(iv) Any person who offers or facilitates the furnishing ofsleeping rooms, cottages or cabins by hotels or who offers orfacilitates the furnishing of rental cars by rental car companies."

other provision of law to the contrary, the accrual of interestshall be suspended during any period of time that a delay in theissuance of a refund is attributable to the taxpayer's failure toprovide information or documentation required by statute orregulation."

(3) Failing or refusing to pay for livestock purchased from anagent, dealer, public livestock market as defined in R.S. 3:663, orowner, or acquired with the consent of the agent, dealer, publiclivestock market, or owner, within thirty days of the date thelivestock was purchased or acquired or the date payment was due,whichever is longer, with the intent to permanently deprive the otherof the livestock or the value of the livestock.

B. Either of the following acts shall constitute presumptiveevidence of the intent to permanently deprive the other of thelivestock or meat, or proceeds derived from sale of the livestock ormeat:

* * *Section 3. R.S. 37:3103(A)(3.1) and 3134 are hereby amended

and reenacted to read as follows:§3103. Definitions of terms

A. As used in this Chapter, these terms shall have the definitionsascribed to them, unless the context indicates otherwise:

* * *(3.1) "Auction house", "auction company", and "auction

business" are synonymous and interchangeable terms and mean anyentity, whether a sole proprietorship, partnership, limited liabilitypartnership, limited liability company, corporation, or any other legalentity defined by the board, which arranges, manages, sponsors,advertises, or carries out two or more auctions within anytwelve-month period and which regularly represents that goods aresold at auction. However, a public livestock auction business whichexclusively auctions livestock and which is regulated as a publiclivestock market by the Louisiana Board of Animal Health pursuantto R.S. 3:2091 et seq. shall not be defined as an auction business forpurposes of this Chapter. "Auction house," "auction company," and"auction business" shall not mean an entity which sells propertythrough an Internet-based trading platform unless such entity'sactivities constitute an "auction" as defined in Paragraph (3) of thisSubsection.

* * *§3134. Livestock auctioneers
