Memorandum CITY OF DALLAS DATE November 18, 2011 TO Honorable Mayor & Members of the Dallas City Council SUBJECT Executive Appointments/Updated Organizational Chart I am pleased to announce the following executive appointments. Code Compliance Services Jimmy Martin is being appointed as the Director of Code Compliance where he has served as interim Director since July 2011. Prior to his service with Code Compliance, Mr. Martin worked in the Auditor's office since the beginning of his City tenure in 1988. He performed audits on a wide variety of City operations including: Code Compliance's multi-tenant operations, the DPD Auto Pound, and Homestead exemptions administered by the Dallas Central Appraisal District. Mr. Martin holds a Bachelor of Arts degree in Accounting and is a Certified Public Accountant. He brings to Code Compliance strong analytical skills, a vast knowledge of City operations, and an auditor's eye for establishing effective internal controls. City Manager's Office Joey Zapata is being appointed as an Assistant City Manager in the City Manager's Office, where he has served in an interim capacity since July 2011. Prior to his appointment in the City Manager's Office, Joey was the Director of Code Compliance. Mr. Zapata began his career with the City in the Mayor's Office in 1994. He has worked in the Office of Financial Services; City Manager's Office; Convention and Event Services; Sanitation Services; and the Efficiency Team before being promoted to Assistant Director of Environmental and Health Services in 2005. He holds a Bachelor of Arts degree in Political Science from Texas A&M University. Communication & Information Services Shelia Robin on is being appointed as the Assistant Director of Communication & Information services. Ms. Robinson began her career with the City in 1998. Since that time she has held a variety of positions in the Office of Financial Services. Beginning as a Sr. Budget Analyst, moving to Budget Manager and then to Assistant Director where she was responsible for overseeing the Operating & Capital Budgets. Her strong leadership skills were essential to the successful transition to the Budgeting for Outcomes model. She holds a Bachelor of Arts in Economics degree from the University of Texas at Austin. I am pleased to announce the following executive appointments.

Code Compliance ServicesJimmy Martin is being appointed as the Director of Code Compliance where he has served asinterim Director since July 2011. Mayor &City CouncilStephanie Cooper is being appointed as Assistant to the City Manager for the Mayor & CouncilOffice. Stephanie began her career with the City in 1990 in the Department of Environmentaland Health Services (EHS). Prior to her appointment, Stephanie was a Council Assistant toCouncilmember Dwaine Caraway and also Interim Chief of Staff. During her tenure with the Cityof Dallas, Mrs. Pegues Cooper has worked in the City Manager's Office as a Service TeamCoordinator in 1996 and 1998. She has worked in several divisions within EHS including: theMartin Luther King, Jr. Community Center, Day Resource Center, West Dallas MultipurposeCenter and the City of Dallas' Public Health Division. She holds a Bachelors degree inMunicipal Management and Political Science from the University of Central Oklahoma.

Office of Financial ServicesJing Xiao is being appointed as the Assistant Director of the Office of Financial Services,overseeing the Capital and Operating Budgets. Jing began her career with the City in 1999 as aProject Manager in the City Auditor's Office. Previously, Jing has served as Budget Manager inthe Office of Financial Services, Inspections Manager for the Dallas Police Department and in hermost recent position, Third Tier Executive for the Dallas Police Department. Jing holds a Bachelorof Science in Finance from Capital University of Economics, Bejing, China and a Master ofScience in Management Accounting from the University of Texas as Dallas.

Streets ServicesHelena Thompson is being appointed as a Sr. Program Manager for the Department of StreetServices where she will assume oversight of the department's ISO compliance in terms ofenvironmental, quality and safety. In this capacity, she will also be managing the department'sinspection and training programs. Helena has been with the City since 1998 and has held avariety of different positions during her tenure. She began her career in the Office of InternationalAffairs, overseeing relationships with foreign dignitaries and organizing high-level trade missions.In she moved to Development she managed several
