DECLARING THE MONTH OF APRIL OF EVERY YEAR AS “NATIONAL LITERATURE MONTH” WHEREAS, Section 15, Article XIV of the Constitution states that arts and letters shall enjoy the patronage of the State, and that the State shall conserve, promote, and popularize the nation’s historical and cultural heritage and resources, as well as artistic creations;

WHEREAS, Philippine literature, written in different Philippine languages, is associated with the history and the cultural legacy of the State, and must be promoted among Filipinos;

WHEREAS, national literature plays an important role in preserving and inspiring the literature of today and in introducing to future generations the Filipino values that we have inherited from our ancestors;

WHEREAS, the month of April marks the commemoration of the Francisco “Balagtas” Baltazar Day, and the birth and death anniversaries of literary pillars like Emilio Jacinto, Paciano Rizal, Nick Joaquin, Edith Tiempo, and Bienvenido Lumbera;

WHEREAS, the international literary celebrations like the International Children’s Book Day, International Day of the Book or World Book Day, and World Intellectual Property Rights Day are held in April of every year; and

WHEREAS, the National Commission for Culture and the Arts (NCCA) and its affiliate agencies, the National Book Development Board, and other concerned stakeholders, support the declaration of the month of April as Buwan ng Panitikang Filipino or National Literature Month.

NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of April as Buwan ng Panitikang Filipino or National Literature Month.

The NCCA and the Komisyon sa Wikang Filipino shall act as lead agencies in the preparation, coordination and implementation of the activities and events relating to the celebration of the National Literature Month.

All departments, agencies, or instrumentalities of the government, including government-owned or-controlled corporations are hereby directed, while non-governmental agencies and the private sector are encouraged, to participate and render assistance to NCCA, the KWF and other concerned agencies.

WHEREAS, pursuant to Sec. 15, Article XIV of the Constitution, arts and letters shall enjoy the patronage of the State and that the State shall conserve, promote and popularize the nation’s cultural heritage and resources as well as artistic creation.

WHEREAS, Sec. 9 Art. XIV of the Constitution also provides that Congress shall establish a national language commission composed of representative of various regions and disciplines which shall undertake, coordinate and promote researches for the development, propagation and preservation of Filipino and other languages.

WHEREAS, the development of Iluko Literature and the preservation of Ilokano culture are important facets of the Filipino heritage.

WHEREAS, towards this end, the month of April of every year has, in the past, been dedicated to the holding of literary seminar-workshops on Iluko Literature.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of April 2001 and every year thereafter as Ilokano Literature Month.

As the unquestionable dominant group of Northern Philippines, Ilocanos have a lot of things that they can be proud of and write about. From the world-famous Juan Luna, to the late President Ferdinand Marcos, the Ilocano’s capacity for greatness is never in question.

I am glad to see that groups like GUMIL Filipinas are in the forefront of telling the world how gifted and talented the Filipinos are. May your advocacy inspire other ethno-lingustic groups to develop a solid base of great men and women who will contribute to the preservation and promotion of our nation’s unique heritage and in our continued efforts at nation building.

May this year’s gathering be another fruitful one for the Ilocanos and all the Filipinos.

WASTO SANA ANG naging bigkas ko sa panambitang ito. Napulot ko ito sa El Folk-lore Filipino (1889) ni Isabelo de los Reyes at ipinaliwanag niyang binibigkas noong pasintabi ng mga ninuno nating Ilokano bago pumulak ng punongkahoy sa gubat. Ang literal daw ibig sabihin ay: “Huwag kang magálit, kaibigan/ dahil pumuputol lang kami/ ayon sa utos sa amin.” Inihihingi ng pahintulot ang pagputol sa punongkahoy sa inaakalang espiritu ng punongkahoy—ang Mangmangkik—upang hindi ito magálit. Naniniwala diumano ang mga Ilokano na ang Mangmangkik ay anito ng punongkahoy at nagdudulot ito ng malubhang karamdaman kapag pinagálit ng sinuman. Wala naman akong nais pumutol ng kahit munting sanga sa wika at panitikang Ilokano. Ngunit nais kong makatiyak na walang mangmangkik na magtampo o magkimkim ng samâ ng loob sa aking sasabihin. Baríbarí Dika agunget pári… Ang totoo, ang idinaos nating kumperensiya sa wika at panitikang Ilokano, ang Kur-it Ken Kurditan, ay dapat maging palatandaan ng inaadhikang gampanin at tungkulin ng Komisyon sa Wikang Filipino (KWF) para sa kapakanan ng wikang Ilokano at sa lahat ng wikang katutubo sa Filipinas. Kabaligtaran ng orasyong “Barí barí,” wala táyong iniisip na pagpinsala sa wika at panitikan ng Kailokuhan. Sa halip, kung ang panitikan ay isang punongkahoy, sa pamamagitan ng kumperensiyang ito ay ninanais natin na maitampok ang mga katutubong katangian ng panitikang Ilokano, masuri ang posibleng problema na humahadlang sa patuloy nitóng pagyabong, at mapangalagaan ito bílang isang aktibong bahagi ng kulturang pambansa. Ito ang isang malaking tungkulin ng KWF. Pinalalaganap ng KWF ang wikang Filipino bílang wikang pambansa ngunit samantalang inaalagaan ang mga katutubong wika ng Filipinas. Kung susundan ko ang sinimulan kong analohiya mula sa “Barí barí,” maaari nating ituring ang mahigit sandaang wika ng Filipinas bílang isang bundok ng mga punongkahoy at mistulang bantay-gubat ang KWF na may tungkuling alagaan ang bundok ng mga punongkahoy laban sa anumang mapaminsalang puwersa. Ipinagpapauna ko ito upang sansalain ang baluktot at buktot na saloobin ng mga kaaway ng KWF at Wikang Pambansa na nagpapalaganap ng mga makamandag na propaganda. Una sa lahat ang pangkat na nagsasabing ang paglaganap ng Wikang Pambansa ay katumbas ng pagkamatay ng mga wikang rehiyonal. Binubuo ang pangkating ito ng mga tao na noon pa’y salungat sa naganap na paghirang sa Tagalog bílang batayan ng wikang pambansa at ng mga tao na ang tunay na pagmamahal ay sa Ingles. Binubulag nilá ang taumbayan sa pamamagitan ng kunwa’y pagmamalasakit sa mga wikang

rehiyonal samantalang wala naman siláng ipinapanukalang kahit munting programa upang maisulong ang kapakanan ng kahit isang wikang rehiyonal. Kung mayroon sana, at tunay na kapaki-pakinabang, ay bakâ natulungan pa namin silá at nabigyan ng pondo ng KWF. Ang totoo, naghihintay ngayon ang KWF ng mga proyekto na maaaring tangkilikin dahil totoong kailangan para sa kapakanan ng alinman sa mga katutubong wika ng Filipinas. Tulad ng nasabi ko na, sa ganitong paraan dapat ituring ang kumperensiyang ito bílang senyas at sagisag ng adhika ngayon ng KWF na tipunin ang mga lakas ng mga katutubong wika at panitikan at ihandog na bahagi ng wika at panitikang pambansa. Hindi magkaaway ang panrehiyon at pambansang wika at panitikan. Sa halip, kailangang maitatag ang nararapat na simbiyotikong pagsasanib ng mga ito upang magkaagapay na umunlad. Titigan ang dalawang makabuluhang pang-uri na ginamit ko. Una, “simbiyotiko.” Mula ito sa agham ng biyolohiya. Mula sa Griyegong symbios—“magkasámang pamumuhay,” at nahihinggil sa pagtutulungan ng dalawang nilikha sa mundo sapagkat kailangan ng bawat isa ang kabilâ. May naidudulot ang una sa ikalawa na kailangan ng ikalawa at gayundin ang ikalawa sa una na kailangan ng una. Sa gayon, ipanghihinà o maaari ngang ikamatay ng isa ang pagkawala ng kabilâ. Ikalawa, “magkaagapay.” Sa Ingles, parallel. Sa unang malas, nakapagsasarili ang magkabilâng panig. Ngunit hindi ganap kapag itinatag ang kanilang ugnayan sa isa’t isa. Magkahiwalay man, ang dalawang naturang panig ay tila magkatabi at kambal na riles ng tren. Ang tren ang bayan. Hindi makauusad ang tren ng pag-unlad kapag nawala ang isa sa kambal na riles. Paano nga ba magaganap ang simbiyotiko at magkaagapay na pag-unlad ng panrehiyon at pambansa? Ang pangunahing simulain ay: Kailangang kailanganin nilá ang isa’t isa. Kailangang maisaloob ng bawat isa na may pakinabang sa kaniya ang kabilâ. Ang ibig sabihin, kailangang matutuhan ng panrehiyon na may pakinabang sa kaniya ang pambansa; at kailangang maunawaan ng pambansa na may pakinabang sa kaniya ang panrehiyon. Napakautilitaryo ng prinsipyong ito. Ngunit palagay ko’y higit na praktikal na panuntunan sa politika ng wika’t panitikan. Kailangang may gamit ang panrehiyon at ang pambansa sa isa’t isa. Masamâ agad ang datíng sa tainga ng “gamit.”Ngunit masamâ mang pakinggan ang “gamitán” ay nauuwi din ito sa pagmamahalan kapag nagtagal, gaya ng pinatutunayan ng maraming kuwento ng modernong relasyon ngayon—mga pareha ng lalaki at babaeng naglalaro lámang sa simula, nagpapaligsahan, naglalamangan pa nga, ngunit nagwawakas sa tunay at matamis na pag-ibig. Sa larangan ng wika at panitikan, nabubuo ang matalik na ugnayan, palagay ko, sa pamamagitan ng pag-uusap o diyalogo. Sa pamamagitan ng mga sinserong diskusyon upang maitatag ang mga panimulang batayan ng pagkakaisa at saklaw ng pagtutulungan. Iniisip kong ang kumperensiyang ito ang simula ng malusog na diyalogo ng Ilokano at Filipino. Sa panitikan, marahil, dapat ituring itong unang pormal na pagtatagpo ng GUMIL at UMPIL. Kayâ nakasalalay sa uri at antas ng diskusyon sa kumperensiyang ito ang susunod na mga pagtatagpo ng Ilokano at Filipino sa ibang magkatulong na proyektong pangwika at pampanitikan. Ang proyekto ay hindi dapat maging proyekto ng isa ngunit nakasandig sa kabilâ. Hindi. Kapag ganoon ang proyekto, magiging dependent ang isa sa kabilâ at magiging dominante ang isang panig. Sa halip, bawat proyektong mapagkasunduan ay dapat na bunga ng magkatulong na pag-iisip at itataguyod sa pamamagitan ng pantay na uri ng partipisasyon ng mga panig. Sa wakas ng magaganap na mga diyalogo, mahalagang mabuwag kung hindi man maglaho ang mga pader na nagpapatingkad ngayon sa kaibhan ng panrehiyon at ng pambansa. Mawawala ang mga hadlang laban sa pagkakaisa. Magiging matalik na bahagi ng pambansa ang panrehiyon samantalang aktibong lumalahok ang panrehiyon sa mga mithiing pambansa. Isang makabuluhang proyekto tungo sa higit na matibay na pagkakaisa ang paglingon sa kasaysayan. Ang paglingon sa kasaysayan nang may oryentasyon at pananaw na makabayan. Bakit? Dahil marami sa mga prehuwisyo natin laban sa isa’t isa ay itinanim sa ating puso’t isip ng kasaysayang kolonyal. Tinitingnan ng mga Tagalog ang mga Ilokano na kuripot. Tinitingnan naman ng mga Ilokano ang mga Tagalog na lustay. Maaaring totoo; maaaring hindi. Ngunit ang ganitong masamâng pagkakilála natin sa isa’t isa ay dinilig ng kolonyalismo. Inalagaan ito sa tulong ng mga sermon at akdang makasimbahan, at kayâ pagkatapos ng tatlong siglo ay yumabong sa loob ng ating puso’t isip na tila makamandag na serpiyenteng ipinantutuklaw natin sa isa’t isa kapag nagkaharap sa negosyo, sa politika, sa paaralan, sa

anumang paligsahan at kahit sa basketbol. Hindi táyo ganap na magkaisa dahil sa namána nating baluktot na pagtingin laban sa isa’t isa. Kayâ hindi maaaring basta lilingon táyo sa nakalipas. Makikita lámang natin ang alam na natin at ang lahat ng masamâ laban sa atin. Kailangan ang paglingon sa kasaysayan nang may oryentasyon at pananaw na makabayan. Ito ang ibig sabihin ni Isabelo de los Reyes noong 1889 at isulat niyang: Bilang panimula ay maaari kong ipahayag na ang mga Ilokano ay isang lahing ibang-iba sa mga Tagalog, dahil may mga pagkakaiba silá sa isa’t isa na sa maraming pagkakataón ay madalî kong napapansin upang ibukod ang isa sa kabilâ. Subalit pagkaraan kong maingat na pag-aralan ang mga kaugalian, mga pamahiin, at mga tradisyon ng iba’t ibang bayan ay nagbago ang aking pagtingin. Bakit “nagbago ang (kaniyang) pagtingin”? May dalawang ibig sabihin ang “pagbabago” ng pagtingin ni I. de los Reyes. Sa isang bandá, may higit na malalim siyáng natuklasan hinggil sa mga Filipino nang magtipon siyá at magsuri ng mga alamat, kuwentong-bayan, karunungang-bayan, awiting-bayan, atbpang tinawag niyang “folk-lore Filipino.” Lumalim ang kaniyang mga paraan ng paghahambing. Higit na malalim kaysa nauna niyang paghahanap ng pagkakaiba ng Ilokano at ng Tagalog, o ng Bisaya at ng Kapampangan. Nakaigpaw at nakawala sa ipinamána ng kolonyalismo na kultura ng mga prehuwisyo at mapangmaliit na tingin natin sa ating sarili at sa mga kapuwa natin Filipino. Ang mga prehuwisyong inihasik sa ating utak ng mga kolonyalista upang manatili táyong magkakahiwalay, upang manatili táyong nagtatayô ng mga bakod at hanggahan laban sa isa’t isa, at upang manatili táyong mabubuting sákop ng mga dayuhan. Sa kaniyang aklat na El Folk-lore Filipino ay naghahambing pa rin si I. de los Reyes. Ngunit upang tuklasin ang mga pagkakahawig ng Ilokano at ng Tagalog. Marami siláng magkatulad na pamahiin. Halimbawa, ipinagbabawal sa Kailukuhan at Katagalugan ang pagsipol kung gabi dahil pinaniniwalaang umaakit ito ng masamâng espiritu. Naiinsulto kapuwa ang Ilokano at ang Tagalog kapag tinawag na “biktima ng kidlat.” Ang totoo, pinaniniwalaan sa buong Filipinas ang kapangyarihan ng anting-anting. Pinaniniwalaan sa buong Filipinas ang lakas ng dasal para umulan o para umaraw. Kung tititigan din ang pamagat ng libro ni I. de los Reyes, El Folk-lore Filipino, ginamit niya ang “Filipino” upang sumaklaw sa kabuuan ng mga nilikom niyang mga pamahiin, kaugalian, at panitikang-bayan. Tinutukoy niya ang mga ito mulang Vigan o mulang Malabon, mulang Pampanga o mulang Maynila. Ngunit ibig niyang ipatangkilik ang mga ito na mga bahagi ng tinatawag niyang “Filipino”—mga piraso ng folklore mula sa bansang Filipinas. Sa puntong ito, nais kong banggitin ang ikalawang paraan ng pagbása sa kaniyang “pagbabago” ng paningin. Ang kaniyang pangongolekta ng folklore Filipino ay hindi bunga ng personal na hilig magtatag ng isang artsibo ng lumang kaisipan. Hindi rin dahil nais niyang lumahok sa trabaho ng mga nabása niyang folklorista sa Espanya. [Naging kaibigan pa niya at kapalitan ng impormasyon ang ilan.] Sa halip, itinuring niya itong isang malaking tungkulin sa bayan. Para sa kaniya, ang pagbuo ng malawakang kaalaman hinggil sa nakaraan ay isang gawain ng sinumang may “pag-ibig sa bayan.” Sa kaniyang sariling wika: “Todo esto de sacado á relucir, porque para mi, el peor de los hombres es el infeliz que no esté dotado ese sentimento noble y sagrado que llaman patriotismo.” (Lahat ng ito ay sinikap kong bigyan ng liwanag, sapagkat naniniwala ako na ang pinakapangit sa lahat ng tao ay si kawawa na hindi man lámang natalsikan nitóng marangal at sagradong damdamin at tinatawag na patriyotismo.) Inamin niya, nagsimula siyáng walang alam kundi ang nagisnan niyang Ilokano. Ngunit dahil sa naturang makabayang damdamin ay nagsikap siyang buuin ang Filipino. Ang tungkulin noon ni I. de los Reyes ang dapat nating isapuso ngayon sa paglingon natin at pagsusuri sa ating kasaysayan. Hanapin natin ang magbubuklod, hindi ang magbubukod sa atin sa isa’t isa. Hanapin ang iba’t iba ngunit hindi upang manatiling magkakaiba kundi upang bigkisin ng pagkakaisa. Payamanin natin ang panrehiyon dahil nais nating umambag sa pambansa. Tandaan natin at laging maging patnubay ang dakilang wika ni I. de los Reyes: “Todo esto de sacado á relucir, porque para mi, el peor de los hombres es el infeliz que no esté dotado ese sentimento noble y sagrado que llaman patriotismo.” Lahat ng ito ay sinikap kong bigyan ng liwanag, sapagkat naniniwala ako na ang pinakapangit sa lahat ng tao ay si kawawa na hindi man lámang natalsikan nitóng marangal at sagradong damdamin at tinatawag na patriyotismo.

AN INITIATIVE TOWARDS A NATIONAL PHILIPPINE BAYANIHAN

For quite a long time already, I’ve been toying with the idea: why can’t we not have a nationwide Bayanihan program, wherein all Filipinos will be bound by a single purpose—that of helping one another in times of need through an already in placed system that will automatically respond whenever or wherever the need arises. I know of a town (maybe there are also others) where the Rural Improvement Club, an NGO (composed of housewives but now they have included the husbands and children), has established a system that whenever a member passes away, all other members of the association donate a uniform amount to be given as aid to his/her beneficiary/ies. Collections are done through the barangay chapters in the said town. They had been quite so successful in doing this maybe for more than 30 years now.

But help should not be in times of death of a member only.

Why not establish an association nationwide in nature but composed of several independent associations in the barangays or towns, that will ultimately become a foundation, which will: 1. Extend cash aid whenever a member gets sick of a terminal disease. 2. Provide cash aid when a member suffers loss of a house or total loss of a livelihood. 3. Give cash aid to the beneficiary/ies when a member passes away. 4. Extend an Educational Scholarship to at least one member of the family of a deceased member (who is the head of the family), to ensure that at least one member of the family can complete a college education. This way all members of the association, will have at least one child that has completed a college or technical education.

This should be a private non-government organization (NGO). However, the government can help in its organization, specially the local executives, like the Mayor, and all other elected local officials, who will help initiate the organization of this initiative we will call, the Barangay Bayanihan Association (BBA) or Municipal Bayanihan Association (MBA) as the case maybe. They can use their influence to fast track its organization in all the barangays of the town. A separate organization should be established in every barangay. However, if the majority of the residents of the majority of the barangays is less than 5,000 per barangay, then, it is advisable to have just one organization for the whole town.

CONSTITUTION AND BY-LAWS(As amended, April 15, 2007)

PREAMBLEBelieving in the preservation of Ilokano literary, artistic

and cultural heritage as well as the enhancement of the intellectual creativity and writing craft of the Ilokanos, we, Ilokano writers, do hereby form ourselves into an association, ordain and proclaim this Constitution.

ARTICLE 1. NAME AND SCOPESection 1. The name of the association shall be GUNGLO

DAGITI MANNURAT NGA ILOKANO ITI FILIPINAS (Ilokano Writers Association of the Philippines, Inc.) or GUMIL Filipinas for short. The association shall be referred to thereafter as GUMIL Filipinas.

Section 2. The association shall have chapters from the different provinces and other countries.

ARTICLE II. OBJECTIVESSection 1. The objectives of GUMIL Filipinas shall be the

following:a) To provide a forum in which Ilokano writers can

undertake common and cooperative efforts to improve their craft of writing literary, historical, research and other works;

b) To enrich Ilokano literature and cultural heritage as phases of the national identity by encouraging the members to concentrate on writing extensively and intensively about the social, economic, cultural and other aspects of growth and development among the Ilokanos through literature, history, research, or the like;

c) To publish books of poetry, short stories, essays, novels, plays, radio drama, historical accounts, research and critical studies, and other writings; and

d) To assist each member in pursuing his/her writing career and in fulfilling his life as a member of Philippines society.

ARTICLE III. MEMBERSHIPSection 1. Membership in GUMIL Filipinas shall be open

to any Ilokano who is writer by calling, a free lance writer, or a bona fide staff member of any periodical who can write or intends to write in the Ilokano language.

The following categories specify the qualifications for memberships:

a) Regular member: Any Ilokano writer who has published one short story in Ilokano, or one feature article, or an essay in Ilokano, or three poems in Ilokano in any recognized publication such as magazine, book, or broadsheet with national circulation.

b) Associate member: Any Ilokano writer who has published his/her literary works in an another language other than in Ilokano.

c) Junior member: Any Ilokano who aspires to write and can become a regular member upon publication of literary works.

d) Honorary member: Though he/she is not a writer in Ilokano, he/she has made an exceptional contribution toward the enrichment of Ilokano literature.

Section 2. Any member who is up-to-date in meeting

his financial obligations to the Association, which include payment of membership fees, shall be considered a member in good standing and shall be entitled to all the rights and privileges as provided in this Constitution and By-Laws.

Section 3. Any member who fails to meet his financial obligations to the Association, which include payment of membership fees, three months after an obligation or fee is due and payable, shall be deemed to be a member in inactive status and shall automatically cease to be entitled to the rights and privileges of a member as provided for in this Constitution and By-Laws. Membership in good standing can only be regained upon payment in full of all obligations due and payable.

Section 4. Only regular members in good standing shall be entitled to vote in the election of officers or to take part in deliberations on vital issues concerning GUMIL Filipinas. Members in good standing are those who have paid all their obligations or fees which are due and payable at least two months before the date of election of officers or the date of deliberation on a vital issue which concerns GUMIL Filipinas and which needs a majority vote of the general membership. However, this requirement shall not apply to a member who is admitted within the above-stated two-month period, provided he has paid all dues and obligations prior to the scheduled date of election or meeting.

Section 5. Honorary membership may be conferred upon any individual who has made an exceptional contribution toward the enrichment of Ilokano literature, or who has consistently helped GUMIL Filipinas to realize its objectives. Any ten members of GUMIL Filipinas can recommend to the board of Directors an individual for honorary membership. An honorary member shall have no financial obligations to GUMIL Filipinas nor shall be entitled to vote. As often as possible, however, he/she shall be consulted on salient matters that involve the realization of the Association´s objectives.

Section 6. Past presidents shall be accorded lifetime membership.

ARTICLE IV. DUESSection 1. The annual due in GUMIL Filipinas shall be

TWO HUNDRED PESOS (P200.00), except if a member is a student who shall pay ONE HUNDRED PESOS (100.00). The annual fees may be increased upon approval by the Board of Directors.

Annual due shall cover the regular collection period, April to April of each year. Any new member who is admitted on any date within the year shall hold membership up to April, in which he/she shall renew his/her membership.

Section 2. Any person who meets the qualifications as laid down under Article III and joins GUMIL Filipinas shall pay a one-time membership fee of TWO HUNDRED PESOS (P200.00).

Section 3. All dues, fees, contributions and obligations paid shall be deposited in a bank in the name of the Association. In case of withdrawal for a certain purpose, the Board of Directors shall pass a resolution therefore, and the applications for withdrawal shall be signed by the Treasurer

with conformity by the President and the Auditor.

ARTICLE V. BOARD OF DIRECTORSSection 1. The affairs of GUMIL Filipinas shall be managed

by a Board of Directors composed of fifteen (15) members who shall serve a two-year term from May 1 after the election to April 30 after the election.

Section 2. In the annual membership meeting, the members shall elect eight (8) directors who shall be elected by and from the members in good standing, in addition to the seven corporate officers, who shall become members of the Board pursuant to the second paragraph of Section 1, Article VII.

Section 3. The Board of Directors shall not receive renumeration of any kind from GUMIL Filipinas.

Section 4. The Board of Directors shall meet four (4) times annually. However, the Board may hold a special meeting on any day upon petition of five directors to take up urgent matters, provided notice to hold such meeting is served one week in advance.

Section 5. Any officer or member of the Board who fails three times to attend a regular board meeting as provided in this Constitution and By-Laws, without justifiable reason, shall be deemed as having lost interest in GUMIL Filipinas and as such be dropped automatically from the Board. He shall be replaced by the candidate with the next highest number of votes following the fifteen duty elected. The new member shall serve the unexpired term of his/her predecessor but only as Board member, unless he/she is elected to the position of officer as provided in Article VII, Section 2 of this Constitution and By-Laws.

Section 6. No action of the Board shall be valid unless it is a decision of the majority of the Board of Directors constituting a quorum.

Section 7. Donations or contributions of any kind of GUMIL Filipinas from persons or organization shall be accepted by the Board through a resolution approved by its majority. The cash donations or contributions shall be turned over to the Treasurer who shall deposit them as provided in Article IV, Section 3 hereof. Donations in kind shall be taken up in the inventory of supplies or properties.

Section 8. The Board may create committees other than those provided in Article IX of this Constitution and By-Laws, with four members and one chairman composing a committee.

ARTICLE VI. ANNUAL MEETINGSection 1. An annual general membership meeting shall be

held to deliberate on vital issues concerning GUMIL Filipinas and the fifteen (15) members of the Board of Directors shall be elected every other year.

Section 2. The annual meeting as described in Section 1 shall be held on a Sunday of the month of April or during the national convention and literary seminar-workshop at a place and date to be decided upon by the Board of Directors.

Section 3. Only members in good standing as described in Article III Sections 2 and 4 of this Constitution and By-Laws shall have the privilege to participate in the deliberation on vital issues concerning GUMIL Filipinas.

Section 4. Notice of date, time and place of the general membership annual meeting shall be published or sent to all members in good standing by appropriate means by the Secretary-General at least two weeks before the scheduled date of meeting.

Section 5. A quorum in the annual meeting shall be fifty per centum plus one of the total number of members of the

Association in good standing.

ARTICLE VII. ELECTION OF OFFICERSSection 1. The elective corporate officers of the Association

shall be the following: President, Vice-President, Secretary-General, Treasurer, Auditor, Business Manager, and Public Relations Officer, all of whom shall be elected through secret balloting, for a term of two years or until their successors are duly elected and have qualified. The elected corporate officers shall automatically fill up the remaining seven (7) seats in the Board of Directors.

Section 2. The President of the Association shall only be allowed to seek a second consecutive term.

Section 3. Only a member of GUMIL Filipinas in good standing shall be qualified to be a candidate for member of the Board of Directors.

Section 4. In case a vacancy arises from among the officers, it shall be filled through election by the members of the Board, except the office of the President, in which case the Vice-President shall take over. The officer thus elected shall serve only the unexpired term of the immediate predecessor in the position. If both the President and Vice-President resign or are separated from office, the members of the Board of Directors shall elect from among themselves a new President. He shall serve the unexpired term of the office.

ARTICLE VIII. DUTIES OF OFFICERSSection 1. The President shall preside over all meetings

of GUMIL Filipinas. He/She implement and execute policies and resolutions promulgated by the Board of Directors and the provisions of this Constitution and By-Laws. He/She shall officially represent GUMIL Filipinas. The President shall, with the Treasurer and Auditor, sing all vouchers. He/She shall appoint all members of committees provided in this Constitution and By-Laws, including those the Board of Directors may create, and shall be ex-officio committee member himself/herself.

Section 2. The Vice-President shall assume all duties and responsibilities at any given time.

Section 3. The Secretary-General shall be the custodian of all records of the Association. He/She shall send out notices of regular meetings of the Baord of Directors at least two weeks before the scheduled date of meeting, furnishing each officer and director a copy of the minutes of every meeting of the Board. He/She shall take charge of applications for membership and shall furnish members of the Association with publication or printed materials put out by the Association which are useful to them as writers.

Section 4. The Treasurer shall be custodian of all funds and financial record like official receipts, vouchers and other financial documents. He/She shall present a financial statement during general membership meetings or at any time that he/she may be required to do so by officers or members of the Association. He/She shall also be custodian of the Association´s properties.

Section 5. The Auditor shall audit all funds and expenses and check the inventory of properties of the Association. Together with the Treasurer and the President, he/she shall sign all vouchers and resolutions in the connection with the withdrawal of money from the bank.

Section 6. The Business Manager shall be responsible for all preparations with respect to arranging for and providing facilities as well as sites for seminars, workshops, conferences or other projects which need physical effort or management.

He/She shall see to it that chairs, tables and of the furniture needed during such meeting are in order.

Section 7. The Public Relations Officer shall look after the wholesome relations of the Association with the public, whether with individuals or organizations, whether government or private sector. He/She shall take charge of carrying out a positive and constructive publicity of important projects undertaken by the Association.

Section 8. The remaining members of the Board of Directors shall, with the Board of Officers, propose policies and resolutions in addition to performing duties which the President may assign to them from time to time.

Section 9. The advisers of the Association, who shall not be more than ten in number, shall be free to offer suggestions to promote its objectives, and shall be entitled to attend meetings of the Board as well as the Association, but shall not vote. They shall be consulted on matters where their expertise or wisdom shall benefit the Association. They shall not be entitled to any remuneration.

Section 10. The president of a provincial or other local chapter shall be entitled to attend the meetings of the Board and may participate in the deliberation of vital issues but shall have no right to vote therein.

ARTICLE IX. COMMITTEESSection 1. To assist the Board of Directors in its function,

there shall be the following committees, each composed of four members and a chairman who is a member of the GUMIL Board:

• Seminar Workshop Committee• Editorial Committee • Finance Committee• Legal and Research Committee• Marketing Committee• Award Committee• Ethics CommitteeSection 2. All chairmen and members of the above

committees, as well as of the committees the board of Directors may create, shall be appointed by the President from the members of the Association or of the Board.

ARTICLE X. ORGANIZATION OF CHAPTERSSection 1. Any fifteen (15) individuals who qualify to become

members as provided in Article III of this Constitution and By-Laws may organize a chapter in any school, municipality, city, province or outside the country. School, municipality or city chapters shall be separately affiliated with the provincial chapter, while provincial or outside-the-country chapters shall be affiliated with GUMIL Filipinas. Outside-the country chapter shall be within a state or any of the established political subdivisions thereof. A country chapter may be considered upon approval by the Board. The Metropolitan Manila, the site of the principal office of the Association, shall be considered a provincial chapter which embraces the City of Manila, Quezon City, Caloocan City, Pasay City, Makati City, Pasig City, Mandaluyong City, Valenzuela City, Marikina City, Muntinlupa City, Parañaque City and the Municipalities of San Juan, Navotas, Malabon, Las Piñas, Taguig and Pateros, and the neighboring provinces.

Section 2. A prospective chapter shall first apply in writing to GUMIL Filipinas for authority to organize itself.

ARTICLE XI - DEATH AID BENEFITSection 1. Each member of GUMIL Filipinas must pay One

hundred pesos (P100.00) for the Death Aid Benefit. Such Death

Aid Benefit fee shall be paid within five months starting from the regular collection date (April); otherwise, the member shall not be included as a paying member for that year.

Section 2. Only members who have regularly paid their contributions or have timely updated their accounts shall be entitled to the Death Aid Benefit.

Section 3. In case of death of a member during the first year of implementation of the Death Aid Benefit, his/her duly designated beneficiary/ies shall be entitled to receive an amount of at least Five Thousand pesos but not more than Ten Thousand pesos (P10,000.00), which actual amount shall be computed depending on the contributions given. Such benefit may be increased every year upon the determination and approval by the Board, and it will be extended to the beneficiary/ies of any member; provided that such member shall pay his/her obligation every year.

Section 4. Any Death Aid Benefit claimant/s (as specified in the application form as beneficiary/ies) shall present the original and the xerox copy of the death certificate of the GUMIL Filipinas member to the Secretary or Treasurer for verification. Copies of the death certificate will be kept separately by the Secretary and Treasurer for record purposes.

Section 5. Contributions for the Death Aid Benefit shall be for and in the account of GUMIL Filipinas Death Aid Benefit, to be deposited in a bank designated by the Officers and members of the Board of Directors, and which shall be separate from GUMIL Filipinas accounts.

Section 6. No money shall be withdrawn from the Death Aid Benefit deposit other than the amount payable to the claim based on the chart-guidelines.

Section 7. A yearly record of payments by members shall be kept by the Treasurer. If the documents presented by the claimants are found to be falsified or forged, the payment shall be withheld, or if payment is already given, said payment shall be refunded;

Section 8. Any member may scrutinize the records of this Death Aid Benefit during reasonable hours of the day.

Section 9. After five years of implementation, the Death Aid Benefit shall be supervised and managed by a committee or body composed of three members to be formed by the Board of Directors of GUMIL Filipinas. Said committee or body shall coordinate with the Treasurer of GUMIL Filipinas for the effective implementation of the program. Committee members or Body members shall not be entitled to any remuneration of any kind from GUMIL Filipinas, unless the Board shall decide to give them a fixed honoraria.

ARTICLE XII. AMENDMENTSection 1. This Constitution and By-Laws may be amended

by the initiative of the members of the Board and such amendments shall be submitted to the members for approval.

A proposal in writing to amend this Constitution and By-Laws may also be considered by the Board if it comes from one third of the members in good standing.

Section 2. Any amendment under Section 1 hereof shall be valid when approved by a majority vote of the members in good standing in an annual or special general membership meeting called for that purpose.

Section 3. Any amendment to this Constitution and By-Laws shall take effect immediately upon approval.
