by the above standards must be specifically written into the approved schedule.

1.3.9 The Fluids, Greases and Lubricants used on ALS Aircraft and Equipment are those approved by the Original Equipment Manufacturer. Currently the Fluids, and Lubricants listed here below are the ones used by ALS Ltd in the indicated areas.

1.3.10 ZONAL INSPECTIONS

Zonal Inspections are General Visual Inspections and will not need any special tools or equipment. Access to the zone must be gained. This may necessitate removing fairings, doors, panels etc., as required. CAUTION: REMOVE ALL AN36B/AN46B BLACK ORCON FILM INSULATION

MATERIAL FOUND ON THE STRUCTURE AND/OR DUCTING, REPLACE WITH AN4C SILVER ORCON FILM INSULATION MATERIAL.

Equipment and structure in each zone will be inspected for:

1. Security, cleanliness, correct attachment/alignment, correct electrical bonding, adequate drainage.




2. Evidence of leakage, overheating, unusual discoloration, distortion, fouling, bowing, scoring,fraying, corrosion, chafing, wear, damage, dampness, deterioration of protective treatment.

1.3.11 LIGHTNING STRIKE PROTECTION

It is a requirement that lighting strike protection provisions be inspected on a scheduled basis. These provisions are specified in the task description for the related zones.

MAINTENANCE PROGRAM – INTRODUCTION A. INTRODUCTION

This DHC8-100 Series aircraft Maintenance Program is based on the De Hallivand Maintenance Program Manual (MPM 1-8-7) Revision 28 dated 05 June 2015 as a minimum requirement with additional items based on experience, environmental or other related conditions. The inspection time intervals are the De Havilland recommended frequencies, but could later be escalated when justified by sufficient operating experience and by approval of the KCAA.

1. Pre- flight Check To be performed before the first flight of the day. The pre-flight Check, is more comprehensive than a Transit Check, is intended for use at an

Overnight station and includes all inspection items in the lesser Transit Check.

Note: Away from Maintenance Stations the Crew shall carry out the Pre-flight check. 2. Transit Check (Intermediate) To be performed between flights at an enroute stop.

It is intended to assure continuous serviceability of a transiting aircraft i.e., Standard Walk around; Visual exterior inspection for any obvious defects, servicing as required and rectification of NO/GO flight/ground complaints.

3. Overnight Check To be performed after the last flight of the day within 36 hours elapsed time from last overnight. It includes the Transit Check with additional external and internal inspection, functional checks on selected systems and servicing. Rectification of flight/ground defects and deferred defects.

4. ‘L’ Check To be performed within 50 flight hours or 12 Days from last ‘L’ Check.

This check is considered a primary inspection and is intended to disclose the general condition of the aircraft. It includes the lower level maintenance inspections with additional functional tests and lubrication.

5. ‘A’ Check To be performed within 500 flight hours or 6 Months from last ‘A’ Check.

This check is considered to be an intermediate check and requires an examination of an aircraft to determine its general condition for assuring sustained airworthiness. This check includes visual inspection of interior and exterior, selected operational checks, filter servicing, limited lubricating tasks and requires the opening of specific access doors and panels. The ‘A’ Check also requires accomplishment of all items contained in lower level check.

Time Control Components refer to chapter 4 Task Cards are placed in the Manual in numerical order with the lowest number starting at zonal task 111 and ending with the highest number in ATA chapter 79. NOTE 1 Task intervals are to be established by the operator and the local Regulatory Authority.

NOTE 2 Hydrostatic Test and Life Limits to be accomplished as set forth in, Part 173, Chapter 1, Subtitle B, of the United States, Code of Federal Regulations (CFR) 49 and FAA order 8000.40, currently in effect, or, applicable regulatory requirements.

NOTE 3 Task and interval are to be established in accordance with operator’s National Regulations. Whenever a task has two intervals, one being “NOTE 3”, a National Requirement applies first; the other interval is to be used when local Airworthiness Authorities do not have a specific requirement.

NOTE 4 For these tasks, the task effectiveness should be monitored and the task interval adjusted, either up or down, to suit individual operator’s environmental conditions and operating pattern.

NOTE 5 Icing system maintenance tasks should be done at the start of the icing season.

NOTE 7 It is recommended that this task be scheduled to coincide with an APU removal.

NOTE 8 The combined shelf life and service life of the standard cartridge is six years from date of manufacturer. Maximum service life is four years.

NOTE 9 Hydrostatic test and life limits to be accomplished in accordance with U.S. Department of Transportation exemption DOT–E8162.

NOTE 10 Calendar Task intervals for Landing Gear are calculated as the Calendar Time accumulated from the aircraft delivery date of initial installation on the aircraft (i.e.: Total Installed Time).

NOTE 11 The published interval is not intended to de-escalate existing tasks for operators who may have a higher approved interval.

NOTE 12 All requirements in section 3 ATA-49-APU apply to aircraft with bombardier controlled APU installations and can be considered to have the following effectivity statement. 1. Engines L & R: Remove all ground lock pins, pitot covers, blanks and release nose lock. Check propeller assys. for obvious damage. Check in-take area for freedom of obstruction. Check all panels and cowlings of Power plant for security. Turn propeller and check freedom of rotation.

2. External Airframe Check parking brake pressure for adequate pressure per AMM 32-44-00 Remove pitot covers and check pitot heads for damage. Remove main MLG lock pins and place NLG lock to flight position.

3. Check fire extinguisher discs on port side of wing root area. Check oxygen discharge for serviceability.

4. Check fuselage, wings, flt. controls surfaces and empennage for damage and all panels and access doors for security. Check baggage bay door, restraint nets on board for security and condition. Check aircraft belly and antennas for security and condition.

5. Cockpit: Check crew oxygen cylinders content. Check main batteries (min 24volts). Check all windows and windscreens for security and cleanliness. Check instrument panel for security. Check fuel contents and enter in Tech Log Page.

6. Check aircraft documents for validity i.e. C of R, C of A, Maint., CRS, Aircraft Damage Chart. Radio Station Licence, Insurance Certificate, Weight and Balance.

7. Carry out general check of cockpit instruments and Placards for legibility. Check for proper storage of emergency equipment and expiry dates are within limits. Check emergency torches for serviceability.

Check Landing Gear Indicator for cleanliness and condition.

9. Cabin Check: Check all decals and exit markings for legibility. Check emergency exit for security Check all seats and life jackets for correct compliment including Extension Shaft Halt, Spare Life Jackets. Check for security of galley equipment. Check serviceability of cabin portable oxygen bottles, Fire bottle, First Aid Kit, PBE, and Megaphone. Check Passenger cabin for cleanliness and ‘Carry On’ compartment for security.

10. Inspect engine condition panel R/H wheel bay for filter ‘pop out’ indication

TRANSIT (INTERMEDIATE) CHECK

19. Clear all cabin log defects. Clear all defects on technical log current pages and raise a new page. Check all deferred defect items and rectify as necessary.

20. Check Maintenance Statement for validity and compliance with requests 21. Ensure all legal documents are on the A/C and are VALID. including Maintenance Statement

Certificate of Release, Certificate of Maintenance Review, Certificate of Airworthiness, Radio Licence etc.

22. ENGINES Allow engine to cool (15-30mins) and check oil level in tank for proper indication I.A.W M/M.

1. GENERAL

4.1.1. The Pratt & Whitney preferred engine maintenance program is the On-condition Maintenance Program (OCP),as experience shows that maintaining the engines using this method will result in optimum reliability with better economics. Engines are maintained in accordance with the On Condition Maintenance Program as defined in the applicable MRB Report and in the Pratt & Whitney Company’s recommended periodic inspections, maintenance tasks and frequencies.

The Following accessories installed on the PW 120A, 121engines will be monitored and treated as on-condition, with removal threshold based on this Operator’s experience using methods of ECTM and Reliability Reporting. All items listed below will start at a soft time threshold of 8000 Flight Hours.

4.1.2 Opportunity Engine Maintenance Tasks:

This section contains maintenance task intervals applicable while the part or the engine containing such part(s) is removed/disassembled for maintenance purposes resulting in such part(s) to be available. The recommended intervals for the opportunity maintenance of engine components/Accessories is based on service experience and/or known historical reliability data evaluated by P&WC.

4.1.2.1 Line Maintenance Components

The maintenance task is recommended when the component has accumulated more time in service than its recommended Opportunity Maintenance interval and; the component has been removed from the engine for maintenance/storage purposes, or the component or the engine on which the component is installed has been returned to the shop. The inspection of the listed Accessories is based on their tracking history. This Airworthiness Limitations section specifies the mandatory Rotor Component Accumulated Total Cycle Limits and Mandatory Scheduled Inspection/Maintenance Intervals required for type certification.

Rotor Component Accumulated Total Cycle Limits 1. The engine rotating components are subjected to low-cycle fatigue (LCF) due to cyclic operation of the engine. As a result, these parts must be replaced when the accumulated total cycle limit is reached. NOTE: A cycle is defined as an engine start followed by one flight then shutdown. 2. The service life values are in the Type approval as issued by Transport Canada. Changes to rotor component cyclic lives must be approved by Transport Canada. 3. The specified cyclic lives apply to engines, modules and components which contain parts listed in the approved arts list, as shown in the applicable Illustrated Parts Catalog (IPC) and Service Bulletins (SB).

ENGINE CONDITION TREND MONITORING (ECTM)

All engine fitted to aircraft operated by ALS Ltd. will be monitored for Trend Analysis. The Trend Group is the Designated Analysis Centre (DAC).Performance data and a listing of any engine-related maintenance will be sent to The Trend Group on a regular basis via their website (www.thetrendgroup.com) or faxed to 559-297-6499 or emailed to [email protected]. Upon receipt of the data the Trend Group will email to the designated contact for this operator confirming the data was processed without incident. In the event any noteworthy anomalies are apparent on the trend monitoring graphs, a Trend Request will be issued. A monthly Status Report which summarize the last 30 days of data activity is available each month. The operator also has access to this report and all other trend monitoring related information on the website, (www.thetrendgroup.com.)

S.I.L.NO. GEN -055 R2 will provide further guidelines if ALS Ltd. intends to utilize the Engine Condition Trend Monitoring (ECTM) Software.

The maintenance program shall be reviewed for continuous validity in light of operating experience. As a

result of operating experience and to reflect current TC holder’s recommendations, periodic revision of this Aircraft Maintenance Program Manual will be proposed. An annual review of this program will take place and is described in ALS Ltd. MCM

ON CONDITION MAINTENANCE

PROGRAM ELIGIBILITY

REQUIREMENTS FOR ENGINES IN

SERVICE




The following are the requirements for eligibility for engines in service to the On Condition program.

1. Special Inspections and checks required. a) 500 hours maximum since new or overhaul.

No special inspections or checks required.

b) Between 500 hours and half the approved engine overhaul life. I. Boroscope inspection of the low pressure (LP) impeller

(Ref. MM 72-00-00, INSPECTION/CHECK) II. Chip detector functional check.(Ref. MM 72-01-50, INSPECTION/CHECK)

III. Oil filter inspection and patch check (Ref. Mm 72-01-50, INSPETION/CHECK)

IV. Spectographic analysis of any debris found when carrying out steps II and III (Ref. MM 72-01-50)

V. Fuel filters inspect/clean (Ref. MM 72-01-60 INSPECTION/CHECK) VI. T6 system check (Ref. MM 72-01-60, INSPECTION/CHECK)

VII. Power assurance (Ref. MM 72-00-00, ADJUSTMENT/TEST). If engine is not already on ECTM, a minimum margin of 10°C (20°F) ITT/T6 is required. Engines on ECTM since new or refurbishment, must only be within the power assurance limits.(Refer to MM 72-00-00,FAULT ISOLATION), if limits are exceeded or margin (if applicable) is less than minimum.

VIII. Engine external inspection covering: • The reduction gearbox, front and rear inlet cases for corrosion. • The condition of the oil-to-fuel heater coating, oil and fuel lines, LP diffusser ducts and bleed air lines. • The condition and retention of all accessories including the EEC, TSCU, ignition and wiring harness etc. • Detailed inspection of fuel nozzles (Ref. MM 72-01-40, INSPECTION/CHECK) NOTE: Inspection not required if fuel nozzles have been changed or inspected within the previous 1000 hours. • Detailed inspection of igniters (Ref. MM 72-01-20. INSPECTION/CHECK Over half the approved engine overhaul life with a minimum of 500 hours

remaining till approved engine overhaul life. IX. All inspection and checks required for engines which have operated between 500 and half the

approved engine overhaul life. X. Hot section inspection (HSI) (Ref. MM 72-03-00) unless it can be demonstrated that ECTM has

been accurately carried out and no unacceptable performance deterioration has been observed of the time since a hot section inspection was carried out is less than half the approved engine overhaul life.

XI. Borescope inspection of the accessory gearbox. A visual or borescope check of the towershaft bevel gears ( Ref. Mm 72-00-00, INSPECTION/CHECK)

STRUCTURAL INSPECTION PROGRAM – INTRODUCTION The identification of Fatigue Damage (FD) inspection tasks for each Structural Significant Item (SSI) is an integral part of certification for a damage tolerant aircraft. The FD inspection tasks published in this document are classified as Airworthiness Limitation Items. In conventional structural inspection programs inspection interval are expressed as a single threshold and a single repeat interval. Transport Canada (TC) has a requirement that damage tolerant SSI’s cannot go uninspected for more than half of the aircraft design lifetime (for the Dash 8 half lifetime is 40,000 flights). Therefore the threshold is limited to 40,000 flights (Threshold) whenever the calculated/tested threshold is greater than 40,000 flights. After the threshold the consecutive inspections are dictated by the repeat interval. The calculated/tested thresholds and repeat intervals are determined by the damage tolerance evaluations and vary significantly. In order to optimise the FD inspection intervals and to take into account the half life limit of 40,000 flights, an optimised program has been developed. This program includes Thresholds, Initial Intervals and Repeat Intervals. The Repeat Intervals become effective at a predetermined time (the Repeat Cut-In). Program Concept In the Structural Inspection Program, the 40,000 flight threshold still applies for all tasks with a calculated/tested threshold greater than 40,000 flights. Any unused threshold residue beyond the 40,000 flight threshold may be used up as an Initial Interval before the Repeat Interval comes into effect at the calculated/tested threshold. However, the threshold may only be used to a maximum of 80,000 flights (Dash 8 design life), then the Repeat Interval is to apply. When applicable, an initial interval will be prescribed for each task by an amount greater than the Repeat Interval. To comply with the half life limit the Initial Interval must not exceed 40,000 flights.

1.0 LOW UTILIZATION MAINTENANCE PROGRAM (LUMP)

1.1 INTRODUCTION

With the introduction of Calendar limitations to tasks identified in the Dash8-100 Maintenance program manual (MPM) (PSM 1 -8-7) Maintenance Review Board Report (MRBR) at Revision 25 (dated Feb 20/2012), the requirements to have a dedicated Low Utilization Maintenance Program (LUMP) became redundant. Performing maintenance requirements stipulated in part 1 and part 2 of the MPM satisfies the previous LUMP requirements. 1.2 LUMP DELETED Having satisfied 1.1 here above, the LUMP section has been deleted.

INTRODUCTION

This section lists the Fuel System Limitation (FSL) that are mandated by the Special Federal Aviation Regulation (SFAR) 88.

FSL are limitation requirements that identify all the necessary maintenance instructions to maintain the design features required to preclude the existence or development of an ignition source within the fuel tank system throughout the operational life of the aircraft.

Task intervals are provided in both flight hours and calendar intervals. Tasks are to be performed at whichever interval occurs first.

The electrical wiring interconnection system (EWIS) inspection program provides a means by which the aircraft wiring can be examined on a scheduled basis. The program ensures that all the EWIS components receive adequate inspection to determine security of installation and general condition. Development of DHC-8-100 EWIS inspection program has been achieved by applying the enhanced Zonal Analysis Procedures (EZAP) to determine where additional tasks were required over and above the existing zonal inspection program.

GLOSSARY ACCIDENATAL DAMAGE (AD) Physical deterioration of an item caused by contact or impact with an object or influence which is not a part of the aircraft, or by human error during a manufacturing, operation of aircraft or maintenance practices. AIRWORTHINESS LIMITATIONS A section of the instruction for continued airworthiness that contain each mandatory replacement time, structural inspection interval and related structural inspection procedure. This section may also be used to define a threshold for the fatigue related inspections. The information contained in the airworthiness limitation section may be changed to reflect service and/ or test experience or new analysis methods. DISCARD The removal from service the use of a particular item at a specified life limit. ENVIRONMENTAL DETERIORATION (ED) Physical deterioration of an item’s strength or resistance to failure as a result of chemical interaction with its climate or environment. FAILURE The inability on am item to perform within previously specified limits. FAILURE CAUSE Why the functional failure occurs. FATIGUE DAMAGE (FD) The initiation of a crack or cracks due to cyclic loading and subsequent propagation. FUNCTIONAL CHECK A quantitative check to determine if one or more functions of an item performs within specified limits. INSPECTION An examination of an item against specified standards INSPECTION- DETAILED (DI) An intensive examination of a specific item, installation or assembly to detect damage, failure or irregularity. Available lighting is normally supplemented with a direct source of good lighting at an intensity deemed appropriate. Inspection aids such mirrors, magnifying lens, etc. may be necessary. Surface cleaning and elaborate access procedures may be required. INSPECTION- GENERAL VISUAL (GVI) A visual examination of an interior or exterior area, installation, assembly to detect obvious damage, failure or irregularity. This level of inspection is made from within touching distance unless otherwise specified. A mirror may to enhance visual access to all exposed surfaces in the inspection areas. This level of inspection




is made under normally available lighting conditions such as daylight, hangar lighting, flash light or drop light, and may require removal or opening of access panels or doors. Stands, ladders or platforms, may be required to gain proximity to the area being checked. LUBRICATION AND SERVICING Any act of lubricating or servicing for the purpose of maintaining inherent design capabilities. MAINTENANCE SIGNIFICANT ITEM (MSI) Items identified by the manufacturer whose failure: Could affect safety (on ground or in flight) and/ or Is undetectable during operations, and /or Could have significant operational impact, and /or Could have significant economic impact. OPERATIONAL CHECK An operational check is a task to determine that an item is fulfilling its intended purpose. Does not require quantitative tolerances. This is a failure finding task. REMOVAL A part is removed and is either re-installed or another unique part (bearing a different serial number if serialized) is installed. RESTORATION That work necessary to return the item to a specific standard. Restoration may vary from cleaning or replacement of single parts up to a complete overhaul. SCHEDULED MIANTENANCE CHECK Any of the maintenance opportunities which are accomplished on a regular basis. STRUCTURAL SIGNIFICANT ITEM (SSI) Any detail, element or assembly, which contributes significantly to carrying flight, ground, pressure, or control loads and whose failure could affect the structural integrity necessary for the safety of the aircraft. TASKS – MAINTENANCE An action or set of actions required to achieve a desired outcome which restores an item to or maintain an item in serviceable condition, including inspection and determination of condition. THRESHOLD The specific value of a usage parameter (landing, flight hours etc.) at which the first inspection of some particular level or method should be conducted. VISUAL CHECK A visual check is an observation to determine that an item is fulfilling its intended purpose. Does not require quantitative tolerances. This is a failure finding task
