THE PRISON SYSTEM
One of the reforms we expect to secunder the new order of tilings in Hawaii is with regard to pmon manage ¬
ment The subject is one on which
there is great diversity of opinion in
other countries and has several veryimportant phases all of which invitediscussion and call fur definite settlement Therefore it would be toomuch to ask of our new Ministry tohastily ttdopt radical changes in prisonmanagement without careful examina-
tion

into systems tried elsewhere andtheir results as well as considerationsof whatever circumstances may bepeculiar to this country Dut at allevents there have been obvious evilsconnected with the system in voguehere which it should be the aim toabolish There seems to be a lack ofclassification of convicts both as regards age and degree of criminalityThe hard labor would seem to be nomore-
- severe to the felon than to theculprit sentenced for a venial offenseagainst the pi we Merc boys areparaded in prison costume before thepublic gaze in company with hardenedold criminals Thus the late leader ofthe Reformatory School band whosepredatory instinct stimulated perhapsby a musical passion led him to breakinto a guitar store and steal his choiceIs seen to day doing penal service atthe tail of a road cart alongside of themost inveterate old jail birds Anotherabuse that has been a constant subject of criticism andrequiring attention among thefirst things to be reformed is theloose discipline maintained outside theprison walls both in Government andcontract work by the convictsA question to be considered by theGovernment moreover is whetherwork to pay for their maintenance inwhole or in part could not be foundfor the prisoners very largely outsidethe range of common observation Ifwe are to have anything like pavedstreets would such not require a largeamount of labor in preparing the mate-rial which could be done within theprison walls or at secluded quarriesWith the roads receiving their due pro-

THE PRISON SYSTEM
One of the reforms we expect to secunder the new order of tilings in Hawaii is with regard to pmon manage ¬
ment The subject is one on which
there is great diversity of opinion in
other countries and has several veryimportant phases all of which invitediscussion and call fur definite settlement Therefore it would be toomuch to ask of our new Ministry tohastily ttdopt radical changes in prisonmanagement without careful examina-
tion

into systems tried elsewhere andtheir results as well as considerationsof whatever circumstances may bepeculiar to this country Dut at allevents there have been obvious evilsconnected with the system in voguehere which it should be the aim toabolish There seems to be a lack ofclassification of convicts both as regards age and degree of criminalityThe hard labor would seem to be nomore-
- severe to the felon than to theculprit sentenced for a venial offenseagainst the pi we Merc boys areparaded in prison costume before thepublic gaze in company with hardenedold criminals Thus the late leader ofthe Reformatory School band whosepredatory instinct stimulated perhapsby a musical passion led him to breakinto a guitar store and steal his choiceIs seen to day doing penal service atthe tail of a road cart alongside of themost inveterate old jail birds Anotherabuse that has been a constant subject of criticism andrequiring attention among thefirst things to be reformed is theloose discipline maintained outside theprison walls both in Government andcontract work by the convictsA question to be considered by theGovernment moreover is whetherwork to pay for their maintenance inwhole or in part could not be foundfor the prisoners very largely outsidethe range of common observation Ifwe are to have anything like pavedstreets would such not require a largeamount of labor in preparing the mate-rial which could be done within theprison walls or at secluded quarriesWith the roads receiving their due pro-

Westerners regard as their want ofprogress in social evolution has beengreat Chinatown is the larger part ofthe commercial area of the city plotand its stores since rebuilding after thefire as a rule arc the most comely aswell as substantial mercantile fabricsfronting the widest streets in HonoluluBesides the multitude of retail tradersamong the Chinese contributing alarge proportion of the business doneby Caucasian importing houses therearc several large and wealthy Chinesewholesale establishments said to havethe most solid connections at homeThen there is the multitude ot largeand small leaseholders of agriculturalland among that nationality Thesefacts indicate the Chinese to be one ofthe most important elements in thecountry as contributors to the revenuesboth by internal and Customs taxationAccording to one of the prime tnottosof American freedom No taxationwithout representation then theChinese have no small ground onwhich to claim a voice in the directionof affairs seeing that other foreignerscoming here on similar arrangementswith themselves arc accorded the full
