    All APPLICANTSFROM UNDERSECRETARY FOR LEGAL AFFAIRS OFFICESUBJECT: SECOND ROUND OF PROCESSING AND DELIBERATION FOR UNFILLED

    SENIOR AGRARIAN REFORM OFFICER SARPO) AND AGRARIANREFORM OFFICER II ARPO) POSmONS IN THE LEGAL SECTOR

    This refers to the modified SARPO and ARPO II positions in the legal Sector whichremain unfilled after the first round of deliberation of applicants. To ensure the job-fitness of personnel and the rendition of more efficient legal services, there is a needto select qualified employees based on established qualification standards andgoverning rules and regulations on selection and promotion.In this regard, you are hereby directed to conduct a second round of processing ofand deliberation for the said positions. The application is open to all Permanent,Temporary, and Contract of service (COS) personnel possessing the basicqualification standards of the positions applied for. The same QualificationStandards and Job Descriptions/Functions in the first set of deliberations shall beused to evaluate the preliminary qualifications of the applicants.As part of the selection process, all applicants must likewise be notified of therequired competency examination and panel interview, as the case may be. TheAssessment on Agrarian Reform l ws and English Aptitude/Proficiency Skills shall besimultaneously conllucted nationwide on Monday, 24 February 2014. Thequestionnaire shall be provided by the Bureau of Agrarian Reform Information andEducation (BARIE) on the same day to the concerned office which wil l administer theexamination. The interview results shall form part of the Psychological Attributesand Personality Traits (5 ) and Potential (10 ) of the applicant. The panel ofinterviewers shall be headed by the Regional Director and the PARPO II for DARRegional Office and Provincial Office applicants, respectively.

    Accordingly, the applicants shall be ranked according to the following criteria:Comparative Assessment Form (CAF) 1 65Competency Assessment 35

    Moreover, pursuant to Memorandum No. 55, Series of 2014 issued byUndersecretary Felix Perry A Villanueva, Chair of the Change Management Team(CMT) dated 13 February 2014, the following rules are hereby reiterated:

    1. Employees who are retained to rationalized reduced positions (e.g. 5 5ARPOin the 15P, while existing filled SARPO is 7), may apply to vacant positionswithout a Waiver.

    2. Employees whose placement are either through lateral transfer, swapping, orpromotion may apply to vacant positions upon ~ x u t i o n of a Waiver.

    3. Personnel, whether permanent, temporary, or contractual, who are placed inthe modified or created positions under the legal Sector or to co-terminouspositions (confidential staff), may apply for vacant positions upon executionof a waiver.

    The Individual Waiver to be included in the application document shall indicate thefollowing information:

    1. That they are waiving their right to be appointed to the validated positions towhich they were placed as a result of deliberations/validation procedurespreviously conducted; and

    2. That their placement to the position they waived from does not in any waymean th t they have an advantage over other applicants in position/s theyapplied for.

    The effects of the withdrawal of the validated placement in the ISP and theexecution of the Waiver for this purpose for those who will not be placed are, asfollows:

    1. Employees presently holding permanent or co-terminous positions, if notplaced, will remain in his or her position in the ESP as retained or on Co-Terminous with the Incumbent (CTI)/Co-Terminous with the Office (CTO)status under the approved Rationalization Plan; and

    1 CAF is based on the performance of the applicant fo r the pasttw o (2) years. Applicants who areunder Contract of Service or Job Order with DAR must submit a System of Performance Evaluationand Employee Development (SPEED) Form for the past two years accomplished by the Supervisor forthe past two (2) semesters. Those who are from outside DAR must submit a performance appraisalreport from his/her current employer.

    2. Personnel holding temporary or contractual positions if not placed will beconsidered separated from the service effect ive upon the expiration of theirlatest appointment or contract but not later than the end of February 2014.
