Dan Hook, PE MBA
VP, Western Electrical Services
VP, Board of Directors, PEARL
Western Mining Electrical Association
Denver, CO - May 2015
• PEARL-formed to bring standards to industry that had
none
• First 2 years dedicated to the creation of
reconditioning standards for over 70 Products
• The process included invitations to all major electrical
manufacturers, contractors, distributors, and listing
agencies to participate in the preparation of these
standards.
• UL, ANSI, NEMA, NEC, NFPA, NETA and OSHA already
had published standards for us to research and learn
from.
• Every manufacturer produce operations and
maintenance manuals for their devices.
• All of this information combined with what we
determined “best practices” to create the first set of
PEARL Reconditioning Standards.

League
• We do this for our living. To stay in business, we mustoffer quality and reliability or we will not keep ourcustomers.
• This is ALL that we do.
• Controls, switchboards, panelboards, molded casecircuit breakers, insulated case circuit breakers, aircircuit breakers, vacuum circuit breakers, transformers, assemblies, low, medium and high voltage.
• We process used equipment back into top notch
condition for safe and reliable reapplication. We keep
this material out of landfills for at least another
generation.
• We are a coordinated group, pooling knowledge and
resources to improve our portion of the electrical
marketplace.

PEARL Specifications
• The PEARL Standards are being specified to maintain
aging equipment or add to previous vintage models.

The PEARL Seal
The PEARL seal represents that this
product has been subjected to the
processes prescribed in the standards
related to that specific product, and has
passed ALL of the test and inspection
criteria. The seal is serialized. Serial
numbers do not repeat. With the serial
number, you can easily identify the
specific PEARL member company that
reconditioned the product and acquire
related documentation, including the
inspection and test reports in the
possession of that member.
No. 000001
• The PEARL label provides assurance that the product is reconditioned
and tested to a standard.
• There are unscrupulous businesses who will misrepresent product,
often with potentially dangerous results. PEARL members are bound by
the PEARL Code of Business Practices that demand honest product
representation.
• Safety of the product user is a priority for PEARL members. Proper
reconditioning and prequalification of electrical product requires
knowledge and technical skills.
WHY?
• Most electrical materials have a service life >> Market Life
• Manufacturers regularly change designs/generations of products during
the life of the products.
• Customers need equipment support after the product is no longer
supported by its original manufacturer.
• Reconditioned and obsolete material is an alternative to buying new
from the factory and saves money in up front cost as well as related
costs.
• Reconditioned and obsolete product can save days, weeks or even
months in getting customers back online.
THE NEEDS
Low Voltage Circuit Breakers
Medium Voltage Circuit Breakers
Insulated & Molded Case Circuit Breakers
In house Transformer Oil Analysis
• Dielectric breakdown voltage: ASTM D 877 and/or ASTM D 1816
• Acid neutralization number: ANSI/ASTM D 974
• Specific gravity: ANSI/ASTM D 1298
• Interfacial tension: ANSI/ASTM D 971 or ANSI/ASTM D 2285
• Color: ANSI/ASTM D 1500
• Visual Condition: ASTM D 1524
• Water in insulating liquids: ASTM D 1533. (Required on 25 kV or higher
voltages and on all silicone-filled units.)
• Power factor or dissipation factor in accordance with ASTM D 924.
• Dissolved-gas analysis (DGA) in accordance with ANSI/IEEE C57.104 or
ASTM D3612.
Reconditioning has a positive environmental impact
• White Paper Reconditioning: The Ultimate Form of Recycling

Reuse, reconditioning, and remanufacturing use a fraction of the
energy of new production, keep millions of tons of waste from landfills
every year, reduce raw material consumption, and create 3 to 5 times
more skilled jobs than automated production lines.
